CIVIC MALL / WASHINGTON AVE CONCEPT The block located between City Hall and the County Courthouse has been identiﬁed in past downtown planning efforts for a green civic space that would connect these two historic civic buildings. The “civic mall” concept is still viewed as an important opportunity to provide a unique civic mall in the heart of downtown’s civic district and better connect these two iconic buildings. Additionally, this concept shows streetscape improvements along Washington Avenue, including ways to narrow the roadway and provide a more pedestrian-friendly streetscape. The concept presented here for improvements to the block located between City Hall and the County Courthouse, as well as the Washington Avenue streetscape, contains the following features: • green open space/mall between Washington Ave and Junius Ave offering a unique place for public gathering, seating, strolling, etc. • trees, special paving, pedestrian lighting, seating, wayﬁnding signage, trash receptacles, bike parking • views of many of the city’s landmark buildings including City Hall, County Courthouse, River Inn, old mill, Federal Courthouse, nearby churches, Hillcrest Academy • creates a green open space connection between the County Courthouse and the river ultimately • Relocate vehicle access from alley to streets • Relocate existing overhead utility lines underground • Public art opportunities • Narrow washington Ave from 50 feet to 40 feet (still accommodating 12 foot travel lanes and 8 foot parking lanes) • Add green boulevards (street trees and landscaping) to Washington Ave between roadway and sidewalk • Replace existing tall cobra streetlights on Washington Ave with pedestrian-scaled streetlights • Add banners/signage along Washington Ave • Enhance pedestrian crossings of Washington Ave and Junius Ave where civic mall connects to them 0 FT 60 FT 120 FT whAt do you thiNk?
