"AN ORDER SUPPORTING THE PRESIDENTIAL EXECUTIVE ORDER NO. 70^"INSTITUTIONALIZING THE WHOLE-OF-NATION APPROACH IN ATTAININGINCLUSIVE AND SUSTAINABLE PEACE, CREATING THE CITY TASK FORCE TO ENDLOCAL COMMUNIST ARMED CONFLICT (CTC-ELCAC) AND DIRECTING THEADOPTION OF A CITY PEACE FRAMEWORK IN ALIGNMENT WITH THE DULYAPPROVED NATIONAL PEACE FRAMEWORK IN THE ISLAND GARDEN CITY OFSAMAL."
WHEREAS, EO #70 institutionalizes the Whole-of-Nation-Approach as a
government policy for the attainment of inclusive and sustainable peace;
WHEREAS, there is a need for the City governments to align and supportthe national government policy for achieving inclusive and sustainable peace byrecognizing that insurgencies, internal disturbances and tensions, and otherarmed conflicts and threats are not only military and security concerns, but aresymptomatic of broader social, economic and historical problems, such as
poverty, historical injustice, social inequality and lack of inclusivity;
WHEREAS, the whole of nation approach addresses the root causes ofinsurgencies, internal disturbances and tensions, and other armed conflicts andthreats by prioritizing and harmonizing the delivery of basic services and socialdevelopment packages by the government, facilitating societal inclusivity andensuring active participation of all sectors of the society in the pursuit of the
country's peace agenda;
WHEREAS, the City Government shall similarly prioritize and harmonize thedelivery of basic services and social development in conflict affected areas andvulnerable communities, facilitate social inclusivity and ensure participation of all
sectors;
NOW, THEREFORE, I, AL DAVID T UY, City Mayor, Island Garden City ofSamal, by virtue of the powers vested in me by law and other existing statutes, do
hereby order:
Section 1. Adopting and Institutionalizing the Whole-of-Nation Approach. TheWhole-of-Nation Approach is hereby adopted and institutionalized as a citygovernment policy for the attainment of inclusive and sustainable peace. Section 2. Creation of the CITY TASK FORCE TO END LOCAL COMMUNIST ARMEDCONFLICT (SAMAL CTF-ELCAC). To ensure efficient and effective implementationof the Whole-of-Nation Approach in the Island Garden City of Samal, a City Task
Force to End Local Communist Armed Conflict (CTF-ELCAC) is hereby created to be
called as SAMAL CTF-ELCAC.
Section 3. Composition. The City Task Force to End Local Communist Armed
Conflict (SAMAL CTF-ELCAC) shall be composed of the following:

Section 4. Powers and Functions. The SAMAL CTF-ELCAC shall have the following
powers and functions:1.Upon issuance of this Order, formulate and start to implement in
coordination with relevant national and local government agencies, localgovernment units, the civil society and other stakeholders, a whole-of-nation approach-driven City Peace Framework aligned to the National
Peace Framework of EO No. 70;
2.Ensure inter-agency convergence in the implementation and localization ofExecutive Order No. 70 and the National Peace Framework in conflict-
affected and vulnerable communities;
3.Enlist and Gather the assistance and commitment of any department,bureau, office, agency or instrumentality of the government including theLGUs, government-owned or controlled corporations (GOCCs) and state

universities and colleges (SUCs) in accordance with their respectivemandate in implementation hereof;
4.Evaluate, define, modify, or integrate policies, programs and activitiescontained in the framework;
5.Organize ad hoc inter-agency and multi-sectoral clusters, councils,communities and groups at the local level or modify existing ones,whenever necessary, to fulfil its mandates;
6.Develop strategic communication, advocacy and peace consistency plans incase of ceasefire, as well as capacity-building measures, to enable localchief executives and local peace bodies to engage and facilitate local peaceengagements or negotiations and interventions;
7.Review the mandates and functions of offices undertaking peace efforts toavoid duplication of functions and programs and submit itsreccommendations to the Governor/Mayor/Punong Barangay for approval;
8.As may be necessary, issue supplemental guidelines, protocols or policies Ifurtherance of EO 70;
9.Recommend to concerned agencies or higher LGU, projects which may beimplemented, subject to the provisions of the General Appropriations Act;and
10.Perform such other duties and functions as the City Mayor may direct inaccordance with approved guidelines.
Section 5. The City Peace Framework. The City Peace Framework shall be inaccordance with the principles, policies, plans and programs as contained in theNational Peace Framework that will bring inclusive and sustainable peace andaddress the root causes of insurgencies, internal disturbances and tensions aswell as other armed conflicts and threats in identified areas. Said framework shallbe responsive to the local needs and sensitive to realities on the ground. To thisend, the City Peace Framework shall include a mechanism for localized peaceengagements or negotiations and interventions that is nationally orchestrated,directed and supervised while being locally implemented.
Section 6. Creation of the Frontline Efforts of the SAMAL CTF-ELCAC. Thefollowing frontline programs will have the foilowing offices primarily responsiblefor undertaking the necessary activities in carrying out the objectives of the CTF-ELCAC at the ground level, to wit:

Section 9. Functions of the Secretariat. The Secretariat of the SAMAL CTF-ELCAC
shall have the following functions:
1.Provide technical and effective administrative support and assistance to theCity Task Force in the performance of its tasks, coordinate with relevantagencies on the status of its plans and programs and provide updates to theCity Task Force in the implementation of its programs, projects and
activities.2.Ensure that all policies, directives, plans and programs formulated by the
CTF ELCAC are faithfully carried out.3.Perform such other functions as may be directed by the SAMAL CTF-ELCAC.
Section 10. Funding. Funds necessary for the operation of the Task Force tocover the operational and administrative cost shall be sourced out from theAvailable Funds of the city and other sources that may be identified.
Section 11. Separability. In the event that any provision of this Order or any parthereof is declared invalid, illegal or unconstitutional, the provisions not thereby
affected shall remain in force and effect.
Section 12. Effectivity. This ORDER shall take effect immediately.
