Goshen Wellhead Protection News Release

In accordance with state and federal law, Mayor Kauffman announces theupcoming community participation in the city of Goshen's WellheadProtection Program. designed to promote protection of the quality ofGoshen's drinking water both now and for the future.

Between January IS-February 2, volunteers will be soliciting residents andbusiness owners i.iJ. the vicinities of the Chamberlain School area andKercher Road neighborhoods to collect information on known andpotential sources of groundwater contamination. This informationwill allow our community to develop proactive measures for eliminatingknown and potential pollutants before they have an opportunity tocontaminate our public water supply. Additionally, it allows for thedevelopment of response plans that can be taken in the event a potentialpollutant is released into the local environmental. With such a program inplace, Goshen will continue to be a leader in this state·mandated program.

SOUTH BEND, Ind. (AP) - A grand jury will decidewhether any charges should be filed in the case of a 10-yearold special education student who allegedly took a loaded gunto school to scare children who had been teasing him.

St. Joseph County Proseoutor Christopher 'Ibth said Fridaythat after ''much deliberation" he decided to let the grand jurydecide whether to charge the ohild or the adults. responsiblefor the gun, a .3S0-caliber semiautomatic handgun. A decision is expected by Tuesday afternoon.

The South Bend boy is accused of bringing the gun to Monroe Elementary School on Jan. 23. School officials never sawthe handgun, but students told them their classmate hadbeen showing it ·off.

The boy was expelled by Superintendent Joan Raymond,wh~ has said she wanted charges filed against the adultsin""lved.

The boy's mother contends the school district is partially toblame because no one acted on the harassment her child wassuffering. She also questions why if school officials fearedher son was gcing to shoot someone they didn't take the gunaway from him.

The school's principal drove the boy home, but neversearched him, his mother said. The gun was later foundunderneath the cushion of a sofa at the boy's home andturned over to police as evidence..

Bremen hospital temporarilyhalts delivery of babies

BREMEN, Ind. (AP) - Storks no longer have clearance forlanding at. Bremen:s Community Hospital, at least not for thetime being. .'

The 25-bed hospital, one of the smallest in the state, has puta temporary hold on delivering babies.

Only two doctors in town still deliver babies, and the hospital has lost its only anesthesiologist, so there's no one on staffto administer painkilling epidurals to mothers in labor.

Now, all expectant mothers are told to plan to deliver theirbabies elsewhere. Hospitals in Plymouth and Mishawaka areabout 15 miles away.

David Rosentrat.er and Randy Larson, partners at Community Family Physicians, shared most of the 66 deliveries last yearin Bremen. By May, they had begun phasing out the Bremenhospital as a delivery option.

Administrator Scott Graybill said he is actively tu'ing torecruit anesthesiologists, obstetricians and gynecologists toBremen,

"We'd like to start it up again, certainly: by the end of theyear," Graybill said. "There are several doctors in the area whocan deliver babies in Bremen, but without the support of anes·thesiologist or a surgeon on hand, they're reluctant to do so."

What we are trying to a=mplish! In 1986 State Safe Drinking Water Act required states todevelop a plan to protect the drinking water. In 1989 Water Pollution Control Board in charge ofthis general assembly mandated they get a plan in place to protect the drinking water for thecitizens of Indiana. That plan became a rule in 1997. It is set up in 7 components of this WellHead Protection Plan aqd gave them a time table to implement this plan. Hand outs were passedout with a list of components and a time table for them. The plan is to be submitted to the stateby March 27, 2001.

City of Goshen is considered a medium water supply City.

WellHead Protection is coming up with a plan to protect the drinking water in the City of Goshen.

Requirements are one year time of travel area and five year time of travel. If a drop of water fallson the ground, how long will it take to get to the well head, depending on the water departmentspumping rate. Peerless used a computer model to see how long the water would take to get tothe well head. Now we can put lines on the map to see our one to five year lime of travel. Ifthere is a spill within those lines, how is the city going to handle it? How are you going toinform the community you are in a wellhead protection area?

The State wants communities to figure out what they want to allow. These are just a few

questions that need to be addressed. Within the wellhead protection areas contaminationsource must be generated. Inventory land uses within the wellhead protection areas are someof the things the group needs to address. What areas they want to fOCllS on!

Meetings with the public will be informal. Everything done will be public record. How are wegoing to inform the public? What if well fields become contaminated, how will we proved thecitizens with clean water?

Different examples were given of contamination. How will we deal with it? Easier to preventcontamination then it is to clean it up. Goal is Proactive instead of Reactive.

North Goshen Plant is near a railroad, if contaminated we would have to shut the plant down.We want public praticipation, we need to educate the public. We want the public input. Peopletake water for grant, we need to protect our water supply.

Some regulations have already been meet, we will be breaking up into small groups to formcommittees. Any community that services more then 50,000 people had to have their plansubmitted by March of 2000. The dock is ticking on Goshen. They have to have theirssubmitted by March 28, 2001.

We are not re-inventing the wheel, we are just doing what all the other communities havealready been doing. It Is set up where each community customize their own plan. We needto put together a list of people needed to be notified If the unthinkable would happen. A planthat would apply to Goshen. A lot of stuff is out there, they just need to be formalized. A formalsubmittal Is what is needed. .

Notes from the first meeting was reviewed. WHPA (WellHead Protection Area) was explained.

Commillees will be meeting every two weeks through Oct. Pulling together a iist of emergencyphone numbers was discused. Public awareness about how we protect our well water is veryimportant, the Goshen News paper staff Sheila Gibson was on hand to take a picture for thepaper. Updates on what all we will be doing is going to be reported to the public.

Dave Bates our Enviromental Complianca Administralior for The Cily of Goshen would beone to ask questions or get some input. Each group wili have it's own list of information tofind.

The wells at the North Plant are screened anywhere from the footage of 170 to 130 depending onIhe well. Al the Kercher well field they are screened anywhere from 180 to 200.

Delineation was explained by a drawing on the board by Sieve Geschke. Water usally flowsNorth East to South West. Test wells were used 10 determine the delineation. Privite homeswere even used 10 determen delineation al different depths. Rock Run Creek has no effecton Goshen what so ever. A matter lesting was done to prove 10 IDEM this fact. The city of Goshen has an EOC Emergency Orgainzational Committee. That is a lot of ourresource already! It's been around for about 10 years.

The Mayor will be somewhat involved. He could help us inform the community with his publicforums.

The three different commillees will brainstorm to come up with a plan. What needs to happenand in what time span does it need to happen. Each committee needs to know what tasks theyneed to accomplish in the next few weeks.

lAC Phase 1 submittal requirements were gone through. Some parts ofthe requirements have already been met. NelCl step is to get it together.

Some of the things needed to get is: Requirements for mixing of chemicals,Identification of abandoned wells, Establishment of B public outreach program,Notification of property owners who are within the WHPP, Signs posted toinform people of such areas, and Procedures to notify the pUblic are just afew topics gone over.

Guidelines for who to contael such as 911, National Guard, the Public, Hospltais,Emergency response, Police Etc. This needs to be put together so who everdoes the calling has all phone numbers handy.

Need "to know things like: Where altemate sourcas of water would come from,How long the supply would last. Having a contingency plan and make sure itgets updated every 5 years.

Committees need to find the best plan for the city of Goshen. Not all city's havethe same proedures or contaels. Delineations were made not to point fingers butto come up with a plan to try and prevent contaminanlion. If the damage has beendone the damage has been done. New site plans are very important, you can try .to prevent contaminantion before it happens. Helps new bussiness to know aboutsecondary containment.

Cheif Alheim will provide guideiines for what they do in case of contamination andthe procedures they use.

Joe Haufiaire will provide a narrative description of land use within the WHPA.

Street signs are very inportant to let public know where the Wellhead Proteelionareas are and what number they can call in case of a spill. It Is very importantthat everyone is informed even people outside of these areas. CCR OutreachReport should go out to the public every year.

Measures 10 prohibit the storage and mixing of chemicals wasdiscussed. Sanitery set back on wells are 200 feet, thai is setby IDEM. Unless you Chlorinate, then it is 100 feet. Storingand mixing chemicals are within 50 feet of the Kercher PlantWell Field. This needs to be addressed!

We need to come up with a plan of what we can and can notdo with Sanitary Wells. Guidelines need to be put Into theWellhead Protection Plan.

Peslicides are regulated by the pellticide review board throughIC 16-3-3.5 and IC 15-3-3.6.

If you serve more then 2,500 people, you are considered aPublic Water Supply Source.

IDEM deals with well construction. Any well you put in has tobe In compliance with the CPWSS otherwise you will not be Issueda permit.

Goshen is on reduced well monitoring because of the good tests wehave had for the last 20 years. Dave Bates helps with some of themonitoring measures such as potential contamination sources.

We need to document the frame work that has been required by IDEM.

The Advisory Committee will lock into methods or procedures formaintaining and updating records. Concerning changes to the potentialsources of contamination within the WHPA.

The Education Committee will work on signs to Inform the Public. Mapsshould be available with delineation areas and emergency numbers to callin case of problems.

The Emergency Planning Committee will be working on a contingency plan,to provide safe drinking water in emergency conditions. A description of aplan to train local responders and a list of information to be provided likeWHPA boundaries are just a few items they will be working on.

The key is to control a 100 ft radius around all wells. Applyto manage the WHPA witch includes the following: the application of storage. The plancan say you have to be a 100ft from where you mix your chemicals from a well.

The building True Green is in is a contained area. Inside the building and in front of thebuilding are both well over 100ft.

The infromation sign from South Bend was brought in for show and tell! Need to make sureit is 10 feet from the ground to avoid vandlism. It has to be at least 6 feet from the bottom ofthe sign to the ground. The IDEM Wellhead Protection logo was on the South Bend sign,Goshen may want a Maple leaf in the center of that. Some of the places the signs will beplaced at are: Kercher Well Field, Kercher Road, CR 38, lincoln Ave., Main Street and'Y1iddlebury Street are just a few. Signs were suggested for the Railroad tracks to inform the~nductors of the areas, 9th Street and by the overpass were mentioned.

"Drinking Water Protection Area" will be on the signs, leaVing the area and entering the areawas suggested to be added.

We are gelling close to having someone come In and put the information into a book form for us.We need to get the Mayor involed into public meetings. For instants, going to the industral parkand having meetings with the different bUiidings to inform them about the Wellhead Protection Plan.This will be a continuing thing once the program gets written.

We need to come up with a contingency plan, what you need to do and where it needs to go.

Goshen Wellhead Protection News Release

In accordance with state and federal law, Mayor Kauffinan announces the upcoming Communityparticipation in the City ofGoshen's Wellhead Protection Program, designed to promote protectionof the quality ofGoshen's drinking water both now and for the future.

Between January 15th and February 2nd, volunteers will be soliciting residents and business owner in

the vicinities ofthe Chamberlain School area and Kercher road neighborhoods to collect informationon known and potential sources ofgroungwater contamination. This information will allow ourcommunity to develop proactive measures for eliminating known and potential pollutants beforethey have an opportunity to contaminate our public water supply. Additionally, it allows for thedevelopment of response plans that can be taken in the event a potential pollutant is released intothe local environmental. With such a program in place, Goshen will continue to be a leader in thisstate-mandated program.

Martha Clark of IDEM manages the Wellhead in Indiana. The delineations have beensubmitted and approved. All letters including acceptance will be include in our plan.Management Plan has to be in Indianapolis by March 28th

Steve Cripe and Doug Perry have been educating the 5th graders for the last 5 or 6 yearsabout our water supply. Next on the educating list is the Public. The mayor would liketo have town meetings to inform the districts about the Wellhead Protection Areas. Wedo not have to inform the Public before we submit our plan to the state. Regular PublicEducation on how to manage these areas are very important. '

Concerns about the Spanish Speaking Public being educated on themeaning of contamination. There are three Spanish Newspapersin our area. Suggestion of informing them by the paper was discussed.

Phil Smith said it would be about 10 months before we hear if we areapproved or not. With Delineations being approved, the outlookfor the plan being accepted is very good.

Anyone wanting to look over the finished plan may do so. There areCopies at the Water Department (308 North 5th St.) or Goshen PublicLibrary (601 South 5th St.).

Books of the plan were passed out to everyone and pages were gone through withdiscussions about what needs up dated.

Kent explained if we keep our water protected it will be less expensive to maintain.Weare not at risk as of this time; that is why wellhead is so important.

Dustin explained how the storm water system has joined partnership with the wellhead sonow codes have to be me3.l't.

Mike Chapman explained the groundwater system, ordinance, aquifers and what theyhave to do with the wellhead protection.

John explained about IDEM rules and different things that could contaminate thegroundwater.

Rudy asked about water from Farming, Mike from Peerless replied there is not a problemright now; there is plenty ofunderground water to share from Lake Erie.

Tom asked if underground storage tanks are still in use; Mike replied no they are not inuse. Some clean up is being done but they are not a threat to the wellhead protectionarea's.

Dustin asked if we need a buffer in the delineation area, Mike said it is already added inthe calculations with the delineation.

Rudy asked how the wellhead protection areas were picked, Mike explained the time oftravel; and Steve explained the variety of wells and how we are classified as mediumsystem.

Allan asked about wellhead rules and if we are at a lot of risk?

John suggested we have a section of definitions.

A contingency plan needs to be updated with the Fire Department.

The committee was asked to look over the plan and write down some concerns, opinions,or even any ideas before the next meeting. We need to have some local planning teamgoals.

Everyone had a chance to look over the plan and changes were discussed. There was alot oftalk about over board with information.

Kent informed us we do not have to do a new delineation per IDEM, that will save alot of time and money.

Some spelling changes, name changes and etc will be done throughout the document.

Johngave information on how to obtain Brown fields (Contaffiination Sites) web sites.Brown field overlay will be on the county web site; 5 -10 tot (time of travel). E-atlasweb site will give a list ofhistory on EPA grants; county willwork with us on exportinginformation. State permit is recommended for a UST (Underground storage tanks) beforeanything else can be done. AST (above ground storage tank) does not need a state permitor a building permit. John also said not to add any more rules to whatever is alreadythere, it will be an over kill.

Joe had a lot of concerns about the Zoning definitions; he will be getting us moreinformation. State permit is required for light industrial zoning. John suggested notputting anything more in the zoning rule to make it more complicated then it already is.Use what the state already has and make it the rule for everyone involved. Zoning forUST and AST could be a building department issue. Take a look at the ordinance,different rules will apply for different departments, make it simple, legal department willneed to enforce the rules. Zoning will be the meat of the Wellhead plan. Joe will set upan overlay of the zoning with the 5 & 10 year look.

Tom asked John about permits for underground storage tanks, John said yes a Stateperrnit is needed. John explained when the underground tanks are removed chemicalsand other residue is left behind, farms must also clean up what is left behind just likeindustrials are required to do.

Zoning was a big topic of the meeting; everyone agrees the ordinance should fit the needsof everyone involved.

Land use was another topic of concern; who will be in charge of allowing what goes inwhere. Different types of industries were discussed and which ones willbe allowed andwhich ones won't. New facilities will all be inspected; a site plan should be included onwhat is allowed.

No one is sure who will be enforcing the codes within the WHPA. When you have anAST should secondary confinement be accepted? Who is going to control it? Will thisbe in zornng codes?

We came to the conclusion that everyone should reread the ordinance codes and see whatshould be accepted.

Jeremy suggested when we send out two letters one of them should have informationabout underground tanks. It was suggested two letters be sent out, one to industry's andone to residentiaL

The city web site will be added to the WHPA draft plan. When the WHPA is complete itwill be available on the city's web site.

Kent suggested a meeting between Dustin (Engineering), Joe (planillng), Gary (Building)and hirnselfto find out which department is responsible for the overlay zornng.

Meeting Purpose: Four members of the LPT met today to discuss various issues au the Phase IIWHPP application and other related issues.

Minutes:

Kent asked Mike Chapman ifhe needed to highlight the different changes to the WHPP. Mikesaid he did not just list the page numbers.

We decided we would add a map of different facilities and a table.

Mike suggested that we submit a plan ofwhat type of education to the public we will beperforming and reoccurring dates associated with the training and education.

Mike suggested we put together a summary of the <;hanges that have been made to our Phase IWHPP (such as update contingency plan).

Mike suggested we do something with the local girl scouts. He said he had receutly been madeaware that they have a water merit badge they can receive.

Regarding the EDR report and windshield survey, Mike said what we had was good, but weneeded to create an index table with each site listed.

Steve commented that he will be replacing some of our WHPA signs that have been damaged.

Mike stated that he will send us information of an interactive website that we could add to ourcities web site.

We discussed the options of overlay zoning and the impacts it would have on local present andfuture businesses, also on how it would effect the future placement of any new well fields.

Dustin commented that we should find the new county zoning laws. He thought they wereputting in something about WHPA overby districts.

We discussed the new MS4 rules and how they interacted with the WHPP.

We discussed the different types of education that has been given to different organizations andour own employees. Mike said we should add the documelltation and info to our Phase II plan.

We talked about a business that wanted to install a retention area within our sanitary set back atour Kercher plant and the restrictions that Dustin gave them based on the MS4 rules and becausethey were so close to our WHPA. Mike suggested we documented this in our Phase II.

Dustin also discussed how he installed a layer to the Fire Departments with EmergencyManagement computers with the location of our WHPAo. In case of spills or any other incidentsthat would affect our water supply.

Jim suggested the City research House Enrolled Act (REA) 1162, which deals with sites in theState cleannp program or the voluntary cleanup (VRP) program. The law requires contaminationsite to notifY the community if they plan only performing a partial cleanup and request input forthe community ofwhether a partial cleanup is acceptable. In Mike's opinion, this act puts moreliability back on the commtmity water system.

Safe Drinking Water Act.

• 1989 - Indiana's Groundwater Quality Protection Act (IC13-18-17-6)

• 1989 - Elkhart County adopts the County GroundwaterProtection Ordinance. (Readopted every 5 years).

• 1997 - Indiana Administrative Code establishedrequirements for wellhead protection for all communitypublic water supply systems (327 lAC 8-4.1).

• 1999 - Goshen Water Utility - begins development of itsPhase I wellhead protection plan.

• 2003 - The Goshen Water Utility's Phase I wellheadprotection plan is approved by IDEM.

• 2005 - Greater Elkhart County Stormwater Partnership'sPart C Submittal was approved.

• 2007 - The Goshen Water Utility begins evaluatingrequirements for its Phase 2 wellhead protection plan.

Kent reviewed two delineations Kercher Plant and North Plant with one and five yeartime of travel and pointed out several sources ofpotential contamination, LUST sites,UST sites and VRP that were picked up by recent searches.

Brochure of a draft to be distributed to landowners within the WHPA, was passed out toLPT for review.

Kent stated the city has upgraded status of signs in the WHPA.

Potential Sources of Contamination was discussed at this meeting. There is one industrialproperty in the WHPA that is on septic and has a leaking storage tank. The city will beaddressing this in the near future.

John said the county has a groundwater protection ordinance and is working on a webbased GIS interactive resource that might help with our overlay areas.

Tom asked ifwe had the authority to create an ordinance for underground tanks in thecity. Dustin replied with yes, IDEM only wants us to identifY the potential sources.

Dustin reported a new ordinance was reviewed; questions were raised about surfacedischarge being pretreated. The ordinance is backed by state code which states have nodirect discharge within a WHPA. The intention is to mandate retention.

Biggest concerns are with the new construction and ordinance limiting futuredevelopment. Majority of the feedback is that this is overkill and will scare away newdevelopment.

Dustin said we need to include well replacement and abandonment in ordinance.

Should the focus be on land use and zoning? How will this impact future well fieldlocations?

Mike Chapman hydro geologist with Peerless-Midwest contacted IDEM gave them theinformation of Our current situation in our well head protection areas and asked for anupdate and approval of the delineations maps. With Phase II you have to recheck theoriginal delineations and make sure it is still current and acceptable to IDEM. We havedocumentation back from IDEM and they are both acceptable, there have not beenenough changes in the area to up date.

The storm water department and the sewer department will be working together checkingall sewer only services to make sure if they are on a well or septic. Dustin said matchingdata bases with all the sewer records and matching all the records with GIS system it willexpand our abilities to go out and evaluate who has sewer and who doesn't.

Educational presentations were given to the chamber of commerce, some were sent to theschools to give information on ground water and how the well head protection areasaffects us. When Phase II is done copies of the information will be available at: thelibrary, utility office, water plant and on the cities web site.

Dustin has developed a storm water and pollution plan through out the city, that plan willbe included in our Phase II.

Mike Chapman will be looking over everything one more time then we will be sendingour Phase II to IDEM for finial approval.
