most viable RES in Hong Kong and it is expected that more and more PV

systems will be connected to CLP’s grid. There will be several technical

issue encountered with high RES penetration in CLP’s network, such as

voltage fluctuation in feeder including voltage rise or fall and unbalanced

voltage, power quality issue such as flicker and harmonics that may affect

the supply reliability and security of the CLP’s distribution system. This

industries to detect abnormal conditions in power system and isolate the

faulty section in order to minimize system disruption due to the fault. This

is achieved by OCEF protection co-ordination, which requires calculation of

protection relay settings in terms of both current and time to operate the

protection relay nearest to fault first. To support and facilitate the co-

ordination, an OCEF co-ordination program was developed to simulate real
