Bronson State Forest Forester Will Kitchings Forest Area Supervisor John Barrow Land Planning Coordinator Cori Hermle Land Planning Specialist ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ 6:15 p.m. Public Meeting: The orientation of the Management Plan Advisory Group was convened @ 6:16 pm by Cori Hermle. Hermle started by thanking the MPAG members for attending. Hermle explained to the MPAG members their purpose for tonight’s public hearing. All of the MPAG members introduced each other to the group. Hermle continued by giving an overview of the approval process of a ten-year resource management plan including its history. It was explained that the ten-year resource management plan should not be viewed as an operational plan but conceptual in its design. Hermle proposed a brief break until the start of the 6:30 p.m. public hearing. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ 6:30 p.m. Public Hearing: The Public Hearing was convened @ 6:30 p.m. by Hermle. Nine (9) MPAG members and fifty-nine (59) interested citizens were in attendance for the public hearing. John Barrow explained the purpose for the evening’s hearing. Hermle gave a brief presentation of the management plan and the focus of the plan. Barrow reminded the public that if they had not filled out a speaker/comment form that they still could do so. It was also mentioned that even if they did not want to speak they could still fill out the speaker/comment form to have their question put forth into the record. The floor was opened up to questions. Below is a summary of comments from the public hearing: ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Additional Public Comments SEDRA (South Eastern Distance Riders Association) offered volunteers to assist in trail

development and maintenance, funding for trail development via grants or from SEDRA, as well as possibly holding distance riding competitions to raise funding for CHBSF. SEDRA offered to supply watering troughs or possibly fund a potable well installation at the trailhead.

A willingness to volunteer to install and maintain trails was relayed from many members of the public.

Caren Stauffer voiced her willingness represent equestrian users as be part of the CHBSF and Little Big Econ State Forest Liaison group, as well as assisting in development of the 5 year Recreation Plan for both Forests.

Request that a portion of CHBSF be set aside for OHV use or that specific trails on the Forest be designated for OHV use.

Request that some type of equestrian arena, facilities or stabling be offered on CHBSF. Requests that bathrooms, possibly with showers, be added to the proposed trailheads on

CHBSF. Request for a covered pavilion somewhere on CHBSF. Request that trailheads have separate parking areas for horse trailers and other user groups. Request that trailheads have adequate parking area for horse trailers and have water available. Request for more detailed, larger proposed trail maps. Request for RV hook-ups with a 30 amp service at the trailheads, with a wastewater collection

area. Request for campsites on CHBSF. Request by adjacent landowners to put in combination lock access gates so that they can access

CHBSF without having to go to the trailheads. Request for crossover trail access off of Brown Road for the neighborhood, limiting access to

foot traffic and equestrian use. A current access point, via Chuluota Wilderness area at the end of Brown Road, was blocked by storm debris from the 2004 hurricanes.

Concern about traffic impact to Phillips road from CHBSF recreational users. Request that multi-use trails be built that connect to adjacent public lands. Request for large looping equestrian trails on CHBSF that connect to adjacent public lands,

especially to the Little Big Econ State Forest, Orlando Wetlands Park or the Chuluota Wilderness Area.

Request that once a connector trail is made from CHBSF to Orlando Wetlands Park, that access be allowed to the Seminole Ranch Conservation Area.

Requests for shaded and well marked trails. Request that Forest service roads or fire breaks be utilized for equestrian trails. Requests for a no-hunting buffer zone around the perimeter of CHBSF to protect the

surrounding neighborhoods. Concerns about poachers, potential miscellaneous user-group/hunter conflicts on CHBSF, cattle

being accidentally shot by hunters, or trespassing of hunters onto private adjoining property. Statement of appreciation to the state of Florida for preserving land from development. SEDRA (South Eastern Distance Riders Association) offered volunteers to assist in trail

Concerns about damage being done to the perimeter fences of adjacent landowners by vandals, fences being cut and cattle being let out.

Bob Beagles voiced his support for a 500 foot hunting buffer to protect the neighborhoods surrounding CHBSF.

A question was asked on how long until the plan would be approved and the public would be allowed access to CHBSF. Barrow explained the steps the plan would go through after the public meeting/hearing. The plan is on schedule to go before the Acquisition and Restoration Council (ARC) at the December 2010 meeting. He also pointed out that implementation of any recreational activities was contingent upon availability of funding and other resources. Gallagher pointed out

that the trailhead off of Phillips Road has already been built. A question was asked if that meant that that the Phillips Road trailhead was immediately available for public use. Gallagher said it would be available once the management plan was approved. Barrow restated the December ARC 2010 meeting date, and said that the plan must also be approved by the St. Johns River Water Management District and Orange County. A question was asked if there was a budget available to implement the management plan for CHBSF. Gallagher said that his budget for CHBSF was $27,000. A question was asked about the management plan development process. Barrow gave a brief overview of management plan development. A question was asked about why Phillips Road was chosen as a potential access point versus other areas. Kitchings said that access off of Fort Christmas Road was limited by several creek crossings. A question was asked on where the archaeological mounds were located, and where that information was available. Barrow responded that the archaeological site locations and information is available from the Department of State, Division of Historical Resources. Gallagher pointed out that a historical survey has not been conducted for the Joshua Creek Tract. Bob Beagles gave several brief announcements on local events coming up. Barrow thanked everyone for attending and offering their comments. Dear Ms. Hermle:

We just received the Advisory Group packet in the mail, Friday, June 16, informing us of our appointment to the Advisory Group and the required Public Meetings scheduled for Tuesday and Wednesday, July 20 and 21, of this week. While we are happy to serve on this Advisory Group, please note that we never received an invitation to serve with any related information about the role and responsibilities of the Group. We are very interested in attending the Public Meetings, but with such short notice, there is no way that we can arrange to do so. We respectfully request that future correspondence regarding needed action be provided with sufficient time for us to carefully review any documents and to make any needed travel arrangements. We also made this request in our response last year to your department.

It is very unfortunate that we will be unable to hear public input on the proposed 10-Year Resource Management Plan for The Charles H. Bronson State Forest and give our input in person. Therefore, we would like to provide our input in this letter after having reviewed the draft management plan.

We support the mission and goals as outlined on page 2 of the draft, however we advise revising bullet 4 which currently reads, “To integrate human use through a total resource concept, not emphasizing any particular use over the other, or over restoration , maintenance and protection of native ecosystem”, to emphasize that restoration, maintenance, and protection of native ecosystems will take priority over human use.

Page 7, Objective #5. We have concerns about locating additional parking areas “throughout the forest”. Increased vehicular traffic and parking in the forest pose threats to restoration, maintenance, and protection of native ecosystems. Parking areas at entrances to the Forest would lessen such environmental threats.

Page 9. We strongly recommend moving Second Priority items 3, 4, and 5 into First Priority to become First Priority items 6, 7, and 8. Five-year recreational plans should be developed after

inventorying rare plant and animal species, and archeological and historical sites in order to protect these plants, species, and sites.

Page 39, Item 2. Recreation. “Recreational uses will be monitored to evaluate impacts on the natural systems. Modification to recreational uses will be implemented, should significant negative impact be identified.” How will significant negative impact be determined? Advise removing the word “significant” to grant wider authority to modify recreational use if negative impact is identified.

Page 39, Section V. A. Staff is not adequate for law enforcement, particularly during the 53 days of hunting currently permitted.

Exhibit C: Optimum Management Boundary Map – Parcel 4 should read Randolph T. Barker, not Baker

Exhibit G2, Proposed Horse Trails. We are opposed to the portion of this trail that is located on the boundary of our north property line and request the trail be routed farther from our property line.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ 9:00 a.m. Public Meeting: The Management Plan Advisory Group meeting was convened @ 9:05 am by John Barrow. Barrow thanked everyone for attending and explained that the purpose of this meeting was to record any comments the MPAG members may have related to the Ten-Year Resource Management Plan for CHBSF. Barrow handed out copies to all of the MPAG members of comments submitted by Drs. Randolph and Sandra Barker about the CHBSF management plan. The MPAG focused their attentions on the ten-year management plan. The plan was reviewed section-by-section and below is a summary of the comments by topic. I.C. Past Accomplishments Rizzo stated that there was no mention of current cattle leases on CHBSF in this section. Huck said that later on the plan refers to 3 bridges built, but this section only states that 2 bridges had been built on the Forest. Henn answered that one of those bridges was built connecting the Clonts Tract of CHBSF to the Yarborough Tract of the Little Big Econ State Forest. I. D. Goals/Objectives for the Next Ten Year Period Rizzo and Huck asked why the 5 year Recreation Plan wasn’t written before the 10 year Management Plan. Barrow said that the state has been accused of buying and locking up land in the past; writing the 10 year Management Plan first gets the public out onto the property. Duby asked that Goal 5, Objective 2 be amended to include a reference to invasive animals, as well as plant species. Huck asked why Goal 6, Objective 5 wasn’t under Goal 2. Barrow answered that this goal falls under Capital Facilities, since it may include infrastructure such as trailheads, parking areas, etc. Gallagher pointed out that the one trailhead that is already in place on the Forest was funded from last year’s budget. Turner pointed out that for Goal 8, Objective 4, FWC staff may not be available to assist in the development of a wildlife management plan. Barrow replied that the language for this objective came from FWC’s Planning Section in Tallahassee. Huck asked why a FWC hunting brochure is available online already for CHBSF, but DOF says CHBSF isn’t open to the public yet. Some user groups feel like they’ve been left out in the cold, and that other user groups are getting preferential behavior. Turner stated that FWC will, from this point forward, receive stakeholder input before opening up a property to hunting. Gallagher pointed out the timeline of when the draft CHBSF management plan was started, and that acquisition of the Turkey Creek and Clonts Tracts caused the plan development to be delayed so that those acquisitions could be included in the management plan. Huck said that if it was standard practice to open up a property immediately for hunting, then the public should be informed of that. Barrow said the same issue arose with the Little Big Econ State Forest management plan, and will be addressed in management plans in the future. I. E. Management Needs – Priority Schedule and Cost Estimates McLeod asked if any more fencing doing to be done to the border of CHBSF/McLeod property? Hartsfield replied that there was a mitigation bank in that area, and that they are responsible for burning in the area. Gallagher asked McLeod if there was need for fencing in the area. McLeod replied that painted boundaries are there, but that it may be difficult to see the paint or signage. A fence would more effectively stop any inadvertent trespassing onto private property by Forest users. Gallagher said that some of the interagency leases may be an issue, but that he would be glad to meet with those agencies to discuss the fencing issue.

Rizzo said that it may be misleading to explain what Third Priority activities are in the introductory paragraphs of this section if there are no Third Priority activities listed. Huck asked what is meant by a ‘poor condition’ road. Gallagher and Stipkovits gave a brief overview of the different Forest service roads on each Tract, and the road conditions of each. Slayton asked if the boundary maintenance plan had been written yet. Stipkovits replied that it hadn’t been written yet, but that all State Forest boundaries would be maintained. Slayton asked if DOF repaired any cut cattle fences. Gallagher replied that cattle fences would be maintained by the lessees, and that DOF maintains the boundary fencing. Hartsfield pointed out that the State Forest Handbook states that 20% of the boundary will be maintained a year, and that cattle farmers will probably check their cattle fencing more frequently than that. II.A.2 Location, Boundaries and Improvements Slayton requested that ‘Park’ be added to Orlando Wetlands. II.A.5. Proximity to Other Public Resources Rizzo offered a list of Orange County lands that were adjacent to CHBSF. Duby requested that Geneva Wilderness Preserve be changed from ‘Preserve’ to ‘Area’, and that it is to the NW of CHBSF. Henn pointed out a typo on Lake Jesup Conservation Area. Slayton requested that Orlando Wilderness Park be changed to Orlando Wetlands Park. II.B.1. Land Acquisition Program Slayton asked that the Water Management District be identified as St. Johns. II.B.6. Additional Land Needs Duby asked if there were any additional properties besides the parcels indicated on Exhibit B? Stipkovits replied that those were the only additional properties that would benefit management of the Forest. Barrow replied that the District had recommended removal of this project from the Florida Forever list, and so the project had been removed. III.B.2. Archaeological and Historical Resources Slayton requested a map showing the archaeological and historical sites on CHBSF. Hermle replied that the Department of State, Division of Historical Resources, requested that archaeological and historical sites not be identified on a map in the management plans. Creating such a map may result in looting or damage to those sites. III.B.5. Endangered and Threatened Species Henn asked if species surveys have been conducted yet on CHBSF. Hartsfield replied that a survey would be conducted during this planning cycle. Duby requested that the State Status of Florida Mouse be updated to ‘LS’. Slayton pointed out that the Bald Eagle’s status had recently been updated. IV.A.5. Roads Henn asked if Phillips Road was the only access point to the Forest. Hartsfield and Duby replied that access may be allowed off of Curryville Road, via the Chuluota Wilderness Area. IV.A.4. Recreation Management Huck asked if a walk-thru area be allowed at the hunter access location at Curryville Road for local neighborhood access. Gallagher replied that the proposed equestrian trail would be accessed

through Seminole County’s property. Hartsfield said that the statute says that designated entrance areas will have a parking area. If cooperative agreement can be worked out with Seminole County, equestrian users will park at Chuluota Wilderness Area and will then utilize Seminole County’s trails until they connect to CHBSF trail system. Huck asked what would happen if an agreement isn’t reached with Seminole County. Gallagher replied that is made the most sense to utilize a connecting trail system and the existing infrastructure that was already in place. If an agreement wasn’t reached, Gallagher replied that DOF would then plan to develop some type of trailhead at Curryville Road. Huck said that the parking area at Chuluota Wilderness Area would provide access for the public, but would it still be possible to provide a walk-thru area for local neighborhood access. Gallagher replied that providing a walk-thru area could result in some users parking their vehicle at the gate or along the side of the road in order to access the walk-thru. Turner stated that there was a perception that specific user groups have specific parking areas, but that wasn’t true. He pointed out that hunters can’t park at Chuluota, since firearms aren’t allowed. He said that providing a parking area at Curryville Road for all user groups would minimize the perception that only hunters are allowed to access that entrance. Gallagher pointed out that hunters are only allowed to drive through the gate on scouting days and during the hunting season. Huck asked if an agreement with Seminole County to utilize the Chuluota Wilderness Area’s parking lot and trails would be in place by the time the CHBSF Management Plan was approved. Gallagher replied DOF would do its best to reach an agreement, but that if an agreement isn’t reached when the Management Plan received approval, then public access will be via the trailhead on Phillips Road until the issue is resolved. Duby said that Seminole County needed a proposal requesting cross access of trails from DOF that would be presented to the Seminole Board of County Commissioners for approval. Gallagher said that an agreement needed to be reached between DOF and Seminole County to expand the parking area at Chuluota to accommodate the increase in users if connecting trails are allowed between the two properties. Huck voiced her disappointment that until that agreement is reached, that only hunters will be allowed to access the entrance off of Curryville Road, and that she was afraid it would set a precedent that only hunters would be allowed to access that entrance. Huck asked Gallagher to elaborate about the hiking trail being part of the Florida National Scenic Trail. Gallagher said the language in the section needed to be amended to state that the hiking trail was proposed to be part of the Florida National Scenic Trail. Huck asked if the Florida National Scenic Trail would be available for other user groups besides hikers. Stipkovits said that decisions about user group access on the Florida National Scenic Trail was up to the Federal government. Gallagher pointed out that the scale of the proposed trail maps may be causing some confusion as to whether the proposed trails shared portions of the trail or were separate single-use trails. Huck stated her dissatisfaction with the proposed hiking trail having a larger loop and more distance than the proposed equestrian trail, and that the scale of the map made it difficult to provide input on the proposed trails. Hartsfield replied that the proposed trails were just a starting point, trail locations were not set in stone, and that DOF was willing to take representatives of the different user groups onto the Forest to survey and plan out trail locations. Huck requested that any future maps of proposed trails also include the Forest service roads, since some trails could be collocated with the service roads. Rizzo asked if there was stakeholder input into the 5 year Recreation Plan. Barrow replied that stakeholder input into the 5 year Recreation Plan is gathered during State Forest Liaison meetings. Huck said she had tried to offer support and assistance with trail development in the past, but has gotten no response. Gallagher said he would be happy to take representatives of equestrian users onto the Forest to get their input and assistance in trail development. Rizzo pointed out that

establishing and holding State Forest Liaison meetings is an objective in the plan and asked when the Liaison group would meet. Gallagher replied that the Liaison group for CHBSF hadn’t been formed yet. There was some discussion about the MPAG process and confusion on providing input into the plan. Gallagher mentioned having some type of informational/educational session with the MPAG members well before the public hearing in order to orient the members to the process. Barrow said that in the future, the presentation given yesterday may be posted online before the public hearing. Turner said that the Charles H. Bronson Wildlife Management Area was established before the Clonts Tract was added to the Forest. He requested that language be added explaining that the Clonts Tract may be added to the Wildlife Management Area and will be hunted. Duby pointed out that there is a mention of proposed bike trails, but that there is no map of proposed bike trails. Gallagher said that he didn’t believe DOF had been contacted about trail development for bike user groups on CHBSF. A map wasn’t included with the draft plan since there hadn’t been a lot of interest expressed to date for mountain biking trails on CHBSF, but that DOF is open to their input on the development of future bike trails on the Forest. Huck asked if the statement about trails being designated and signed for specific types of use, be edited to note that equestrian users are more than happy to share trails with hikers or bikers. Gallagher said that if user groups do not mind multiple-use trails on CHBSF, then multiple-use trails will be designed. He said that user groups on the Little Big Econ State Forest (LBESF) preferred single use trails, and that the equestrian user groups of LBESF were the only user group to express a willingness to have multiple-use trails. Huck said that she had no issue with connector trails to adjacent public lands being multiple-use trails. IV.A.9 Fish and Wildlife Turner requested that the statement about the FWC biologist having shared responsibility on CHBSF be removed. Barrow said he’d check into the validity of the statement. Hartsfield asked if language should be added to this section explaining that the Clonts Tract would be added to the Charles H. Bronson Wildlife Management Area. Turner agreed with adding that statement to this section. Turner pointed out that deer may eat and spread hay seed from the cattle operations, and that may conflict with the statement in the plan about not planting non-native agronomic crops in wildlife openings. Gallagher said a differentiating management of maintained pastures vs. wildlife openings could be added. IV.A.12. On Site Housing Rizzo said that any on-site housing on the Forest would also have to be approved by the Orange Board of County Commissioners in addition to the DOF Director. IV.A.18. Restoration Henn asked if the NRCS hydrological restoration project mentioned anywhere else in this management plan, and if it isn’t, then it should be mentioned in the hydrology section of the plan. Barrow said that information about the hydrological restoration would be included in the plan. V.A. Operations Infrastructure Gallagher pointed out that there was a typo on the operating expense. It should read $27,000. Huck asked if that was the operating entire budget for FY 2010-2011. Gallagher said yes, but that it was exclusive of salary. Henn asked if the Forest has received management dollars from the state on a per acre basis for start up costs of the Forest. Gallagher replied that the Forest hadn’t received any C.A.R.L. money. Gallagher pointed out that if the CHBSF budget ran out, then he could provide

the Forest some money from District funds. Huck asked what the previous year’s budget for CHBSF was. Gallagher said it was zero; this was the first budget for CHBSF. Barrow pointed out that the C.A.R.L. budget had been cut in recent years. Gallagher said staffing was more of an issue versus the budget. Huck asked if more information could be given about the hunting buffer requested by members of the public at yesterday evening’s public hearing. Turner replied that some managed areas do have those buffers, at the request of the lead agency. He said FWC wants to handle such requests on a case by case basis, and that homeowners adjacent to the Wildlife Management Area will receive information on who to contact if issues do arise. Hennig said he had talked with Jenn Williams of FWC, and she placed a building icon indicating a residence on the map provided with the hunting brochure. He said he was satisfied that the map wasn’t just indicating private property, but that it was showing a dwelling was located on that private property. Turner recommended that private property owners post no trespassing signs on the perimeter of their property, facing out into the Forest. Hennig pointed out that he plans on posting no trespassing signs on his property, and that doing so will make it easier to prosecute trespassers. Exhibit B – Proximity to Other Public Lands Map Rizzo requested that ‘Orange County Natural Resources Center’ be changed to ‘Pine Lily Preserve’. Henn requested that the Econ Sandhills Conservation Area be added to the map. Exhibit C – Optimum Management Boundary Hennig requested that the typo on his name be corrected on the map. Barrow thanked the MPAG members for their participation in the public review process for the CHBSF Ten-year Resource Management Plan and asked if there were any additional questions or comments. Hermle said that the minutes of the hearing/meetings would be mailed out to everyone within two weeks. Barrow thanked everyone for their time, and the meeting was adjourned at 11:00 a.m.
