RESOLVED That the Design Commission, having considered a proposal for the installation of an artwork by Matthew Geller, Myrtle Avenue Plaza, Myrtle Avenue between Hall Street and Emerson Place, Brooklyn, submitted by the Department of Cultural Affairs' Percent for Art Program, the Department of Design and Construction, and the Department of Transportation, represented by exhibits 6606-1, J & V of record in this matter, hereby gives to the same unanimous conceptual approval noting that, while this may be a welcome departure for the artist, the artwork will be a public statement of his work in New York City, and therefore must retain the fundamentals of the found object, which is essential to his work, and couple the elegance of the form with the rawness of the materials. Approval is given with the understanding that (1) the work will read more as an inverted manhole cover than a rose window; (2) the glass palette will be rich and not generic; {3) the colors will be distributed unevenly (contrary to the renderings), noting the importance of choosing a fabrication process that allows for idiosyncrasies in the glass form; (4) the shape of the top of the piece, including the glass, will be designed, so it does not trap water or debris such as leaves; and (5) rougher materials (cast iron and Cor-ten) will be used.

Conceptual approval is conditioned upon submission of this project for preliminary review and approval before June 4, 2014.
