Mr. Cox explained that we have different academies, and it’s not only science but the district is moving to the direction to meet different needs and interests of students, for example, Culinary Academy and it is available to all CV students; all academies are posted on the website; the district has had picnics inviting parents and students, and we have had open houses for students to promote the academies. He was informed that the loan is not under Jose Fernandez; he is still waiting for answers and taxpayers are waiting and asked when all the answers are going to come; is the situation going to be corrected and remarked that bad debt is bad debt. President Rojas responded that there is an ongoing investigation and updates may be provided at the July 8 board meeting. PUBLIC COMMENTS: OPEN SESSION AGENDA (Continued) in a number of different ways. We have California Partnership Academies where we receive funding; the district also has committed to fund the academies. Mr. Cox also explained that State of California allows teachers to work through new types of credentials—CTE credentials, career technology education, for someone with expertise in the field to come in and teach. In response to the SCROC question, Mr. Cox responded that we are not ready to answer it definitively, as we are looking at doing it ourselves.

3. ITEMS FROM CSEA, CHAPTER 47 CSEA president Cesar Perez was not in attendance at the meeting but Nina Lofton read the comments on Mr. Perez’ behalf, as follows: “Hello everyone: good evening school board, interim superintendent, and assistant superintendents. My name is Nina Lofton. CSEA is happy to see on tonight’s agenda our sunshine proposal for our contract successor for the next three years. As you know, this will allow us to go back to the table and negotiate with the district in good faith different provisions of the current agreement that need revision. It is very important for CSEA and for the District to have a mutual agreement on which we all can rely on to have a positive work relationship and positive impact with our students. We will keep you updated on the future negotiations. On a separate note, CSEA became concerned at the news given at the last special board meeting on which Mr. Hacker mentioned during his budget presentation that we are projected to be $4 million on the negative next school year. If that is the case, we would like to advise District administration to be very careful on the way money is handled and budgeted for the next few years. CV employees traditionally end up paying a bigger price when there is a reduction of personnel compared to managers/supervisors/and other. We do not support wasteful or unnecessary spending just because we have the money from different sources. With that said, we would like to question the necessity for the new position: 1. The Service Area Supervisor. Can you please comment on that for clarification? On the other hand, we are happy to see three custodians being approved for employment on tonight’s agenda. This is, to our knowledge, to fill in vacancies so we would like to continue advocating for more custodians, more maintenance, more security officers and more clerical personnel, not just managers and/or supervisors, please.”

4. ITEMS FROM CVSTA/CTA CVSTA president Jack Foreman commented that he was happy to receive a call from Kelly Santos; stated that the situation with the superintendent has not been forgotten by CVSTA membership; have concerns to the new superintendent search and wants to see movement. He said summer classes have started and he is happy about it; the organization feels great about the start of summer classes; glad to have new positions coming; wants to make sure not all money are spent; lastly, he remarked that things are getting better. Vice president Ramos commented that Mr. Foreman should start thanking individuals who work hard—from custodians to the superintendent—with collaboration from everybody.

At this point, General Administration items starting from Item G through J

were taken up while waiting for the 6:30pm scheduled Public Hearing.

Ron Hacker, Assistant Superintendent of Business Services asked meeting attendees for comments regarding the adoption of the three-year Local Control and Accountability Plan (LCAP) with copies of LCAP Adoption draft displayed in the lobby for public review. There were no questions from the audience.

B) Public Hearing on the Adoption of the 2014-2015 Budget

Ron Hacker, Assistant Superintendent of Business Services, presented the 2014-2015 CVUHSD Adopted Budget presentation highlighting (1) the enrollment and average daily attendance (ADA), (2) revenue trends, (3) budget process and timeline, (4) budget highlights and realities, (5) the numbers, and (6) back to enrollment.

Mr. Hacker also emphasized budget realities with significant increases in STRS contribution rate; the rate more than doubles over the next seven years, and that is the $15 million cumulative impact over these seven years. Also, teachers’ normal step and column which increases more than 2% every year; there is a large impact due to the increase in number of teachers. Other continuing obligations include multiyear document management contracts; we have two more years left on a couple of multiyear document management contracts related to copying and scanning; they are expensive but as we go to those two years, we can walk away and get some more competitive contracts. We have previously approved early retirement agreements, which in 2014-2015 will cost us $836K; those appropriations will steadily reduce to under $500K by 2019-2020. There are also the ongoing investigations and special education excess costs. He remarked that the ongoing investigations are relatively expensive, but there’s a potential return on investment from those investigations, and that the special education excess costs have a big impact on budget and cannot be ignored.

The following charts on State Revenue Trend & Projections, noting that the total revenue estimate per ADA, based on prediction by the Department of Finance are as follows: 2014-2015: $10,519; 2015-2016: $11,330; 2016-2017: $11,743, while School of Services of California estimates the revenue as follows: 2014-2015: $10,468; 2015-2016: $10,679; 2016-2017: $10,913. On the budget (& LCAP) Timeline, Mr. Hacker stated that $8 million have been budgeted for new teacher salaries, with 36 new additional teachers and $2 million invested in technology. Annual STRS Contribution, STRS/Step & Column were discussed by Mr. Hacker. Regarding STRS contribution rate and STRS/Step & Column charts, Mr. Hacker explained that the rate will more than double over the next 7 years and that has the $15 million cumulative impact over these 7 years. The STRS contribution rate is the single biggest factor in capping school district finances outside the LCFF itself. We are going to see more and more about this in the next few years and said that this is his opportunity to tell everyone that we cannot ignore this because this has a huge impact on the budget. As he stated earlier, on the Normal Step and Column, as teachers move through the ranks, that cost the district about 2% on the salary scale through the year; that’s a large impact than the previous years; and the reason for this is because of the increase in number of new teachers; they start at the bottom of the salary scale and they get increases for the first few years, every single year; whereas for veteran teachers, they are not considered with increases every year.

In response to a question about having deficit every year, Mr. Hacker explained that we will use 2014-2015 as measurement year and the district will make 3-year projections; noting that if risk doesn’t pay off, the district will have to scramble. There will be another presentation in October for the first interim report and will have the most conservative assumptions. Lastly, Mr. Hacker indicated to take a risk and invest on students today.

C) Public Hearing on the Title I Supplemental Education Services (SES) Provider Waiver

Public Hearing opened at 7:15pm. Hatha Parrish, Director of Federal & State Programs, conducted the public hearing on the Title I Supplemental Education Services (SES) Provider Waiver, explaining what SES are, who can apply to an SES provider, application timeline, why the district is applying, and what the waiver is for. Supplemental Educational Services (SES), or free tutoring, are additional academic instruction provided outside of the regular school day and designed to increase the academic achievement of students attending schools in Program Improvement (PI) Years 2 through 5. A public or private non-profit or for-profit entity may apply to become an approved provider. The California Department of

C) Public Hearing on Title I (Continued) Education (CDE) has extended the 2014 RFA for SES providers for LEAs as part of the 2014 release. CVUHSD wants to offer high quality, small group, after-school tutoring to eligible students. Benefits of CV teachers providing SES tutoring include: close monitoring by teachers on the school campus, integration of SES tutoring and other supports available through the school, and ease of communication with student’s other teachers, counselors, and parents. A waiver to the State Board of Education California Code of Regulations, Title 5 for SEs, Section 139075.2 © (1) is required as a component of the application process. Since many districts were previously ineligible to apply to be an SES provider, they missed the application deadline. This waiver allows LEAs to submit an application after the July 1, 2014 deadline.

P) Approval of Unilateral Change Order No. Eight for Swinerton Builders The board approved the request for unilateral change order No. 8 for Swinerton Builders regarding additional scope of work at cost of $83,328.76 required at Lawndale High School Student Services project.

John Clem explained that there are about 14 items that comprise Change Order #8 for Swinerton Builders i.e., structural steel changes, HSS stringer at 3rd level landing, added continuity plate, angle at soffit connection clarification, health room counter top support, stair #4 guard rail at Levels 2 & 3, to name a few. Mr. Clem explained that on new construction, 5% is allowed for change orders; Telacu put 4% on the budget, overall, 1.69% change orders; stated that the biggest part of change order is the district upgrade after the bid was made. Ms. Ramos asked if there is a way the media can see the construction in the district. Interim Superintendent Cox responded that the district plans to invite the media once construction is completed.

ITEMS FROM BOARD (Continued) Board member Rocio Pizano remarked that CV graduations were highlights for her as it was a joyous experience; thanked everyone responsible for putting it all together. Ms. Pizano was at Lloyde graduation and there was an 84-year old student who talked about education who was every inspiring, stating that it was never too late for education. Ms. Pizano remarked that’s why we’re here to give the best to our students; extended her wishes to everyone for a good summer. Board clerk Lorena Gonzalez thanked Chevron for their continued support to the students; apologized for not attending Lloyde graduation, but attended graduation at Hawthorne: 414 graduates, Leuzinger: over 400 graduates, and Lawndale: over 500 students, and remarked that there were so many parents and relatives in attendance. She thanked all the efforts by teachers and their support of the students. It’s just great to see that students go to San Francisco, Berkeley, UCLA, Long Beach, they are all over the place, it’s just great to see that they all came from here. Board vice president Gloria Ramos piggybacked Ms. Gonzalez’ comments; to think that students are not accomplishing is a misnomer; our students are accomplishing; she understands the idea being trepidatious with the budget, but knows it needs to be spent, and our kids are doing an amazing job, and it was an extremely proud moment not only the graduation but along the way, and she’s sorry that people always see what that one person has done, and remarked that the willingness to work together is how we can see the vision for our kids; excited about LCAP and stated that there’s still a lot of work, but applauds everybody; requested to include Ron’s LCAP speech into the minutes. Board president Hugo Rojas made no comment at this time.

13. ITEMS FROM SUPERINTENDENT Interim superintendent Bob Cox commented that tonight’s program on the budget and LCAP caps a long stretch and a lot of work by people in the Ed Services and other participants working together finding a way to make something happen that is important. A lot of people worked hard to bring us to the point that we can make a difference and move forward. Mr. Cox thanked Mr. Hacker and his department for the great job.
