SOLID WASTE POLICY DRIVERS FOR COMPOSTING
Cities, counties must maintain at least 50% solid waste diversion from landfill Composting = recycling
Statewide goal: 75% source reduction, recycling, composting
Mandatory Commercial Organics Recycling started April 1, 2016 Largest businesses must comply now Threshold to comply decreases over time Generators need to obtain organics recycling
services Local government must offer programs to
their generators
Starting Aug. 1, 2017, cities, counties must estimate organic waste generation for 15-year period, identify facility capacity to handle that waste, and if it does not exist, identify locations for new facilities
Starting Jan. 1, 2020, green materials used as landfill alternative daily cover counts as disposal, not as diversion
CALIFORNIA POLICY DRIVERS FOR CLIMATEORGANICS IN LANDFILLS = 20% OF CA METHANE EMISSIONS
AB 32 (2006) CA GHG emissions equal to 1990 by 2020 (15% below BAU) Waste Sector plan calls for
more composting, anaerobic digestion
SB 32 (2016) CA GHG emissions 40% below 1990 levels by Dec. 31, 2030
SB 1383 (2016) Short-Lived Climate Pollutants Reduce methane emissions
40% by 2030 From 2014 levels, reduce
organic disposal 50% by 2020, 75% by 2025 (statewide)
By 2025, recover 20% of the edible food currently landfilled
