Research David Kaiser reported that IR would soon have the results from IR Survey and Enrolled Student Survey. B. Placement Criteria document 2011-2012 Silvio Rodriguez reminded the discipline/area representatives of their role in the annual review process. He then distributed Draft #2 (01/25/2011) of the 2011-2012 Placement Criteria Document and discussed the suggested changes with the Committee including the State’s plan to discontinue all current developmental education courses in MAT, ENC, and REA with an effective date of January 31, 2012 (attachments). The most recent version will be presented at the next meeting and it will include the latest changes that were recommended by Committee members and/or submitted to Silvio Rodriguez after the meeting. Updated draft versions are available via the Placement Criteria website at https://www.mdc.edu/ir/CPT_CLAST/placement.asp. Silvio Rodriguez also informed the Committee that Seminole State College has a testing policy that requires students with low placement scores to take adult education courses to develop needed college-entry skills, which is related to the Alternate Instruction dialogue that was discussed at the October and December, 2011 meetings. Statute 1008.30 addresses this area as follows: (4)(a) Public postsecondary educational institution students who have been identified as requiring additional prepa- ration pursuant to subsection (1) shall enroll in college-preparatory or other adult education pursuant to s. 1004.93 in 1 community colleges to develop needed college-entry skills. C. Testing Fees effective July 1, 2011 Silvio Rodriguez informed the committee that the process of reviewing testing fees charged by other institutions is on-going and that the Testing Directors are using the results from a FACTA survey posted at http://the.factatesting.org/Surveys.html for this purpose (Florida Testing Fees Survey as of 11/15/2010). He also reminded the committee that the MDC Testing Fees effective July 1, 2010 are posted at http://www.mdc.edu/testing_information/fees/default.asp. Barbara Rodriguez reported that at this time, the Testing Directors are considering recommending a $10 testing fee for CASAS, which currently has no fee assigned (initial testing only, not for post-testing) and increasing the COMPASS/ESL retesting fee from $10 to $15 to help cover the additional costs associated with implementing the COMPASS/ESL e-Write. III. New Business A. Research Requests The Committee reviewed, discussed and voted on the requests below. I. Review of Minutes

Minutes of the meeting of December 1, 2010 were approved.

II. Standing Item(s)

A. Research

David Kaiser reported that IR would soon have the results from IR Survey and Enrolled Student Survey.

B. Placement Criteria document 2011-2012

Silvio Rodriguez reminded the discipline/area representatives of their role in the annual review process. He then

B. EAP Retesting Procedure (1st

draft)

Silvio Rodriguez presented a draft EAP retesting procedure which was prepared by the campus Testing Directors. He then explained that the draft procedure is similar to the practice currently followed college-wide, but that it has never been formally documented. He then informed the Committee that he would be sending it to the EAP chairs for their review and approval. The draft version below was supported by the Committee. COMPASS/ESL scores are valid for one year. If a student does not use these scores for course placement during that time, the student will be required to take the test again. Students may retest once on COMPASS/ESL for initial placement. Retesting of the complete battery of tests must occur prior to enrollment or by the 100% refund date each semester. Students who have already begun EAP instruction may only be referred for retesting on an individu-al basis by the department chairperson. Scores are no longer valid for placement after the one-year period; there-fore, students may retake the test.

IV. Follow-up Items

A. Student/Classroom Research Projects – approved and posted

David Kaiser informed the committee that the final version of the Student/Classroom Research Projects document is

posted on the IR website at https://www.mdc.edu/ir/.

B. Research Requests

David Kaiser informed the committee that Ms. Chang’s research request was approved via email.

Researcher: Rosa Chang, Assistant Professor / MDC (Approved 11 - 1 via email)

Proposal: The Effects of Immigration Laws and Policies on Immigrants’ Adaptation Process and Interaction with the Criminal Justice System Discussion: deadlines for research requests

David Kaiser asked the committee if it was necessary to set cutoff dates for research request submissions. The

committee decided that a note of *URGENT* in the emails would be sufficient for voting by email.

C. Post Secondary Education Readiness Test (PERT)

Silvio Rodriguez informed the Committee of the following PERT updates.

-The PERT publisher prepared official study guide supported by the State is done. The document is available at

http://www.mdc.edu/testing_information/PERT/.

-The PERT Faculty Review at MDC started on November 15, 2010 and the data collection period for an MDC based

report will end on February 15, 2011. Faculty reviews to date have been low and a reminder to encourage faculty to

participate will soon be sent to the appropriate chairpersons by Silvio Rodriguez

-The next phase of the PERT pilot at MDC will begin in March for students taking the PERT prior to the CPT. Detailed information will soon be available at http://www.mdc.edu/testing_information/PERT/.

VI. Reports

A. Testing Directors – Barbara Rodriguez reported on the following:

Testing Road Show - PERT Special Edition

Testing Directors are currently offering or scheduling workshops for the Testing Road Show. North Campus hosted the first workshop on January 24, 2011. The feedback immediately following the North Campus workshop was ex-tremely positive. Currently scheduled workshops are below. Hialeah Campus on Monday, January 31

st at 2:00pm

West Campus on Friday, February 25th

at 2:00pm Wolfson Campus on Friday, April 15

th at 2:00pm

CPT for TABE Conversion

Testing Directors discussed the procedure for completing a CPT for TABE Conversion. Barbara requested some feedback regarding when this is appropriate to do because she has been getting referrals from the fire academy program. Currently, North Campus handles it on a case-by-case basis. Based on the discussion, the Testing Direc-tors and ITA will look at adding a statement to the placement criteria document. Some Testing Directors thought the conversion should not be an option and some thought it may be more appropriate for a student to have two attempts at TABE prior to having the opportunity to have CPT scores converted to TABE. The prior concern about the CPT to TABE Conversion scores is that the CPT scores are extremely low.

SAT/ACT Scores Entered Manually

Directors discussed the past practice of entering SAT/ACT scores manually. The scores were being entered without verifying whether or not the student requested the scores to be sent to MDC. This practice causes a great deal of concern that if a student’s score is cancelled by SAT or ACT, MDC will not receive notification. Directors discussed the importance of discussing this issue with campus administrations to ensure the procedure was supported. Direc-tors discussed current work-a-rounds to ensure students are still registered. Several campuses check to see if stu-dents have requested scores to be sent to MDC; if not, the centers inform students they can pay College Board and ACT immediately via online and bring the receipt to the center; at this point, scores are entered.

Required Identification for CPT/PERT, COMPASS/ESL, Virtual College

Directors discussed whether or not the current policy on acceptable identification needed to be reviewed. Currently, the primary, required identification for the various placement tests and Virtual College is a government-issued identi-fication (for example, passport, driver’s license, residential card). Testing Directors discussed various possible sce-narios and decided that the current policy was appropriate.

FACTA

As regional directors, Adam Porro and Barbara Rodriguez, polled testing directors to see if they would be interested in hosting a FACTA Regional Meeting on May 12, 2011. All testing directors were excited about the opportunity to contribute. The meeting will be hosted at the Wolfson Campus. Silvio will work on getting college and campus ap-proval for the event.

The 2

nd Annual FACTA Conference will be hosted at St. Johns River Community College on February 9-11, 2011.

Both Silvio and Barbara Rodriguez will attend. Both contributed to FACTA’s White Paper on Examination Security and Ethics for the Florida College Test Administrator, so they will serve on a panel discussion to discuss the white paper. The white paper’s function is similar to a testing center manual. The document will soon be available via http://www.factatesting.org/.

Deans: Carol Tulikangas reported on the following:

The Bill & Melinda Gates Foundation’s Completion by Design grant project, a signature Initiative of the Foundation’s Postsecondary Success Strategy, is a five-year community college reform effort focused on increasing the proportion of and pace by which low-income young adults progress to postsecondary credential and degree completion. MDC has applied for this grant and is a finalist. Additional information is available via http://www.completionbydesign.org/. EAP: Cynthia Schuemann reported on the following:

The EAP Chairs are meeting this Friday and will be discuss implementing COMPASS/ESL e-Write in 2011-2012, when EAP students should take the CPT/PERT, and COMPASS/ESL retesting policy. English: Ivonne Lamazares reported on the following:

The English Discipline is working on the Program Assessment Plan. The discipline has thus far voted on three program outcomes and faculty subcommittees are working on data collection methods.

SUBJECT: New Developmental Education Course Numbers

In October, 2010, a team of mathematics, reading, and writing faculty met to identify common statewide

developmental education competencies. The primary purpose of this effort relates to the development of

the diagnostic portion of the Postsecondary Readiness Assessment Test (P.E.R.T). As a secondary task,

faculty divided these competencies into two courses—upper and lower—to promote statewide

consistency in developmental education delivery. The competencies have been endorsed by the Florida

Developmental Education Association and approved by the Florida College System Council on

Instructional Affairs.

Based on this work, the Statewide Course Numbering System has identified new course numbers for

these two new development education courses in MAT, ENC, and REA. These course numbers are:

MAT 0018 Developmental Mathematics I

MAT 0028 Developmental Mathematics II

ENC 0015 Developmental Writing I

ENC 0025 Developmental Writing II

REA 0007 Developmental Reading I

REA 0017 Developmental Reading II

All colleges are expected to transition to the new competencies and courses in August 2011 or January

2012. To provide the greatest flexibility for institutions in this transition, these new institution courses

will be added to the SCNS with an effective date of August 1, 2011. Institutions need not submit ‘New

Course Request’ forms—this will be completed in the SCNS office (please note: while the competencies

are fixed, the catalog description may be altered to suit your needs). In addition, the SCNS will

discontinue all current developmental education courses in MAT, ENC, and REA with an effective date

of January 31, 2012. These discontinue records will appear in your SCNS online inbox under the ‘Field

Review’ tab.
