DESCRIPTION OF WORK This project was undertaken primarily to transition the current UEE11 Electrotechnology Training Package to the 2012 Standards for Training Packages.

During the project the IRC submitted a Case for Change to allow for the review of some critical content related to the 55 Essential Performance Capabilities (EPCs) for Electrician Licensing which was approved by the Australian Industry and Skills Committee (AISC). The review work resulted in the creation of a number of new Units of Competency which are included in this Case for Endorsement. This work was to be completed by 4th June 2019. A further extension was provided by the AISC for the work to be completed.

This Case for Endorsement for Release 2.0 of the UEE Electrotechnology Training Package is the full submission of the total work which includes:

• 530 Units of Competency

• 50 Skill Sets

• 79 Qualifications

The Case for Endorsement for Release 2.0 is currently in development and subject to signoff by the Electrotechnology IRC after the State Training Authorities (STAs) consultation phase. It contains all training package components relevant to UEE Electrotechnology Training Package. It also proposes the deletion of a number of Training Package components. Appendix D provides details of content proposed for deletion.

Significant amendments were made to some Training Package components in response to this feedback (e.g. the removal of nested Certificate III in Electrotechnology Electrician core units from the core of AQF4, 5 and 6 Qualifications where they appeared; redevelopment of ‘hazardous area’ units to better align to the AS/NZS Standard upon which they are based; changes made to entry requirements proposed in some Qualifications based on feedback received during public consultation).

Key stakeholder awareness of the expected impact of the changes

Industry stakeholder views were sought through extensive public consultations and feedback was presented to TAC members during the transition/review of the UEE Electrotechnology Training Package. All key stakeholder feedback was considered during the consultation periods and the draft material was prominent on the AIS website project page for broader industry-wide consultation. TAC members discussed and considered feedback received as the subject matter experts in the transition/review.

As an example the VET regulators Australian Skills ASQA, VRQA and TAC WA were consulted by the IRC on the following decisions

1. Consolidation/Amalgamation of Restricted Licensing units

2. Requirement for the relevant Qualifications to be completed as an apprenticeship

1. Consolidation/Amalgamation of Restricted Licensing units

The IRC have consolidated several units related to Restricted Electrical Licensing (REL).

The decision to consolidate units is based on the fact that the methods taught and knowledge required to disconnect and reconnect a piece of equipment are the same for the equipment listed in the table below. Additionally many RTOs do not offer the full suite of training and assessment due to low numbers enrolling and the cost of maintaining multiple pieces of equipment.

For reference Energy Safe Victoria accepts any of the below units as proof of training and assessment in disconnecting and reconnecting electrical equipment and issues the licensing classification based on the candidates primary trade or work function.

• Prior to the UEE07 training package consisted of 2 units D&R - P001 and Faultfind - P007 • UEENEEP021A Hazardous Areas will remain separate.

2. Requirement for relevant Qualifications to be completed as an apprenticeship

The IRC has included the following wording in the qualification description of Certificate III Electrician and Electrical fitter Qualifications:

Page 34: Case for Endorsement · Certificate IV in Industrial Automation and Control . AQF 5 . UEE50120 . Diploma of Computer Systems Engineering : UEE50220 . Diploma of Electrical and Instrumentation

Electrotechnology Training Package Case for Endorsement 32

“Competency development activities in this qualification are subject to regulations directly related to licencing. Where a licence or permit to practice is not held, a relevant contract of training through an apprenticeship, is required.”

The IRC has included the following wording in the qualification description of relevant Refrigeration and Air-conditioning Qualifications:

“Competency development activities in this Qualification are subject to regulations directly related to licencing. A relevant contract of training through an apprenticeship or relevant employment is required which enable the application of the required knowledge and skills to on the job work activities and environments.”

The IRC’s rationale for including this wording is that these Qualifications must include employment as part of their delivery and should never be delivered in an institutional model. In addition, the descriptions reflect what is required to achieve the relevant Licence at the completion of the Qualification.

Australian Skills Quality Authority (ASQA), Victoria Registration and Qualifications Authority (VRQA) and Training Accreditation Council (TAC) WA were consulted by the IRC to get their feedback and support on any implications they envisage to their regulatory approach as a consequence of these IRC decisions. Written responses have been received from ASQA and TAC WA with no objections. No response has been received from the VRQA.

ASQA and TAC WA have confirmed that there will be no significant changes or impact to their regulatory approach. In addition, they have also confirmed that a VET regulators remit does not inlcude any involvement in the development, amendment and/or endorsement of the training package. They will be guided by the requirements set out in training packages when assessing training provider’s compliance.

In addition, and with the support of the Electrical Regulatory Authorities Council (ERAC) representatives from every state regulatory authority for electrical safety, supply and energy, were individually consulted to get their feedback and support on the IRC decisions listed above.

The organisations consulted were as follows:

Energy safety (WA), NT Worksafe, Office of the Technical Regulator (SA), Electrical Safety Office (Qld), NSW Fair Trading, Energy Safe Victoria, Electricity Standards and safety (TAS), Chief Minister, Treasury and Economic Development Directorate (ACT)

Written support has been received from every State Electrical Authority. In addition, NSW has confirmed that individuals are granted licenses in the state if they have completed a Certificate III in Electrotechnology Electrician qualification and can provide evidence of 12 months work experience.

Please refer to Appendix E for letters of support and feedback from VET and electrical regulators.

IMPLEMENTATION OF THE NEW TRAINING PACKAGE Advice about how training package component(s) meet occupational and licensing requirements

Persons employed in the electrotechnology industry need to fulfil competency and training requirements as detailed in the regulations relevant to their occupation and state/territory. Persons assessed as complying with these requirements are usually provided with some form of certification by the respective authority. These certificates are required by the relevant state/territory before a person can work in the occupation covered under the legislation. These certificates are separate to national VET Qualifications issued by Registered Training Organisations (RTOs).

Electricians in every state/territory in Australia need to be able to demonstrate a set of minimum capabilities in order to be granted an electrician’s licence.

What this means is that a person seeking an electrician’s licence needs to be able to work competently and safely when performing tasks independently or under supervision.

In addition, they need to be able to carry out these tasks across a variety of industries and work environments.

In 2001, the National Uniform Electrical Licensing Advisory Council (NUELAC) released a uniform set of requirements for licensed electricians known as Essential Performance Capabilities (EPCs).

The list of EPCs provides advice to industry, particularly RTOs, about the regulatory requirements that an apprentice electrician must satisfy before being issued with an electrical licence. These EPCs have since been updated and ratified. The UEE30820 Certificate III in Electrotechnology Electrician Qualification mapped back to the EPCs.

The list of EPC requirements for licensed electricians can be accessed via: https://www.erac.gov.au/wp-content/uploads/2019/04/List_of_Essential_Performance_Capability_Requirements_for_Licensed_Electrician.pdf

Where applicable, Units of Competency, Skill Sets and Qualifications in the UEE Electrotechnology Training Package describe licensing and/or regulatory requirements related to the tasks they cover. These may differ between jurisdictions and should be checked with the appropriate regulator prior to commencing training and/or assessment.

Licensing and registration requirements that apply to specific industries and VET, vary between each jurisdiction, state and territory, and can regularly change. For a list or licensing and regulatory bodies please visit: https://www.erac.gov.au/contact-us/members-of-erac/

The following statements appear in the Certificate III in Air Conditioning and Refrigeration to provide information on the refrigeration and air conditioning licence requirements and Restricted Electrical Licence requirements. These are also listed in other relevant Air Conditioning and Refrigeration Qualifications:

Page 36: Case for Endorsement · Certificate IV in Industrial Automation and Control . AQF 5 . UEE50120 . Diploma of Computer Systems Engineering : UEE50220 . Diploma of Electrical and Instrumentation

Electrotechnology Training Package Case for Endorsement 34

Refrigerant Handling Licence:

The achievement of the Qualification meets the training components for the full national Refrigerant Handling Licence which is required to work on refrigeration and air conditioning equipment that carries the risk of a fluorocarbon refrigerant being emitted while decanting the refrigerant or manufacturing, installing, commissioning, servicing, maintaining or decommissioning refrigeration and air conditioning equipment.

Refrigeration and Air Conditioning Occupational Licence:

Additional and/or other conditions may apply in some jurisdictions subject to regulations related to refrigeration/air conditioning work. Practice in the workplace and during training is also subject to work health and safety (WHS)/occupational health and safety (OHS) regulations.

Electrical Occupation Licence:

The achievement of this qualification with the core restricted electrical units meet the electrical regulatory requirements for related restricted electrical work in most state/territories. This is required to work on electrical installations which are designed to operate at voltages greater than 50 volt (V) alternating current (a.c.) or 120 V direct current (d.c.)

Implementation issues of note and management strategy

AIS provided public consultation opportunities throughout the life of the project.

With significant changes being made across the UEE Electrotechnology Training Package, non-equivalence will be the biggest impact to RTO’s. The relevant RTO’s will need to have the updated training products included on their Scope of Registration.

No other implementation issues have been identified by the IRC or from public consultation feedback.

Supporting equitable access and progression of learners

The equity review undertaken for the Qualifications and Units of Competency included in this Case for Endorsement provides evidence that the draft UEE Electrotechnology Training Package Release 2.0 components meet the Standards for Training Packages 2012.

Supporting learner transition between education sectors

There are no formal transition arrangements between the VET sector and the higher education sector. There are Certificate II Qualifications suitable for use in school-based VET programs that will assist in transition to post-secondary training and employment.

Supporting movement of skills within and across organisations and sectors

The updated and new Units of Competency support the movement of skills across the electrotechnology industry

Industry priorities for implementation

Industry, through the consultation phases, has requested the UEE Electrotechnology Training Package become available as soon as possible. Appreciating that the previous Training Package was

endorsed in 2011. The UEE Electrotechnology Training Package has been developed to facilitate flexible delivery and assessment methods that suit the Apprentices, trainees job role and the enterprises need for identified skills.

Supporting implementation across a range of settings

The Companion Volume Implementation Guide (CVIG) for the UEE Electrotechnology Training Package Release 2.0 provides advice on implementation across a range of settings.

The proposed Qualifications and Units of Competency meet the Standards for Training Packages 2012 and therefore present no barriers at the implementation level.

How the downstream impacts (including, state and territory funding arrangements) of the changes will be managed (for example, where the case for endorsement recommends the deletion of units/Qualifications)

It will require reassessment by state and territory departments regarding funding arrangements.

COAG INDUSTRY SKILLS COUNCIL REFORMS TO TRAINING PACKAGES

Explanation of how the decision being sought from the AISC would support the COAG Industry and Skills Council reforms to training packages:

Remove obsolete, superfluous and duplicative Qualifications and units from the system

The Electrotechnology IRC identified 24 Qualifications and 83 Units of Competency with zero enrolments for the last three years. These training products have been put forward for deletion as part of this revision process.

See Appendix D

Include information about industry’s expectations of training delivery (i.e. duration of training mode of delivery and learner characteristics)

This Case for Endorsement describes industry’s expectations for training delivery and provides a CVIG that describes additional requirements applicable to the learner’s and assessor’s characteristics.

Improve qualification design to enable individuals to upskill and move easily from one related occupation to another

While the IRC made all reasonable efforts to ensure flexibility within the industry, it is important to note that the electrotechnology industry is highly regulated and licensed. Nesting has been removed

from qualifications in the Electrical pathway. Cross discipline units of competency are used in a flexible manner across the UEE package to facilitate mobility across different pathways. Training

package components clearly articulate requirements for high-risk work in the electrotechnology sector safety of electrical workers and consumers etc.

Improve the efficiency of the training system through the creation of units of competence that can be owned and used by multiple industry sectors

The Qualifications and Units of Competency were revised and developed to potentially facilitate use by multiple industry sectors.

Foster greater recognition of skill sets

No Skill Sets were developed or updated in this review.

Evidence of completion of the training package development work assigned by the AISC in the Case for Change

- Section 2 – Equity checklist of draft training package components

Equity requirements Equity reviewer comments

Provide brief commentary on whether the draft endorsed components meet each of the equity

requirements The training package component(s) comply with Standard 2 of the Standards for Training Packages 2012. The standard requires compliance with the Training Package Products Policy, specifically with the access and equity requirements: • Training Package developers

must meet their obligations under Commonwealth anti-discrimination legislation and associated standards and regulations.

• Training Package developers must ensure that Training Packages are flexible and that they provide guidance and recommendations to enable reasonable adjustments in implementation.

Yes, the Qualifications and units reviewed in this report comply with the access and equity requirements of the Training Package Products Policy (TPPP).

Reasonable adjustment advice is provided in the UEE CVIG under the Access and Equity section.

Section 3 - Training Package Quality Principles Quality Principle 4 Be flexible to meet the diversity of individual and employer needs, including the capacity to adapt to changing job roles and workplaces. Key features Do the units of competency meet the diversity of individual and employer needs and support equitable access and progression of learners? What evidence demonstrates that the units of competency and their associated assessment requirements are clearly written and have consistent breadth and depth so that they support implementation across a range of settings? Are there other examples that demonstrate how the key features of flexibility are being achieved?

Equity requirements Equity reviewer comments

1. What evidence demonstrates that the draft components provide flexible Qualifications/units of competency that enable application in different contexts?’

The units of competency reviewed meet the diverse needs of leaners through a substantial range of Qualifications and units.

Page 46: Case for Endorsement · Certificate IV in Industrial Automation and Control . AQF 5 . UEE50120 . Diploma of Computer Systems Engineering : UEE50220 . Diploma of Electrical and Instrumentation

Electrotechnology Training Package Case for Endorsement 44

Equity requirements Equity reviewer comments

The inclusion of units of competency imported from other Training Packages provides greater flexibility of choice and provides skills that are transferable.

Units of competency enable the application of skills and knowledge in different contexts.

There is the capacity for units of competency to be adapted to changing job roles within the Energy Sector industry through appropriate contextualisation in program design.

However, flexibility of choice is limited by the packaging rules and qualification requirements which requires individuals and workplaces to meet one or more of the following:

(a) weighted points system (‘points’)

(b) unit prerequisites

(c) requirement to be engaged in a contracted training arrangement (apprenticeship)

2. Is there evidence of multiple entry and exit points?

Some of the reviewed Qualifications limit capacity for multiple entry and exit points.

Example 1: UEE32220 Certificate III in Air Conditioning and Refrigeration. The entry requirements for this qualification is a refrigeration and/or air conditioning apprenticeship or relevant employment in the refrigeration and/or air conditioning industry.

Example 2: UEE30820 Certificate III in Electrotechnology Electrician, competency development activities in this qualification may subject to regulations directly related to licencing. Where a licence or permit to practice is not held, a relevant contract of training through an apprenticeship, is required.

Reviewed units without pre-requisites offer a variety of multiple entry and exit points.

3. Have prerequisite units of competency been minimised where possible?

The use of prerequisites in the Qualifications and most of the units is extensive; this adds a layer of complexity that can present challenges in program design and a barrier for students to undertake and complete in a flexible manner.

Page 47: Case for Endorsement · Certificate IV in Industrial Automation and Control . AQF 5 . UEE50120 . Diploma of Computer Systems Engineering : UEE50220 . Diploma of Electrical and Instrumentation

Electrotechnology Training Package Case for Endorsement 45

Equity requirements Equity reviewer comments

Example 1: UEE32220 Certificate III in Air Conditioning and Refrigeration has a core unit UEERA0094 Verify functionality and compliance of refrigeration and air conditioning installations which lists 26 pre-requisite units but is given the same weighting as some core units that only have one pre-requisite unit.

Example 2: UEEAS0007 Assemble, mount and connect control gear and switchgear, has 14 pre-requisite units.

4. Are there other examples of evidence that demonstrate how the key features of the flexibility principle are being achieved?

Some limitations apply to learners not holding a relevant licence; however, the application descriptions outline options for practice without a licence.

Example: UEERA0044 Find and rectify faults in single phase motors and associated controls: requires a national Refrigerant Handling Licence. Where a licence or permit to practice is not held, a relevant contract of training, such as an Australian Apprenticeship, is required.

This provides opportunities to design realistic industry environments options including contingency training that closely align to the real situation for both training and assessment.

Language in the performance criteria of the units, support the skills and knowledge to use standard and specialised tools in addition to problem solving methodologies.

The Companion Volume Implementation Guide (CVIG) offers further information and advice on licensing and regulatory requirements.

Quality Principle 5 Facilitate recognition of an individual’s skills and knowledge and support movement between the school, vocational education and higher education sectors. Key features Support learner transition between education sectors.

Page 48: Case for Endorsement · Certificate IV in Industrial Automation and Control . AQF 5 . UEE50120 . Diploma of Computer Systems Engineering : UEE50220 . Diploma of Electrical and Instrumentation

Equity requirements Equity reviewer comments

1. What evidence demonstrates pathways from entry and preparatory level as appropriate to facilitate movement between schools and VET, from entry level into work, and between VET and higher education Qualifications?

Qualifications reviewed in this report are suitable for delivery via an Australian Apprenticeship pathway and facilitate movement between schools and VET through Career Start Qualifications.

Currently, there are no specified arrangements between Qualifications in this Training Package and higher education Qualifications.

Quality Principle 6 Support interpretation by training providers and others through the use of simple, concise language and clear articulation of assessment requirements.

Key features Support implementation across a range of settings and support sound assessment practices.

Equity requirements Equity reviewer comments

1. Does the Companion Volume Implementation Guide include advice about: • Pathways • Access and equity • Foundation skills?

(see Training Package Standard 11)

The CVIG includes advice on the following: • Pathways • Access and Equity • Foundation Skills

2. Are the foundation skills explicit and recognisable within the training package and do they reflect and not exceed the foundation skills required in the workplace?

Overall the relevant foundation skills are recognisable in the training package. They are embedded into the units, are appropriate for job roles and reflect the complexity of job tasks.

The following examples are raised by the reviewer that could challenge the interpretation by training providers and others using simple, concise language and clear articulation of assessment requirements.

Foundation skills and Assessment requirements

The combination of technical skills specified in the unit and generalist competency development aspect require the student to know and demonstrate a high level of capability of the VET sector. These aspects would be more aligned to the RTO and the VET practitioner.

Example 1: UEECO0022 Participate in electrical machine repair work and competency development activities

Page 49: Case for Endorsement · Certificate IV in Industrial Automation and Control . AQF 5 . UEE50120 . Diploma of Computer Systems Engineering : UEE50220 . Diploma of Electrical and Instrumentation

Equity requirements Equity reviewer comments

Example 2: UEECO0024 Participate in switchgear and control gear work and competency development activities

PE criterion in the unit states- “identifying and confirming the applicable training practices, requirements, administration, costs and support service policies and procedures provided by the Registered Training Organisation (RTO) to all vocational education and training (VET) activities”

KE section in the unit states - industry customs and practices encompassing:

• industry bodies – employer and employee representatives

• regulatory bodies – including licensing/registration, WHS/OHS, industrial relations (IR), training authorities – apprentice/trainee regulation

• VET system – Australian Qualification Framework (AQF) and credentials

It is the opinion of the Equity reviewer that the above example requires a level of assessment that is not part of the unit.

Clear articulation of assessment requirements

Example 1: UEERE0041 Maintain operation of remote area power generation plant

• PE 1 – use of ‘understand’ in performance could be better placed in KE to support clarity of assessment requirements

• KE 1 and 2 – use of ‘minor servicing’ – could be subjective? It is not specified what minor is in Application

Example 2: UEERE0045 Solve basic problems in micro-hydro systems

• The use in basic in title and application could be specified to avoid confusion: This unit involves the skills and knowledge required to solve basic problems in micro-hydro systems.

• PE 1 – use of ‘understand’ could be placed in KE to support clarity of assessment requirements.

Example 3: UEECO0021 Contribute to the planning of a research project

Information required Detail

Panel member’s view about whether: • the evidence of consultation and validation

process being fit for purpose and commensurate with the scope

• estimated impact of the proposed changes is sufficient and convincing

The evidence of consultation and validation is sufficient, appropriate, in context and commensurate with scope. There is substantial evidence that the consultation was extensive, exhaustive and ongoing. The impact of the proposed changes is compelling and convincing, highlighting the changing and advancing nature of the industry and the associated technology implications and qualification requirements. This is especially so for renewable energy, sustainability and waste reduction. It is noted that a continuous improvement (CI) approach has been seen as a way of achieving incremental change to counter some of the entrenched and traditional industrial challenges facing this heavily regulated industry. This CI approach is also necessary as there is significant change and modernisation occurring in this industry. The changes made will allow for units and Qualifications to comply with current templates while maintaining the industry’s demand for clear and standard traditional pathways. These pathways are designed to develop safety and skills requisites prior to undertaking other related units of competence in a structured sequence of delivery.

SECTION 2 – COMPLIANCE WITH THE STANDARDS FOR TRAINING PACKAGES 2012 Standards for Training Packages

Standard met ‘yes’ or ‘no’

Evidence supporting the statement of compliance or noncompliance (including evidence from equity and editorial reports)

Standard 1 Training Packages consist of the following: 1. AISC endorsed components:

• Qualifications • units of competency • assessment requirements

(associated with each unit of competency)

• credit arrangements 2. One or more quality assured

companion volumes

Yes

The qualification, associated units of competency and assessment requirements meet AISC requirements as outlined in the editorial and equity reports.

There is a Companion Volume Implementation Guide (CVIG) that is quality assured and provides: clear guidance on usage and contextualisation; outlines pathways; addresses reasonable adjustment requirements; and assessment and training contexts.

Some suggestions were made for clarity and continuous improvement for some of the units and Qualifications during the review of the units and Qualifications. Nevertheless, all components of the package meet requirements.

Standard 2 Training Package developers comply with the Training Package Products Policy

Yes As outlined in the editorial report the units are compliant with AISC Training Packages Products Policy.

Standards for Training Packages

Standard met ‘yes’ or ‘no’

Evidence supporting the statement of compliance or noncompliance (including evidence from equity and editorial reports)

Standard 3 Training Package developers comply with the AISC Training Package Development and Endorsement Process Policy

Yes Extensive consultation involving active contributions from a range of stakeholders representing all key industry and sector areas occurred during the consultation process. This is confirmed in the Case for Endorsement (CfE). The consultation process was lengthy and exhaustive and consultation was structured and frank. Consultation with AIS staff and reading of documents highlights that compliance was at the forefront of discussions as was the need to rationalise and minimalise pre-requisites. The reviewer notes from reports and evidence that there was significant industry “push back” in regards to pre-requisite requirements and that this was a key discussion area during consultation. The reviewer concurs with comments contained within the editorial and equity report, particularly the equity report comments in relation to the lack of pre-requisite minimisation for some units and the issues this creates for weighting of some units in Qualifications. The reviewer also notes the equity report comments in relation to the level of knowledge and context required in the units concerning competency development, namely UEECO0022 and UEECO0024 while acknowledging the need for apprentices and trainees to understand the VET system, associated qualification structure and relevant stakeholders. Any concerns can be addressed through an assessment context and professional development materials. It is the reviewers considered opinion that such comments and observations do not impede sign off on quality assurance prior to endorsement and implementation.

Standards for Training Packages

Standard met ‘yes’ or ‘no’

Standard 4 Units of competency specify the standards of performance required in the workplace

Yes The units comprehensively address: the standards of performance; context; and task and contingency management skills. For some units the Range of Conditions (an optional section) has been used effectively to give context to the type of equipment and conditions within which the work must be performed.

The reviewer has noted and fed back to the AIS SSO project staff that in some cases the Range of Conditions Statement is really just a repeat of the unit title or the word electrical has been added in the Range in addition to the existing title. UEECD0035, UEECD0039 and UEEIC0019 are examples. The SSO has advised that the TAC in all cases was firm in its resolve, on the need for this context to be specified in the Range.

This is only evident in a handful of units and a continuous improvement approach has been taken to look to improve units where minor issues were found.

The reviewer did question why conditions were put in the Range when they could sit properly within the Performance Evidence. It was made clear that the IRC/TAC and those consulted in industry wanted to use the Range of Conditions to be specific on context, application, variety and amounts.

Including the Range of Conditions does allow for a variety of applications to be mentioned prior to specifying performance evidence in the assessment requirements.

At the end user point, care will need to be taken by the assessment developer and assessor to ensure that all components of the range, which often specifies volume are included. The Range will have to be used in conjunction with the Performance Evidence to ensure assessment is comprehensive and compliant.

It would be of benefit for professional development materials to be developed to help guide this process for Training Package users.

Standard 5 The structure of units of competency complies with the unit of competency template

Yes All units are compliant with the competency template as outlined in the editorial and equity reports.

Page 86: Case for Endorsement · Certificate IV in Industrial Automation and Control . AQF 5 . UEE50120 . Diploma of Computer Systems Engineering : UEE50220 . Diploma of Electrical and Instrumentation

Standard 6 Assessment requirements specify the evidence and required conditions for assessment

Yes Assessment requirements are compliant with this standard as outlined in the editorial report. Performance specifies volume, where required, and a range of conditions. The knowledge evidence is exhaustive but relevant to the unit and is often exhaustive because of the regulatory and safety requirements associated with the unit. The assessment conditions specify context and resources and are specific where required and generic when not.

Standard 7 Every unit of competency has associated assessment requirements. The structure of assessment requirements complies with the assessment requirements template

Yes Every unit is compliant with this standard as outlined in the editorial report.

Standard 8 Qualifications comply with the Australian Qualifications Framework specification for that qualification type

Yes The qualification complies with the Australian Qualifications Framework specification for that qualification type.

Standard 9 The structure of the information for the Australian Qualifications Framework qualification complies with the qualification template

Yes The qualification structure of AQF information is compliant with the qualification template. A weighting system is used to determine packaging requirements and this system is consistent and clear.

Standard 10 Credit arrangements existing between Training Package Qualifications and Higher Education Qualifications are listed in a format that complies with the credit arrangements template

Yes There are no credit arrangements in place and this is outlined in the CVIG.

Standard 11 A quality assured companion volume implementation guide produced by the Training Package developer is available at the time of endorsement and complies with the companion volume implementation guide template.

SECTION 3 – COMPLIANCE WITH THE TRAINING PACKAGE QUALITY PRINCIPLES Note: not all training package quality principles might be applicable to every training package or its components. Please provide a supporting statement/evidence of compliance or non-compliance against each principle. Quality principle 1. Reflect identified workforce outcomes

Key features Quality principle is met: Yes / No or N/A

Evidence demonstrating compliance/non-compliance with the quality principle Please see examples of evidence in the Training Package Development and Endorsement Process Policy

Driven by industry’s needs Yes This project specifically addressed the industry requirements as put forth in the Case for Endorsement and is driven by the requirements to meet the current VET standards. As mentioned industry consultation was exhaustive and detailed.

Compliant and responds to government policy initiatives Training package component responds to the COAG Industry and Skills Council’s (CISC) training package-related initiatives or directions, in particular the 2015 training package reforms. Please specify which of the following CISC reforms are relevant to the training product and identify supporting evidence: • ensure obsolete and

superfluous Qualifications are removed from the system

• ensure that more information about industry’s expectations of training delivery is available to training providers to improve their delivery and to consumers to enable more informed course choices

• ensure that the training

system better supports individuals to move easily from one related occupation to another

Yes The units are compliant in all aspects and have been through an extensive consultation and development process. The Case for Endorsement clearly identifies the process undertaken, the stakeholder engagement and notes the agreement reached on qualification, assessment and unit content. The units meet CISC policy initiatives as outlined in the CVIG and specifically those aligned to the 2015 training package reforms. The qualification provides for a range of specialised streams that match workforce requirements at the various qualification levels but also provide for flexibility and portability of skills across streams. The units are future proofed and address current and emerging industry trends and needs. A continuous improvement approach will ensure that the efficacy can continually be improved and the endorsed components will remain compliant. The CVIG provides clear guidance and the packaging rules are clear and specific to inform compliant and unambiguous course delivery by RTOs. As mentioned, professional development materials would help to clarify sequencing and assessment as there are significant pre-requisite requirements for a number of units. Some of these pre-requisite units then contain their own pre-requisite units. That is, pre-requisites within pre-requisites. Where this phenomenon exists, all pre-requisites are listed.

Quality principle 3: Reflect national agreement about the core transferable skills and core job-specific skills required for job roles as identified by industry

Key features Quality principle is met: Yes / No or N/A

Evidence demonstrating compliance with the quality principle Please see examples of evidence in the Training Package Development and Endorsement Process Policy

Reflect national consensus Yes The Case for Endorsement (CfE) highlights the consensus reached by the Technical Advisory Committee (TAC) and relevant stakeholders on content, development and need and this is confirmed by the editorial report. The reviewer notes the extensive and contentious nature of the consultation process and the successful outcome that has been negotiated and developed. The CfE specifically outlines how national consensus and all other quality Principle 3 measures were met and addressed.

Recognise convergence and connectivity of skills

Yes These Qualifications relate to highly specialised and technical areas of work where specific units are required to meet the sector specific context of the work and to comply with safety and regulatory requirements. However, where cross-industry units are relevant they are included in elective streams. Where a unit of competence has a generic relevance across electrotechnology sectors it is coded accordingly and used across Qualifications.

Quality principle 4: Be flexible to meet the diversity of individual and employer needs including the capacity to adapt to changing job roles and workplaces

Meet the diversity of individual and employer needs

Yes The qualification streams allow for a range of specialisations to meet the specific requirements of a range of different sectors within electrotechnology. Individuals wishing to transfer from one stream within the sector to another can pick up units within other qualification streams on top of their core units to gain that specialisation.

Support equitable access and progression of learners

Yes Pathways are outlined within the CVIG. Units and Qualifications are inclusive in their language and are accessible. Reasonable adjustment options will be evident to assessors and end users, with guidance being provided in the CVIG. Pathways are clear and cater for progression from Certificate I through to Advanced Diploma.

Quality principle 5: Facilitate recognition of an individual’s skills and knowledge and support movement between the school, vocational education and higher education sectors

Key features Quality principle is met: Yes / No or N/A

Evidence demonstrating compliance with the quality principle

Please see examples of evidence in the Training Package Development and Endorsement Process Policy

Support learner transition between education sectors

Yes Pathways are evident and allow for VET in schools and progression. While there are no set articulation arrangements, the higher-level Qualifications cover areas that should provide some Recognition into higher education. This recognition is of course dependent on the providers assessments of these units and associated Qualifications on a case by case basis.

Quality principle 6: Support interpretation by training providers and others through the use of simple, concise language and clear articulation of assessment requirements

Support implementation across a range of settings

Yes A compliant CVIG is available and has been reviewed. The CVIG provides clear advice to industry on context and application. Further professional development materials on sequencing and assessment would be useful to assist implementation.

Support sound assessment practice

Yes The units and the associated assessment requirements are written in plain English and have a consistent application of breadth and depth as confirmed by the Editorial and the Equity Reports. Conditions and context are accurately specified. The range of conditions provides further context. Care will need to be taken by end users to ensure the volume of performance evidence and type of equipment and methods reflects both performance evidence and range specifications.

Support implementation Yes The materials are compliant with the TGA/National Register requirements for publication. Implementation advice is provided in the CVIG that is ready for publication at the same time.

APPENDIX D –UEE TRAINING PACKAGE – CONTENT NOT GOING FORWARD The following tables provide details of current UEE11 Training Package content that will not go forward in release 2 of the UEE training package. The lists are grouped into Qualifications, Skill Sets and Units of Competency.

The lists provide the following reasons why the content is not going forward.

• Zero enrolment. This means there has been no recorded enrolments in the components over the previous three years. This is in line with the AISC directive that unused content is to be removed. This content will still be available for stakeholders to view on TGA, however it will not show as current an therefore users of the VET system will not be able to enrol in these components. In late 2018 State Training Authorities were asked to validate the enrolment data against their own records and in response a number of components were removed from the initial proposed list. Subsequent to this two further rounds of public consultation have been conducted and the lists further amended in response to feedback each time.

• New Hazardous Areas Standard. The AS/NZS standard that covers working in hazardous areas was amended in 2018. The existing UEE11 units of competency and Skill Sets were a direct adoption of the previous Standard. A new set of units have been created based on the new Standard. Where the previous units had appeared in UEE11 Qualifications they have been removed from the UEE Training Package (with the exception of three units which have been transitioned) and the new units used in UEE Qualifications. The new Standard has significantly restructured the content that appeared in the old standard, and as a consequence of this there are far fewer units, and there is no direct mapping between the old and new units.

• Replaced by new UEE. During the transition project there was a small body of review work approved by the AISC. This work involved the splitting/joining of a number of UEE11 Units of Competency. The result of this splitting/joining has produced a number of new units. Where UEE11 units have been split/joined they have been removed from UEE and replaced by the new units.

• Replaced by import. Two UEE11 units have been replaced in all relevant UEE Qualifications by inported units. The UEE11 units that have been replaced have been removed from UEE.
