Electrotechnology Training Package Case for Endorsement 1
DESCRIPTION OF WORK This project was undertaken primarily to transition the current UEE11 Electrotechnology Training Package to the 2012 Standards for Training Packages.
During the project the IRC submitted a Case for Change to allow for the review of some critical content related to the 55 Essential Performance Capabilities (EPCs) for Electrician Licensing which was approved by the Australian Industry and Skills Committee (AISC). The review work resulted in the creation of a number of new Units of Competency which are included in this Case for Endorsement. This work was to be completed by 4th June 2019. A further extension was provided by the AISC for the work to be completed.
This Case for Endorsement for Release 2.0 of the UEE Electrotechnology Training Package is the full submission of the total work which includes:
• 530 Units of Competency
• 50 Skill Sets
• 79 Qualifications
The Case for Endorsement for Release 2.0 is currently in development and subject to signoff by the Electrotechnology IRC after the State Training Authorities (STAs) consultation phase. It contains all training package components relevant to UEE Electrotechnology Training Package. It also proposes the deletion of a number of Training Package components. Appendix D provides details of content proposed for deletion.
The Training Package products, Companion Volume Implementation Guide (CVIG) and Case for Endorsement are developed in accordance with the relevant clauses of the AIS Funding Agreement with the Department of Education and Training, that they comply with the:
• Standards for Training Packages 2012
• Training Package Development and Endorsement Process Policy
• Training Package Products Policy
• Training Product Development Programme Guidelines.
Industry Reference Committee sign off
Electrotechnology Industry Reference Committee (IRC) members recommend that the UEE Electrotechnology Training Package be submitted to the AISC for endorsement with written support from the IRC chair. This is subject to the completion of the STA consultation phase.

The Electrotechnology IRC members agreed to put forward the UEE Electrotechnology Training Package materials for endorsement consideration by the AISC. The IRC supports the Case for Endorsement, draft Qualifications and Units of Competency and anticipate the minimal impact of these changes on the electrotechnology industry and allied industry stakeholders and the Vocational Education and Training (VET) sector. Advice about alternative approaches explored
There was substantial stakeholder feedback throughout the transition and development. TACs considered each item of feedback. Significant amendments were made to some Training Package components in response to this feedback (e.g. the removal of nested Certificate III in Electrotechnology Electrician core units from the core of AQF4, 5 and 6 Qualifications where they appeared; redevelopment of ‘hazardous area’ units to better align to the AS/NZS Standard upon which they are based; changes made to entry requirements proposed in some Qualifications based on feedback received during public consultation).
Key stakeholder awareness of the expected impact of the changes
Industry stakeholder views were sought through extensive public consultations and feedback was presented to TAC members during the transition/review of the UEE Electrotechnology Training Package. All key stakeholder feedback was considered during the consultation periods and the draft material was prominent on the AIS website project page for broader industry-wide consultation. TAC members discussed and considered feedback received as the subject matter experts in the transition/review.
As an example the VET regulators Australian Skills ASQA, VRQA and TAC WA were consulted by the IRC on the following decisions
1. Consolidation/Amalgamation of Restricted Licensing units
2. Requirement for the relevant Qualifications to be completed as an apprenticeship
1. Consolidation/Amalgamation of Restricted Licensing units
The IRC have consolidated several units related to Restricted Electrical Licensing (REL).
The decision to consolidate units is based on the fact that the methods taught and knowledge required to disconnect and reconnect a piece of equipment are the same for the equipment listed in the table below. Additionally many RTOs do not offer the full suite of training and assessment due to low numbers enrolling and the cost of maintaining multiple pieces of equipment.
For reference Energy Safe Victoria accepts any of the below units as proof of training and assessment in disconnecting and reconnecting electrical equipment and issues the licensing classification based on the candidates primary trade or work function.

2. Requirement for relevant Qualifications to be completed as an apprenticeship
The IRC has included the following wording in the qualification description of Certificate III Electrician and Electrical fitter Qualifications:

“Competency development activities in this qualification are subject to regulations directly related to licencing. Where a licence or permit to practice is not held, a relevant contract of training through an apprenticeship, is required.”
The IRC has included the following wording in the qualification description of relevant Refrigeration and Air-conditioning Qualifications:
“Competency development activities in this Qualification are subject to regulations directly related to licencing. A relevant contract of training through an apprenticeship or relevant employment is required which enable the application of the required knowledge and skills to on the job work activities and environments.”
The IRC’s rationale for including this wording is that these Qualifications must include employment as part of their delivery and should never be delivered in an institutional model. In addition, the descriptions reflect what is required to achieve the relevant Licence at the completion of the Qualification.
Australian Skills Quality Authority (ASQA), Victoria Registration and Qualifications Authority (VRQA) and Training Accreditation Council (TAC) WA were consulted by the IRC to get their feedback and support on any implications they envisage to their regulatory approach as a consequence of these IRC decisions. Written responses have been received from ASQA and TAC WA with no objections. No response has been received from the VRQA.
ASQA and TAC WA have confirmed that there will be no significant changes or impact to their regulatory approach. In addition, they have also confirmed that a VET regulators remit does not inlcude any involvement in the development, amendment and/or endorsement of the training package. They will be guided by the requirements set out in training packages when assessing training provider’s compliance.
In addition, and with the support of the Electrical Regulatory Authorities Council (ERAC) representatives from every state regulatory authority for electrical safety, supply and energy, were individually consulted to get their feedback and support on the IRC decisions listed above.
The organisations consulted were as follows:
Energy safety (WA), NT Worksafe, Office of the Technical Regulator (SA), Electrical Safety Office (Qld), NSW Fair Trading, Energy Safe Victoria, Electricity Standards and safety (TAS), Chief Minister, Treasury and Economic Development Directorate (ACT)
Written support has been received from every State Electrical Authority. In addition, NSW has confirmed that individuals are granted licenses in the state if they have completed a Certificate III in Electrotechnology Electrician qualification and can provide evidence of 12 months work experience.

IMPLEMENTATION OF THE NEW TRAINING PACKAGE Advice about how training package component(s) meet occupational and licensing requirements
Persons employed in the electrotechnology industry need to fulfil competency and training requirements as detailed in the regulations relevant to their occupation and state/territory. Persons assessed as complying with these requirements are usually provided with some form of certification by the respective authority. These certificates are required by the relevant state/territory before a person can work in the occupation covered under the legislation. These certificates are separate to national VET Qualifications issued by Registered Training Organisations (RTOs).
Electricians in every state/territory in Australia need to be able to demonstrate a set of minimum capabilities in order to be granted an electrician’s licence.
What this means is that a person seeking an electrician’s licence needs to be able to work competently and safely when performing tasks independently or under supervision.
In addition, they need to be able to carry out these tasks across a variety of industries and work environments.
In 2001, the National Uniform Electrical Licensing Advisory Council (NUELAC) released a uniform set of requirements for licensed electricians known as Essential Performance Capabilities (EPCs).
The list of EPCs provides advice to industry, particularly RTOs, about the regulatory requirements that an apprentice electrician must satisfy before being issued with an electrical licence. These EPCs have since been updated and ratified. The UEE30820 Certificate III in Electrotechnology Electrician Qualification mapped back to the EPCs.

Where applicable, Units of Competency, Skill Sets and Qualifications in the UEE Electrotechnology Training Package describe licensing and/or regulatory requirements related to the tasks they cover. These may differ between jurisdictions and should be checked with the appropriate regulator prior to commencing training and/or assessment.

The following statements appear in the Certificate III in Air Conditioning and Refrigeration to provide information on the refrigeration and air conditioning licence requirements and Restricted Electrical Licence requirements. These are also listed in other relevant Air Conditioning and Refrigeration Qualifications:

Refrigerant Handling Licence:
The achievement of the Qualification meets the training components for the full national Refrigerant Handling Licence which is required to work on refrigeration and air conditioning equipment that carries the risk of a fluorocarbon refrigerant being emitted while decanting the refrigerant or manufacturing, installing, commissioning, servicing, maintaining or decommissioning refrigeration and air conditioning equipment.
Refrigeration and Air Conditioning Occupational Licence:
Additional and/or other conditions may apply in some jurisdictions subject to regulations related to refrigeration/air conditioning work. Practice in the workplace and during training is also subject to work health and safety (WHS)/occupational health and safety (OHS) regulations.
Electrical Occupation Licence:
The achievement of this qualification with the core restricted electrical units meet the electrical regulatory requirements for related restricted electrical work in most state/territories. This is required to work on electrical installations which are designed to operate at voltages greater than 50 volt (V) alternating current (a.c.) or 120 V direct current (d.c.)
Implementation issues of note and management strategy
AIS provided public consultation opportunities throughout the life of the project.
With significant changes being made across the UEE Electrotechnology Training Package, non-equivalence will be the biggest impact to RTO’s. The relevant RTO’s will need to have the updated training products included on their Scope of Registration.
No other implementation issues have been identified by the IRC or from public consultation feedback.
Supporting equitable access and progression of learners
The equity review undertaken for the Qualifications and Units of Competency included in this Case for Endorsement provides evidence that the draft UEE Electrotechnology Training Package Release 2.0 components meet the Standards for Training Packages 2012.
Supporting learner transition between education sectors
There are no formal transition arrangements between the VET sector and the higher education sector. There are Certificate II Qualifications suitable for use in school-based VET programs that will assist in transition to post-secondary training and employment.
Supporting movement of skills within and across organisations and sectors
The updated and new Units of Competency support the movement of skills across the electrotechnology industry
Industry priorities for implementation
Industry, through the consultation phases, has requested the UEE Electrotechnology Training Package become available as soon as possible. Appreciating that the previous Training Package was

endorsed in 2011. The UEE Electrotechnology Training Package has been developed to facilitate flexible delivery and assessment methods that suit the Apprentices, trainees job role and the enterprises need for identified skills.
Supporting implementation across a range of settings
The Companion Volume Implementation Guide (CVIG) for the UEE Electrotechnology Training Package Release 2.0 provides advice on implementation across a range of settings.
The proposed Qualifications and Units of Competency meet the Standards for Training Packages 2012 and therefore present no barriers at the implementation level.
How the downstream impacts (including, state and territory funding arrangements) of the changes will be managed (for example, where the case for endorsement recommends the deletion of units/Qualifications)
It will require reassessment by state and territory departments regarding funding arrangements.

INDUSTRY EXPECTATIONS ABOUT TRAINING DELIVERY
Advice about industry’s expectations of training delivery.
Duration of training, delivery modes and pathways, work-based learning strategies, assessment and learner characteristics is included in CVIG Release 2.0.
Industry’s expectations are that training provided by RTOs will address industry workers needs and individuals will attain skills that are relevant and transferable across industries and enterprises.
Timelines for implementation of the components
Timelines for implementation of the UEE Electrotechnology Training Package Release 2.0 are consistent with national policies for the transition and teach out of superseded Training Package components.
Overarching expectations of industry for the delivery/assessment of the components
The industry expectation is that graduates will be equipped to operate effectively and efficiently in the work environment, and that training providers will focus on providing quality training and assessment that is consistent and meets the outcomes identified in the Units of Competency.
Reflection of contemporary work organisation and job profiles
The new UEE Electrotechnology Training Package will now facilitate the required knowledge and skill outcomes expected by industry to provide suitably skilled staff to perform their roles to meet the expectations of electrotechnology enterprises.
Credit arrangements existing between Training Package Qualifications and higher education Qualifications
There are no formal transition arrangements between the VET sector and the higher education sector for the content being submitted to the AISC.

COAG INDUSTRY SKILLS COUNCIL REFORMS TO TRAINING PACKAGES
Explanation of how the decision being sought from the AISC would support the COAG Industry and Skills Council reforms to training packages:
Remove obsolete, superfluous and duplicative Qualifications and units from the system
The Electrotechnology IRC identified 24 Qualifications and 83 Units of Competency with zero enrolments for the last three years. These training products have been put forward for deletion as part of this revision process.

While the IRC made all reasonable efforts to ensure flexibility within the industry, it is important to note that the electrotechnology industry is highly regulated and licensed. Nesting has been removed
from qualifications in the Electrical pathway. Cross discipline units of competency are used in a flexible manner across the UEE package to facilitate mobility across different pathways. Training
package components clearly articulate requirements for high-risk work in the electrotechnology sector safety of electrical workers and consumers etc.
Improve the efficiency of the training system through the creation of units of competence that can be owned and used by multiple industry sectors
The Qualifications and Units of Competency were revised and developed to potentially facilitate use by multiple industry sectors.
Foster greater recognition of skill sets
No Skill Sets were developed or updated in this review.

The inclusion of units of competency imported from other Training Packages provides greater flexibility of choice and provides skills that are transferable.
Units of competency enable the application of skills and knowledge in different contexts.
There is the capacity for units of competency to be adapted to changing job roles within the Energy Sector industry through appropriate contextualisation in program design.
However, flexibility of choice is limited by the packaging rules and qualification requirements which requires individuals and workplaces to meet one or more of the following:
(a) weighted points system (‘points’)
(b) unit prerequisites
(c) requirement to be engaged in a contracted training arrangement (apprenticeship)
2. Is there evidence of multiple entry and exit points?
Some of the reviewed Qualifications limit capacity for multiple entry and exit points.
Example 1: UEE32220 Certificate III in Air Conditioning and Refrigeration. The entry requirements for this qualification is a refrigeration and/or air conditioning apprenticeship or relevant employment in the refrigeration and/or air conditioning industry.
Example 2: UEE30820 Certificate III in Electrotechnology Electrician, competency development activities in this qualification may subject to regulations directly related to licencing. Where a licence or permit to practice is not held, a relevant contract of training through an apprenticeship, is required.
Reviewed units without pre-requisites offer a variety of multiple entry and exit points.
3. Have prerequisite units of competency been minimised where possible?
The use of prerequisites in the Qualifications and most of the units is extensive; this adds a layer of complexity that can present challenges in program design and a barrier for students to undertake and complete in a flexible manner.

Example 1: UEE32220 Certificate III in Air Conditioning and Refrigeration has a core unit UEERA0094 Verify functionality and compliance of refrigeration and air conditioning installations which lists 26 pre-requisite units but is given the same weighting as some core units that only have one pre-requisite unit.
Example 2: UEEAS0007 Assemble, mount and connect control gear and switchgear, has 14 pre-requisite units.
4. Are there other examples of evidence that demonstrate how the key features of the flexibility principle are being achieved?
Some limitations apply to learners not holding a relevant licence; however, the application descriptions outline options for practice without a licence.
Example: UEERA0044 Find and rectify faults in single phase motors and associated controls: requires a national Refrigerant Handling Licence. Where a licence or permit to practice is not held, a relevant contract of training, such as an Australian Apprenticeship, is required.
This provides opportunities to design realistic industry environments options including contingency training that closely align to the real situation for both training and assessment.
Language in the performance criteria of the units, support the skills and knowledge to use standard and specialised tools in addition to problem solving methodologies.

This is confirmed in the Case for Endorsement (CfE). The consultation process was lengthy and exhaustive and consultation was structured and frank. Consultation with AIS staff and reading of documents highlights that compliance was at the forefront of discussions as was the need to rationalise and minimalise pre-requisites. The reviewer notes from reports and evidence that there was significant industry “push back” in regards to pre-requisite requirements and that this was a key discussion area during consultation. The reviewer concurs with comments contained within the editorial and equity report, particularly the equity report comments in relation to the lack of pre-requisite minimisation for some units and the issues this creates for weighting of some units in Qualifications. The reviewer also notes the equity report comments in relation to the level of knowledge and context required in the units concerning competency development, namely UEECO0022 and UEECO0024 while acknowledging the need for apprentices and trainees to understand the VET system, associated qualification structure and relevant stakeholders. Any concerns can be addressed through an assessment context and professional development materials. It is the reviewers considered opinion that such comments and observations do not impede sign off on quality assurance prior to endorsement and implementation.

For some units the Range of Conditions (an optional section) has been used effectively to give context to the type of equipment and conditions within which the work must be performed.
The reviewer has noted and fed back to the AIS SSO project staff that in some cases the Range of Conditions Statement is really just a repeat of the unit title or the word electrical has been added in the Range in addition to the existing title. UEECD0035, UEECD0039 and UEEIC0019 are examples. The SSO has advised that the TAC in all cases was firm in its resolve, on the need for this context to be specified in the Range.
This is only evident in a handful of units and a continuous improvement approach has been taken to look to improve units where minor issues were found.
The reviewer did question why conditions were put in the Range when they could sit properly within the Performance Evidence. It was made clear that the IRC/TAC and those consulted in industry wanted to use the Range of Conditions to be specific on context, application, variety and amounts.
Including the Range of Conditions does allow for a variety of applications to be mentioned prior to specifying performance evidence in the assessment requirements.
At the end user point, care will need to be taken by the assessment developer and assessor to ensure that all components of the range, which often specifies volume are included. The Range will have to be used in conjunction with the Performance Evidence to ensure assessment is comprehensive and compliant.
It would be of benefit for professional development materials to be developed to help guide this process for Training Package users.

APPENDIX D –UEE TRAINING PACKAGE – CONTENT NOT GOING FORWARD The following tables provide details of current UEE11 Training Package content that will not go forward in release 2 of the UEE training package. The lists are grouped into Qualifications, Skill Sets and Units of Competency.
The lists provide the following reasons why the content is not going forward.
• Zero enrolment. This means there has been no recorded enrolments in the components over the previous three years. This is in line with the AISC directive that unused content is to be removed. This content will still be available for stakeholders to view on TGA, however it will not show as current an therefore users of the VET system will not be able to enrol in these components. In late 2018 State Training Authorities were asked to validate the enrolment data against their own records and in response a number of components were removed from the initial proposed list. Subsequent to this two further rounds of public consultation have been conducted and the lists further amended in response to feedback each time.
• New Hazardous Areas Standard. The AS/NZS standard that covers working in hazardous areas was amended in 2018. The existing UEE11 units of competency and Skill Sets were a direct adoption of the previous Standard. A new set of units have been created based on the new Standard. Where the previous units had appeared in UEE11 Qualifications they have been removed from the UEE Training Package (with the exception of three units which have been transitioned) and the new units used in UEE Qualifications. The new Standard has significantly restructured the content that appeared in the old standard, and as a consequence of this there are far fewer units, and there is no direct mapping between the old and new units.
• Replaced by new UEE. During the transition project there was a small body of review work approved by the AISC. This work involved the splitting/joining of a number of UEE11 Units of Competency. The result of this splitting/joining has produced a number of new units. Where UEE11 units have been split/joined they have been removed from UEE and replaced by the new units.
• Replaced by import. Two UEE11 units have been replaced in all relevant UEE Qualifications by inported units. The UEE11 units that have been replaced have been removed from UEE.
