“A year on from the One Wales target of 6,500affordable homes, which the housing sectormet and exceeded by 23%, we need a newaffordable housing target to focus minds andresources. According to the Holman report,we need an additional 5,000 new affordablehomes every year to meet demand and whilstthis isn’t possible given public spending cutsand a challenging lending environment, weneed to do as much as we can to meet thehigh level of need – need which is likely togrow given the economic downturn and cutsin welfare provision.

It was announced last month that this year’sSocial Housing Grant (SHG) budget of £69.2mgrew to £96.9m with additional funding fromthe Economic Stimulus Package Fundingand other Welsh Government reserves,internal transfers and receipts. This showsthe importance that Government puts onaffordable housing, but we are urging themto set a new target and to focus resourcesto help achieve that target by looking aheadto the supplementary budget in May.

Together with the Chartered Institute ofHousing Cymru, we wrote to both the Labourand Liberal Democrat leaders last month

urging that the £122.5m taken out of theSHG budget in the comprehensive spendingreview is returned in the supplementarybudget in May as a ‘Development Dividend’.The housing association sector hasdemonstrated that it can deliver againstambitious targets and this ‘DevelopmentDividend’ in affordable housing will not onlyprovide much needed homes but will alsogenerate local job creation and stimulateeconomic growth. The ‘DevelopmentDividend’ could also lever in a total of£250m private investment over three years.

We believe the sector has produced around2,000 new additional homes this year but wewill be falling off a cliff unless we can sustaininvestment over the next three years. Thepolitical parties have an opportunity to deliverat least 8,000 units by 2015, but to do that weneed a new target and additional resourcesgoing forward”.

• You said that you valued CHC’s lobbying, representingand influencing services and recognised our success inthis area but felt we needed to expand our area offocus and deepen our understanding and knowledge ofall our members ‐ old, new, small, large and specialist.

As a result, we are committing to being more visible withkey members of staff out and about building strongerrelationships with our members, key stakeholders andpoliticians. We are also strengthening specialist policyroles and creating greater capacity to lead the sector onwider regeneration opportunities.

• You said that our participation and learning activities,mainly networks, forums, bespoke training programmesand conferences are well run and provide excellentnetworking opportunities. However, you felt thatdiscussions often take place in silos, intended outcomesare not always obvious and the events calendar for thesocial housing sector is a crowded market.

We agree and will be revising the training programme inorder to focus on what’s unique to the sector and willcontinue with changes to overhaul our conferenceprogramme. Over the coming months we will beintroducing a series of strategic themed days and will atthe same time be working with the forums and networksto identify or reaffirm outcomes, break down silos andreview the existing structure.

• Communication issues run through all aspects of theresearch findings. You told us that we send you toomuch information, not always to the right person, and

we know we’re not always getting the right informationfrom you to inform the work we do. We will be carryingout a communications audit and will review our accesspolicy to the website whilst implementing our newlyadopted communications strategy. In order for us tosucceed we also need to understand CHC touch pointswithin your organisations and we will be researchingthis in conjunction with our relationship managementprogramme.

• The role of National Council is key to all of this and wewill be clarifying members’ roles and responsibilitiesand establishing strong communication channelsbetween National Council, our members, CHC staff andits activity. A new governance Charter will be developedalong with a review of the Council’s composition.

We hope you will continue to embrace the opportunitiesto engage with CHC so that together we secure the bestfuture for the sector.

‘A Conversation with’… The Research isover, but the conversation continuesYou will remember that back in September, CHC commissioned Beaufort Researchto carry out a piece of work to identify the challenges that lie ahead for ourmembers and to learn about members’ views and perceptions of CommunityHousing Cymru in order to inform decision making on our strategic future.

The results from the research were published in January and since then we have been getting stuck into the difficultpart, which is to consider how best to respond to the findings without risking our overall satisfaction rate of 92%amongst respondents.

A paper went to National Council on 28 March outlining a programme of work set out over the next twelve month period.You can access the paper in full on our website but in order to keep you up to date with what we’re doing, here is a verybrief outline of our thinking:

Over a year after its first reading in the House ofCommons, and after 14 months of campaigns,petitions and amendments, the Welfare Reform Billhas now become an act, receiving Royal Assent on 8March 2012. It legislates for the biggest change tothe welfare system in over 60 years. The changesare numerous and, in many cases, frightening fortenants and landlords alike, and we must now takethis opportunity to inform and educate peopleabout how they will be affected by the changes.

The Act forms the final part of a wider welfare reformagenda, which has already seen a number of changesmade to the benefits people receive. In January 2011, wesaw a number of grants cut, along with the announcementthat all recipients of Incapacity Benefit (IB) would beassessed for a new Employment Support Allowance (ESA)by 2014. April last year also saw changes to the DisabilityLiving Allowance (DLA) and Chid Benefit, as well as thefirst of a number of changes to Housing Benefit, with anincrease in non‐dependent deductions and newmaximum Local Housing Allowance rates, while changesto the shared room rate in January this year mean thatthose between 25 and 35 can now only claim for a roomin a shared house, rather than a self‐contained property.

However, at a recent Cuts Watch Cymru event, Labour AMMark Drakeford suggested that only 10% of the UKGovernment’s cuts have been made so far, and thechanges the Welfare Reform Act makes to the waytenants receive their benefits will not be completed until2018. Here are some of the key changes:

From April 2013:• The Bedroom Tax – The ‘bedroom tax’ on under‐

occupation will be introduced. 40,000 social tenantswith a spare bedroom will lose out.

• Weekly benefit caps ‐ £500 per family, £350 per singleperson. Set to affect 2,000 households in Wales.

• LHA changes – Local Housing Allowance, previouslylinked to the RPI measure of inflation, will be linked toCPI, a measure of inflation that does not take factorssuch as increases in housing costs into consideration.

From April 2014 – December 2017:• Universal Credit – tenants will be paid one monthly

sum of benefits, to include their housing benefit, in anattempt to replicate a monthly salary.

The UK Government has increased the budget forDiscretionary Housing Payments to cover the shortfall inrent payments that these reforms will cause, and whilethis is welcome, it is only designed to be a short termmeasure and cannot provide sustained assistance for thenumbers of claimants facing a shortfall.

Last month, in his Budget Statement to the House ofCommons, Chancellor George Osborne announcedfurther Welfare cuts to the sum of £10 billion by 2016, anannouncement that CHC are really concerned about. Therole for the sector now is to continue to map out andidentify how these reforms will affect tenants andbusinesses and to ensure that the sector is workingtogether to communicate these changes to the tenantsthat will be affected.

CHC will continue to support members through this andwill play a role in ensuring that the pilot project for DirectPayments which involves Bron Afon Community Housingand Charter Housing is communicated to the sector. Housing Associations – More than Bricks and Mortar According to research by the WelshEconomic Research Unit commissionedby Community Housing Cymru, thesocial housing sector in Wales employed6,300 people last year. But for everyone job created directly, another twojobs are supported in the Welsh economy.

As well as job creation, members are providing trainingand apprenticeship opportunities for thousands of localpeople with many utilising the ‘Can do tool kit’, developedin the social housing sector to get more value for theWelsh Pound. With the Local Government Elections onthe horizon, the CHC group is calling on local authoritiesto continue to do more to get value for money, to openup opportunities for small companies, and to supportlocal employment and social enterprises by implementingthe tool kit.

What has already been achieved?Michelle Smith, Project Manager – Targeted Recruitmentand Training with the Integrate Consortia explains:

The housing sector has seen itself for a long time as anasset within the community it serves and a catalyst fordeveloping new areas of service in a forever changingenvironment. Over the last five years, we have seen thehousing sector move from having aspirations to deliveringemployment and training opportunities for those furthestaway from the labour market and quickly make this arealisation with outstanding results. The sector has used athree pronged approach in being a successful provider ofemployment and training opportunities. Understandingtheir procurement power has enabled the sector to bemore accountable on how it spends its investment toleave lasting legacies in our communities that are morethan just bricks and mortar.

The impact of the Welfare Reform Bill will quickly be uponus and the significant changes that the bill will bring willmean that the experience already gained will offer tenantsand residents access to these opportunities. It makes sensefor the sector to have such a pivotal role in working withtenants to access employment and training opportunitiesthat are created as they already have a trusted relationshipwith the tenant through the tenancy arrangement. Theyalso have access to vital data informing them of the

profile of their customer base and have regular contactwith every tenant through a range of services andcommunication tools, such as Twitter and Facebook. All ofthis makes complete sense for the housing sector to keepdriving what started as an initiative to now being a coreservice and to continue to build on the success of what isnow considered best practice.

Working in partnership with the seven housing associationmembers, the Integrate targeted training and recruitmentproject works with partners to refer participants intoopportunities created using community benefit clauses incontracts. Working in collaboration with inform 2 involve(i2i), utilising the ‘Can DoTool Kit’, a coordinated approachis applied across Integrate’s area of operation andsuccessfully assists contractors in accessing sources offinancial support for training and employment. As ofMarch 2012, members have collaboratively provided inexcess of 12,000 training and employment weeks acrosstwelve different trades.

Facilitating the journey of an individual seeking a career inthe construction industry, the project acts as a catalyst forchange, developing the skill set of the individual whilstpromoting empowerment, providing a positive role modelfor change within their community. The project helpsconsortium members to partner with local training providersand employment agencies to offer opportunities to peoplewho may be disengaged from the labour market or facemultiple barriers to finding work or training. Working withsupporting partners, the project provides a multi‐facetedsupport network ensuring that opportunities createdthrough Integrate’s targeted training and recruitmentproject are high quality, long term and sustainable.

Many housing associations had a very positive experience engaging with the Future JobsFund programme as a way of supporting young people back into work. Salaried jobs area really important part of a flexible menu of training and work opportunities, and whenthis ended it left a hole. That’s why the announcement from Welsh Government thismonth that £30m of new money is being committed to launch Jobs Growth Wales tocreate 3,000 jobs over the next three years is very good news.

The focus will be offering 6 month waged opportunitiestargeted at 16 – 25 year olds. The big difference fromprevious wage subsidy Intermediate Labour Marketprogrammes is that it has been opened out to the privatesector and there is a much stronger expectation that theemployer/placement provider will offer a sustainable jobat the end of six months.

Good news for housing associations? Definitely:• It can complement work that many of us are doing to

encourage volunteering, learning, work placementsand apprenticeships – especially for tenants who havebeen engaged, are ready and need that final supportto find and keep work.

• It is an opportunity that we can be sharing with our HRteams. We can’t forget that we are major employers inthe communities we serve and our teams should bereflecting the diversity in our communities. JobsGrowth Wales can and should be part of our workforce development plans.

• This is a programme that can support our privatesector supply chain partners – most obviously in theimplementation of Targeted Recruitment and Trainingthrough our construction and maintenance contracts.

• There are going to be some very exciting possibilitiesto use Jobs Growth Wales to maximise opportunitieswith our social care and managing agent partnerswhere, despite the down turn in the economy, not‐for‐profits, the public and private sector are still hiring.

How to get involved? Careers Wales are handling interest from young peopleand employers. Information on how to get involved is onthe Jobs Growth Wales page of their site –www.careerswales.com. Now is a good opportunity toget registered to advertise vacancies that we or ourpartners have. A range of Jobs Growth Wales providershave been appointed to manage applications and arrangeinterviews.

Wales Council for Voluntary Action will be invitingorganisations on its framework to bid for Jobs GrowthWales pre employment contracts that will be specificallytargeted at the voluntary sector. More details to follow!

The poll quizzed staff on how their organisations fared onissues such as workplace culture, leadership, careerdevelopment, pay and benefits and personal well‐being.

Overall 45 housing associations were featured includingWelsh associations Wales & West Housing Association,Llamau Ltd, Pennaf Housing Group, Coastal HousingGroup, the Cadarn Housing Group and Cadwyn HousingAssociation.

Wales & West were awarded the highest rating of threestars and moved from 14th position in 2011 to 8thposition this year. Chief Executive Anne Hinchey said: ‘Iam absolutely thrilled that we’ve been recognised as thetop not‐for‐profit organisation in Wales, and that we’vemade the top ten not‐for‐profit organisations to work forin the UK. We pride ourselves on being a values‐drivencompany – to be fair, open, supportive, efficient andresponsible – to our staff as well as everyone with whom,and for whom, we work. The fact that we have made suchsignificant progress within a year is a testament to thehard work and dedication of our wonderful staff.’

Pennaf has made the list for the third year running,ranked 29th this year. The organisation was also one ofjust three UK companies short‐listed for a special award,

‘Innovation in Engagement Practices,’ recognising theGroup’s ‘innovative and creative approach that shows theorganisation is really making that extra effort to engagetheir employees.’

HR Director Gill Murgatroyd commented that: ‘This year’saward reflects the fantastic contribution that all our staffhave made towards making this a great place to work.’

Newcomers Newydd have also made the list. Paul Roberts,Chief Executive said, ‘We are very proud to have madethe top 100 list of organisations on our very first attemptat the Sunday Times awards. We hope next year toimprove our ranking by engaging with our staff andbuilding upon our strengths.’

Phillipa Knowles, CHC’s Director of Central Services,commented: ‘Housing associations have a massive role toplay in not just investing in communities, but alsoemploying people in communities. Last year, the sectordirectly employed 6,300 employees. In our 2011 HRbenchmarking survey, the results show why the sector isso successful at winning these awards and attracting highquality staff. The survey shows that the average spent ontraining per employee is £689, well above the all‐sectornational average of £350. 97% of HAs offer flexibleworking and 87% offer flexi time which is incrediblyimportant in terms of people’s work‐life balance.Organisations are taking staff communication andengagement seriously, using a range of methods. 30 ofour 31 participating organisations use staff surveys togauge staff opinion and encourage overall engagement.Successes have been formally recognised, with 22 of our31 participants holding Investors in People accreditation(with 15 at Bronze, Silver or Gold level). It’s little wonderthat 92% of vacancies are being filled by HAs at the firstattempt, with roles being filled in an average of nineweeks… we are a great sector to be in.’

CHC would like to congratulate all members who havefeatured on the list and thank them for raising the profileof Welsh housing associations across the UK.

Housing organisationsdominate Top 100 listSix Welsh housing associations have been named the country’s bestemployers in the Sunday Times 100 Best not‐for‐profit organisations.

One of our biggest challenges,however, was in proving thatwe could actually deliver. Aftera long and hard foughtcampaign by Defend CouncilHousing, there was a strongfeeling within our communitiesthat we would fail to enhancethe experience of our tenants.That’s hardly novel, I hear yousay – and you are right, we are

the eleventh LSVT and fourth Community Housing Mutualin Wales, and both of those factors have proved to be ahuge benefit to us due to the generosity of the ten whowent before.

Since transfer we have employed almost 100 newmembers of staff, the majority of which are local, whileretaining 400 members of staff who had housing roles inthe Council prior to transfer.

We have grown our Tenant Empowerment and the EstateRangers services whilst Neighbourhood Support, FinancialInclusion, Tenant Liaison and Tenancy Support are brandnew services which have been set up to benefit tenants.This investment in staff allows us to play a more activerole in our communities, get to know our tenants better,listen to what matters most to them and make a difference.The Financial Inclusion Team run weekly surgeriesthroughout the Borough and to date they have helpedtenants secure over £1/4 million in extra benefit income.

In light of planned Welfare Reform changes, this team will bekey to informing our tenants of how changes to the benefitssystem will impact on them and how they will be affected.

With the vast majority of our 9,186 properties needing tobe brought up to the Welsh Housing Quality Standard(WHQS), we started carrying out this work last October.

The geography of our area is not untypical; we have threeprimary towns namely Neath, Port Talbot and Pontardawe,all of which have rural valleys located up to 30 minutesfrom the nearest town. Therefore it was important thatwe didn’t just carry out investment work in one area,instead we have devised Local Investment Plans to groupcommunities together and ensure that each sees thebenefits of WHQS in year one, instead of having to waitsix years.

As a Community Housing Mutual, we are committed toempowering our tenants and have set up successfultenant groups focusing on the Programme of Works andEconomic Regeneration (POWER), creating TenantTraining Champions through the Tenant and LeaseholderInnovation Group (TALIG), together with the Scrutinypanel and Communications group.

In addition all tenants have been given the opportunity tobecome Members of the organisation, something thatwas launched just before Christmas. In the comingmonths, leaseholders, local residents, community groupmembers and local businesses will be given the sameopportunity to play their part in the future of NPT Homes.

So looking back over our first year, we can see that wehave created a strong brand, and through that we havenot only made a real difference to the lives of our tenantsbut a significant contribution towards social and economicregeneration in Neath Port Talbot. It has been reallymemorable thanks to the hard work and passion of ourstaff and tenants. We hope 2012 will be just as successful”.

“When I joined NPT Homes in 2010, eight months before transfer,it was clear that as a mutual our primary focus was not onlygoing to be bringing homes up to WHQS but enhancingexisting services, empowering tenants and creating jobs.

Forecasters are predicting continued rises in energy pricesand, furthermore, Government figures suggest that by2020, climate change levies will be adding 2.1% of annualincome to the energy bills of the poorest households ifthey receive no benefit from energy efficiencyprogrammes to reduce their bills. Despite the latestWales‐wide fuel poverty figures which reveal that 40% ofhouseholds are now classed as being fuel poor, 2012offers a real opportunity to act and make our housinggreener even in times of shrinking budgets.

Following the Welsh Government’s monitoring exercise inMarch 2011, our sector is making good progress towardsmeeting the WHQS for existing homes. Furthermore,going beyond minimum requirements, despite thesudden reduction in the feed in tariff the sector stillmanaged to register around 3,000 solar PV installationsbefore the December 12th tariff change. There is moneyavailable in 2012 from the Green Deal and Energycompany obligation (although we need a Green Deal thatis constructed to meet the needs of rented homes as wellas owner occupied), the renewable heat incentive andArbed 2, to name a few.

We can make a real difference in Wales, with RSL homesmaking up more than 10% of homes in Wales, housingthose in society who are at risk of being fuel poor. Thereis huge evidence of what can be achieved from housingassociations leading this work across the UK, in order tomeet challenging fuel poverty and climate change targets.The only way to deliver these targets is at scale with massinsulation, through area‐based regeneration using theright solutions, and RSLs are extremely well placed toinstigate energy efficiency improvements as part of area‐based programmes.

Energy efficiency investment has one of the highestcoefficients of employment to spend of any area and hasa profound impact on local economies by developing newskills and new apprenticeships on national economies bystimulating GDP growth, while at the same time reducingfuel poverty and carbon emissions. This has been recognisedby the EU who now has this agenda as one of the keyareas to be addressed in the new budget as EU policiesincreasingly reflect the need to create a low‐carboneconomy in Europe, as is pointed out in components ofthe EU 2020 strategy. Furthermore, it is almost certainthat parts of Wales are going to be entitled to the nextround of structural funding from 2013 following the latestGDP figures. Wales must make full use of this.

Looking beyond the ability of the sector to tackle carbonfootprints through energy and water efficiency inparticular, there is of course a growing debate about howbest to tackle ecological footprints with it being notedthat there isn’t currently a standardised method forcalculating the carbon/ecological footprint of an RSL. Inbetween all this a move to a more local and sustainableeconomy is essential with Wales at the end of almostevery global supply chain. Access to new funding in anycost effective way is, of course, a challenge in itself. This iswhy concepts such as the revolving loan guarantee fundmust be explored further in order to reduce the need forcontinual injections of grant funding and to offer start‐up finance for projects including green cooperatives or social enterprises.

Arbed, meaning ‘Save’, is a £30m Welsh Governmentinitiative aimed at improving the energy efficiency of hardto heat homes, tackling climate change and boostingeconomic development and regeneration. The Arbedphase 1 portfolio levered an additional £31m, with 20mbeing invested by social housing providers and localauthorities and around £10m from energy companies.

Phase 1, which was predominately delivered by housingassociations in Wales, saw over 6,000 properties retrofitted

in some of Wales’ most deprived areas, reducing fuel billsfor thousands of tenants.

Phase 1 was extended by £3m and phase 2 will be a £45mproject delivered through £33m European RegionalDevelopment Funding (ERDF), and up to £12m matchfunding from the Welsh Government is due to be rolledout later this year.

Minister visits Arbed siteThe Minister for Environment and Sustainable Development, John Griffiths AM, recentlymet with representatives from Family Housing and Community Housing Cymru on a sitevisit to see how the extension of the Arbed phase 1 programme in Wales is making a bigdifference to local communities.

We launched our group Manifesto for workingwith Local Government last month. Withcross party support, the Under One Rooflaunch took place in the Norwegian Churchin Cardiff Bay and attendees, including Care& Repair staff, housing professionals, LocalAuthority leaders and Assembly Members,heard from tenants and service users abouthow our manifesto ‘asks’ are making a realdifference to the lives of people incommunities all over Wales.

We will continue to lobby local government until theElections in May and are developing a microsite whichwill enable members to download resources to assistwith grassroots lobbying post Election. For furtherinformation, please contact edwina‐[email protected]

WLGA Pilot ShelteredHousing ImprovementToolkit developed inpartnership with CHCThe Welsh Local Government Agency, in partnership withCHC, has developed a sheltered housing improvementtoolkit for Local Authorities (LAs) and Registered SocialLandlords (RSLs) in Wales.

The toolkit aims to be a clear, easy‐to‐use and practicalresource to support LAs and RSLs in improving theirsheltered housing provision. It aims to help providers toask themselves the right questions, to share examples onwhat’s worked for others and to sign‐post to furtheradvice and information. It will also support organisationsto deliver services that are integrated across service areas,designed to meet forecasted as well as current needs andhave the well‐being of older people at the centre.

The toolkit is primarily aimed at people who are responsiblefor managing sheltered housing provision across theirorganisation and will also be a useful resource for all thosewith an interest in sheltered housing, particularly thosecommissioning and delivering services.

The toolkit is now in the final stages of development andit is planned that it will be piloted for six months and thenreviewed. We will be asking for interested RSLs to beinvolved in the pilot shortly. If you have any questions,please contact kevin‐[email protected]

Newbuy… A real solution orheadline‐grabbing gimmick?

What is Newbuy?Newbuy is a 90 or 95% mortgage scheme which isavailable in England for the purchase of new buildproperties up to a maximum of £500,000. It is intended tohelp first time buyers to overcome problems around thelarge deposits which are now required by most lenders.The scheme is also accessible for ‘second‐steppers’ whomight be unable to move up the property ladder due toinadequate equity in their current property.

How is it funded?Currently many lenders require potential borrowers tofind a 25% deposit. Under the Newbuy scheme,borrowers will be required to find a deposit of only 5 or10%. The ‘deposit gap’ is met by the developer, whoprovides a 3.5% guarantee to the lender, whilst thetaxpayer provides an additional 5.5% guarantee, thusoffsetting the risk to the lender. The usual mortgageapplication process is followed and borrowers areexpected to meet their mortgage payments each month. The scheme intends to help 100,000 buyers and tostimulate the construction industry and the housingmarket over the next three years.

Will it work?Accusations that the UK Government deliberatelyconstructed a headline‐grabbing, gimmicky scheme havebeen played down with statements around bringingdeposit requirements down to ‘affordable levels’ and

‘unblocking the housing market’. However, there areconcerns that this scheme artificially props up thehousing market, creating a housing bubble which willeventually burst. These concerns stem from thedownward trend of house prices and a steep rise inredundancies. Critics also fear that the scheme willbenefit house builders, particularly since in the event of anegative equity situation, it is the homeowner who willtake the first hit. Therefore, if the property is sold thehomeowner’s 5 or 10% contribution will be lost.

There are further concerns around the £500,000maximum purchase price, with critics asking how such alarge mortgage can be viable for borrowers who areunable to afford the deposit.

Could it work in Wales?The scheme is not available in Wales and at present thereare no plans to roll it out. The Rightmove housing priceindex shows that despite the recent ‘spring bounce’ seenin many parts of the UK, Welsh house prices continue todecrease year on year, which would leave many newhomeowners with negative equity. Wales’ high level ofredundancies is also yet to settle and this could be a furtherblow for any potential participants of such a scheme.

It is important to remember that some high street lendersoffer 90% mortgages. First‐time buyers in some areas ofWales might be able to access the Homebuy scheme.Where the scheme is available, a registered sociallandlord can provide an equity loan for an agreedpercentage (usually 30% but up to 50% in some areas) ofthe purchase price. The purchaser funds the balancethrough a conventional mortgage and savings.

EventsWe have recently collaborated with the WLGA, i2i, CHCand CIH to deliver a programme of two seminars onhousing and regeneration, the first in Swansea (6February) and the second in Llandudno (15 February).The seminars explored a more holistic approach tohousing‐led regeneration.

CREW also hosted a seminar on Financial Resilience forWales which explored the potential for innovative fundingof public services in Wales. A report of the event isavailable from [email protected]. On 7 February,we also held an all day seminar on Eco‐museums inCarmarthen, The Future from our Past, which developsthe Italian concept of the ECO‐Museum in the Welshcontext. The seminar was co‐funded by Creative &Cultural Industries Support Network for Atlantic SMEs(CISNET) and co‐hosted by Trinity St David’s University.CREW also co‐hosted an event with 12i and CHC on 21February, Measuring Impact for Housing Regulation, andwe are currently planning to repeat this in North Waleslater this month. We have also delivered the first instanceof our Low Carbon Leadership training module with thethree‐day course held in Cardiff, Bangor and Swansea, andare currently repeating our Health Impact AssessmentTraining in Partnership with WHIASU. Delivery dates are17 April in Merthyr Tydfil and 23 May in Rhyl. These willhave a specific focus on HIA in Housing.

Regeneration ResourcesWe have experienced major delays in finalising ourRegeneration Assessment Impact Toolkit but will nowcomplete this by early summer. This will be available as aweb download with a range of related resources. We arealso nearing completion of a more general guide tomonitoring and evaluation which looks at a range ofmethodologies including Results Based Accounting (RBA),and we are also planning events linking RBA to Housingand Self Regulation in partnership with i2i. We are alsodeveloping a historical characterisation and sense of placeguidance document which will assist with heritage‐ledregeneration projects. We have also established a SmallTowns: Policy and Delivery Network which will examinekey issues in Town Centre Regeneration. To join, pleaseemail your contact details to [email protected].

CREW FellowsWe have appointed RichardEssex and Mark Lang as ourfirst CREW Fellows. Mark isassisting with ourcommunications strategy andwill be conducting research onregeneration governance.Richard is assisting with the development of low carbonskills support, transnational co‐operation and our eventsprogramme. CREW Fellows are voluntary roles in whichindividuals lend expertise and time to develop CREW activities.

Yn ôl adroddiad Holman,rydym angen 5,000 o gartrefi fforddiadwynewydd ychwanegol bob blwyddyn i ateb ygalw ac er nad yw hyn yn bosibl oherwydd ytoriadau mewn gwariant cyhoeddus acamgylchedd benthyca anodd, mae angen ini wneud cymaint ag a fedrwn i ateb y lefeluchel o alw ‐ angen sy’n debygol o dyfu ogofio am y dirywiad economaidd a thoriadaumewn darpariaeth budd‐daliadau.

Cyhoeddwyd fis diwethaf fod cyllideb GrantTai Cymdeithasol eleni o £69.2m wedi tyfu i£96m gyda chyllid ychwanegol o gyllidpecyn ysgogiad economaidd a chronfeydderaill Llywodraeth Cymru, trosglwyddiadaumewnol a derbyniadau. Lafur a hefyd at arweinydd y DemocratiaidRhyddfrydol fis diwethaf yn annog bod y£122.5m a gymerwyd allan o’r gyllideb GrantTai Cymdeithasol yn yr adolygiad cynhwysfawrar wariant yn cael ei ddychwelyd ym misMai fel ‘Difidend Datblygu’. Dangosodd ysector cymdeithasau tai y gall gyflawni ardargedau uchelgeisiol a bydd y ‘DifidendDatblygu’ yma mewn tai fforddiadwy ynysgogi creu swyddi lleol a thwf economaiddyn ogystal â darparu cartrefi y mae cymainto’u hangen. Gallai’r ‘Difidend Datblygu’hefyd ysgogi cyfanswm o £250m ofuddsoddiad preifat dros dair blynedd.

Credwn fod y sector wedi cynhyrchu tua2,000 o gartrefi ychwanegol newydd eleniond byddwn yn disgyn oddi ar wynebclogwyn os na allwn gynnal buddsoddiaddros y tair blynedd nesaf. ‘Sgwrs gyda’… Mae’r ymchwil drosodd,ond mae’r sgwrs yn parhauByddwch yn cofio i CHC, yn ôl ym mis Medi, gomisiynu Beaufort Research i gynnaldarn o waith i ddynodi’r heriau sydd o flaen ein haelodau a dysgu am farn aelodaua’u hamgyffred o Cartrefi Cymunedol Cymru er mwyn bod yn sail i benderfyniadauar ein dyfodol strategol.

Cyhoeddwyd canlyniadau’r ymchwil ym mis Ionawr ac ers hynny buom yn mynd i’r afael â’r rhan anodd sef ystyried yffordd orau i ymateb i’r canfyddiadau heb beryglu ein cyfradd gyffredinol o foddhad o 95% ymysg ymatebwyr.

Aeth papur i’r Cyngor Cenedlaethol ar 28 Mawrth yn amlinellu rhaglen waith dros y deuddeg mis nesaf. Mae’r papurllawn ar gael ar ein gwefan ond er mwyn rhoi’r newyddion diweddaraf am yr hyn yr ydym yn ei wneud, dyma amlinelliadbyr iawn o sut y gwelwn bethau:

Dros flwyddyn ar ôl ei ddarlleniad cyntaf yn Nhŷ’rCyffredin, ac ar ôl 14 mis o ymgyrchu, deisebau agwelliannau, daeth y Mesur Diwygio Lles yn ddeddf, aderbyniodd Gydsyniad Brenhinol ar 8 Mawrth 2012.Mae’n deddfu ar gyfer y newid mwyaf i’r system llesmewn dros 60 mlynedd. Mae’r newidiadau niferus ac,mewn llawer o achosion, maent yn codi ofn ardenantiaid a landlordiaid fel ei gilydd, ac mae’n rhaid ini’n awr gymryd y cyfle i hysbysu ac addysgu pobl amsut y bydd y newidiadau yn effeithio arnynt.

Mae’r Ddeddf yn ffurfio rhan derfynol agenda ehangachdiwygio lles, sydd eisoes wedi arwain at nifer o newidiadaui fudd‐daliadau. Cafodd nifer o grantiau eu torri yn Ionawr2011, ynghyd â chyhoeddiad y byddai pawb sy’n derbynBudd‐dal Analluogrwydd yn cael eu hasesu ar gyferLwfans Cyflogaeth a Chymorth newydd erbyn 2014. Ymmis Ebrill y llynedd hefyd gwelwyd newidiadau i’r LwfansByw Anabledd a Budd‐dal Plant, yn ogystal â’r cyntaf onifer o newidiadau i Fudd‐dal Tai, gyda chynnydd yn ydidyniadau ar gyfer rhai heb fod yn ddibynyddion acuchafswm newydd yn y cyfraddau Lwfans Tai Lleol. Maenewidiadau i’r gyfradd rhannu ystafell yn Ionawr eleni yngolygu na all rhai rhwng 25 a 35 oed yn awr ond hawlioam ystafell mewn tŷ rhannu, yn hytrach nag anneddhunangynwysedig.

Fodd bynnag, mewn digwyddiad diweddar a drefnwydgan Cuts Watch Cymru, awgrymodd Mark Drakeford AC(Llafur) mai dim ond 10% o doriadau Llywodraeth yDeyrnas Unedig a wnaed hyd yma, ac na chaiff ynewidiadaua wnaiff y Ddeddf Diwygio Lles i’r ffordd y maetenantiaid yn derbyn eu budd‐daliadau eu cwblhau hyd2018. Dyma rai o’r newidiadau allweddol:

O fis Ebrill 2013:• Y Dreth Llofft – Cyflwynir y ‘dreth llofft’ ar dan‐

ddefnydd, Bydd 40,000 o denantiaid cymdeithasolgyda llofft sbâr ar eu colled.

• Uchafswm ar fudd‐daliadau – £500 y teulu, £350 yperson sengl. Bydd yn effeithio ar 2,000 o aelwydyddyng Nghymru.

• Newidiadau i’r Lwfans Tai Lleol. Yn lle bod yn gysylltiedigâ mesur chwyddiant RPI fel o’r blaen, bydd bellach yngysylltiedig â CPI, mesur o chwyddiant nad yw’n rhoiystyriaeth i bethau fel cynnydd yng nghostau tai.

O fis Ebrill 2014 – mis Rhagfyr 2017:• Credyd Cynhwysol – bydd tenantiaid yn cael un swm

misol o fudd‐daliadau, i gynnwys eu budd‐dal tai,mewn ymgais i ymdebygu i gyflog misol.

Cynyddodd Llywodraeth y Deyrnas Unedig y gyllideb argyfer Taliadau Tai Disgresiwn i lanw am y diffyg mewntaliadau rhent a achosir gan y newidiadau hyn ac er ycroesewir hyn, mesur tymor byr yn unig ydyw ac ni all roicymorth parhaus i nifer o hawlwyr sy’n wynebu diffyg.

Yn ei Ddatganiad Cyllideb i Dŷ’r Cyffredin fis diwethaf,cyhoeddodd George Osborne doriadau pellach i fudd‐daliadau yn gyfanswm o £10 biliwn erbyn 2016,cyhoeddiad y mae CHC yn bryderus iawn amdano. Y rôl argyfer y sector yn awr yw parhau i fapio a dynodi sut ybydd y newidiadau hyn yn effeithio ar denantiaid abusnesau a sicrhau fod y sector yn cydweithio igyfathrebu’r newidiadau i’r tenantiaid yr effeithir arnynt.

Bydd CHC yn parhau i gefnogi aelodau drwy hyn a bydd ynchwarae ei ran wrth sicrhau fod y sector yn caelgwybodaeth am y prosiect peilot ar gyfer taliadauuniongyrchol, y mae Tai Cymunedol Bron Afon a TaiSiarter yn cymryd rhan ynddo. Rydym wedi sefydlufforwm drafodaeth ar‐lein ar gyfer hyn ‐ i gymryd rhan yny sgwrs, mewngofnodwch i chc‐cymru.org.uk/forum/

Cymdeithasau Tai – Mwy na Brics a MorterYn ôl ymchwil gan yr Uned Ymchwil i EconomiCymru a gomisiynwyd gan CartrefiCymunedol Cymru, roedd y sector taicymdeithasol yng Nghymru yn cyflogi 6,300o bobl y llynedd. Ond am bob un swydd agafodd ei chreu’n uniongyrchol, caiff dwyswydd arall eu cefnogi yn economi Cymru.Yn ogystal â chreu swyddi, mae aelodau’n darparucyfleoedd hyfforddiant a phrentisiaeth ar gyfer miloedd obobl leol gyda llawer yn defnyddio’r pecyn cymorth addatblygwyd yn y sector tai cymdeithasol i gael mwy owerth am y bunt Gymreig. Gyda’r etholiadau llywodraethleol ar y gorwel, mae grŵp CHC yn galw ar awdurdodaulleol i barhau i wneud mwy i gael gwerth am arian ac agorcyfleoedd ar gyfer cwmnïau bach, a hefyd i gefnogicyflogaeth leol, cyfleoedd hyfforddiant a mentraucymdeithasol drwy weithredu’r pecyn cymorth.

Beth a gyflawnwyd eisoes?Felly sut mae aelodau’n mynd ati? Mae Michelle Smith,Rheolydd Prosiect – Recriwtio wedi’i Dargedu aHyfforddiant Integrate Consortia yn esbonio:

Mae’r sector tai wedi hir weld ei hun fel ased o fewn ygymuned y mae’n ei gwasanaethu ac fel catalydd ar gyferdatblygu meysydd newydd o wasanaeth mewnamgylchedd sy’n newid yn gyson. Dros y pum mlyneddddiwethaf, gwelsom y sector tai yn symud i gyflenwicyfleoedd cyflogaeth a hyfforddiant ar gyfer y rhai syddymhellaf o’r farchnad lafur a rhoddodd hyn ar waith yngyflym gyda chanlyniadau rhagorol. Mae’r sector wedidefnyddio dull gweithredu tri‐phig i fod yn ddarparyddllwyddiannus y gyflogaeth a chyfleoedd hyfforddiant. Maedeall eu pŵer caffael wedi galluogi’r sector i fod yn fwyatebol am y ffordd y mae’n gwario ei fuddsoddiad i adaeletifeddiaeth barhaus sy’n fwy na dim ond brics a morteryn ein cymunedau.

Bydd effeithiau’r newidiadau yn y Ddeddf Diwygio Lles yntaro mewn dim o dro gan olygu y bydd y profiad a gafwydeisoes yn rhoi mynediad i denantiaid a phreswylwyr i’rcyfleoedd hyn. Mae’n gwneud synnwyr i’r sector gael rôlmor ganolog mewn gweithio gyda thenantiaid i gaelmynediad i gyfleoedd cyflogaeth a hyfforddiant a gaiff eucreu gan fod ganddynt eisoes berthynas o ymddiriedaethgyda’r tenant drwy’r trefniant tenantiaeth. Mae ganddynthefyd fynediad i ddata hollbwysig yn eu hysbysu ambroffil eu sylfaen cwsmeriaid a chyswllt rheolaidd gyda

phob tenant drwy amrediad o wasanaethau a dulliaucyfathrebu fel Twitter a Facebook. Mae hyn i gyd yngwneud synnwyr perffaith i’r sector tai barhau i hybu’rhyn a welwyd fel cynllun i bellach fod yn wasanaethcreiddiol ac i adeiladu ar lwyddiant yr hyn a ystyrir yn awryn arfer gorau.

Gan weithio mewn partneriaeth gyda saith cymdeithas tai,mae prosiect Integrate ar gyfer hyfforddiant a recriwtiowedi’i dargedu’n gweithio gyda phartneriaid i gyfeirio’rrhai sy’n cymryd rhan at gyfleoedd a gafodd eu creu yndefnyddio cymalau budd cymunedol mewn contractau.Gan gydweithio gyda Hysbysu i Ymrwymo (i2i), ganddefnyddio’r pecyn cymorth, gweithredir dull cydlynol ardraws maes gweithredu Integrate ac mae’n llwyddiannuswrth gynorthwyo contractwyr i gael mynediad iffynonellau o gefnogaeth ariannol ar gyfer hyfforddiant achyflogaeth. Fel yr oedd pethau ym Mawrth 2012, maeaelodau rhyngddynt wedi darparu mwy na 12,000wythnos o hyfforddiant a chyflogaeth mewn deuddeg owahanol grefftau.

Gan hwyluso taith unigolyn sy’n edrych am yrfa yn ydiwydiant adeiladu, mae’r prosiect yn gweithredu felcatalydd ar gyfer newid, drwy ddatblygu set sgiliau’runigolion tra’n hybu grymuso, darparu model rôlgadarnhaol dros newid o fewn eu cymuned. Mae’rprosiect yn helpu aelodau’r consortiwm i bartneru gydadarparwyr hyfforddiant lleol ac asiantaethau cyflogaeth igynnig cyfleoedd i bobl a all fod wedi dieithrio o’rfarchnad lafur neu’n wynebu rhwystrau lluosog i ganfodgwaith neu hyfforddiant. Gan weithio mewn cysylltiadgyda phartneriaid cefnogi, mae’r prosiect yn darparurhwydwaith cefnogaeth amlagweddog yn sicrhau fod ycyfleoedd a gaiff eu creu drwy brosiect hyfforddiant arecriwtio wedi’i dargedu Integrate yn ansawdd uchel,hirdymor a chynaliadwy.

Cafodd llawer o gymdeithasau tai brofiad cadarnhaol iawn o gysylltu gyda rhaglenCronfa Swyddi’r Dyfodol fel ffordd o gefnogi pobl ifanc yn ôl i waith. Mae swyddi argyflog yn rhan gwirioneddol bwysig o ddewislen hyblyg o gyfleoedd hyfforddiant agwaith, a gadawyd bwlch pan ddaeth hyn i ben. Dyna pam fod y cyhoeddiad ganLywodraeth Cymru’r mis hwn y caiff £30m o arian newydd ei ymrwymo i lansio TwfSwyddi Cymru i greu 3,000 o swyddi dros y tair blynedd nesaf yn newyddion da iawn.

Bydd y ffocws ar gynnig cyfleoedd 6 mis ar gyflog wedi’idargedu at rai 16‐25 oed. Y gwahaniaeth mawr o raglenniblaenorol cymhorthdal cyflog i’r farchnad lafur drosiannolyw iddi gael ei agor i’r sector preifat a bod disgwyliadllawer cryfach y bydd y cyflogydd/darparydd lleoliad yncynnig swydd gynaliadwy ar ddiwedd y chwe mis.

Newyddion da i gymdeithasautai? Yn bendant:• Gall ategu’r gwaith y mae llawer ohonom yn ei wneud

i annog gwirfoddoli, dysgu, lleoliadau gwaith aphrentisiaethau – yn arbennig y tenantiaid sydd wediymgysylltu, sy’n barod ac angen y gefnogaeth derfynolhonno i ganfod a chadw gwaith.

• Mae’n gyfle y gallwn ei rannu gyda’n timau AdnoddauDynol. Ni allwn anghofio ein bod yn gyflogwyrsylweddol yn y cymunedau a wasanaethwn a dylai eintimau fod yn adlewyrchu’r amrywiaeth yn eincymunedau. Gall a dylai Twf Swyddi Cymru fod yn rhano’n cynlluniau datblygu gweithlu.

• Mae hon yn rhaglen a all gefnogi ein partneriaidcadwyn gyflenwi yn y sector preifat – yn fwyaf amlwgwrth weithredu recriwtio a hyfforddiant wedi’i dargedudrwy ein contractau adeiladu a chynnal a chadw.

• Bydd rhai posibiliadau cyffrous iawn i ddefnydido TwfSwyddi Cymru i uchafu cyfleoedd gyda’n partneriaidgofal cymdeithasol ac asiantau rheoli lle, er y dirywiadyn yr economi, mae cyrff dim‐er‐elw, y sectorcyhoeddus a’r sector preifat yn dal i gyflogi.

Sut gallwch gymryd rhan? Mae Gyrfa Cymru yn trin diddordeb gan bobl ifanc achyflogwyr. Mae gwybodaeth ar sut i gymryd rhan ar gaelar dudalen Twf Swyddi Cymru ar eu gwefan –www.gyrfacymru.com. Mae nawr yn gyfle da i gofrestru ihysbysebu swyddi gwag sydd gennym ni neu’npartneriaid. Penodwyd amrywiaeth o ddarparwyr TwfSwyddi Cymru i drin ceisiadau a threfnu cyfweliadau.

Bydd Cyngor Gweithredu Gwirfoddol Cymru yn gwahoddsefydliadau ar ei fframwaith i gynnig am gontractau cyn‐cyflogaeth Twf Swyddi Cymru a dargedir yn benodol at ysector gwirfoddol. Mwy o fanylion i ddilyn!

Holodd yr arolwg staff ar sut yr oedd eu sefydliadau yntrin materion fel diwylliant gweithle, arweinyddiaeth,datblygu gyrfa, tâl a budd‐daliadau a lles personol.Mae’r rhestr yn cynnwys 45 o gymdeithasau tai yncynnwys Cymdeithas Tai Wales & West, Llamau Cyf, GrŵpTai Pennaf, Grŵp Costal Housing, Grŵp Tai Cadarn aChymdeithas Tai Cadwyn.

Cafodd Wales & West y graddiad uchaf o dair seren asymud o’r 14eg lle yn 2011 i’r 8fed lle eleni. DywedoddAnne Hinchey, y Prif Weithredydd: ‘Rwyf wrth fy moddein bod wedi ein cydnabod fel y sefydliad dim‐er‐elwgorau yng Nghymru, a’n bod yn neg uchaf y sefydliadaudim‐er‐elw i weithio iddynt ym Mhrydain. Ymfalchïwn arfod yn gwmni a gaiff ei yrru gan werthoedd ‐ bod yn deg,agored, cefnogol, effeithiol a chyfrifol – i’n staff yn ogystalâ phawb yr ydym yn gweithio gyda hwy, a gweithiodrostynt. Mae’r ffaith i ni wneud cynnydd mor sylweddolo fewn blwyddyn yn dyst o waith caled ac ymroddiad einstaff gwych.’

Mae Pennaf ar y rhestr am y drydedd flwyddyn yn olynol,yn y 29ain lle eleni. Roedd y sefydliad yn un o ddim ondtri chwmni yn y Deyrnas Unedig ar y rhestr fer am wobrarbennig, ‘Arloesi mewn Arferion Ymgysylltu’, gangydnabod ‘dull gweithredu arloesol a chreadigol y Grŵpsy’n dangos fod y sefydliad yn wirioneddol fynd yr ail filltiri ymgysylltu eu gweithwyr.’

Dywedodd Gill Murgatroyd, Cyfarwyddydd AdnoddauDynol: ‘Mae gwobr eleni’n dangos y cyfraniad gwych awnaeth ein holl staff at wneud hwn yn lle gwych i weithioynddo.’

Mae Newydd ar y rhestr am y tro cyntaf. Dywedodd PaulRoberts, Prif Weithredydd, ‘Rydym yn falch iawn ar restr y100 uchaf o sefydliadau ar ein hymgais gyntaf un yngngwobrau’r Sunday Times. Gobeithiwn wella ein safle’rflwyddyn nesaf drwy ymgysylltu gyda’n staff ac adeiladuar ein cryfderau.’

Dywedodd Phillipa Knowles, CyfarwyddyddGwasanaethau Canolog CHC: ‘Mae gan gymdeithasau tairôl enfawr mewn buddsoddi mewn cymunedau a hefydgyflogi pobl mewn cymunedau. Y llynedd, roedd y sectoryn cyflogi 6,300 o bobl yn uniongyrchol. Dengyscanlyniadau ein harolwg meincnodi Adnoddau Dynol2011 pam fod y sector mor llwyddiannus wrth ennill ydyfarniadau hyn a denu staff ansawdd uchel, gan wario£689 ar gyfartaledd ar hyfforddiant ar gyfer pob person agyflogir, sy’n llawer uwch na’r cyfartaledd cenedlaethol argyfer pob sector o £350. Mae 97% o gymdeithasau tai yncynnig gweithio hyblyg a 87% yn cynnig amser hyblyg sy’nanhygoel o bwysig yn nhermau cydbwysedd gwaith‐bywyd pobl. Mae sefydliadau’n cymryd cyfathrebu acymgysylltu staff o ddifrif, gan ddefnyddio amrywiaeth oddulliau. Mae 30 o’r 31 sefydliad a gymerodd ran yrarolwg yn defnyddio arolygon staff i fesur barn staff acannog ymgysylltu yn gyffredinol. Cafodd llwyddiannau eucydnabod yn ffurfiol, gyda 22 o’r 31 ag achrediadBuddsoddwyr mewn Pobl (gyda 15 ar lefel Efydd, Arianneu Aur). Nid yw’n fawr o syndod fod cymdeithasau tai ynllenwi 92% o swyddi gwag ar yr ymgais gyntaf, gydaswyddi'n cael eu llenwi mewn naw wythnos argyfartaledd... rydym yn sector gwych i fod ynddo.’

Hoffai CHC longyfarch pob aelod sydd ar y rhestr a diolchiddynt am godi proffil cymdeithasau tai Cymru ar draws yDeyrnas Unedig.

Fodd bynnag, un o’r heriaumwyaf oedd profi y medremgyflawni mewn gwirionedd. Arôl ymgyrch hir a chaled ganAmddiffyn Tai Cyngor, roeddteimlad cryf o fewn eincymunedau y byddem ynmethu gwella profiad eintenantiaid. Dyw hynny fawr onewyddion, fe’ch clywaf yndweud ‐ ac rydych yn iawn. Ni

yw’r 11eg LSVT a’r pedwerydd sefydliad tai cymunedolcydfuddiannol yng Nghymru, a bu’r ddwy ffactor hynny ofudd enfawr i ni oherwydd haelioni’r deg a aeth o’r blaen.Ers trosglwyddo, rydym wedi cyflogi bron i 100 aelodnewydd o staff, y mwyafrif ohonynt yn lleol, tra’n cadw400 aelod o staff oedd â swyddi yn y maes tai yn y Cyngorcyn trosglwyddo.

Rydym wedi tyfu ein gwasanaethau Grymuso Tenantiaid aCheidwaid Stad ac mae Cefnogaeth Cymdogaeth,Cynhwysiant Ariannol, Cydlynu Tenantiaid a ChefnogaethTenantiaid yn wasanaethau newydd sbon a sefydlwyd erbudd tenantiaid. Mae’r buddsoddiad yma mewn staff ynein galluogi i fod â rôl fwy egnïol yn ein cymunedau, dod iadnabod ein tenantiaid yn well, gwrando ar yr hyn syddbwysicaf iddynt a gwneud gwahaniaeth. Mae’r TîmCynhwysiant Ariannol yn cynnal cymorthfeydd wythnosolym mhob rhan o’r fwrdeisdref a hyd yma maent wedihelpu tenantiaid i sicrhau dros £¼ miliwn mewn budd‐daliadau ychwanegol.

Yng ngoleuni newidiadau arfaethedig Diwygio Lles, bydd ytîm yn allweddol i hysbysu ein tenantiaid am sut y byddnewidiadau i’r system fudd‐daliadau yn effeithio arnynt.Gydag angen codi mwyafrif helaeth ein 9,186 annedd iSafon Ansawdd Tai Cymru, fe wnaethom ddechrau ar ygwaith hwn fis Hydref diwethaf.

Mae daearyddiaeth ein hardal yn dilyn patrwm; maegennym dair prif dref sef Castell Nedd, Port Talbot aPhontardawe, gyda phob un ohonynt â chymoedd gwledighyd at 30 munud o’r dref agosaf. Felly roedd yn bwysignad oeddem yn gwneud gwaith buddsoddi mewn unardal yn unig. Yn lle hynny, gwnaethom lunio cynlluniaubuddsoddi lleol i grwpiau cymunedau ynghyd â sicrhaufod pob un yn gweld manteision SATC yn y flwyddyngyntaf, yn hytrach na gorfod aros am chwe blynedd. Felsefydliad tai cymunedol cydfuddiannol, mae gennymymrwymiad i rymuso ein tenantiaid ac rydym wedisefydlu grwpiau tenantiaid llwyddiannus yn canolbwyntioar y Rhaglen Gweithiau ac Adfywio Economaidd (POWER),creu Hyrwyddwyr Hyfforddiant Tenantiaid drwy’r GrŵpArloesedd Tenantiaid a Lesddeiliaid (TALIG) ynghyd â’rpanel Craffu a’r grŵp Cyfathrebu.

Yn ychwanegol, cafodd pob tenant gyfle i ddod ynaelodau o’r sefydliad, rhywbeth a lansiwyd ychydig cyn yNadolig. Yn y misoedd i ddod, caiff lesddeiliaid,preswylwyr lleol, aelodau grwpiau cymunedol a busnesaulleol yr un cyfle i chwarae eu rhan yn nyfodol Cartrefi NPT.Felly gan edrych yn ôl dros ein blwyddyn gyntaf, gallwnweld ein bod wedi creu brand cryf a thrwy hynny wedigwneud gwahaniaeth gwirioneddol i fywydau eintenantiaid a hefyd gyfraniad sylweddol at adfywiadcymdeithasol ac economaidd yng Nghastell‐nedd PortTalbot. Bu’n wirioneddol gofiadwy diolch i waith caled acangerdd ein staff a thenantiaid. Gobeithiwn y bydd 2012yr un mor llwyddiannus”.

SAFBWYNT AELOD

Cartrefi NPT yngwneud gwahaniaethyn ei flwyddyn gyntaf

“Pan ymunais â Cartrefi NPT yn 2010, wyth mis cyn y trosglwyddiad, felsefydliad cydfuddiannol daeth yn glir mai ein prif ffocws fyddai gwellagwasanaethau presennol, grymuso tenantiaid a chreu swyddi ynogystal â chodi cartrefi i Safon Ansawdd Tai Cymru.

Mae’r proffwydi’n darogan y bydd prisiau ynni yn parhau igodi ac ymhellach, mae ffigurau’r Llywodraeth yn awgrymuy bydd lefi newid hinsawdd yn ychwanegu 2.1% o incwmblynyddol i filiau ynni’r cartrefi tlotaf erbyn 2020 os nadydynt yn manteisio o raglenni effeithlonrwydd ynni i ostwngeu biliau. Er y ffigurau diweddaraf ar dlodi tanwydd yngNghymru sy’n dangos y caiff 40% o aelwydydd eu cyfrif felbod mewn tlodi tanwydd, mae 2012 yn cynnig cyflegwirioneddol i weithredu a gwneud ein tai’n wyrddachhyd yn oed ar adeg pan fo cyllidebau’n crebachu.

Yn dilyn gwaith monitro Lywodraeth Cymru ym Mawrth2011, mae ein sector yn gwneud cynnydd da at gyrraeddSafon Ansawdd Tai Cymru ar gyfer cartrefi presennol.Ymhellach, yn mynd tu hwnt i’r isafswm gofynion, er ygostyngiad sydyn yn y tariff cyflenwi, fe lwyddodd y sectorgofrestru tua 3,000 o osodiadau PV solar cyn newidtariffau ar 12 Rhagfyr. Mae arian ar gael yn 2012 o’r DdêlWerdd ac oblygiad Cwmnïau Ynni (er ein bod angen DêlWerdd a luniwyd i ddiwallu anghenion cartrefi ar rent ynogystal â pherchenbreswylwyr), y cymhelliant gwresadnewyddadwy ac Arbed 2, i enwi ond rhai.

Gallwn wneud gwahaniaeth gwirioneddol yng Nghymru,gyda mwy na 10% o gartrefi yng Nghymru yn gartrefi LCC,gan gartrefu’r rhai mewn cymdeithas sydd mewn risg ofod mewn tlodi tanwydd. Mae tystiolaeth enfawr o’r hyn ygellir ei gyflawni drwy i gymdeithasau tai arwain y gwaithhwn ar draws y Deyrnas Unedig er mwyn ateb targedauheriol tlodi tanwydd a newid hinsawdd. Yr unig ffordd igyrraedd y targedau hyn yw gydag insiwleiddio nifer fawro gartref, drwy adfywio seiliedig ar ardal yn defnyddio’rdatrysiadau cywir, ac mae LCC mewn lle da iawn iweithredu gwelliannau effeithiolrwydd ynni fel rhan o’rrhaglenni seiliedig ar ardal.

Mae gan fuddsoddiadau effeithiolrwydd ynni un o’rcyfernodau uchaf o gyflogaeth i wariant o blith unrhywfaes a chaiff effaith ddybryd ar economïau lleol drwyddatblygu sgiliau newydd a phrentisiaethau newydd areconomïau cenedlaethol drwy ysgogi twf GDP, ac ar yr unpryd yn gostwng tlodi tanwydd ac allyriadau carbon.Cydnabuwyd hyn gan yr Undeb Ewropeaidd sydd â’ragenda yma fel un o’r meysydd allweddol i’w drafod yn ygyllideb newydd wrth i bolisïau’r Undeb Ewropeaidd yngynyddol adlewyrchu’r angen i greu economi carbon iselyn Ewrop, fel y nodir mewn elfennau o strategaeth 2020yr Undeb Ewropeaidd. Ymhellach, mae bron yn sicr y byddgan rannau o Gymru hawl i’r cylch nesaf o gyllidstrwythurol o 2013 yn dilyn y ffigurau GDP diweddaraf.Mae’n rhaid i Gymru fanteisio i’r eithaf ar hyn.

Wrth edrych tu hwnt i allu’r sector i fynd i’r afael ag ôl‐troed carbon drwy effeithiolrwydd ynni a dŵr ynarbennig, y mae wrth gwrs drafodaeth gynyddol am yffordd orau i fynd i’r afael ag ôl‐troed ecolegol gyda nodinad oes dull safonol ar hyn o gryd ar gyfer cyfrif ôl‐troedcarbon/ecolegol LCC. Rhwng hyn i gyd mae symud ieconomi mwy lleol a chynaliadwy yn hanfodol gydaChymru ar gwt bron pob cadwyn cyflenwi fyd‐eang. Maemynediad i gyllid newydd mewn ffordd gost‐effeithlon,wrth gwrs, yn her ynddo’i hun. Dyna pam fod yn rhaidymchwilio cysyniadau fel y gronfa gwarant benthyciadcylchol ymhellach er mwyn gostwng yr angen amchwistrelliadau parhaus o gyllid grant a chynnig cyllid cychwynnol i brosiectau yn cynnwys cynlluniau cydweithredu gwyrdd neu fentrau cymdeithasol.

Hysbysebu swyddi gwagam ddim ar ein gwefanDyma’r cyntaf mewn cyfres o newidiadau a gyflwnwn felrhan o’n rhaglen o welliant parhaus i wasanaethauaelodau. O 1 Ebrill 2012, ni fydd yn rhaid i aelodau dalu ihysbysebu ar dudalen Swyddi Gwag CHC ar ein gwefan. Ydudalen Swyddi Gwag yw’r dudalen yr ymwelir â hi amlafar ein safle, a rydym eisiau sicrhau fod aelodau’n cael ybudd mwyaf am ddim cost ychwanegol. Os oes gennychunrhyw swyddi gwag yr hoffech eu hysbysebu, cysylltwchâ claire‐[email protected] i gael mwy owybodaeth os gwelwch yn dda.

Mae Arbed yn gynllun £30m gan Lywodraeth Cymru iwella effeithiolrwydd ynni cartrefi anodd eu gwresogi,mynd i’r afael â newid hinsawdd a hybu datblygiadeconomaidd ac adfywio. Ysgogodd portffolio Arbed cam 1£31m ychwanegol, gyda £20m yn cael eu buddsoddi ganddarparwyr tai cymdeithasol ac awdurdodau lleol a thua£10m gan gwmnïau ynni.

Yng ngham 1, a gyflwynwyd yn bennaf gan gymdeithasautai yng Nghymru, gosodwyd mesurau effeithiolrwydd ynni

mewn dros 6,000 o gartrefi yn ardaloedd mwyafamddifadus Cymru, gan ostwng biliau tanwydd i filoedd odenantiaid.

Clustnodwyd £3m ychwanegol ar gyfer cam 1 a chaiff cam2 – prosiect £45m a gyflwynir drwy Gyllid DatblyguRhanbarthol Ewrop, a hyd at £12m o arian cyfatebol ganLywodraeth Cymru – ei ymestyn yn ddiweddarach eleni.

NEWYDDION YN GRYNO

Lansiwyd ein Maniffesto grŵp ar gyfergweithio gyda llywodraeth leol fis diwethaf.Gyda chefnogaeth drawsbleidiol, cynhaliwyd ylansiad yn yr Eglwys Norwyeg ym MaeCaerdydd ac roedd y rhai’n bresennol yncynnwys staff Gofal a Thrwsio, swyddogion tai,arweinwyr awdurdodau lleol ac AelodauCynulliad. Bu tenantiaid a defnyddwyrgwasanaeth yn siarad am sut y mae’r hyn ymae ‘gofynion’ y maniffesto yn gwneudgwahaniaeth gwirioneddol i fywydau poblmewn cymunedau ym mhob rhan o Gymru.

Byddwn yn parhau i ledaenu’r gair hyd yr etholiadau ymmis Mai ac yn datblygu microsafle fydd yn galluogiaelodau i lawrlwytho adnoddau i gynorthwyo gydalobio’n lleol yn dilyn yr etholiadau. I gael gwybodaethbellach, cysylltwch â edwina‐[email protected]

Datblygu PecynCymorth Peilot GwellaTai Gwarchod mewnpartneriaeth gyda CHCMae Cymdeithas Llywodraeth Leol Cymru, mewnpartneriaeth gyda CHC, wedi datblygu pecyn cymorth argyfer gwella tai gwarchod ar gyfer awdurdodau lleol alandlordiaid cymdeithasol cofrestredig yng Nghymru.

Nod y pecyn yw bod yn adnodd clir, rhwydd ei ddefnyddioac ymarferol i gefnogi awdurdodau lleol a landlordiaidcymdeithasol cofrestredig i wella eu darpariaeth taigwarchod. Mae’n anelu helpu darparwyr i ofyn y cwestiynaucywir i’w hunain, rhannu enghreifftiau o’r hyn sydd wedigweithio i eraill ac y gyfeirio at gyngor a gwybodaethbellach. Bydd hefyd yn cefnogi sefydliadau i gyflenwigwasanaethau integredig ar draws meysydd gwasanaeth, agynlluniwyd i ateb y galw a ragwelir yn ogystal ag anghenioncyfoes, a bod â lles pobl ifanc yn ganolbwynt iddynt.

Anelwyd y pecyn cymorth yn bennaf at bobl sy’n gyfrifolam reoli darpariaeth tai gwarchod ar draws eu sefydliad abydd hefyd yn adnodd defnyddiol ar gyfer pawb sydd âdiddordeb mewn tai gwarchod, yn arbennig y rhai sy’ncomisiynu a chyflenwi gwasanaethau.

Mae’r gwaith o ddatblygu’r pecyn cymorth bron wedi’igwblhau a’r bwriad yw ei beilota am chwe mis ac yna’iadolygu. Byddwn yn gofyn yn y dyfodol agos i LCC sydd âdiddordeb i gymryd rhan yn y cynllun peilot. Os oes gennychunrhyw gwestiynau, cysylltwch â kevin‐[email protected]

Newbuy… Ateb go iawn neugimig ar gyfer penawdau?

Beth yw Newbuy?Mae Newbuy yn gynllun morgais 90 neu 95% sydd ar gaelyn Lloegr i brynu anheddau newydd hyd at uchafswm o£500,000. Fe’i bwriedir i helpu prynwyr tro cyntaf ioresgyn problemau am ernesau mawr y mae’r rhan fwyafo gwmnïau morgeisi eu hangen erbyn hyn. Mae’r cynllunhefyd yn hygyrch ar gyfer prynwyr ‘ail gam’ a allai efallaifethu symud i fyny’r ysgol eiddo oherwydd nad oesganddynt ddigon o ecwiti yn eu cartrefi presennol.

Sut y caiff ei ariannu?Ar hyn o bryd mae llawer o fenthycwyr yn gofyn i ddarparfenthycwyr ganfod ernes o 2%. Dan gynllun Newbuy, dimond ernes o 5 neu 10% fydd benthycwyr ei angen. Caiff y

‘bwlch ernes’ ei lenwi gan y datblygwr, sy’n rhoi gwarant3.5% i’r benthycwyr, gyda’r trethdalwr yn rhoi gwarrant o5.5% ychwanegol, gan felly wrthbwyso’r risg i’rbenthycydd. Dilynir y broses arferol i wneud cais amforgais a disgwylir i fenthycwyr dalu am eu taliadaumorgais bob mis. Mae’n nod gan y cynllun helpu 100,000o fenthycwyr ac ysgogi’r diwydiant adeiladu a’r farchnadtai dros y 3 blynedd nesaf.

A fydd yn gweithio?Cafodd cyhuddiadau fod Llywodraeth y Deyrnas Unedigwedi mynd ati’n fwriadol i lunio cynllun gimig fyddai’nsicrhau penawdau eu darostwng gyda datganiadau amddod â gofynion ernesau i lawr i ‘lefelau fforddiadwy’ a‘dadflocio’r farchnad tai’. Fodd bynnag mae pryderon fod ycynllun yn ddull artiffisial o gynnal y farchnad tai, gan greuswigen tai fydd yn rhwygo yn y diwedd. Mae’r pryderonhyn yn deillio o ostyngiad mewn prisiau tai a chynnyddmawr yn nifer diswyddiadau. Mae beirniaid hefyd yn ofniy bydd y cynllun o fudd i adeiladwyr tai, yn arbennig pebyddai sefyllfa o ecwiti negyddol mai’r perchennog taifyddai’n cael eu taro gyntaf. Felly, os gwerthir yr eiddocollir cyfraniad 5 neu 10% y perchennog cartref.

Mae pryderon pellach am yr uchafswm pris prynu o£500,000 gyda beirniaid yn gofyn sut y gall morgais morfawr fod yn hyfyw i benthycwyr sy’n methu fforddio’r ernes.

A allai weithio yng Nghymru?Nid yw’r cynllun ar gael yng Nghymru ar hyn o bryd ac nidoes unrhyw gynlluniau i’w ymestyn. Dengys myngaiprisiau tai Rightmove, er gwaethaf y ‘sbonc gwanwyn’ awelwyd mewn llawer rhan o Brydain yn ddiweddar, bodprisiau tai Cymru yn parhau i ostwng flwyddyn ar flwyddyn,a fyddai’n gadael llawer o berchnogion tai newydd gydagecwiti negyddol. Mae nifer y diswyddiadau’n parhau’nuchel yng Nghymru a gallai hyn fod yn ergyd bellach iunrhyw un a ddymunai gymryd rhan mewn cynllun o’r fath.

Mae’n bwysig cofio fod rhai benthycwyr stryd fawr yncynnig morgeisi 90%. Gallai prynwyr tro cyntaf mewn rhaiardaloedd o Gymru fedru cael mynediad i’r cynllunCymorth Prynu. Lle mae’r cynllun ar gael, gall landlordcymdeithasol cofrestredig roi benthyciad ecwiti amganran a gytunwyd (30% fel arfer ond hyd at 50% mewnrhai ardaloedd) o’r pris prynu. Mae’r prynwr yn ariannu’rgweddill drwy forgais confensiynol ac arbedion.

DigwyddiadauRydym wedi cydweithio’n ddiweddar gyda ChymdeithasLlywodraeth Leol Cymru, i2i, CHC a CIH i gyflwyno rhagleno ddwy seminar ar dai ac adfywio, y gyntaf yn Abertawe(6 Chwefror) a’r ail yn Llandudno (15 Chwefror).Edrychodd y seminarau ar ddull mwy holistig at adfywiodan arweiniad tai.

Cynhaliodd CREW hefyd seminar ar Gadernid Ariannol iGymru yn ymchwilio’r potensial ar gyfer cyllid blaengar argyfer gwasanaethau cyhoeddus yng Nghymru. Mae adroddiado’r digwyddiad ar gael yn [email protected]. Ar 7Chwefror, fe wnaethom hefyd gynnal seminar diwrnodcyfan ar Eco‐amgueddfeydd yng Nghaerfyrddin, Y Dyfodolo’n Gorffennol, sy’n cynnwys cysyniad Eidalaidd yr Eco‐Amgueddfa mewn cyd‐destun Cymreig. Cyd‐ariannwyd yseminar gan CISNET (‘Creative & Cultural IndustriesSupport Network for Atlantic SMEs’) a’i gynnal ar y cydgyda Phrifysgol y Drindod Dewi Sant. Cynhaliodd CREWhefyd ddigwyddiad ar y cyd â i2i a CHC ar 21 Chwefror,Mesur Effaith ar gyfer Rheoleiddio Tai, a bwriadwnailadrodd hyn yn y Gogledd yn nes ymlaen y mis hwn.Rydym hefyd wedi cyflwyno rhan gyntaf ein modiwlhyfforddiant Arweinyddiaeth Carbon Isel gyda chwrstridiau a gynhaliwyd yng Nghaerdydd, Bangor acAbertawe ac wrthi’n ailadrodd ein hyfforddiant ar Asesiadar Effaith Iechyd mewn partneriaeth gyda WHIASU. Ydyddiau cyflwyno yw 17 Ebrill ym Merthyr Tudful a 23 Maiyn y Rhyl. Bydd gan y rhain ffocws penodol ar yr AsesiadEffaith ar Iechyd yn y maes Tai.

Adnoddau AdfywioCawsom ohiriadau mawr wrth gwblhau ein pecyn cymorthar effaith asesiad adfywio ond bydd hyn yn barod erbyndechrau’r haf. Bydd ar gael i’w lawrlwytho o’r we gydagamrywiaeth o adnoddau cysylltiedig. Rydym hefyd ynagos at gwblhau canllaw mwy cyffredinol at fonitro agwerthuso sy’n edrych ar amrywiaeth o fethodolegau yncynnwys Cyfrifeg Seiliedig ar Ganlyniadau (RBA), a hefydyn cynllunio digwyddiadau yn cysylltu RBA gyda Thai aHunan‐reoleiddio mewn partneriaeth gyda i2i. Rydymhefyd yn datblygu dogfen canllawiau nodweddu hanesyddolac ymdeimlad o le fydd yn cynorthwyo gyda phrosiectauadfywio treftadaeth. Rydym hefyd wedi sefydlu RhwydwaithTrefi Bach: Polisi a Chyflenwi fydd yn edrych ar faterionallweddol mewn adfywio canol trefi. I ymuno, e‐bostiwcheich manylion cyswllt at [email protected].

Cymrodorion CREWRydym wedi penodi RichardEssex a Mark Lang ynGymrodorion cyntaf CREW.Mae Mark yn cynorthwyogyda’n strategaeth cyfathrebua bydd yn cynnal ymchwil arlywodraethiant adfywio. MaeRichard yn cynorthwyo gydadatblygu cefnogaeth sgiliaucarbon isel, cydweithredu rhyngwladol a’n rhaglendigwyddiadau. Mae Cymrodorion CREW yn swyddigwirfoddol lle mae unigolion yn rhoi arbenigedd ac amseri ddatblygu gweithgareddau CREW.
