Welcome to Anaheim and Civil Air Patrol’s 2018 National Conference.

The National Conference is always planned as Civil Air Patrol’s premier event of the year,

and this one is no exception. In recognition of our 70th anniversary as the U.S. Air Force Aux-

iliary, we are honored to host the Secretary of the Air Force, Heather Wilson, as our banquet

keynote speaker. And, you will notice an emphasis on our proud tradition as a force mul-

tiplier and a member of the Air Force Total Force throughout the conference.

This event is about YOU and the myriad ways in which you continue to carry forth the ban-

ner of professionalism and selfless commitment to service that is CAP’s rich legacy. Your

accomplishments are great and many, and your never-ending desire to find ways to get

the job done more effectively and efficiently is nothing short of amazing.

The opportunities to learn and grow in your chosen volunteer roles, to meet and greet old

friends and to make new ones and to be recognized for superior performance in service

to communities across America are among the National Conference’s top attractions. But

we are also gathered here to have fun and I plan to join you in doing just that.

The Civil Air Patrol Hall of Honor was created by the Civil Air Patrol National Executive Committee on 3 June 1972 to paytribute to individuals, past and present, who were either instrumental in establishment of the organization or contributedto its development over the years. Aerospace Education Teacher of the YearCaptain Brian D. Johnston, Georgia Wing

A member of the Georgia wing’s barrow-Jackson composite squadron, captain brian d.Johnston serves as the unit’s external Aerospaceeducation officer, deputy commander for seniorsand as the Georgia wing’s external Aerospaceeducation officer. he led 45 teachers to completecivil Air Patrol’s Aerospace connections ineducation (Ace) Program at friendshipelementary school in buford, Georgia. friendshipelementary was chosen as the Ace school of theyear, and capt Johnston was chosen ascoordinator of the year.

capt Johnston’s active promotion of theAerospace education program includes a requestmade to the Jefferson city school system to createa stem class using cAP materials and offering theAce program in every elementary classroom in thedistrict. he’s also engaged spring hill elementaryin fayette county in conversations about the Aceprogram. his long list of presentations on thestem program includes carroll county and warecounty teachers, a boy scout troop and the forsythcounty curriculum director.

he worked with cAP national headquarters tocoordinate the 10th Annual Ace Program Kickoff,which featured science, technology, engineeringand math (stem) and Ace lessons. capt Johnstonalso served as an instructor at the 2017 Georgiawing encampment and oversees the squadron’scyber Patriot team.

Frank Brewer Memorial Aerospace Award, Cadet CategoryCadet Julie M. Demyanovich, Virginia Wing

since joining civil Air Patrol in 2010, cadetJulie demyanovich has made outstandingcontributions to the advancement of youth inaerospace activities.

last year she introduced members of a localboy scout troop to Aerospace education with theinnovative program “rockets, fun on the moon,and beyond.” in April 2017, she taught a class oninfluential Air force personnel, providing 30students with inspiration to pursue Ae and stemcareers.

she served as cadet training wingcommander for the largest encampment in

virginia wing history, where she ensuredorientation rides and military incentive rides wereincluded in the curriculum.

she was also hand-selected to run the cAPdisplay at the Joint base Andrews Air show, whereher duties included facilitating volunteer briefingsand information distribution on behalf of theactivity commander, providing hands-on trainingfor cadets, and sharing information about cAPwith over 100 display visitors.

cadet demyanovich’s continuous efforts toadvance youth aerospace education have made apositive impact on cAP.

Frank Brewer Memorial Aerospace Award,Senior Member CategoryLieutenant Colonel Kathleen E. Beauford,Louisiana Wing

lieutenant colonel Kathleen e. beauford,director of external Aerospace education for thelouisiana wing, has created a successfulAerospace education program. in 2017 shereached 1,994 people with her Ae presentationsand exhibits. the highlight of her outreachcampaign is her collaborations and jointpresentations with nAsA officials.

As a nAsA solar system Ambassador, lt colbeauford placed cAP’s name, as well as the namesof 120 cAP members, on the mars rover curiosityand cAP and 56 members’ names on the marsAtmosphere and volatile evolution “maven”spacecraft, both of which are now orbiting mars.

through her publications and research, shecontinues to pave the way for the advancement ofAerospace education. in the last five years she hasreached 29,442 attendees with her exhibits andpresentations, and has been published 278 timesin newspapers, magazines and on the internet.

As robotics project manager she has obtaineda vex robotics clawbot that is on loan amonglouisiana squadrons, presents at the wingconference and at the bi-annual lA wingAcademy. she has also established the Gertrudebeauford memorial scholarship to help cAPcadets participant in national cadet specialActivities.

lieutenant colonel sherwood J. williams’desire to fly began when he was a boy watchingworld war ii aircraft train over the family farm. in1988, at age 50, he challenged himself to learnall he could about flying. he has since achievednumerous federal Aviation Administration ratingsand certificates while amassing over 5,800personal, instructional and corporate flight hours.

lt col williams joined civil Air Patrol in may1999. two years later he became a squadronAerospace education officer. in 2006, he becamethe wisconsin wing director of Aerospaceeducation.

his unit, the 248th tAc Air squadron, was thefirst in the nation to conduct more than 50 flightsfor educators. his squadron was also the first toestablish stem themes in elementary and middleschool curricula in wisconsin. in another first, hissquadron recruited 150 Aerospace educationmembers (Aems).

holding bachelor’s, master’s and doctoratedegrees, lt col williams also serves as aprofessional educator and is dedicated to teachingothers. he developed aviation courses for teachersfor the university of wisconsin-Green bay; adistant learning program for the experimentalAircraft Association; and the eAA AeroscholarsProgram, which helps high school students worktoward their fAA private pilot written test. he alsodeveloped an accredited college degree distancelearning program for students seeking anaeronautical bachelor’s degree.

through an alternative financial developmentprogram, the school district secured aneducational support grant for at-risk and low-income students and sought curriculum supportfrom the missouri wing’s table rock lakecomposite squadron. the emphasis was oninspiring students to elevate their future goals.

the grant enabled the schools to purchase aflight simulator and professional weather stationused to support physics, math and scienceeducation geared toward aviation. studentsregularly broadcast current weather conditions fora local radio station. the school district grants theuse of the weather station and flight simulator tothe table rock lake composite squadron whenclasses are not in session.

in addition, the school district now offers anAce (Aerospace connections in education) class asan after-school enrichment activity open to allstudents. And the local airport provides studentswho complete the program and a parent on a no-cost daylong commercial flight to dallas.

Cadet of the YearCadet Lieutenant Colonel Joshua L.Klosterman, South Dakota Wing

cadet Joshua l. Klosterman’s self-discipline,intelligence, work ethic, and organizational skillshave led to many prestigious accomplishmentssince joining civil Air Patrol in 2009.

A cyberPatriot participant for four years, he wasa member of the national cyberPatriot digital

forensics champion team in 2012, thecyberPatriot cisco networking champion team in2013 and cyberPatriot civil Air Patrol championteam in 2014, as well as a cyberPatriot Award ofexcellence recipient in 2015 – one of only threecompetitors to ever receive the award. he was alsoa collegiate cyber defense national finalist in2016.

cadet Klosterman has embraced numerousleadership opportunities in cAP. As cadetcommander of the south dakota wing’s big siouxcomposite squadron, he managed the unit’straining and readiness levels and mobilizedemergency missions. As cadet commander of the2015 Joint dakota encampment, a 10-day bootcamp for cadets, he managed 30 cadetsresponsible for the training and professionaldevelopment of 80 participants. in addition, hehas filled multiple leadership roles on the cadetAdvisory council, including the positions ofchairman and representative at the state, regional,and national levels.

of particular note, cadet balsley was the flightleader of the Peachtree city falcon fieldcomposite squadron’s first two cohort recruitingclasses. she organized, planned training, andsuccessfully executed the Great start Program for38 cadets. her leadership skills and ability to workwith divergent personalities helped quicklytransform new cadets into productive squadronmembers, resulting in 100 percent on-timeGeneral J.f. curry Achievement completion as wellas aircraft ground handling, wing runner andgeneral emergency services completion.

As squadron executive officer, cadet balsleyplanned and executed basic cadet training,ensuring a professional experience forparticipants. her focus on the bct mission resultedin a highly successful exercise attended by arecord number of cadets. over 800 ground teammember tasks were approved in eservices for the40 participating cadets.

in over 42 years of service, capt macspaddenhas accumulated well over 1,000 mission sortiesas a mission radio operator and many more as amission observer and in Air operations.

in may 1980 during the mount st. helensvolcanic eruption, she was handpicked as theradio operator between the washington stateemergency operations center and the orbitingu.s. Air force c-130 command andcommunications high bird in the red Zonetemporary flight restrictions airspace, ensuringsafe operation of air assets in a highly complexand stressful environment.

serving as wing director of communicationssince 2011, capt macspadden oversees the fourAlternate net control stations and wing messagecenter stations. As wing communicationstraining officer, she made 25 equipment repairrequests and oversaw 921 wing-accountable lineitems in 2017. she averages over 800 operationalresource management system (orms) entries ayear in support of the wing communicationslogistics mission.

four years since its inception, the texas wing’sGroup vi Ground team has exemplified civil AirPatrol’s mission of emergency services anddistinguished itself among peer teams. byimproving communications and networking, theGroup vi team was able to involve a greaternumber of personnel in ground team operations.

by training its core members rigorously, theteam developed the most experienced groundteam members with the highest skill set in thetexas wing. founding members dedicatedthemselves to training new core members,making Group emergency services operationsmore flexible and increasing operationalreadiness and balance. with the help of the newcore members, the team earned an “outstanding”rating – the first for the texas wing in over 20years.

in 2017, the team supported 12 emergencylocator transmitter missions with 11 credited non-distress finds, splitting the difference between thenationally recognized performances in the samecategory for 2015 and 2016. the team’s successrate was 24 percent higher than the nationalaverage. with responsibility for 38 counties innorth texas, the team is also committed toaccomplishing missions across the state or regionif personnel from other teams are not available.

the core members of the Group vi teamremain dedicated to expanding their training.Growth occurred during the hurricane harveydisaster relief mission, and the texas wing’soperational evaluation team expanded skill setsand tested readiness of the wing’s mobilecommand trailer. this gave the team a betterunderstanding of mission operations.

Director of Finance of the YearLieutenant Colonel Elsa M. Soto, PuertoRico Wing

lieutenant colonel elsa m. soto hasdistinguished herself through outstanding serviceas director of finance for the Puerto rico wing.

lt col soto has restructured the Puerto ricowing finance department, standardizingprocedures to create a reimbursement reportsprocess and organizing committee meetings. Atits last inspection, the wing achieved a “low risk”evaluation due to her exceptional work.

her expertise in finance has led her to becomethe finance officer of all Puerto rico wingactivities, courses, encampments, and trainings.during the absence of the wing Administrator sheworked diligently to ensure that all payments,reimbursements and financial functions keptworking smoothly and provided outstandingassistance to the squadron finance officers.

serving as liaison between the wing and thePuerto rico Ports Authority, she has establishedcommunications with seaport directors to make iteasy for wing pilots and aircrew to obtain Puertorico Port ids.

As the west virginia wing drug demandreduction Administrator, lieutenant colonelKenneth G. dilley has helped communicate theimportance of staying drug-free in school tocadets while encouraging a drug-free lifestyle byusing aerospace and military leaders as positiveexamples.

in addition to developing drug educationprograms for cadets to attend, lt col dilley hasreached out to west virginia communities toencourage drug education and awareness. he alsoroutinely sends out bulletins to keep seniormembers aware of developments in ddr. for the

he has developed new ways to educate andentertain members about drug education,conducting a contest to challenge cadets toidentify the most addictive substance; participantswere entered in a drawing for prizes. hands-onactivities also played an important role duringlegislative day, during which the state legislatureapproved a resolution recognizing the wing’sddr Program – an especially important distinctiongiven the cancellation of the school dAre Programin west virginia.

lt col dilley also developed a “starting” ddrcontinuity book for squadrons that had not yetsubmitted a ddr After-Action review. thanks tohis actions, all 14 west virginia wing squadronshave completed at least one ddr After-Actionreview.

his contributions and efforts to spreadawareness of ddr throughout the wing, startingat the squadron level, are truly exceptional.

Drug Demand Reduction Wing of the YearWest Virginia Wing

the west virginia wing continues todemonstrate the strongest commitment toestablishing a drug-free America by winning thisaward for the second year in a row. the wing ddrstaff has developed a number of programs thatemphasize drug awareness/prevention, and haspromoted activities for cadets that focus on drugeducation.

At the national scout Jamboree, theydisplayed seven different ddr activities to some28,000 scouts. ddr seminar programs werepresented at the wing conference, and duringlegislative day display tables were set up with thetheme “we have better things to do than drugs.”hands-on activities were available for legislatorsand visitors of all ages. As a result of these effortsthe west virginia senate issued a specialresolution recognizing the wing ddr program asan active program to educate the public about thenegative effects of substance abuse.

the seizure of $2.4 million and five vehicles andto 152 arrests.

Historian of the Year Captain Patrick Y. Whang, Maryland Wing

As a new member who joined civil Air Patrolin november 2016, captain Patrick y. whang hasdrawn on his experience and skill as the holder ofa master’s degree in economic history instrengthening the maryland wing’s historyprogram. taking on the role of wing historian,which had been vacant for some time, he spentnumerous hours going through and reorganizingthe wing’s historical archives while dealing withnew artifacts from current events and activities.

his contributions in 2017 arose largely froman ambitious initiative based on his desire toreach out to the local community by restoring ahistoric nike missile base located at marylandwing headquarters. he also collected the oralhistories of veteran wing members and submittedthe completed histories to the library ofcongress’s American folklife center as a part of itsveterans history Project. And he has initiatedhistory writing contests for cadets and seniormembers, respectively, in order to generateinterest in cAP history.

capt whang is determined to help the wingprogress and to educate members and hiscommunity about cAP’s rich legacy.

Major General Jeanne M. Holm AerospaceEducation Officer of the YearMajor William M. Blatchley, Colorado Wing

with over eight years under his belt, majorwilliam m. blatchley serves as the Aerospaceeducation officer for the colorado springs cadetsquadron. he has a master rating in Aerospaceeducation, was awarded the brigadier Generalcharles e. “chuck” yeager Aerospace educationAward, and has excelled in cyber security as coachof civil Air Patrol’s most successful cyberPatriotteams.

maj blatchley served as coach of cAP’s 2017national championship team, winning thecyberPatriot competition’s All service division. hiscolorado springs cadet squadron team has wonthe national title twice in the past five years, andhe has taken the team to the national finals arecord eight years.

At the wing encampment the ddr staffchallenged the cadets to complete severalactivities with and without the use of the “fatalvision goggles” to further emphasis the effects ofdrugs on simple everyday tasks. under theleadership of lt col Kenneth G. dilley, aninnovative program to combine the AeX and theddrx programs was initiated. Power Pointpresentations, handouts and worksheets weredeveloped for each lesson used. topics werechosen that corresponded to both flight scienceand drug use components.

A ddr hall of fame was also established torecognize the achievements of cadets in the ddrarena. the first inductee was a cadet who createda Public service Announcement on drunk drivingthat aired on tv and won first place in the state ofwest virginia Alcoholic beverage commissioncontest.

the west virginia wing remains the mostproductive and outstanding ddr wing in civil AirPatrol.

Norm Edwards Counterdrug Officer of theYearMajor Keith R. Clapp, Kentucky Wing

upon becoming counterdrug officer for theKentucky wing in october 2016, major Keith r.clapp was determined to make scheduling andcounterdrug operations simpler.

with the counterdrug Program ranking as theKentucky wing’s largest flight activity and anintegral component in its service to the state, majclapp was determined to develop new practicesto streamline mission execution and reduce errorsthat could result in funding issues,reimbursement problems, and sortie confusion.to execute this new approach, maj clapp workedclosely with civil Air Patrol’s national operationscenter and the cAP-usAf Great lakes liaisonregion. one result was that a single missionnumber was issued for the entire season, ratherthan for individual missions each month.

because of maj clapp’s persistent approachduring the 2017 counterdrug season, especiallyin dealing with uncertain funding, the wing flew361.8 hours on counterdrug missions that led tothe eradication of 431,000 marijuana plantsvalued at $862 million. his efforts helped lead to

under his supervision, the colorado springsteam practices a minimum of four hours a weekto prepare during the cyberPatriot season, whichbegins in August and ends in April. for an entireseason, that amounts to 128 hours of practice!

As a member of civil Air Patrol’s national stafffor cadet cyber programs, he is also the director ofcurriculum for the organization’s cyber security-related national cadet special Activities, and hementors several cyberPatriot teams in thecolorado springs area besides his own.

in addition, maj blatchley has developed apneumatic paper rocket launch system, which wasshowcased at the university of colorado’s stemrocks event and other stem events in hiscommunity. he regularly conducts hands-onaerospace classes, and he had seven cadetscomplete the program and earn rocketry badgesin 2017. he oversaw his squadron’s orientationflights program, which provided 31 poweredorientation flights and 23 glider rides for cadets.he has also mentored 15 senior members withinthe squadron who all received yeager awards.

maj blatchley’s passion for Aerospaceeducation is truly extraordinary and is reflected inhis leadership and dedication.

Inspector General of the YearLieutenant Colonel Todd G. Scioneaux,Louisiana Wing

lieutenant colonel todd G. scioneaux wasappointed louisiana wing inspector General in2011. lt col scioneaux was faced with numerouschallenges, as the wing inspector GeneralProgram had just received an “unsatisfactory”evaluation grade.

he quickly began discovering ways to rebuildthe program by meeting with and educating allcommanders in the wing. he recruited andtrained inspectors and coordinated the executionof 17 squadron unit inspections (suis) within a13-month period. with plenty of planning andexecution, lt col scioneaux was determined tomake the louisiana wing’s inspector GeneralProgram the best it could be, and by working withthe wing commander he developed an iG plan ofaction that required the involvement of allsquadron commanders as well as wing staff.

lt col scioneaux devised a comprehensive

he knew of members who wanted to provideassistance from across the country for cAPmissions in florida and Puerto rico. he is an itprofessional by trade, and his employer, AmericanAirlines, not only supported but also expresseddaily interest in ways that he could contribute. Asa result, he worked to establish virtual incidentcommand Posts with experienced ics in regionsthat were not affected, providing assistance foralmost two solid months.

lt col templeton’s years of experience anddedication to operational mission successnationwide make him an excellent choice for thenew colonel david Kantor operations staff officerof the year Award. his lifetime contributions tocAP have contributed greatly to the success ofcAP’s operational missions across the nation.

Colonel Edwin W. Lewis, Jr. Incident StaffMember of the Year (Co-Recipients)Lieutenant Colonel Clyde R. Woolfolk, Jr.,Louisiana Wing

with a master rating in emergency services,safety, operations, and flight operations andtechnician ratings in cadet Programs, lieutenantcolonel clyde r. woolfolk, Jr., is an incidentcommander level 1 as well as a cAP-qualifiedmission observer, Ground team leader andmission Pilot. he currently serves as the deputycommander of the Green flag east flight(surrogate uAs), one of the highest-profilemissions civil Air Patrol supports. he often deploysas incident commander for Green flag east andemerald warrior, an annual nAto/department ofdefense special operations exercise.

lt col woolfolk travels throughout cAP’ssouthwest region and provides training andassistance, most recently in louisiana, texas, andoklahoma, as well as Kansas and iowa. he hasbeen an avid supporter of cAP’s counterdrugProgram in multiple staff capacities. he has alsoprovided assistance through Joint task forcenorth to the u.s. coast Guard and customs andborder Protection in operations Gulf watch, riobravo, and Javalina thunder, as well as emeraldwarrior from 2008 to 2017.

but perhaps lt col woolfolk’s greatestcontribution to civil Air Patrol came in 2017, as apart of cAP’s historic response to hurricane

system that detailed the tracking and closing ofall discrepancies. the system was used fortrending analysis, which quickly identifiedcommon problem areas with squadrons. since2014, discrepancies have been lowered by over51 percent.

though awarded a position with challengingcircumstances, lt col scioneaux went above andbeyond to turn the program around. his hands-onapproach has made a positive impact on thelouisiana wing.

Colonel David A. Kantor Operations StaffOfficer Of The YearLieutenant Colonel Eric A. Templeton, NESASquadron

lieutenant colonel eric A. templeton, currentlyassigned to civil Air Patrol’s national emergencyservices Academy squadron, has been a cAPmember since october 2001. he primarily servesas the commandant for the nesA mission Aircrewschool but is also an Augmentee to the nationaloperations center, and provides technical supportand assistance to the field for all airborne imagerycollection programs.

since attending nesA as a student in 2002 andreturning on staff in 2003, lt col templeton hassupported 29 sessions of the nesA mAs program,literally helping thousands of members who haveearned aircrew qualifications to be able to supporttheir wings. the mAs program is not just about afew weeklong sessions a year, though; it is truly ayear-round affair. he works with his team of stafffrom around the country to maintain thecurriculum that all cAP aircrews use nationwide,and he is nesA’s go-to member to assist wings andregions in running similar events.

his nesA work alone would qualify lt coltempleton, a former illinois wing vicecommander, for this award, but a recent move totexas proved even more significant in the pastyear. the move led to discussions about ways heand his mAs staff could support in other ways,generating an approach cAP was able to put togood use last summer and fall.

during the 2017 hurricane season, lt coltempleton helped in person, coordinating airoperations with the incident command team intexas, but because of his broad-based mAs staff

harvey. when the category 4 tropical storm madelandfall on the southeast texas coastline on Aug.25, he became cAP’s incident commander andserved in as the overall ic for the entire five-weekresponse. A total of 582 cAP volunteers from 44different wings, regions, and nationalheadquarters units participated, and over 70aircraft were involved.

the service cAP provided to the federalemergency management Agency, 1st Air forceand the state of texas in the aftermath of harveywas momentous, due in large part to theleadership of lt col woolfolk. cAP aircrews underhis direction flew over 1,800 flying hours anddelivered more than 375,000 digital photos,mapping an area the size of indiana.

Lieutenant Colonel Harvey L. Yarborough,Alabama Wing

lieutenant colonel harvey l. yarborough holdsa master rating in emergency services, a seniorrating in operations and is an incidentcommander level 1 as well as a cAP-qualifiedmission observer, and mission Pilot. he currentlyserves as director of operations for the Alabamawing. As the incident commander in 2017during the Alabama wing’s graded Air forceevaluation, he earned an “outstanding” rating —the highest grade awarded. As part of hissuccessful evaluation, lt col yarborough earnedthe following comments: “most notable was thefact the ic ensured every single person involvedhad a role to play. Additionally, he smartly usedthe event to train new members while beingevaluated. the confidence and character displayedby all involved was truly amazing.”

this approach paid dividends later on when ltcol yarborough, serving as ic, and his Alabamawing team deployed to Puerto rico in earlyseptember to photograph damage wrought byhurricane irma, a category 4 tropical storm. theAlabama team, based in san Juan, respondedquickly to the task at hand and completed thescheduled seven-day mission in four days.

lt col yarborough’s team returned to san Juanfollowing hurricane maria, another strongcategory 4 storm with sustained winds of 155mph that devastated the caribbean island. underextremely challenging conditions, team members

in articles across the nation. in addition, sheassisted washington and Pennsylvania wingmembers by designing recruitment posters fortheir open houses.

during her time as director of Public Affairs,the tennessee wing’s social media outreach hasgrown by 450 on instagram and 350 on facebook,and she continues to be a persistent driver for cAPmedia coverage across the volunteer state.

Professional Development Officer of theYearLieutenant Colonel Michael D. Bryant,Kentucky Wing

while serving as Kentucky wing director ofProfessional development for over nine years,lieutenant colonel michael d. bryant has alsoserved as Professional development officer forfive units. he has hosted and directed 23professional development courses at the wingand squadron levels, instructed in countlessothers, and directed the first basic training leadersof cadets course offered by the wing.

within the first six weeks of his appointmentas wing director of Professional development, ltcol bryant developed a solution for the six-yeardry spell for the unit commander course, usingGotomeeting video conferencing software tocreate a unified dual campus offered in thewestern and eastern areas of Kentucky. hisinnovative strategy was cited as “commendable”and “exceeding mission requirements” and, moreimportantly, resulted in a completion rate thatincreased from 16 percent to 78 percent in asingle year.

lt col bryant has laid the foundation forprofessional development in the Kentucky wingwith adaptive training strategies that will besignificant to cAP in the future.

Property Management Officer of the YearLieutenant Colonel Philip A. Berchtold,Oklahoma Wing

After serving as the oklahoma wing’s Assistantdirector of logistics since 2013 and the wing’sAssistant director of communications since 2015,lieutenant colonel Philip A. berchtold assumedthe position of supply officer in July 2017. he has

worked with the federal emergency managementAgency response coordination center inwashington, d.c., and established a way tofacilitate remote mission management. the teamgenerated and uploaded 38,000 aerial images ofthe storm damage. the planned eight-daydeployment for team members extended to 10,which provided an overlap with cAP personnelwho relieved them.

lt col yarborough’s leadership in Puerto ricowas exemplary, contributing greatly to the successof the mission.

Colonel Robert V. “Bud” Payton PublicAffairs Officer of the YearLieutenant Colonel Morgan L. Torp-Pedersen, Tennessee Wing

lt colonel morgan l. torp-Pedersen currentlyserves as both the tennessee wing director ofPublic Affairs and the murfreesboro compositesquadron Public Affairs officer. while serving inthese positions, lt col torp-Pedersen has builtrelationships with local media sources, leveragedsocial media and partnered with communityleaders to communicate civil Air Patrol’s message.

during the 2017 tennessee wingencampment, she provided public affairs supportand created an end-of-encampment video thathad an external audience reach of 2,000 views. ltcol torp-Pedersen also worked continuously toaccumulate media coverage for cAP. she createda partnership with lamar Advertising, which inturn donated digital billboard space nearnashville international Airport for two weeks. thatbillboard obtained an audience reach of 80,000per week. her reach expanded to the youth levelwhen she partnered with local high schools topresent cAP’s 75th Anniversary video and to setup a recruitment table during lunch.

during the 2017 campaign for wreaths AcrossAmerica, lt col torp-Pedersen garnered local newscoverage, posting the story on social media andreaching an audience of 21,000. she alsocontributed after hurricanes harvey and irma bygenerating cAP publicity from news outlets for thework of tennessee wing members and by beingthe primary contact between the southeastregion and the Puerto rico wing for photos used

conducted inventory for 177 wing-issued itemsand 844 communications items and verified eightaircraft.

lt col berchtold lives three hours away fromwing headquarters at tinker Air force base, andhe spent many evenings working after hisscheduled hours to assist the wing logisticsofficer with inventory. in preparation for thewing’s staff Assistance visit (sAv), he devotedhours to finding equipment, making phone calls,and answering emails to ensure everything ransmoothly. his knowledge, coupled with hisattention to detail, helped make the logisticsportion of the wing sAv successful.

over several weeks, he also spent almost 27hours explaining the new processes andinventoried wing-issued items with the newlyappointed wing director of logistics. in addition,he contacted all 18 units in the wing and verifiedtheir inventory status.

his willingness to help fellow membersmanage cAP property has had a positive impactwithin the oklahoma wing.

Lieutenant Colonel T. Keith Riddle AwardAircrew Member of the YearMajor Alfred T. Spain, Louisiana Wing

A member of civil Air Patrol since 2009, majorAlfred t. spain is currently assigned to thelouisiana wing Green flag east flight, serving asthe unit’s operations officer, standardization andevaluation officer and testing officer.

maj spain’s service is hands-on, as heparticipated in 82 percent of the 11 scheduledrotations for Green flag east as well asparticipating in the Green flag university in cAP’sAerospace education excellence Program in 2017.he was also the major planner for another u.s. Airforce exercise, emerald warrior, held at hurlbertAir force base, florida.

maj spain maintains aircrew currency as aGreen flag mission Pilot, mission coordinator andsensor operator. he is involved with thepreplanning meeting and development of taskingrequired during each Green flag east rotation andpreparing crew briefings.

Additional duties maj spain has acceptedinclude rewriting the crew information file, theAircraft information file, and the in-flight Guide

suggestions on any issues found. to help aid otherwing members, he offers safety classes and visitsthe annual cadet encampment to review safetyprocedures with the encampment safety officer.An advocate of the operational risk managementsystem (orms) process, he lectures at squadronson its importance and offers assistance in thecreation of orms worksheets for subordinate unitevents.

As a mission safety officer (mso), lt col Palysoften instructs others in becoming an mso andhelped the wing receive the grade of “highlysuccessful” in the 2017 Air force operationsevaluation. he is very dedicated to his position,wing and cAP, always willing to assist others withhis safety expertise.

Squadron Chaplain of the YearMajor Jack R. Bennett, Kentucky Wing

chaplain, major Jack r. bennett served in twocivil Air Patrol squadrons from August 2010 tomarch 2016 and with the Kentucky wing frommarch 2016 to may 2017. during this time, hedeveloped and promoted an active chaplainProgram for the Kentucky wing and helpedincrease character development instructor (cdi)core staff for the wing.

he resumed his duties as chaplain of thesouthern Kentucky cadet squadron in bowlingGreen in may 2017 and supported revitalizedexisting programs. he also organized thedevelopment of the chaplain support servicewithin the wing, supported two cadet basicencampments, and facilitated 12 characterdevelopment sessions.

maj bennett is dedicated to helping others,and he used his cyber security talents to mentortwo local cyberPatriot teams while continuing hischaplain duties — counseling cadets and airmen,leading worship services, and providing locationsand transportation to cadets and senior membersfor worship, according to their faith tradition.

Given the opportunity to extend his aidbeyond the Kentucky wing, maj bennettresponded, volunteering over 300 hours tosupport the 118th wing Air national Guard. heserved as an Assistant to the base chaplain,providing ministerial support to the tennessee-

he is the consummate cAP professional,maintaining a class 1 fAA medical and acommand Pilot rating in single and multiengineaircraft. he is also an instructor/exam for Pilot andinstrument rating, as well as a form 5 and form91/92 check Pilot able to provide check rides forthe Green flag mission crew position.

in addition, he is qualified as a cadetorientation/rotc Pilot.

maj spain clearly meets and exceeds thestandards and expectations of this new awardnamed in honor of the late lt. col. t. Keith riddle,who served in the Green flag east flight, andthose set by the Air force and cAP.

Safety Officer of the YearLieutenant Colonel Joseph J. Palys,Connecticut Wing

holding a master rating in cAP’s safetyspecialty track, lieutenant colonel Joseph J. Palyshas been a member of the connecticut wing formany years, beginning as a cadet. he now servesas the wing’s director of safety.

lt col Palys has become more skilled in hisposition by advancing his training in safetythrough related courses. to ensure the safety of allconnecticut wing squadrons, he completed anannual safety briefing before the northeastregion evaluation deadline, set a wing-widesuspense date for the completion of the safetysurveys, monitored the submissions, and reachedout to unit safety officers for input. he mentoredthe officers, and he instituted a self-designedsurvey program, which allows him and othersafety officers a chance to visit and carry outsafety-related duties.

Playing a role in the Aircraft mishap reviewboard, which he helped establish in 2017, lt colPalys aids in investigations and in offering

lt col reed has a master’s degree in distanceeducation and e-learning and always shows aninterest in meeting member needs, especiallywith education. in 2013, she initiated themaryland wing e-learning program, designingand implementing the first online unitcommanders course and an online version of thefirst training leaders of cadets course. shecontributed her skills to teaching the nationalonline sls and clc courses and became amember of the national staff in e-learning in2015. she has also taught a number of in-residence courses and is a frequent presenter atwing and region conferences.

though she initially joined because two of herchildren were cadets, lt col reed quicklydeveloped a passion for the organization and forworking with cadets. her many contributions havemade a tremendous impact on the marylandwing and civil Air Patrol.

Senior Chaplain of the YearLieutenant Colonel Harrell L. Cobb,Tennessee Wing

chaplain, lieutenant colonel harrell l. cobbhas served as Group one chaplain since 2015 andsquadron chaplain for the Greenville compositesquadron of the tennessee wing since 2017.

lt col cobb made a positive impact on bothcAP cadets and senior members over the past yearand is always looking for ways to be an effectivechaplain. he is sensitive to the needs of membersof tennessee wing’s Group 1 and his home unit,the Greeneville composite squadron, particularlycadets.

Senior Member of the YearLieutenant Colonel Brenda A. Reed,Maryland Wing

since joining civil Air Patrol in July 2003,lieutenant colonel brenda A. reed has served atthe squadron, wing, and region levels and hasexcelled in her responsibilities, greatly benefitingcAP along the way.

her service began in the maryland wing’scarroll composite squadron, where she served asthe unit’s Personnel officer and Public Affairsofficer. she overhauled the unit’s records andensured all member records were as accurate aspossible. in 2004, she was named the wing’sPersonnel officer of the year. As Public Affairsofficer, she built a relationship with local media,which contributed to increased recruitment andretention. she was named the wing PAo of theyear in 2005 and the middle east region PAo ofthe year in 2010.

she later became squadron commander forthe carroll unit, earning both squadron of the yearin 2010 and the squadron commander of theyear Award. during her tenure, the squadron grewto be one of the largest in the maryland wing andhad the largest growth of aircrew and groundpersonnel.

she later joined the maryland wing staff, butthat would be only the beginning for lt col reed.in 2014, she became the director of Public Affairsfor the middle east region. she created theregion’s PAo blog to aid in training officers andwas co-chair of the national branding/style guidecommittee and chair of the national committeetasked to develop a public affairs plan template,which PAos around the nation have used widely.in 2016, she stepped down to become chief ofstaff for the maryland wing, but she remainsactive in public relations activities, posting dailyon cAP social media channels and creatinggraphics for activities and achievements to drawviewer interest. she has won six first-place major

lt col cobb also extends his chaplain work tothe general public by spreading awareness of civilAir Patrol’s mission through his position as aspiritual leader, always encouraging others tomaintain the highest standards possible. dressedin his cAP uniform, he delivered a veterans dayspeech at a local school and informed studentsabout cAP’s cadet Programs and how they couldjoin the organization.

in addition, he has attended programs outsideof the tennessee wing. he traveled to maxwell Airforce base in 2017 for the cAP chaplain corpsemergency services school, which was formed totrain chaplain corps personnel in disaster reliefmissions, search and rescue exercises and masscasualty mission scenarios. As a member of theschool’s first graduating class, lt col cobb is nowable to train other cAP chaplains in emergencyservices. he also hosted a ground team exercisetraining event at his church’s mission center,where he was able to meet with and providespiritual guidance to cAP cadets.

Active in his local congregation as pastor, lt colcobb continues to reach out and encourageeveryone he meets, making him a real asset to thecAP chaplain corps.

Jack Sorenson Cadet Programs Officer ofthe YearLieutenant Colonel Victor A. Santana,Louisiana Wing

lieutenant colonel victor A. santana hasserved as the louisiana wing’s director of cadetPrograms since 2013.

over the past year, lt col santana developedgraph charts that track the progress of eachlouisiana wing squadron, orientation flights permonth per squadron, and how many first-timecadets attended encampment per squadron.these charts help him know which units need hisassistance.

in 2017, he also redesigned a new website forwing cadet Programs, complete with resourcesfor seniors, cadets, and parents and includingrecruitment videos, certificate templates, andmedical safety information.

the louisiana wing encampment ended thefiscal year as a huge success, with a 100 percentgraduation rate and without any major medical

for cAP members to express the importance ofcAP missions in west virginia. Although the statedid experience severe budget cuts, his campaigngained support and helped preserve over$249,000 in funding.

in 2017, lt col dodrill also met daily withlawmakers when the state legislature was insession to ensure senate bill 280 was on track fora vote. this bill led to a cAP leave Act to protectmembers during training and missions. the lawprovides a maximum of 30 days per calendar yearof unpaid cAP leave to an employee respondingto an emergency mission and 10 days percalendar year of unpaid cAP leave to an employeetraining for an emergency mission – key benefitsto west virginia wing cAP members.

lt col dodrill is a consummate professional,tirelessly promoting the west virginia wing andcivil Air Patrol. he is a real asset for both at thewest virginia statehouse, raising the bar for allGovernment relations Advisors in cAP.

Paul W. Turner Safety AwardArizona Wing

the Arizona wing’s safety Program ishighlighted by close cooperation between thewing commander and wing director of safety,ensuring a proactive risk management andmishap prevention approach for all wing missionsand cadet activities. the wing director of safety,lt col corey stohlquist, ensured all units in thewing received visits to help address the needs ofunit safety officers and offer additional trainingwhen needed. safety officers worked closely withthe Public Affairs staff to reach members throughvarious social media sites to ensure a positivesafety culture message in the wing. the wing alsocontributed articles to the safety beaconnewsletter.

Arizona’s flying hour rate was number one inthe southwest region and number ten in cAPwith an average of more than 220 hours peraircraft. close cooperation between operationsand safety officers ensured an enviable safetyrecord with an emphasis on continuous risk

mishaps. it was the second successful cadetactivity of 2017, as the wing had earlier hostedthe southwest region cadet leadership school.the graduation rate for that activity was also 100percent.

lt col santana also implemented the cadettraining and education Program (cteP) inlouisiana, which contains updated trainingmaterials to help keep the course up-to-date. Allof those who participated in the program in thepast year graduated.

lt col santana is temporarily living in nevada,but he remains dedicated and active with thelouisiana wing. he visits the state several times ayear for cadet activities, and when he is notpresent, he holds conference calls to stay aware ofwhat is going on in the wing and where his helpis needed.

in the 2017 compliance inspection, the wingcadet Program received the highest attainablerating, along with zero deficiencies.

serving as the west virginia wing’s AssistantGovernment relations Advisor and its vicecommander, lieutenant colonel James A. dodrillis dedicated to his work. during legislative day onboth the state and national levels, he maintainedGovernment relations awareness and portrayedhis wing and civil Air Patrol in a positive light,helping secure vital funding. the west virginiawing annually receives the second-most statefunding in all of cAP.

while leading coordination for nationallegislative day, lt col dodrill ensured face-to-facemeetings between west virginia wingrepresentatives and congressional staff members.he made sure cadets from each congressionaldistrict in the state were able to speak to theirrespective representative.

when the west virginia wing was at risk oflosing its entire state funding for 2017 because ofprojected state budgetary shortfalls, lt col dodrillimmediately approached leadership in theGovernor’s office, senate and house of delegatesto gain support. he planned and executed a way

management, and thorough mishap reviews tocapture and share lessons learned. A wing-widecommitment to safety from the top down isevident throughout the Arizona wing.

Squadron of DistinctionTwin Pine Composite Squadron, NewJersey Wing

receiving support from senior members,cadets, parents, and friends, the new Jerseywing’s twin Pine composite squadron embodiesthe principle that it takes the diligence of allmembers to achieve success. the squadron is thedirect beneficiary of a rich local history, solidcommunity support, aerospace educationoutreach, and well-tenured senior members. Allwork together to make the twin Pine compositesquadron one of cAP’s very best units.

using the cadet Great start Program, thesquadron retained 32 cadets during the past yearwhile adding another 16 to its membership. thatrepresents a growth rate of 33 percent,extraordinary for any squadron.

the unit’s cadet Programs leadership teamfollows a consistent approach across the boardand adheres to cAP regulations and proceduresto ensure all cadets are treated equally and fairly.

squadron leaders also host a picnic in thesummer and a holiday event in the winter so allmembers can bond. they see that membersparticipate in community service events, such asfood and clothing drives, which provide evenmore networking opportunities.

by sending weekly emails and providing amentoring program, squadron leaders maintaincommunication with members to help everyonelearn and develop together. Promotions areannounced and celebrated monthly. in the pastyear, eight of the unit’s cadets received the wrightbrothers Award, four received the General billymitchell Award, three received the Amelia earhartAward, one received the General ira c. eakerAward and one received the General carl A. spaatzAward.

Major General Dwight H. Wheless LegalOfficer of the YearColonel Robert M. Karton, Great LakesRegion

colonel robert m. Karton began his civil AirPatrol career in 1989 in the illinois wing. As anattorney with a general civil practice that has anemphasis in corporate, employment andcommercial law, commercial and “equity”litigation, and appeals he was a superb fit for thecAP legal corps. for almost thirty years he hascontributed his legal expertise to every level of theorganization.

After serving as the illinois wing and Greatlakes region legal officer, he was selected toserve as the national legal officer in 1996.during this time cAP underwent some majorchanges and his keen, analytical mind was a

tremendous asset to the corporation. he was alsoinstrumental in the establishment of a nationallegal officers staff college. this unique trainingprovided cAP legal officers a better understandingof the legal concerns facing civil Air Patrol as acorporation. this college was the forerunner toseveral other professional education colleges andcontinues as the wildly successful nloc of today.

As a long-time member of the constitutionand bylaws committee, col Karton was a memberof the 5-person team tasked with the first majorrevision to cAP’s governing document in 1995.he continued to provide advice and counsel to thiscommittee for many years including the recent2012 changes mandated by the board ofGovernors. his participation on a number ofother national level committees has beeninstrumental in providing valuable guidance tothe corporation on highly critical issues such asPosse comitatus, and Adverse member Actions.

col Karton currently serves as the facilitator forthe cAP legal officer supreme court AdmissionsProgram. he recruits cAP legal officers

throughout the country who are qualified anddesire to be admitted to practice law before theus supreme course, arranges the actualadmission ceremony before the Justices, andhandles all associated tasks.

col Karton has also served in a variety of otherduty assignments including illinois wingGovernment relations Advisor, illinois wingcommander, Great lakes region vicecommander and commander, Assistant nationallegal officer, deputy chief of the cAP legal officercorps, and national Parliamentarian. the depthand breadth of his legal expertise combined withhis varied cAP experiences has made his adviceand counsel especially noteworthy to some eightnational commanders.

he has completed level v of the seniormember Professional development Program,holds a master rating in the legal, inspectorGeneral and command specialty tracks and is amission and cadet orientation pilot.
