Summary:
A list of school safety patrols conducted during Term four 2014 has been provided by the Enforcement Unit.
During Term four of 2014, the Rangers and Community Patrol Officers (CPOs) carried out a total of 134 School Safety Patrols at the 37 schools in our area and recorded a total of 161 offences against the Australian Road Rules.
It is recommended that the information provided in the report be noted.

The Enforcement Unit has provided the following report on school safety patrols conducted during Term four of 2014. Table 1 contains the results of the Rangers’ patrols conducted before school and Table 2 contains the results of the afternoon patrols carried out by the Community Patrol Officers and includes several morning patrols conducted by Community Patrol Officers.

68 Morning patrols are generally between the hours of 8.15 a.m. and 9.10 a.m. by our
Ranger Services and/or Community Patrol Officers – four days per school week.

Afternoon patrols are conducted by our Community Patrol Officers and/or our Rangers between the hours of 2.30 p.m. and 3.30 p.m. – five days per school week.
During Term four 2014 our Rangers carried out 34 patrols, recording 93 offences and our Community Patrol Officers carried out 100 patrols, recording 68 offences against the Australian Road Rules. A total of 134 School Safety Patrols were conducted during Term four in 2014 at the 37 schools in our area and 161 infringements were issued. The overall major offences in school zones were: Stopping in “No Parking” 55- 34.16% Disobeying “No Stopping” 50- 31.05% Stopping in “Bus Zones” 35 21.74% Other 21 13.05%
RECOMMENDATION: THAT the information be noted.

3 INSTALLATION OF SCHOOL ZONE FLASHING LIGHTS
FILE NO: T-34-23 Part 1
Summary:
Correspondence has been received from the Roads and Maritime Services (RMS), advising that school flashing lights will be installed at the existing 40 km/h school zones adjacent to various schools in the Canterbury local government area to ensure that the school zones are clearly visible to motorists.
The RMS commenced installation of the proposed flashing lights in February 2015, the schools have been contacted by the RMS to identify where the lights will be installed.
It is recommended that the information be noted.

Correspondence has been received from the RMS regarding the School Zone Flashing Lights Program in the following terms:
The NSW Government has provided funding for the placement of school zone signs with flashing lights at all schools by the end of next year to alert motorists of the 40 km speed limit required during school drop off and pick up times. Installing these flashing lights in school zones has been shown to improve driver awareness of the need to drive at a lower speed to ensure the safety of children and other coming and going from the school area. Roads and Maritime Services are delivering this safety initiative and plan to install signs outside the following schools the week beginning Monday 16 February 2015 outside of 40km school zone hours.

Work will take up to two hours to complete, weather permitting. Lights are installed on pre-existing poles or new poles are put in place if needed. Partial lane closures may be in place while work is carried out to ensure safety of road users and workers. There will be some noise associated with this work, but every effort will be made to minimise these impacts.”
Comments Given the difficulties for motorists in identifying school zones, the installation of
flashing lights at the above schools would improve driver and pedestrian safety. The RMS have contacted the schools to identify where the lights will be installed.
They will also notify schools when the flashing lights are to be installed.
RECOMMENDATION:
THAT the information provided by the RMS be noted.

4 ANZAC MALL, CAMPSIE - REQUEST TO SITE AUSTRALIAN HEARING IN 2015

Summary:
A request has been received from the Hearing Centre Supervisor of Australian Hearing to park a mobile hearing unit in Anzac Mall on Thursday 19 and Friday 20 March 2015, Thursday 14 and Friday 15 May 2015, Thursday 9 July 2015 and Thursday 1 October 2015 to promote hearing awareness to senior residents of the area.
The Hearing bus has previously been located in Anzac Mall Campsie. It is recommended that no objections are raised to the Australian Hearing Bus
occupying the site in Anzac Mall on the dates specified in the report.

A request has been received from Australian Hearing Hurstville to site their Hearing bus in Anzac Mall in 2015, between 8.30 am and 5.00 pm on the following dates:

Comments The Hearing Bus, which is 7m long and 2.3m in height and width, occupied the Anzac Mall in 2011, 2012 , 2013 and 2014, no issues of concern were raised. The target clientele for the bus is seniors, but especially pensioners and veterans who are eligible for subsidised hearing aids under the Australian Government Hearing Services Program. No objections are raised to Australian Hearing Hurstville occupying the Anzac Mall in 2015 on the dates specified in the report. RECOMMENDATION: THAT no objections are raised to the Australian Hearing Bus occupying the site in Anzac Mall close to the Clock Tower, on Thursday 19 and Friday 20 March 2015, Thursday 14 and Friday 15 May 2015, Thursday 9 July 2015 and Thursday 1 October 2015, from 8.30 am to 5.00 pm, subject to the organisation providing a copy of their Certificate of Currency for $20m Public Liability Insurance.

5 HILL LANE, CAMPSIE - REQUEST FOR PARKING RESTRICTIONS

Summary:
Correspondence has been received for a resident requesting that parking restrictions be installed in Hill Lane, Campsie, to address access issues.
The location has been inspected, parking, traffic and pedestrian movement observed. Hill Lane is very narrow with a carriageway width of 4.5m which is not wide enough to allow traffic flow if vehicles are parked in the laneway.
It is recommended that “No Parking” and “No Stopping” zones be installed in Hill Lane, as shown on the concept plan included in the report.

Correspondence has been received for a resident requesting that parking restrictions be installed in Hill Lane, Campsie, to address access issues. Road Hierarchy Hill Lane is a narrow service lane which runs parallel to Evaline Street and Duke Street. Carriageway Width Hill Lane is 4.2m wide in the section behind the Beamish Street shops and 4.3m to 4.5m wide in the sections which run parallel to Evaline Street and Duke Street. Site Inspection The location was inspected on a number of occasions and parking observed. Hill Lane is not wide enough to allow vehicles to park as it is barely wide enough for
two vehicles to pass. Hill Lane is too narrow to allow access for delivery trucks. A large delivery truck was
observed parked with two wheels on the footpath during the inspection. Currently “No Parking Business Hours” restrictions exist on the western side of Hill
Lane in the section of the laneway behind the Beamish Street shops. The existing parking restrictions (“No Parking”) are often used as a “Loading Zone”. The existing parking restrictions allow parking in the lane outside business hours.
Hill Lane is very narrow and in order to improve access it is proposed that the existing parking restrictions be removed and “No Parking” and “No Stopping” restrictions be installed in the laneway to allow vehicles to pass with safety.
Comments Service lanes in the Canterbury Area generally have parking restrictions on at least
one side, as “No Parking” or “No Stopping” zones.

The statutory 10m “No Stopping” zones will also be signposted at the intersections.
RECOMMENDATION:
THAT 1. All existing parking restriction signs be removed from Hill Lane, Campsie. 1. “No Parking” restrictions be installed on the western side of Hill Lane (between Hill
Street and Evaline Street), as shown on the concept plan included in the report. 2. “No Stopping” restrictions be installed on the eastern side of Hill Lane (between Hills
Street and Evaline Street), as shown on the concept plan included in the report. 3. “No Parking” restrictions be installed on both sides of Hill Lane, Campsie, (in the
sections which run Parallel with Hill Street and Evaline Street and parallel with Duke Street (eastern and western side), as shown on the concept plan included in the report.
4. The statutory 10m “No Stopping” zones be installed on both sides in Hill Lane at the intersection with Hill Street, Evaline Street and Francis Street, as shown on the concept plan included in the report.

Summary:
Correspondence has been received from a resident of Earlwood, regarding parking signage affecting parking near the new development at 60 Earlwood Avenue (near Homer Lane), Earlwood.
The area has been investigated and the construction works at 60 Earlwood Avenue (old Police Station) have been completed. The developer has not re-instated the “No Stopping” signpost which was located on the south side of Homer Lane, east of Earlwood Avenue. The “1 Hour Parking” spaces which were located outside the old Police Station cannot be re-instated as there is now a 7m driveway at this location leading to the basement of the new development.
It is recommended that the statutory “No Stopping” zone in Earlwood Avenue at Homer Lane be extended by 3.5m from the southern kerb of Homer Lane to the beginning of the new driveway. It is also recommended that the existing “Loading Zone” signpost be relocated 2m to the south side of the driveway, as shown on the concept plan included in the report. No Parking” signs to be installed in Earlwood Avenue, across the driveway to 60 Earlwood Avenue, Earlwood, as shown on the concept plan included in the report.

Comments The location has been inspected and the re-development of old Earlwood Police Station site at 60 Earlwood Avenue, Earlwood, has now been completed. The signs for the “No Stopping” zone which were located at the corner of Earlwood Avenue at Homer Lane and the Loading Zone adjacent to the “No Stopping” zone had not been re-instated. The two “1 Hour Parking” spaces which were located outside the old Police Station cannot be returned as there is now a 7m driveway at this location leading to the basement of the new development. There is a distance of 3.5m between the statutory 10m “No Stopping” (from the southern kerb of Homer Lane) and the beginning of the new driveway. This is not sufficient

Summary:
The Traffic Committee on 5 May 2014 considered a report regarding a request received from a resident to address parking, traffic congestion and pedestrian issues in Dispensary Lane, Campsie.
The location was inspected and the results of the investigations were considered by the Traffic Committee. It was recommended that Dispensary Lane, Campsie, be made a “one-way” lane exiting through North Parade, subject to consultation with the affected shop owners.
On 11 June 2014, 53 questionnaires were mailed to owners, residents and business proprietors who would be affected by this proposal. Only one response was received and the resident was in favour of the proposal.
It is recommended that Dispensary Lane, Campsie, be made a “one-way” lane, entering from Campsie Street and exiting through North Parade and a Traffic Management Plan and signage plan be lodged to the RMS for their approval.

Report:
The Traffic Committee on 5 May 2014 considered a report regarding a request received from a resident to address parking, traffic congestion and pedestrian issues in Dispensary Lane, Campsie. An on-site inspection was carried out which confirms the resident’s complaint. Dispensary Lane is extremely busy in terms of traffic flow and pedestrian usage. The results of the investigations were considered by the Traffic Committee. It was recommended that Dispensary Lane, Campsie, be made a “one-way” lane exiting through North Parade, subject to consultation with the affected shop owners. Road Hierarchy Dispensary Lane is a service lane which runs between Campsie Street and North Parade and services the rear of the shops in Beamish Street and some shops in London Street. Existing Traffic Management “No Parking” restrictions are signposted on the eastern side of the lane. “No Stopping” restrictions are signposted on the western side for the full length.

Only one response was received and the resident was in favour of the proposal. Conclusion It is noted that the majority of residents did not respond to the “one-way” proposal. As reported to the Traffic Committee at the meeting on 5 May 2014, The lane is narrow and it has no footpath which presents safety concerns for pedestrians as they must walk along the carriageway. Cars and trucks often enter the lane from opposite directions and have to wait for one or the other to move to one side while avoiding pedestrians and vehicles exiting the Council Carpark located in Dispensary Lane. Therefore, it is recommended that Dispensary Lane, between Campsie Street and North Street, be made “one-way” subject to submitting a Traffic Management Plan to the RMS for approval.
RECOMMENDATION:
THAT 1. Dispensary Lane, Campsie, be made “one-way” traffic lane from Campsie Street to
North Parade, as shown on the concept plan included in the report. 2. A Traffic Management Plan be lodged to the RMS for approval.
