Traffic Management Plan for Clay Gulgong 2016

RECOMMENDATION That the event – “Clay Gulgong” – proceeds with the following conditions: 1. A Special Events Transport Management Plan is to be prepared in accordance
with the Guide to Traffic and Transport Management for Special Events Version 3.4 and submitted to and approved by council prior to the event;
2. Events are to be undertaken in accordance with the requirements of the NSW Police Service with their approval documentation forwarded to Council for notation;
3. Controlling noise as required by the Protection of the Environment Operations (Noise Control) Regulation 2000;
4. Reimbursing Council for the cost of damage repairs; 5. Complying with Council's Law Enforcement Officers' directives; 6. Maintain areas in a clean and tidy condition. No obstructions are to be left on
the roadways or footpaths; 7. A Traffic Control Plan certified by a person with a "Worksite Traffic Control
Certificate" be included in the TMP; 8. If there is a need for any person to direct traffic on a public road, they are
required to possess an appropriate traffic controller’s certificate; 9. Council must be provided with a current copy of a public liability insurance
policy in the amount of at least $10 million. Such a policy is to note that Council is indemnified against any possible action as the result of the event;
10. The event convener is to notify all affected businesses and residents adjacent to the proposed closure indicating the period during which their accesses will be affected. Such notification is to be in writing; and
11. Maintain a four-metre wide emergency vehicle lane.
Executive Summary
Clay Gulgong have requested permission from Council to allow closure of a section of Mayne Street for their purpose of their opening event street party on 17 April 2016 This report recommends approval of the event.
Detailed report
Clay Gulgong have advised Council of a week long international ceramic event they propose to hold in Gulgong from Sunday 17 April to Saturday 23 April 2016.
Organisers have indicated that they would like to close a section of Mayne Street for the evening of 17 April between 6pm and 11pm for the purpose of their opening night event held at Prince of Wales Opera House. Details of the proposed road closure have been supplied along with the completed Transport Management Plan and Traffic Control Plan.

BACKGROUND
Clay Gulgong has been held every 3 years attracting up to 500 participants or spectators. The estimated attendance for the opening night is expected to be 250 delegates.
COMMENT
Pending no special conditions within the police recommendations, the proposed event should proceed with the abovementioned conditions.

RECOMMENDATION That the event – Cudgegong Jump Club & State Pony Club One Day Event, 29 May 2016 – be classified as a Class 2 Event under the Guide to Traffic and Transport Management for Special Events Version 3.4 and proceeds with the following conditions: a. A Special Events Transport Management Plan (TMP), is to be prepared in
accordance with the Guide to Traffic and Transport Management for Special Events Version 3.3 and submitted to and approved by Council prior to the event;
b. Events are to be undertaken in accordance with the requirements of the NSW Police Service with their approval documentation forwarded to Council for notation;
c. Controlling noise as required by the Protection of The Environment Operations (Noise Control) Regulation 2000;
d. Reimbursing Council for the cost of damage repairs; e. Complying with Council’s Law Enforcement Officers’ reasonable directives; f. Maintain areas in a clean and tidy condition. No obstructions are to be left on
the roadways or footpaths; g. the qualification of the person creating the Traffic Control Plan must be at a
minimum a holder of the Select and Modify Certificate or the Design and Audit Certificate;
h. Any person directing traffic on a public road is required to possess an appropriate traffic controller’s certificate;
i. Council must be provided with a current copy of a public liability insurance policy in the amount of at least $20 million. Such a policy is to note that Council is indemnified against any possible action as the result of the event;
j. The event convener is to notify all affected businesses and residents adjacent to the proposed closure, in writing, indicating the period during which their accesses will be affected. Such notification is to be in writing;
k. Maintain a four-metre wide emergency vehicle lane; l. Advertise the proposed event in local newspapers with relevant information at
least two weeks prior to the date; m. The organiser is to have a debrief with Council and Police with all traffic control
documentation and controls tables for review; and n. The supplied transport management plan, including traffic control plans are to
be updated with current industry contacts.

Detailed Report
The Cudgegong Jump Club are holding an event Sunday 29 may 2016. The Showjumping and Dressage components of the event will be held at the AREC site. The Cross Country component will be held at Shawwood Estate - which (at its south eastern corner) is directly opposite the northern car park of the AREC site. The event will entail the crossing of up to 250 competing horses across Henry Lawson Drive. The main crossing period would be from 8.30am to 1pm, with the majority of horses (90%) making the Henry Lawson Drive road crossing between 9.30am and 11.30am - this may be subject to minor revision. The event is expected to finish at 2pm
About the Crossing • The Clubs will seek to engage the VRA to manage the crossing of horses across the
Henry Lawson Drive • The crossing is a direct crossing - at no time will horses need to walk along the road
side. • The horses will be held well back from the road, at least 10 metres, to accommodate the
traffic flow on Henry Lawson Drive before crossing • On the western side of Henry Lawson Drive horses will be in the property known as
Shawwood Estate (815 Craigmoor Rd - it also fronts Henry Lawson Drive) • On the eastern side of Henry Lawson drive there is a laneway that runs along the
northern boundary of the north car park for AREC. Horses will be held in that laneway. • The crossing time and duration is approximately 8.00am to 1.00PM on the Sunday. • Up to 250 horses will need to cross Henry Lawson Drive. • The crossing is approximately 300 metres south of the Craigmoor Road and Henry
Lawson Drive intersection. For consideration, Henry Lawson Drive is a ‘sub-arterial road’ and the requested crossing is within a 100km/hr zone. The organisers have provided a traffic management plan, traffic control plan, risk assessment and copy of Certificate of Currency for this event (attached).

GENERAL BUSINESS 16/15 PERMISSION TO HOLD ANZAC DAY MARCHES MONDAY 25 APRIL 2016 A request has been received from the Mudgee RSL Sub- Branch seeking permission to hold the Mudgee Town ANZAC Day marches on Monday 25 April 2016. At 6:20am they want to march from Robertson Park to Mudgee Soldier’s Club via Market, Church and Mortimer Streets. At 10:30am they want to march back to Robertson Park via Mortimer, Church and Market Streets. The VRA will be providing the traffic control. It is recommended to support the closure. See attachment A. 16/16 GULGONG HERITAGE HARNESS ASSOCIATION INC. 9 – 11 JUNE 2016 Documentation received from the Gulgong Heritage Harness Association seeking permission to conduct this year’s annual Heritage Drive, from 4 June to 11 June 2016, noting that the event will only be in the Mid-Western region on 9-11 June 2016. This event has been held for 15 years previous without incident that Council is aware of. It is recommended to support the event. See attachment B.
16/17 SPEED ASSESSMENT REQUEST RAZORBACK ROAD
Council received letter from the Minister for Local Government requesting a speed
assessment be conducted on Razorback Road in light of the recent fatality.
See attachment C.
CORRESPONDANCE 16/18 CONCERNS OVER LOWER PIAMBONG ROAD AND GOOLMA ROAD INTERSECTION Council received correspondence from Ogden’s Coaches Mudgee requesting urgent attention to the intersection due to safety concerns. Council forwarded the letter to RMS and received advice that the intersection is not a priority. See attachment D.
