Summary:

• Correspondence and an Event Management Plan have been received from the Director and Secretary of the Arrahman Islamic Centre at 20 Garema Circuit, Kingsgrove, advising of a Special Event (Adha Eid) on Sunday 6 November 2011. A copy of the document is provided separately in the Attachments.

• It is recommended that the “special event” proposed to be held on Sunday 6 November 2011, between the hours of 6.00-7.00 a.m. and 7.30-8.30 a.m., be approved subject to the Applicant managing the car parking with RTA Certified Traffic Controllers and advising any affected business proprietors and residents seven days in advance of the event.

Correspondence and an Event Management Plan have been received from the Director and Secretary of the Arrahman Islamic Centre at 20 Garema Circuit, Kingsgrove, in the following terms:

“This advice is in regards to an upcoming event – Adha Eid Prayer – which falls on Sunday 6 November 2011.

We wish to advise that the following measures will be taken to ensure safety and traffic control hazards on the day:

• There will be a number of qualified traffic marshals working to ensure order of traffic.

• Marshals will be standing at entry of car park to monitor traffic movement and also will be at other end of car park at Garema Circuit to make sure it is used as an exit for cars leaving the car park. (There will not be cars leaving from entry side.)

• There will be a number of men standing near neighbouring buildings to refrain people from parking in driveways and ensuring that Garema Circuit and Wirega Avenue are kept open at all times.

• Traffic will be guided through from Moorefields Road into Wirega Avenue, turning left into Garema Circuit and right into the car park.

• Our fire safety measures are all up to date. • There will be 2 prayer sessions, the first being at 6.00 a.m. and the 2nd at 7.30

a.m. • A sheltered area is available for rain protection. There will be no sound system

used outside. • A traffic guide map will be distributed to attending worshippers 2 weeks in

advance.

Road Hierarchy Garema Circuit is a local road (circuit) located in an industrial area of Kingsgrove. Background • A Section 96 Modification was received in June 2010 from the Al-Mabarat

Benevolent Society Ltd (Place of Worship), 20 Garema Circuit, Kingsgrove, to modify Condition 13 of Development Consent 722/2007 relating to the operating hours and attendance numbers of an existing place of worship and to hold three “Special Events” in each year.

• The Traffic Committee at the meeting held on 2 August 2010 considered the application and recommended that the application be approved subject to a number of conditions. Information was also provided that 104 carparking spaces that are owned by the commercial properties operating in Garema Circuit, cannot be included in the number assessed as usable by the worshippers at the Al-Mabarat Mosque (on a week day).

• The Applicant’s Traffic Consultant, Rod Tudge Associates met with the Team Leader Traffic to address some of the issues raised and submitted a parking survey completed on 22 February 2011. The Consultant also submitted a Traffic Management Plan for a “Special Event” to be held on 30 August 2011, Fitr Eid, which commemorated the end of Ramadan.

• At the Traffic Committee meeting held on 7 March 2011, advice was received that on week days the special events would be separated into two sessions 6.00-7.00 a.m. and 7.30-8.30 a.m., to allow for traffic dispersal.

• It was recommended that the “special event” proposed to be held on Tuesday 30 August 2011, between the hours of 6.00-7.00 a.m. and 7.30-8.30 a.m., be approved subject to the number of people attending being limited to 500 and the Applicant managing the car parking with RTA Certified Traffic Controllers. The Applicant was also advised that, as “special events” are not transferrable, each proposed “special event” must be considered individually and that a Traffic Management Plan must be lodged for consideration three months prior to each proposal.

• Correspondence and an Event Management Plan have now been received (just less than two months in advance) advising of a special event known as “Adha Eid”, to be celebrated on Sunday 6 November 2011. A copy of the document is provided separately in the Attachments.

Comments In March 2011, when the Traffic Committee first considered an application from the Arrahman Islamic Centre (also known as the Al-Mabarat Benevolent Society) for a special event, it was proposed on a week day. On this occasion the special event will be held on a Sunday when most businesses will not be operating, or generating traffic movements, in the street.

In the event that residents and business proprietors are made aware of the special event occurring on Sunday 6 November 2011, the organisers still need to advise them seven days in advance.

RECOMMENDATION:

THAT 1. The “special event” proposed to be held on Sunday 6 November 2011, between the

hours of 6.00-7.00 a.m. and 7.30-8.30 a.m., be approved subject to: 1.1 The Applicant managing the car parking with RTA Certified Traffic Controllers. 1.2 Any affected business proprietors and residents being advised seven days prior

to the proposed event. 2. The Applicant be reminded that each proposed “special event” must be considered

individually and that a Traffic Management Plan should be lodged for consideration three months prior to each proposal.

Summary:

• A Development Application has been received for the use of a detached garage as an office in association with the existing Daisy Children’s Childcare Centre at 2 Tennyson Street, Campsie. In relation to this application, plans have been received for a drop-off/pick-up zone to be installed in front of the property.

• It is recommended that a 10-Minute Parking (drop-off/pick-up) zone to accommodate three car parking spaces be installed outside the Daisy Children’s Centre, 2 Tennyson Street, Campsie, provided all costs are met by the Applicants.

Report:

A Childcare Centre for 36 children has been in existence at 2 Tennyson Street, Campsie for many years with entrances from both Shelley Street and Tennyson Street. Following complaints from Shelley Street residents, City Planning expressed concerns and the owners informed parents that the main entrance in Tennyson Street is to be used and that the Shelley Street entrance would no longer be available. Development Application (258/2011) has been received from GSA Planning, on behalf of the Applicants, for the use of a detached garage as an office in association with the existing Childcare Centre and a drop-off/pick-up zone to be installed in front of the property to accommodate three car parking spaces. Two off-street car parking spaces have already been provided in accordance with DCP 20 and are also shown on the concept plan included with the report. [The subject site adjoins a public reserve and the Applicants have requested that an existing 1.8m colourbond fence be retained up to the driveway for security and privacy. The retention of the fence is supported by their neighbours and parents of the children and will be the subject of a separate Section 96 Application.] An existing front shed is to be removed and signage will be installed in accordance with the Section 96 Modification (M6553/93) granted in 1994. Road Hierarchy Tennyson Street is classified as a local road and runs between the southern end of Beamish Street and Brighton Avenue but is closed mid-way at Shelley Street.

DCP 25 Requirements • Council’s Childcare Centres Code (DCP 25) objective is “to ensure that a childcare

centre is located where it is safe for children and has minimal impact on traffic and amenity of residents”. It requires that:

(i) adequate parking is provided on site for staff (behind the building line), and (ii) adequate parking is available for the dropping-off/picking up of children, so

that it does not cause inconvenience to residents and congestion in nearby streets or is detrimental to child safety.

• The required number of drop-off/pick-up spaces is determined by the following factors

- The number of children; - The RTA’s traffic generation rate for Long Day Care Centre using the peak

period between 7.00-9.00 a.m. and generation rate of 0.8 peak vehicle trips/child as contained in the RTA’s ‘Guide to Generating Development’.

- This assumes that the process of dropping off and picking up a child takes an average of 10 minutes. Therefore, over an hour period (60 minutes) one allocated drop-off/pick-up space can accommodate up to six vehicle movements.

• As a guide DCP 25 provides the following table for a drop-off/pick-up zone, with the

minimum parking space dimension as stated in AS2890.1 for a property with a site frontage width of 20m:

Comments • The two on-site car parking spaces provided for staff meets the minimum requirement

of DCP 20 and DCP 25. • A drop-off/pick-up zone signposted 10-Minute Parking is usually provided outside a

Childcare Centre because parents need to leave their vehicles and accompany children into the centre.

• Three parking spaces need to be provided for the drop-off/pick-up zone (10-Minute Parking) to meet the requirement of DCP 25 and AS 2890.1 for a property with a site frontage of approximately 23m and to accommodate 36 children.

• To achieve three parking spaces on the Tennyson Street frontage of the property, the existing driveway on Tennyson Street will need to be removed, as it is illegal to park across a driveway.

No objections are raised to the installation of a 10-Minute Parking (Drop-off/Pick-up) zone, signposted Monday to Friday, 7.30 - 9.30 a.m. and 4.00 - 6.00 p.m. outside 2 Tennyson Street, provided the driveway is removed and all costs are borne by the Applicants.

RECOMMENDATION:

THAT 1. A 10-Minute Parking Zone to accommodate three car spaces be installed outside the

Daisy Children’s Services Centre at 2 Tennyson Street, Campsie, signposted Monday to Friday, 7.30-9.30 a.m. and 4.00-6.00 p.m., as shown on the concept plan included in the report.

2. The existing driveway on the Tennyson Street frontage be removed at the Applicant’s cost.

4 WILSON LANE (BETWEEN CHAPEL STREET AND THOMPSON LANE) AND 773-777 CANTERBURY ROAD, BELMORE – (DEVELOPMENT APPLICATION 261/2011)

FILE NO: 150/773D PT2

Summary:

• A Development Application has been received for 773-777 Canterbury Road, Belmore for the demolition of existing structures and the construction of a mixed use development. Two ground floor tenancies (commercial/warehouse), 18 residential units, with basement carparking for 49 vehicles are to be accommodated at the site with all access proposed from Wilson Lane.

• Wilson Lane is one-way from Chapel Street to Thompson Lane, however at the Traffic Committee meeting held on 5 September 2011, it was recommended that residents be consulted about the current one-way traffic flow and the outcome reviewed. The width of the lane and manoeuvrability of trucks are also issues of concern and have been addressed in the body of the report.

• It is recommended that if Development Application 261/2011 is approved, the Applicant negotiates with the RTA regarding truck access from Canterbury Road and that an on-site turning facility for 8.8m trucks is provided as trucks will need to enter and leave in a forward direction from Canterbury Road.

Report:

Background Wilson Lane is 4.8 metres between kerbs, with a road reserve width of 6.01 metres and if vehicles are parked on the both sides of the laneway, traffic cannot flow. For this reason it was recommended at the Traffic Committee held on 29 November 2010 that a “No Parking” zone be installed on the southern side of the lane and a one-way traffic movement implemented eastbound from Chapel Street to Thompson Lane. Following this implementation, complaints about egress difficulties were received from the residents situated on the southern side of the laneway (Canterbury Road side) that cars parked on the northern side opposite their driveways made egress difficult. Consequently, at the Traffic Committee meeting held on 5 September 2011, parking was also banned on the northern side, from Chapel Street to the eastern boundary of 30 Wilson Avenue, to improve egress for those residents whose only means of egress is via Wilson Lane. These signs are yet to be installed. Road Hierarchy Wilson Lane is classified as a service lane.

Future Development and Expected Traffic Generation City Planning has advised that the Draft LEP will have the potential for redevelopment of the remaining residential and commercial blocks to 5-storey residential unit blocks. The current site (773-777 Canterbury Road) has an area of 2121m2 and the proposed development will generated a traffic volume of 172 veh/day. Road Width Required to Carry Future Traffic Volume and Delivery Trucks • There are no guidelines or standards available that mandate lane widths; although

AMCORD Guidelines (Australian Model Code for Residential Development) suggests that traffic volumes between 300-2000 veh/day required carriageway widths of 5.5 – 7.0 metres.

• RTA Road Design Guide requires a minimum traffic lane width of 3.3 metres. Required carriageway width = 6.6m (two-way) Footpath (min. as per AustRoads) = 1.8m (residential/pedestrians) Nature strip on northside = 0.6m (min. lateral clearance) Total road reserve width required = 9.0 metres Existing road reserve width = 6.01 metres Required widening = 9.0-6.01 = 2.99m = 3.0 metres. Existing Method of Garbage Collection Garbage collection from the laneway is currently collected by the truck drivers reversing into Wilson Lane from Chapel Street. This practice still continues after the introduction of the one-way traffic flow, as there is no other alternative. At present is does not matter which way the one-way traffic flow is directed as the trucks cannot enter or egress (manoeuvre) at the intersection of Wilson/Thompson Lane, due to the narrow width of the lanes. Comments The widening of the lane will need to be a future proposal, as some of the sites may not redevelop for many years. It is suggested therefore that the Applicant for the proposed redevelopment of 773-777 Canterbury Road negotiate with the RTA to retain the existing access, or a new driveway access from Canterbury Road, until such time as Wilson Lane is widened. Whenever the lane is widened it would improve the turning movements at the intersection of Wilson Lane/Thompson Lane and this would reduce the amount of land acquisition required at this location.

Conclusion • The proposed development requires access from Canterbury Road for garbage trucks,

removalist trucks (residential units) and delivery trucks (commercial units). It should be noted that access to the carpark for motor vehicles (other than trucks) can occur from Wilson Lane.

• In order to accommodate future traffic generation from the sites located in an area bounded by Canterbury Road, Chapel Street, Wilson Lane and Thompson Lane, and to provide access only from Wilson Lane for all types of vehicles, the existing road reserve needs to be widened by 3.0 metres with “No Parking” zones remaining on both sides of the lane.

• City Planning be advised that as part of the LEP, if the service lanes are to be the main access point for re-developments of sites along this section of Canterbury Road, then a minimum road reserve is required as follows:

Carriageway width = 6.6m + Nature strip (pedestrian footpath) = 1.8m + Nature strip (no footpath) = 0.6m Total road reserve width = 9.0m

RECOMMENDATION:

THAT 1. No objections are raised to the proposed development at 773-777 Canterbury Road,

providing approval is subject to the following: 1.1 The Applicant negotiates with the RTA to allow truck access from Canterbury

Road using either the existing access or a new entry/exit for trucks is proposed from Canterbury Road.

1.2 An on-site turning facility for 8.8m trucks is to be provided, as trucks will need to enter and leave in a forward direction from Canterbury Road.

1.3 Any additional requirements of the RTA be included as conditions of consent should the application be recommended for approval.

2. As part of the LEP for this section of Canterbury Road that Wilson Lane will need to be widened by 3.0 metres on the southern side, as the properties facing Canterbury Road are redeveloped over time.

A request has been received from the shop proprietor at the corner of Benaroon Road and Lakemba Street that time restricted parking be installed in Benaroon Road to provide some parking for his customers. He was concerned that signposting a 10m “No Stopping” zone, in Benaroon Road at Lakemba Street, has inconvenienced his customers who have been parking in this section of the street for easy access to his shop. Road Hierarchy Benaroon Road is classified as a local road; Lakemba Street is a regional road. Traffic Investigation The shop owner/proprietor was contacted and it was explained to him that the recent signpost marking the 10m statutory “No Stopping” distance at the intersection was required because motorists were parking illegally. The Bus Stop directly outside his shop was also being used for illegal parking. The proprietor understood the reasoning and requested that the Bus Stop be moved a few metres north to allow him one or two 10-Minute Parking spaces between the Bus Stop and the “No Stopping” zone. He also advised that the Punchbowl Bus Company was about to replace the old Bus Stop outside his shop with a new plinth. Punchbowl Bus Company was contacted and requested to delay the installation of the plinth for the new style bus stop until the parking request by the shop proprietor had been resolved. Measurements were taken in Benaroon Road adjacent to the shop and there is room between the wide double driveway just north of the shop and the existing “No Stopping” zone outside the shop, to install a 23 metre long Bus Zone and a 12 metre 15 Minute Parking zone. According to the shop proprietor the desirable times of operation of the 15 Minute Parking zone are daily, 6.00 a.m. - 10.00 p.m.

At the Traffic Committee meeting held on 5 September 2011, a number of matters relating to Caroline Street, Earlwood, were discussed. It was recommended that: 1. A marked footcrossing not be installed in Woolcott Street or Caroline Street, as the

locations surveyed do not meet the RTA warrant requirements. 2. A left-turn ban not be installed in Woolcott Street at Caroline Street, as there is no

justification to support the need. 3. The raised thresholds proposed for Caroline Street be designed as provided in RTA

Technical Direction TDT 2001/04a or changed to speed cushions. 4. The traffic calming device proposed to be installed outside 27 Caroline Street not be

relocated, for the reasons outlined in the report and the resident be advised of the decision.

5. The Earlwood East Ward Resident Traffic Action Group be advised of the outcomes of the investigation of their requests regarding Caroline Street and Woolcott Street and that additional advisory speed signs will be installed in Caroline Street when the traffic calming devices are constructed.

6. The situation be monitored for a period of twelve months after installation and the results be reported back to the Traffic Committee.

Council adopted the recommendations at its meeting held on 22 September 2011. Road Hierarchy Caroline Street and Thompson Street are classified as local roads; Woolcott Street is classified as a collector road. Bus Route Caroline Street is on the 471/472 Bus Route.

Comments In keeping with the RTA Technical Direction TDT 2001/04a, it is proposed to provide the following devices: - A raised threshold opposite 2-2A Bedford Street/35 Caroline Street, as shown on

the design plan included in the report; - A raised threshold opposite 14 Caroline Street/12 River Street, as shown on the

design plan included in the report; - A rubber speed cushion opposite 8-8B Richmond Street/27 Caroline Street, as

RECOMMENDATION:

Correspondence has been received from the Federal Member for Watson in the following terms: “I write regarding the street meeting concerning local traffic conditions

which took place in Flora Street Roselands on Saturday, 20 August 2011. I am relating to concerns of the community and residents as discussed with myself and Councillor Brian Robson who was also in attendance.

The main issues raised by residents included dangerous driving on a very

regular basis, the excessive amount of fast food litter which is left outside Flora Street Reserve and the frequent gathering of groups of youths in the park after dark. Similar concerns were raised about the car park opposite the Council Depot in Leslie Street. Surrounding streets including Remly Street, Leslie Street and Walter Street have traffic calming mechanisms installed and this exposes Flora Street as no such mechanisms are in place.

It would be appreciated if you would consider the introduction of traffic

calming devices in Flora Street to reduce the volume of hazardous traffic in the street.

A safety audit of the Flora Street Reserve and Leslie Street car park by

Council’s Community Safety Committee would also be appreciated. If you have any further enquiries regarding this matter please contact my

Comments Attempts to obtain volume and speed surveys in June this year in the mid and northern sections of Flora Street were thwarted three times, as vandals cut the rubber tubes of the counters. The last attempt in August in the southern section of Flora Street between Leslie and Walter Streets was successful. This is evidence that there is anti-social behaviour occurring in the street, which is obviously concerning the residents. The Police were informed of this behaviour on 15 June 2011 (and our attempts to obtain traffic data) however no specific feedback has been received about their patrols. The Senior Sergeant of the Bankstown Highway Patrol in response to a request for surveillance of Farnham Avenue in early July this year advised on 23 July 2011, that:

“The location is close to Canterbury Road and Bonds Road which are patrolled daily by Bankstown Highway Patrol. A new complaint will not be initiated due to the close proximity of these main arterial roads. Additional Highway Patrol operatives frequently patrol all main arterial surrounding streets.

The suburb of Roselands is subject to regular patrolled tasking for the

Bankstown Highway Patrol. The Police are committed to the reduction of road trauma and maintaining a strong relationship with our community and fellow stakeholders. Bankstown Highway Patrol has a healthy reputation for undertaking successful operations targeting the specific offences identified in the nominated suburb. These operations are an ongoing strategy to our commitment.”

Given the above response, it is a given that Flora Street is already receiving patrols as a side street off Canterbury Road in the Roselands Precinct.

The reported accident history is low as are the traffic volumes recently obtained in Flora Street. The southbound speed obtained, however, is a little high for a local road with a 50km/h speed limit. Response from the Waste Services Manager The Member for Watson also raised the matter of the “excessive amount of fast food litter which is left outside Flora Street Reserve”. The Waste Services Manager has advised that the section of Flora Street near the park is cleaned by Mechanical Broom each Monday (subject to availability of staff and plant). This park is regularly patrolled and he is not aware of any notable litter problem in the street other than at the top end of the street near Canterbury Road, which is a reasonable distance from the park (1000 metres) and subject to dumping from occupiers of nearby residential units and commercial premises. One of the barrow men, however, has been asked to keep an eye on the litter in the street in the vicinity of the park. Residents can also report any litter problems which will ensure awareness of it as early as possible and allow our Waste Services to react accordingly. It should be noted that the Waste Section only looks after the street whereas the park is maintained and cleaned by the Parks and Property Section. Conclusion The results of the accident history, traffic volume and speed survey obtained in Flora Street does not support the need to install traffic calming devices at this stage. As the Community Safety Audit is yet to be conducted it is recommended that the results be reported to the Traffic Committee and that reconsideration be given at that stage as to whether traffic calming devices are warranted in Flora Street.

RECOMMENDATION:

THAT 1. The matter be reconsidered by a future meeting of the Traffic Committee once the

results of the Community Safety Audit have been assessed. 2. The Member for Watson be advised of the decision.

A request has been received from a resident of Paris Avenue, Earlwood that new “No Stopping” signs be installed in both directions at the corner of Paris Avenue and Nelson Road, to avoid vehicles parking at the corner causing a hazard for passing traffic. Road Hierarchy Paris Avenue and Nelson Road are both local roads. Traffic Investigation After inspecting the location and observing traffic flow, driver behaviour and parking, the following observations were noted: • Four “No Stopping” signposts already exist at the location; two in Paris Avenue and

two in Nelson Road. The signs are in good order and quite visible. No illegal parking was observed at the times of inspection. It is possible, however, that illegal parking is occurring at other times, particularly of an evening or at weekends.

• The section of Paris Avenue running parallel to Nelson Road is about 7.4m wide. It is a little tight for through traffic if cars park on both sides of the road. According to AMCORD (Element 2.1 - Street Design and on-street car parking) “a 7-7.5m carriageway is wide enough for two vehicles to pass each other while passing a parked car. It is wide enough for a moving car to pass between two parked cars but is clearly not wide enough for two moving vehicles to pass at once. One must give way.”

• The section of Paris Avenue from Nelson Road to the left-hand bend in Paris Avenue is only 6.2m wide and could potentially cause a problem. If a motorist parks directly opposite another vehicle in this section of the road it would be impossible for a third vehicle to get through.

The accident history for the 5 year period (July 2005-June 2010) indicates that there were no accidents reported at the Paris Avenue/Nelson Road intersection, or anywhere else in Paris Avenue.

Conclusion While it appears that the above problem has not caused any accidents to date, it could be a frustrating experience for the residents if access is blocked. There could also be serious consequences if an emergency vehicle could not gain access. Extending the existing “No Stopping” zone on the northern side of Paris Avenue at Nelson Road would allow more clearance at the neck of the intersection. Random patrols by our Enforcement Officers could also be arranged to enforce the parking restriction.

RECOMMENDATION:

THAT 1. The existing 10m “No Stopping” zone on the northern side of Paris Avenue at Nelson

Road be extended to 15m to clear the narrow neck of the intersection, as shown on the concept plan included in the report.

2. The Enforcement Unit be advised of the location and requested to do random after-hours patrols.

3. The resident be advised of the decision.

Summary:

• A request has been received from the Community Relations Officer at the Australian Red Cross Blood Service to stand a mobile blood donor unit in the Roselands Aquatic Centre Carpark at the corner of Diana Avenue and Centre Avenue, Roselands on Wednesday 28 December 2011 for a period of 24 hours.

• The mobile blood donor unit will require five carparking spaces along the Diana Avenue side of the carpark for their large trailer.

A request has been received from the Community Relations Officer of the Australian Red Cross Blood Service to stand their blood donor mobile unit along five carparking spaces on the Diana Avenue side of the Roselands Aquatic Centre Carpark on Wednesday 28 December 2011 for 24 hours from 4.00 a.m. The Blood Service visits Centro Roselands on a regular basis to collect blood from donors, however, this time due to works being carried out their regular site is unavailable. They have requested in lieu of being accommodated on Centro Roseland’s site, to park their unit in the Roselands Aquatic Centre Carpark. Comments • Diana Avenue and the carpark are Council assets; • During late December there are no regular carnivals or swimming schools held at the

Roselands Aquatic Centre that would impact on the use of the carpark; • No objections are raised to the Red Cross standing their mobile blood donor unit

across five carparking spaces as shown on the concept plan included in the report. Given that the mobile unit has its own generator, there is no impediment to the occupation of the Roselands Aquatic Carpark site for the purpose of blood donation collections.
