• TEC §11.253: Each school year the principal of each school campus, with the assistance of the campus-level committee, must develop, review and revise the Campus Improvement Plan (CIP).

Basic Requirements


• TEC §11.251: The purpose of the CIP is—

• to improve the performance of all students• for all student populations, including

special education, with respect to the academic excellence indicators and any other appropriate performance measures for special needs populations (TEC §11.253)

• to be supportive of the objectives of the district improvement plan and must, at a minimum, support the state goals and objectives for education

Title I School Improvement: CIP Requirements for Campuses Missing AYP

• PL107-110 §1116: Revised Campus Improvement Plan• A Title I, Part A campus that has not met AYP

for the second consecutive year must revise in consultation with—

• parents • school staff• the local education agency (LEA)• outside experts

its Campus Improvement Plan (CIP) within three months to cover a two-year period, for LEA approval



1) The CIP must—

a) incorporate strategies based on scientifically based-research (SBR) that will strengthen the core academic subjects in the campus


• According to the Institute of Education Sciences, scientifically based research—

• employs systematic, empirical methods that draw on observation or experiment;

• involves data analyses that are adequate to support the general findings;

• relies on measurements or observational methods that provide reliable data;

• makes claims of causal relationships only in random-assignment experiments or other designs (to the extent such designs substantially eliminate plausible competing explanations for the obtained results)

What is scientifically based-research (SBR)?


• According to the Institute of Education Sciences, scientifically based research—

• ensures that studies and methods are presented in sufficient detail and clarity to allow for replication or, at a minimum, to offer the opportunity to build systematically on the findings of the research;

• obtains acceptance by a peer-reviewed journal or approval by a panel of independent experts through a comparably rigorous, objective, and scientific review; and

• uses research designs and methods appropriate to the research question posed.

TI School Improvement: Campus Missed AYP

The CIP must—b) address the specific academic issues

that caused the campus to not meet AYP



The CIP must—

c) adopt policies and practices concerning the school’s core academic subjects that have the greatest likelihood of ensuring that all groups of students—

• all public school students • economically disadvantaged students• students from major racial and ethnic groups • students with disabilities• students with limited English proficiency

enrolled in the school will meet the state’s proficient level of achievement on the state academic assessment not later than 12 years after the end of the 2001-2002 school year.



The CIP must—d) specify how the campus will spend not

less than 10% of the Title I, Part A campus allocation for each fiscal year that the campus is identified in improvement status for providing to the campuses’ teachers and principal with…



• high-quality professional development that:

• directly addresses the academic achievement problem that caused the school to not meet AYP

• meets the requirements for professional development activities specified under section 1119 [highly qualified]

• is provided in a manner that affords increased opportunity for participating in that professional development



The CIP must—e) establish specific annual, measurable

objectives for continuous and substantial progress by each group of students—

• all public school students• economically disadvantaged students• students from major racial and ethnic groups • students with disabilities• students with limited English proficiency

to meet the state’s proficient level of achievement on the state academic assessment not later than 12 years after the end of the 2001-2002 school year.



The CIP must—f) describe how the school will provide

written notice about the identification to parents of each student enrolled in a school identified for improvement status, in a format and, to the extent practicable, in a language that the parents can understand.

The CIP must—g) specify the responsibilities of the school

and the LEA, including the technical assistance that the LEA will provide and the LEA’s responsibilities under section 1120A



The CIP must—h) include strategies to promote effective

parental involvement in the school



The CIP must—i) incorporate, as appropriate, activities—

• before school

• after school

• during the summer

• during any extension of the school year



The CIP must—j) Incorporate a teacher mentoring program

For Schools in Stage 2-5

The CIP must:

• be revised in consultation with parents, school staff, the LEA, and outside experts, within three months to cover a two-year period, for LEA approval,

• incorporate all of the CIP requirements identified for stage 1, and

• reflect the implementation of SES, as required by all stage 2 and above campuses.



LEA Responsibilities• Within 45 days of receiving a revised

CIP, the LEA must—• establish a peer review process to assist

with the review of the plan

• promptly review the CIP

• work with the campus as necessary

• approve the CIP if it meets the requirements



LEA Responsibilities• Technical Assistance—

• The LEA must provide technical assistance as the campus develops and implements the CIP and throughout the CIP’s duration

Requirements of Stage 1
