1 Summary

Responding to the objective 5 of the project, WP6 results are (1) to investigate the state of the art

in the field of policy toolbox development, (2) surveying experiences in toolbox development from

previous European research projects, (3) conducting a structured stakeholder participation process

(about demand and requirements of a policy toolbox), (4) developing a PROVIDE toolbox concept

(including structure, form and content of the information to be provided), (5) to implement and

programme of the online toolbox to be openly accessible as well as (6) enabling a “life after

PROVIDE” of the policy toolbox. The development process of the toolbox in PROVIDE is structured

into three development phases over the whole project lifetime and beyond: 1. Conceptual and

Development Phase; 2. Implementation Phase; 3. Application Phase. This deliverable report 6.2

provides insights into the specifications of the PROVIDE toolbox, which is the result of the

Application Phase.

The core result is the development online policy toolbox, which facilitates the knowledge transfer

process from the PROVIDE project research results into policy-relevant information for policy-

makers and stakeholder at different policy levels (EU and regional level). The URL of the toolbox is

http://provideknowledgeplatform.eu/

The toolbox consists of 8 main elements, which have been developed with contributions by

different project partners: (1) Stakeholder portal (with all 13 case study leaders): include written

and visual documentation of the stakeholder workshops, audio-visual material in national language

and partly interactive discussion forums; (2) EU-wide mapping tool (with partner VU), including 12

data layers on different public goods as well as linkage to the spatial location of the case study areas

of the EU-research projects CLAIM, PROVIDE and PEGASUS; (4) Case study region documentation

(with all 13 case study leaders): include region descriptions, pictures, local maps and summaries of

the PG demand and supply and governance analysis; (5) Public goods (with partner BOKU):

Overview and descriptions of five groups of public goods and linkage to individual case study

results; (6) Valuation (with partner UCO): Overview and descriptions of five groups of valuation

methods and linkage to individual case study results; (7) Governance (with partner BOKU):

Overview and descriptions of five groups of governance mechanisms and linkage to individual case

study results; (8) Linkages to other relevant information sources; (8) Large collection and structured

application of social media information (Twitter) in different positions in the tool: in case study

region documentation and public goods overview (with all 13 case study leaders)

2 Objective

The conceptual design and functional implementation of the toolbox will be task of the WP leader

ZALF. Planned is a web based toolbox, focusing on inventory/mapping, methods and mechanisms

(policy options, governance solutions, best practices for service models, win-win solutions, etc.)

offering different “entrance doors” as staring points to enter the knowledge support system, e.g.

through the selection of (1) key target public goods; (2) problems, conflicting situations, synergy

situations; (3) search for thematic maps, hot spots; (4) impacts of intensive production by area; (5)

policies or policy questions and mechanisms multi-level governance solutions and

recommendations; and (6) method tool box

3 Toolbox Development Process

The stakeholder and end-user oriented development process has been in detail described in

PROVIDE Deliverable Report 6.1. Figure 1 provides an overview of the process.

As a result, a diversity of demand and requirement towards the formats and the functionality of the

toolbox have been formulated (see Figure 2).

4 Toolbox Structure and Functions

4.1 General Structure

Based on the stakeholder demands, the core idea of the PROVIDE Toolbox is to provide policy and

practice-relevant information at European and regional level (see Figure 3). We have further

incorporated a number of cross-cutting policy-issues, including public goods (descriptions),

economic valuation, governance mechanisms and a mapping tool. Further specific attention is paid

to regional and EU level stakeholder through the establishment of a stakeholder platform.

4.6 Inventory, Hot Spots and Spatial Significance of Public Goods

The mapping tool as part of the PROVIDE toolbox contains 15 spatial raster data layers representing

indicators for public goods with a <1 km resolution. It further contains indication and links to case

studies of the PROVIDE, PEGASUS and CLAIM research projects.

5 Illustrative Approach

5.1 Icons, Graphical Abstracts, Audio-visual Material

To improve comprehension, the PROVIDE toolbox makes extensively use of graphical and audio-

visual material to communicate the research process and results and improves the description of

the matter.

6 Stakeholder Portal and Interactivity

The part of the toolbox represents a repository of the stakeholder portals with additional material,

just as workshop presentations, pictures and other dissemination material, in national language.
