NOTICE IS HEREBY GIVEN that the Dakota College at Bottineau is submitting a grant application to the Environmental Protection Agency Brownfields Program for the removal of asbestos and other hazardous materials from Milligan Hall and the Old Main in prepara-tion for renovations of these fa-cilities. A public meeting will be held on Monday, October 12, 2020 at 8:00 AM, Thatcher Hall, Dean’s Suite, Dakota College at Bottineau to discuss and receive public com-ment on the draft application. An online link will be provided at the college website on October 9, 2020 for the meeting if anyone would like to join the meeting remotely. A copy of the draft grant applica-tion, which includes a draft Analysis of Brownfields Cleanup Alternative (ABCA), will be available for pub-lic review October 5 19 through October 26, 2020 at Dakota College at Bottineau, Nelson Science Center Room 108. Please be advised that during its inspection, the District’s contrac-tor will be mapping locations of the Drain where rocks or other ob-structions to the Drain are present. Under North Dakota Century Code, section 61-21-43.1, if the District Board of Managers determines that an obstruction to the Drain, includ-ing if the Drain is located within a road ditch, has been caused by the negligent act or omission of a land-owner or landowner’s tenant, the Board shall notify the landowner by registered mail at the landowner’s post office of record and provide a copy of the notice to the tenant, if known. The notice will specify the nature and extent of the obstruc-tion, the opinion of the Board as to its cause, and will state that if the obstruction is not removed within a period of time as prescribed by the Board, that the Board will pro-cure removal of the obstruction and assess the cost of the removal, or the portion the Board determines, against the property of the land-owner responsible.
