• Informal group from 1995 dealing with EU framework programmes

• Need for broader view and strategy – EU not enough – professionalisation – moving towards RSO instead of EU Office

• Initial discussions in spring of 2007 and inaugural meeting in November 2008

• Expected number of members: 150
