HANDICAP REGULATIONS: POSTING SCORES

1. Post your 18-hole and 9-hole scores for all eligible rounds, whether at Grover or away. (Playing alone is not eligible for handicap

consideration.) Do so immediately after completing play if possible. Use

the Handicap Score Book in the clubhouse. Do not withhold either unusually high or unusually low scores, unless the high score is occasioned

by exceptionally poor course conditions or by a medical condition.

2. Enter a “T” with your score if the round was played as part of a major

tournament i.e. Qualifiers, Club Championship. Members playing only

nine holes (league or otherwise) should enter an "N" with their scores. Do not enter a "T" for regular weekly tournaments.

3. In reporting Away scores on the sheets provided for this purpose, include your name, the name of the course, the tees used, and both the rating and

the slope from these tees. For new and/or out of town courses it is helpful if

you also place your scorecard in the pocket of the handicap book.

4. Incomplete rounds: record as 18-hole scores if you have played at least 13

holes, as 9-hole scores if you played 7-8 holes. Take your score for each missing hole to be par plus the number of strokes to which your handicap

would entitle you to. A 15 handicap player, for instance, would take a

bogey on un-played holes rated 1 through 15, a par on holes rated 16-18.

Holes played alone must be treated as un-played holes for handicap

scoring.

5. Incomplete holes: if you have “picked up” for any purpose, your score on

the hole for handicap purposes is that which you are most likely to have

made if you finished the hole. If you picked up on the green from one foot away, for example, assume that you would need one putt; from 12 feet

assume two putts.

6. Equitable Stroke Control (ESC). For handicap purposes there is a maximum score you can record on any hole. This maximum depends on

your handicap as follows:

Handicap Maximum Score 9 or less Double bogey 10 – 19 7 20 – 29 8 30 – 39 9 40 – 49 10 50 or above 11 No handicap available 11

In tournament rounds you should not apply ESC on your tournament card. Apply it only to your handicap score.

TOURNAMENT RULES The following rules apply to all Buffalo Golf Club Competitions

unless noted otherwise in the tournament information. Also refer

to our Local Playing Rules for exceptions to the USGA Rules of

Golf. 1. The handicap classes for all Tournaments and Sweeps are as

follows: Class A: 0-10 Class B: 11-17 Class C: 18 and up

2. Weekly Competitions, including Sweeps, shall start on

Wednesday and end at 4:00pm on Sunday (or Monday for

designated holiday weekends)

3. Sign the appropriate registration book before you play in any

EVENT. Cards must be turned in on the day of entry. Exception:

The card may be turned in the next day if the clubhouse closes

before the member finished the round.

4. Competitions and Sweeps cards must be attested by another

member. In the case of a team EVENT, their card must be attested

by a club member who is not on the team.

5. When a player is entered in two EVENTs for the same round,

separate cards, both properly identified and attested, are required.

6. Current handicaps apply in all competitive EVENTs, even though

the competitions may have started during a previous handicap

period. The handicap book in the clubhouse is the official source

for handicaps and it overrides other handicaps (club website, etc.).

7. A member may compete several times in the week’s sweeps, but

is Eligible for only one of the prizes awarded.

8. In Certain Match Play Tournaments such as the President’s Cup,

Harvest Cup, and any others, matches must be contested within the

prescribed time or one or both players (teams) shall forfeit the

contest or be disqualified. Top man (team) in pairing is

responsible for arranging the time of the match. Circumstances

preventing such match must be reported to the Tournament

Chairman, whose decision on default or disqualification shall be

final.

9. In cases of ties in weekly competitions and Sweeps, the winner

shall be determined by matching cards beginning at the number

one handicap hole, then the number 2 handicap hole, and

proceeding until a winner is determined.

10. In Tournaments where members play directly against each other,

such as in the Club Championships, President’s Cup, Harvest Cup,

and others, and end up tied on the last hole, the players will

continue in a “sudden death” playoff, with handicap strokes, if

applicable, applied as in match play, hole by hole.

11. Disqualification will result if: you sign up for the same tournament

more than once on different dates, dates that don’t match

(tournament book & scorecard), signing tournament book after

starting the round, failure to have the card attested by another

member and failure to record your tournament score in the score

book.

12. All matters of dispute shall be referred to the Tournament and

Rules Committee for final resolution.

13. The scores for all Competitions and Sweeps must be submitted on

BGC tournament cards (white/blue/gold-tournaments/ green-

sweeps) in the correct box. Cards that are deposited in the wrong

box will be discarded. The “ESC” adjusted scores must be entered

into the BGC handicap book.

14. Any member who qualifies for one of the Club’s major

tournaments or a public tournament where the fee is paid

by the Club, and withdraws less than 48 hours before the

scheduled start of the tournament or after the tournament

is in progress, shall be ineligible to compete in the same

tournament the following year. However, the tournament

committee is authorized to waive this penalty after

reviewing the circumstances.

LOCAL PLAYING RULES

The USGA Rules of Golf and the Grover Cleveland Course Rules (as printed on the scorecard) are to be applied in membership play, except as modified by the following

rules. Also refer to our Tournament Rules for additional rules in tournament play.

1. When “winter rules” are declared or announced in effect: A ball lying in your own fairway may be lifted and cleaned, without penalty, and placed within one club length of where it originally lay, not nearer the hole, and so as to preserve as nearly as possible the stance required to play the original lie.

2. Tractor or other equipment tracks, piles of grass or topsoil, and other spots obviously damaged and to be repaired, may, after consultation and agreement with playing members, be treated as “ground under repair.” Apply USGA Rule 25.1.

3. Relief may be granted on paved or gravel cart paths that interfere with the stance or lie of the ball. Apply USGA Rule 25.1 without penalty

4. The hazards defined by red stakes are to be played by the USGA Rules pertaining to lateral water hazards. There shall be no free drop for balls that come to rest in casual water or poor ground conditions within these hazards.

LOCAL PLAYING RULES CONTINUED 5. If a staked tree or the stakes interferes with a

player’s stance or the area of his intended swing, the ball may be lifted without penalty

and dropped in accordance with USGA Rule 24-2b(i), Immovable Obstruction. The point on the

course nearest to where the ball lies shall be determined, which (a) is not nearer the hole, (b) avoids the interference prescribed, and (c) is not a hazard or a putting green. The player will lift, clean if desired, and drop his ball within one club length of the point on the ground that fulfills (a), (b), and (c), above.

6. Anywhere “through the green”, a ball which is embedded in its own pitch-mark in the ground, except in loose sand, may be lifted without penalty, cleaned and dropped as near as possible to the spot where it lay but not nearer the hole. (See USGA Rule 20) (“Through the green” is the whole area of the course except: a) teeing ground and putting green of the hole being played; b) all hazards on the course.) Exception: A player may not obtain relief under this Rule if it is clearly unreasonable for him to play a stroke because of interference by anything other than the condition covered by this Rule.

7. If casual water in a sand trap interferes with stance or swing (stroke), the following options, in sequence, are available: (1) Player may move the ball to nearest point of full relief in the sand trap, no nearer the hole, without penalty; (2) If a position of full relief is not available, then player may move the ball to nearest point of partial relief in the sand trap, no nearer the hole, without penalty; (3) If no position of relief is available in the sand trap, then the player may play the ball as it lies or, under penalty of one stroke, select the nearest point of relief outside the trap, no nearer the hole, and drop his ball within one club length of that point (may be fairway or rough).

8. Any fences and road curbs surrounding the course,

as well as the entry road (Holes 10 and 11) and any area of the parking lot are out-of-bounds. Any fences bordering the parking lot and interior roads are to be treated as immovable obstructions, not out of bounds markers.

9. Distance measuring devices, such as range finders

and GPS devices, are permitted, provided that they comply with USGA stipulations requiring that they measure only distance, not other factors such as wind or gradient.

LOCAL PLAYING RULES CONTINUED 10. When a player’s ball lies on the putting green,

there is no penalty if the ball or ball-marker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment. The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1. This Local Rule applies only when the player’s ball or ball-marker lies on the putting green and any movement is accidental. Note: If it is determined that a player’s ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. A ball-marker moved in such circumstances is replaced.”

11. After consultation with your playing partners old

hole locations on the greens may be treated as Ground Under Repair if they are above or below ground level by the thickness of an American quarter, and the problem cannot be easily remediated. Please proceed under rule 25-1 b(iii).

WNYPLGA Tournament Information

The Buffalo Golf Club is a member of the

WNYPLGA. You are eligible to enter any/all of the

above tournaments you qualify for by age. SENIOR

tournaments are AGE 50+.

The WNYPLGA classifies golfers into

handicap flights using their USGA handicap index, not

their home course handicap. Each tournament has

different cut-offs for handicap flights. Be sure to

check the handicap information on the tournament

application and literature carefully when entering a

tournament.

The BGC will sponsor (Pay the entry fee and

Greens fees) for members to be selected by team

captains: Mike Bass is the WNYPLGA captain for

both A and B. Tom Fries is A co-captain and Ken

Hupkowicz is B co-captain. The Club will also

support members to play in the Class C Individual

Championship being played at Grover Cleveland by

paying the tournament entry fee.

All tournaments are scratch. There are flights

with tournaments so even though you play scratch you

are not competing against all golfers, only those

within your flight. As an example, the Senior

Individual, depending on entries, may have flights for

ages 50-59, 60-69, 70 and older. Each flight has

prizes. Full entry forms can be found next to our

clubhouse bulletin board. If you have any questions

BDGA 2018 Event Schedule

Opening Day 2 Man Scramble – Monday, May 7, Fox Valley CC (1:00

shotgun), $150* per team. 3 Divisions of Men’s Open, Senior (both

players must be over 50) and B (both players must have over a 10 index)

are offered.

Match Play Championship – Tuesday, May 15 to Friday, May 18,

River Oaks CC (late morning tee times), $70 entry for first round plus

$20 per round (max $110)*. Divisions of Open Men’s, Senior Men’s

and Open Women’s are offered.

Senior Scratch Championship – Sunday, May 20, Cherry Hill Club

(1:00 tee times), $80*. Seniors must be 50 years of age.

Mid-Am Championship – Monday, June 18, Crag Burn CC (9:00

shotgun), $80*. Mid-Am players must be 25 years of age.

Erie County Amateur Championship – Saturday, July 7 and Sunday,

July 8, Grover Cleveland GC, $75 (includes lunch but not cart).

Available divisions - Men’s Open, Women’s Open, Men’s Senior. Erie

County sponsored.

Men’s Individual Championship – Thursday, August 16, Friday,

August 17, Saturday, August 18, Brookfield CC (afternoon tee times),

$180*. All players will play the first 2 rounds with the cut coming after

the Friday round.

Brian Williams Senior Net Championship – Friday, August 31,

Niagara Frontier CC (1:00 shotgun), $75*. Seniors must be 50 years of

age on the tournament date.

Scholarship Tournament – Saturday, September 8, Hickory Stick GC

(2:00 shotgun), $100*. 4 person scramble with divisions of Men’s,

Women’s and Coed. All proceeds benefit the scholarship fund.

Team Championship and Closing Banquet – TBA (October). 4 man

teams with low 3 or 4 scores PER HOLE. $300* team.

*Entry fee includes cart, food and prizes.

promote healthy choices through the game of golf. The First Tee started as a way to bring an

affordable junior golf program to youth and

communities that did not have them. What the

First Tee soon discovered was that blending the

rules of the game with life and leadership skills,

kids and teens didn’t just learn how to putt – they

were learning important values.
