GI and EU Cohesion GI and EU Cohesion
Support Good governance: define strategies - implement and monitor review –GI web based infrastructure
Support good Management: Suport public and private enterprises managing their business in an European geografical context making local adjustments according to local specific requirements.
Being aware of available data of their ability to help problem solving
The EU role to increase GI potential Increasing data fitness for diffrent purposes - INSPIRE

Web services and GI main constraints Producer:
▪ Property▪ Maintaince: data, human resources▪ Data management: size, vizulaisation,...▪ Metadata : profile▪ Cost▪ Oficial data (IGP-Portuguese Geographical Institute)
▪ meet the legal purpose?▪ meet data specifications? ▪ Are usefull? Could be more usefull for good governance, for private business?
How?
User:▪ Understand relevance
▪ fit my purpose? In weach extent? For how long?▪ Time to understand data fitness▪ Be able to deal with technology▪ Several perperctives for problem solving

GI and EU Cohesion - INSPIRE: relevance Provide EU with a powerful information infrastructure that allows
better policy- and decision-making Data Integration - compatible datasets across Europe Help understanding existing datasets and fitness for purpose
Raised problems when studying evolution over time Provide adequate data to deal with several different matters as:
the environment, Mobility public works health control emergency and disaster management, natural or humanitarian crises
Stimulate the development of a European-wide market for Geographic Information and related web based applications
Improve the quality of public participation - access to relevant information required to build informed opinions- participative democracy .
BRISEIDE is supported by the CIP / ICT Policy Support Programme of the European Commission.
GI and EU Cohesion - INSPIRE: constraints
Member states have different stages of development and particular legal frameworks
Cost/ benefit – INSPIRE has to show it is useful Data – spatial data have different structures and metadata
profiles: data integration data update- Time series
Users knowledge- do they understand/feel the need? Show its essential for decision making How to make the approach sustainable? cost

BRISEIDE is an ICT Policy Support Programe project within EU's. It
involves 15 EU partners on the development of spatio-
temporal web processes for geospatial application.
The spatial analysis developed tools will be accessible on the Web
and will be available within compatible Web GIS applications.
The BRISEIDE relevant deliverables include: Time aware extension for data models developed within relevant
INSPIRE related projects; Value added services for spatio-temporal authoring, analysing,
processing and visualization of information; Application prototypes based on the integration of existing user
operational information in order to achieve specific research goals- IQ2U

This project:• Evaluates urban growing and its impact in environmental quality –promote
more effective land use planning creating economic grow.
• Contributes to better understand in what extent the planning process has been relevant in promoting sustainable development in urban areas.
• Contributes to understand INSPIRE relevance and INSPIRE constraints
• Shows users the relevance of understanding data quality when reporting the accomplishment of EU legal Framework like the EIA Environmental Impact Assessment, the Strategic Environmental Assessment (SEA) Directives, the water framework Directive or the Air Framework Directive. (Evolution over time is crucial)
• Shows the relevance of GI web based infra-structures for decision making
• Understand problems raised• Understand relevance of making different data approaches

Conclusions IQ2U within BRISEIDE show the relevance of GI web
based infra-structures have for decision making and their contribution to understand in a holistic approach problems raised within socio-economic grow and sustainable resources management. Inputs to EU and portuguese legal framework monitoring
and accomplishement Inputs to INSPIRE improvement approach
▪ GI infrastructures help dealing with complex problems▪ Briseide shows the relevance of working with several datasets
integrating time and space in order to better understand and solve complexe problems
▪ Understanding Cost/benefit of GI ~ enlarge markets and users (pulic and private)
