Minutes
May 22, 2012
The Board of Trustees of the Stark County District Library met in regular session on Tuesday,
May 22, 2012 at the Main Library. In attendance were Board members Steven Pittman, Susan
Rodgers, Bert Nero, Edmond Mack, and Shawn O’Brien. Also in attendance were library
employees Interim Executive Director Karen E. Miller and Fiscal Officer Russ Humerickhouse.
Absent were Board members Beth Borda and John Mroczkowski.
The meeting was called to order at 5:00 p.m. by Board President Steven Pittman.
Guests included several library employees.
PUBLIC COMMENTS
Kathy Wetmore attended the meeting on behalf of the bargaining unit employees,
expressing approval of the resolution under the Finance and Audit Committee portion of
the agenda.
BOARD PRESIDENT COMMENTS
Board President Steven Pittman added an item under the Finance and Audit Committee
Report on the agenda.
He welcomed new board member Edmond Mack who introduced himself to everyone.
INTERIM EXECUTIVE DIRECTOR’S REPORT
Interim Executive Director Karen Miller reported on the status of SB 321, the OLC
Omnibus Legislation.
She also gave a brief summary of the changes in SB343 for OPERS reform.
FISCAL OFFICER’S REPORT
Fiscal Officer Russell Humerickhouse reported on another change to SB321, raising the
bidding threshold to $50,000.00.
The audit is going smoothly and should be completed soon.
YOUTH SERVICES COORDINATOR
Youth Services Coordinator Ann Wetmore reported on the Summer Reading Program
that will kick off the week of June 11th
.
Ms. Wetmore explained the theme this year which is Dream Big! READ.

The library has partnered with the Pro Football Hall of Fame this year for a Summer
Reading Program and the Hall of Fame is providing several different incentives for
participants.

BUILDING AND GROUNDS COMMITTEE REPORT
Patty Marsh reported that the Outreach van has been repaired and is back on the road.
Ms. Marsh said the 2009 Bookmobile has ongoing issues, and believes a separate
meeting should be scheduled with the Building and Grounds Committee for a discussion
on this matter.
The Sandy Valley Branch’s lease will be coming up for renewal and a few items will
need to be addressed including flexibility.
Ms. Marsh discussed the Main Lighting Resolution with the Board. Shawn O’Brien
explained programs being offered by AEP such as rebates and future savings. He said it
will only be available until the end of this year. The matter was tabled until estimated
savings and rebates were clarified.
HUMAN RESOURCES COMMITTEE REPORT
Associate Director Suzette Burlingame reported on the current status of the Executive
Director Search.

FINANCE AND AUDIT COMMITTEE REPORT
Mr. Humerickhouse reported to the Board the status of the Levy Campaign.
He introduced to the Board the Interim Executive Director Bond Resolution.

Interim Executive Director Bond Resolution
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of Trustees of the Stark
County District Library that the bond for the Interim Executive Director is fixed at $100,000.00
which is surety payable to the Board of Trustees, and that the Interim Executive Director be
authorized and directed to provide bond satisfaction to the Board of Trustees until such time as
an Executive Director is hired.
Motion by Susan Rodgers to approve the bond for the Interim Executive Director, Shawn
O’Brien seconded the motion; all voting yes.
Mr. Humerickhouse introduced the resolution for the Appropriation of Funds Received
for Special Revenue Fund 216 – Stark Community Foundation.

NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library
Board of Trustees, that funds received in the amount of $1,944.00 for Special Revenue Fund 216
be appropriated for Stark Community Foundation SummerTime Kids Program – Summer
Reading Program for 2012.
Motion by Susan Rodgers to appropriate $1,944.00 for Special Revenue Fund 216 for the 2012
Summer Reading Program, Bert Nero seconded the motion; all voting yes.
Mr. Humerickhouse introduced the 2012 Retro Pay for Bargaining Unit Employees
Resolution.

WHEREAS, the Stark County District Library Board of Trustees approves payroll and benefits
changes by Board resolution, and

WHEREAS, acknowledging that the chronology of the wage increases for non-bargaining unit
employees and bargaining unit employees have not been the same in the past, and
WHEREAS, notwithstanding the Stark County District Library Board of Trustees Resolution
2012-25 Ratification of Bargaining Agreement of April 24, 2012 ratifying the collective
bargaining agreement which states in Article XXI, Section 3 (A) that wage adjustments for
bargaining unit employees will be effective beginning with the first pay period on or after April
1, 2012, which would be an effective date of April 9, 2012, and
WHEREAS, the Stark County District Library Board of Trustees with a good faith gesture that
is non-precedential for the future and based on unique circumstances approves this resolution;
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library
Board of Trustees that by roll call vote approves this resolution to change the retro pay period for
the bargaining unit employees from April 9, 2012 to March 26, 2012.

NEW BUSINESS
Information Technology Manager Bryan Harris introduced to the Board the PC
Replacement Resolution.

NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library
Board of Trustees, that the Interim Executive Director or her designee be authorized to purchase
public personal computers from Intech for the total sum of $126,680.00.
Motion by Shawn O’Brien to authorize the purchase of computers from Intech in the amount of
$126,680.00, Bert Nero seconded the motion; all voting yes.
Development Manager Jean Duncan McFarren gave an update on the SCDL Foundation
and approval of grants.
A Library Services and Technology Act (LSTA) grant was received and will be used for
literacy stations.
An Ezra Jack Keats Foundation mini-grant was received and will be used for dream
gardens with teens.

A Summertime Kid’s Grant from the Stark Community Foundation was received and will
be used for the DeHoff Summer Reading Program.

Friday, June 08, 2012
The Board of Trustees of the Stark County District Library met in special session on Friday, June
8, 2012 at the Main Library. In attendance were board members, Steven Pittman, Susan
Rodgers, John Mroczkowski, Bert Nero, Edmond Mack, and Shawn O’Brien. Also in attendance
was Interim Executive Director Karen Miller.
Absent was Beth Borda.
Guests included five library employees.
The meeting was called to order at 8:00a.m. by Board President Steven Pittman.
Patty Marsh introduced the Main Library Lighting Replacement Resolution to convert to more
energy efficient lighting that will result in savings on energy costs.

Trustees that the Interim Executive Director or her designee be authorized to hire Abbott Electric
to complete the Main Library lighting replacement

replacement, as per quote; John Mroczkowski seconded the motion; all voting yes.

FACILITIES UPDATE

MAIN LIBRARY
Status:
We are moving some of the FOL sale book shelves will be moved to be closer to their store. This
should allow us more freedom to move the New Books shelves and experiment with their placement
in the next few weeks. Also this will give the lobby a more inviting feel and might draw more people
into the FOL book store.
DEHOFF BRANCH
The thermostats have been changed at DeHoff due to temperature control problems. This should
even out the temperatures in the building and make it more pleasant for customers and staff.
MADGE YOUTZ
The Mahoning Road Corridor Project work is due to start soon. The first plan for the branch lot has
been altered slightly due to visibility. The library sign will not be moved nor will there a decorative
fence because the sign would not be visible from both directions. There will be some decorative
plantings around the base of the sign and on the walkway.
SANDY VALLEY
There will be roadwork on Route 800 at some point during the summer which will affect traffic to the
branch.
We are still negotiating a lease for the Sandy Valley building.
