Chamberlain College of Nursing Baccalaureate Degree Nursing Program

Program requests to move one credit of clinical learning experience from NR 227 Fundamentals-Patient Care (year one) to NR 342 Complex Adult Health (year two). The rationale for the change is to allow students with substantial knowledge and clinical skills to fully participate in clinical experiences that support preparation for nursing practice and enhances potential for positive NCLEX-RN® results. NR 227 Fundamentals will be NR 226 Fundamental (Theory 2 Clinical 1) NR 341 will be NR 342 Complex adult health (Theory 3 Clinical 2). The content, course objectives, and credit hours (126) will remain the same. Change will take effect for all students taking NR 226 after September 1, 2017. Required documents updated. Effective May 24, 2017, DeVry Education Group Inc. has changed its name to Adtalem Global Education Inc. Chamberlain College of Nursing in California remains a college within the Chamberlain University.

San Francisco State University Baccalaureate Degree Nursing Program

S. Ward 06/01/2017 The program is establishing an articulated curriculum pathway through a collaborative with City College of San Francisco and the College of San Mateo Associate Degree Nursing Programs, to offer an ADN-BSN degree option. It will be sequenced so that students are concurrently enrolled at both institutions after students meet SFSU admission entry requirements. The curriculum for the approved BSN prelicensure program remains unchanged. The collaborative is planned to begin in Spring 2019.

Carrington College LVN to RN Associate Degree Nursing Program

Daugherty 06/1/2017 Board has been notified via letter that effective May 24, 2017 DeVry Education Group, Inc. has changed its name to Adtalem Global Education the parent organization of series seven U.S domestic and international educational institutions including Carrington Colleges. The change in the corporate parent name does not impact the name of DeVry University. Information about the corporate parent can be found at www.adtalem.com.

City College of San Francisco Associate Degree Nursing Program

Students will have the option to enroll in an articulated curriculum pathway offered through a collaborative with San Francisco State University’s nursing program. Students who enroll in this option will be able to obtain their BSN degree after an additional semester of coursework, after completion of the A.D.N. program and passing the NCLEX-RN examination. The BRN approved A.D.N. curriculum for students in this pathway remains unchanged. The College will continue to confer the A.D.N. degree for students in this option.

College of San Mateo Associate Degree Nursing Program

S. Engle 05/30/2017 College of San Mateo nursing program and San Francisco State University created an ADN to BSN collaborative. The collaborative will increase employment potential and assist with clinical placements for the ADN program. Students will be dually enrolled and will complete the BSN degree requirements one semester after completing the ADN program. Students will begin the undergraduate BSN degree requirements after completing 60 units and the first semester of the pre-licensure nursing program.

College of the Siskiyous LVN to RN Associate Degree Nursing Program

K. Daugherty 05/16/2017 Effective June 1, 2017 the college and program will implement a 16 weeks compressed academic year scehdule. The 18weeks of instructional hours will be compressed into 16 weeks. CRL/TCP forms updated to reflect this change; program CRL and degree course content, sequencing, and units unchanged.

Los Medanos College Associate Degree Nursing Program

W. Boyer 05/18/2017 A recent continuing approval visit found incongruences in the program’s EDP-P-05, EDP-P-06, and the current College Catalog. The college has reduced the number of General Education (GE) units required to earn a degree at Los Medanos College. The Associate of Science in Nursing Degree is now earned upon completion of 80 to 83 units as opposed to 89.5 units with GE courses in

Mendocino College Associate Degree Nursing Program

S. Ward 06/27/2017 Removed NUR 125 Pharmacology III (2 units theory) and NUR 135 Pharmacology IV (2 units theory) from the LVN 30 unit option curriculum. Discontinued Sociology 200 from the BRN content required for licensure courses. Edited curriculum forms for consistency.

Mt. San Jacinto College Associate Degree Nursing Program

B. Caraway 07/12/2017 Effective Spring 2018, the nursing program will move back to admitting 24 students twice a year, as was originally approved. Since 2012, due to various factors, the program has been admitting up to 50-55 students once a year. Once a year admission has placed the program at risk for losing clinical placements. By having specialty courses such as pediatric nursing, mental health nursing, and maternal child nursing only being offered once a year, clinical agencies have informed the program that they may give away the clinical placements to other schools. Additionally, it has an impact on faculty & students retention. The students, who have incomplete grades or have not passed a course need to wait a full year before they will be able to take that course again. This is not conducive to students learning outcomes, as they will lose knowledge during this waiting period. Once a year admission also affects faculty retention, as they are asked to teach different courses each semester leaving faculty unable to build their own courses and to be more conducive to student success. This change was done to ensure securing clinical placement in all specialty areas, enhancing students’ success, and empowering faculty developing their courses. This revised curricular change has no impact on the total program units, or change in the clinical placement and other resources.

Weimar Institute Associate Degree Nursing Program

K. Daugherty 06/5/2017 Effective Fall 2017, and based on careful faculty evaluation of the nursing curriculum, the program will eliminate the 4 units stand-alone N305 Health Promotion II course, and absorb select content from N 305 into the existing N302 Health Promotion I course without increasing N302 course units. The program will add half of a unit (0.5 units) of clinical to the advanced medical surgical course N303 making the clinical course component 2.5 instead of 2 units. These changes result in the total nursing units decreasing from 47.5 to 44 units, the total nursing theory units decreasing from 29 to 26 units and the total nursing clinical units decreasing from 18.5 to 18 units. Total CRL units will now be 71 to 77 units, total units for graduation will be 77 to 83 units. All other CRL, other degree and graduation content and requirements are unchanged.

California State University Fresno Nurse Practitioner Program

Holy Names University Family Nurse Practitioner Program

Charles R. Drew University of Medicine and Science, Mervyn M. Dymally School of Nursing Entry Level Master’s Degree Nursing Program

L.Shainian 07/05/2017 CDU Quarterly Progress Report for Jan-Mar 2017: Program tracking of NCLEX performance for 2016-17: Jan-Mar 72.73% ; Oct-Dec 89.47; Jul-Sep 80.00%. To date: 59 Taken/50 passed for 84.745%. The program continues with outside NCLEX Review Consultant and structured review/testing/remediation in the 5th semester prior to being cleared for NCLEX. The program is examining a)HESI admission score; b)GPA especially in science courses; c)ESL; d)undergraduate degree from foreign non-English educational institution; e)number of nursing course repeats. Remediation strategies in place. Faculty are working to strengthen identified gaps of weakness in curriculum with completion by Fall 2017, and reviewing/revising test strategies for consistent exposure to NCLEX-style questions in each course. Work on a major curriculum revision proposal continues with target date of completion as Spring 2018. Faculty committees meet regularly to review online survey data and HESI results by courses and cohort. Program Evaluation Committee members continue to work on revising the Total Program Evaluation plan. Faculty are stable at 9 fulltime and 14 adjunct. Adjunct clinical participate in a restructured faculty orientation. A revised clinical evaluation tool that was piloted Fall 2016 is currently undergoing review/revision.

University of California Davis Betty Irene Moore School of Nursing Master’s Entry Nursing Program

K. Daugherty 04/30/2017 A routine site visit following the program’s initial approval and completion of the first cohort’s first year of courses in the nursing major was conducted 1/31/17 including observation of high fidelity simulation and 2/22/17 interprofessional collaborative practice session. Compliance evidenced in all areas of the regulations. Budget sufficient to support the program enrollment as planned. Program organizational chart updated as needed to reflect SON and program leadership changes since initial program approval. The program enrolled 24 second degree students in the first cohort and all remain in the program. A second cohort of 32 will be admitted in June 2017. Meetings with students, faculty and program/SON leadership evidenced very favorable comments related to program processes, leadership, organization, instruction, responsiveness to student needs and overall program implementation and refinement of processes. Deliberative evaluation of curriculum occurring; content, quality of instruction, and sequencing viewed positively by students and faculty. Clinical placements effectively meeting program objectives/SLOs without any difficulties/concerns identified. Very robust evaluation of all aspects of the program and timely refinements made. Next site will occur in December 2017 as first cohort is ready to graduate. On track to open the new nursing building in October 2017. CCNE accreditation status unchanged.

Chamberlain College of Nursing Baccalaureate Degree Nursing Program

S. Engle 06/12/2017 On May 11, 2017, a site visit was conducted one year following the start of the Chamberlain College of Nursing Bachelor of Science in Nursing degree program. Meetings were held with the Director: Dr. Angela Strawn, Campus President, Administrators: Dr. Kim LaMar, Senior Director, Campus Operations, and Dr. Kate Turpin, Dean, Campus Operations; faculty and Student Support Services representatives. NEC attended the Student Town Hall Meeting. The program was found to be in compliance with the regulatory requirements at this juncture of the program. The next site visit will be conducted prior to the completion of first cohort of students. The first cohort of students will complete end of August 2018.

Simpson University Baccalaureate Degree Nursing Program

K. Daugherty 05/25/2017 SU submitted the final AY progress report related to its increased enrollment pattern. No clinical displacement issues identified. SU continues to participate in the clinical regional planning meetings in April and October each academic year. No other schools in the region have reported any concerns/issues.

East Los Angeles College Associate Degree Nursing Program

L. Shainian 07/10/2017 ELAC Quarterly Progress Reports for Jan-Mar 2017 and Apr-June 2017: Program tracking of NCLEX performance for 2016-17: Jan-Mar 50% ; Oct-Dec 76.19%; Jul-Sep 77.27%. To date: 75 Taken/55 passed for 73.33%. The first cohort of the new curriculum graduated December 2016. Twenty-three students completed/graduated and participated in a live Kaplan review January 9-12, 2017, at ELAC. The program reports several of the graduates were unable to test during the Jan-Mar testing period due to a hold by Admission & Records, therefore they tested during May & June. An analysis of the 10 first-

PROGRESS REPORT time test-takers (5 passed/5 failed) for Jan-Mar is pending. On June 5, 2017, forty-three students completed/graduated, and then participated in a live Kaplan review on June 12-15 at ELAC. Attrition is being tracked in the program by course, with an examination of causative factors. Students who fail or withdraw from a course are required to complete a remediation plan over the next quarter before reentering the program. Faculty remain stable at 10 fulltime and 10 part-time. A full-time faculty member continues as Remediation Specialist (RS) until the position can be filled. Mountain Measurements (MM) are being utilized by the program to assess overall graduate performance and address low/decreasing areas. The program reports that MM data shows ELAC scores fall within the 35-65 percentile, and that 2016 graduates scored above passing performance. As part of Total Program Evaluation, faculty are reviewing the curriculum at the end of each quarter/semester and making revisions as necessary, and analyzing student course & clinical evaluations, and graduate & employer surveys – results pending. ELAC nursing program is one of seven Los Angeles community colleges to receive funds thru “The Vicky Chang and Family Nursing Scholarship to reimburse students for NCLEX exam or related costs. Three ELAC students were recently awarded financial support thru The TELACU Education Foundation. TELACU scholars not only to receive a $1200 stipend in the third semester of the program, but can also apply for an $8000 scholarship and the promise of a job at White Memorial Medical Center (WMMC).

Shephard University Associate Degree Nursing Program

W. Boyer 06/28/2017 Quarterly report: Program Director Sprena Jeon suddenly left the university 6/15/2017. The new director is Dr. Molly Hahm. She was the director of the RN to BSN program. She states she is aware of the problems with the pre-licensure program and has committed to submit a report at the end of July, after she is more familiar with the pre-licensure program. Since the last quarter report no student complaints have been received. At a program visit in March meetings with students and faculty repeatedly stated they were pleased

PROGRESS REPORT with the progress of program. The NCLEX pass rates have improved. The 2015-2016 pass rate was 65.75%. The July to Sept 2016 pass rate was 100%, the Oct to Dec 2016 pass rate was 83.38%, and the Jan to Mar 2017 was again 100% for a cumulative total of 94.46%. New Program Director Molly Hahm seeks to resign her position and leave the university 7/21/2017 due to personal reasons. Talked with Carol Massey, faculty, 7/10/2017 by phone. Informed her that Violeta Doles Arevalo was approved as Assistant Director 5/5/2011. I was informed that she is no longer at the university. The importance of recruiting a new Program Director was explained to Ms. Massey. Forms and regulatory language was sent via email. Was informed she was fully aware of the importance and will diligently work to resolve the situation. Spoke with Dr. Hahm 7/11/2017 and have been informed she has spoken to the university president about continuing her position, working from home and on-site as needed until a replacement for her can be found.

Weimar Institute Associate Degree Nursing Program

K. Daugherty 05/05/2017 The routine new program site visit was conducted on May 5, 2017. The program anticipates six of the first cohort will graduate from the program. Two of the first cohort have re-entered the program as part of the second cohort of 9 students. Both cohorts of students expressed overall satisfaction with the program, its resources, clinical placements, curriculum and Kaplan predictive testing. The program faculty is in the process of evaluating curriculum changes and possibly absorbing content from the Health Promotion II course elsewhere in the curriculum. Additional placements in the Sacramento region are being pursued with Dignity Health and the Healthy Community Forum clinical regional planning group. Program was initially approved to admit up to 20 students each Fall semester and reports having a current applicant pool of potentially 15-19 eligible candidates. Program decisions related to the Fall 2017 admission number will be based on available faculty and clinical placement resources. WI has moved into the candidacy phase of WASC

A continuing approval visit was conducted by Janette Wackerly and Kathie Daugherty Nursing Education Consultants to the Sacramento campus on March 15-17, 2017 and to the Oakland and San Francisco Peninsula on March 20-23, 2017. Several areas of non-compliance were given which relate to change notification and forms accuracy. 4132 B Substantive change: School of Nursing Organization Structure; Associate Dean of Nursing is the Assistant Director of Nursing for Bachelor of Nursing (BSN), Accelerated Bachelor Science in Nursing (ABSN, and Entry Level Masters’ Prelicensure (ELM PL) and the RN to BSN 1426 (a) Non-compliance curriculum Entry Level Master prelicensure component stream line content and units in clinical courses and aligned with BSN and ABSN unit which was corrected at the time of the visit forms ELMSN EDP-P-06 and EDP-P 05a prelicensure content updated. 2426 (c) and (e) Non-compliance Total Curriculum Plan (EDP-P-05) and Curriculum/Content Required for licensure (EDP-P06) corrected at the time of the school visit. Recommendation was to review all clinical sites and compare to BRN records for any changes. The listed areas of non-compliance are in compliance with the Boards rules and regulations. ACTION: Continue approval of Samuel Merritt University Baccalaureate Degree (with ABSN) and Entry Level Master’s Degree Nursing Program. California State University, San Marcos Baccalaureate Degree Nursing Program. Dr. Amy Carney is the program director. On April 27-28, 2017 a board approval visit was conducted at California State University San Marcos College for the review of their Nursing Program. This visit was performed by Linda Sperling and Leslie Moody, NECs. There were no findings of non-compliance or recommendations for this visit. California State University San Marcos College admits 44 students in their Accelerated BSN program in the Fall and Spring in their Temecula campus and in the summer at their San Marcos campus. The program admits 35 students twice a year (fall and spring). There are currently 139 students enrolled in the program. The program has consistently maintained compliance with NCLEX annual pass rate 75% or above. ACTION: Continue approval of California State University, San Marcos Baccalaureate Degree Nursing Program California State University, Sacramento Baccalaureate Degree Nursing Program. Dr. Tanya Altmann is the Program Director and the Chair of the School of Nursing. A continuing approval visit was conducted May 1-3, 2017 by K. Daugherty, NEC and J. Wackerly, SNEC. One major area of non-compliance related to CCR 1425/1425.1 Faculty, CCR 1426 (a)/1426.1 Curriculum/Preceptorship and CCR 1427 (c) Clinical Facilities was identified. Adeline “Adey” Nyamathi, PhD, ANP, FAAN is the Founding Dean, Professor, and Program Director. A regularly scheduled continuing approval visit was conducted on April 10-12, 2017 by Carol Velas, Loretta Melby, and Leslie Moody, NECs. The Advanced Practice Nurse Practitioner Program was conducted at the same time by Leslie Moody and Carol Velas, NECs and will be reported separately. The program was found to have one area of noncompliance in CCR 1424 (d): The program shall have sufficient resources, including faculty, library, staff and support services, physical space and equipment, including technology, to achieve the program’s objectives. One recommendation was given in CCR 1424 (e) The director and the assistant director shall dedicate sufficient time for the administration of the program. University of Phoenix, Modesto LVN to Baccalaureate Degree Nursing Program. Jennifer Millar RN, MSN is the director of the LVN to BSN Program. A regularly scheduled continuing approval school visit was conducted May 7-9, 2017 by Susan C. Engle, NEC and Shelley Ward, NEC where the program was found to be in full compliance with all BRN rules and regulation. Three recommendations were given in California Code of Regulation 1424 Administration and Organization of the Nursing Program (a) philosophy, (d) resources, (h) faculty; 1425. Faculty - Qualifications and Changes (f) content expert; 1426, Required Curriculum (f) evaluation tool. ACTION: Continue approval of University of Phoenix, Modesto LVN to Baccalaureate Degree Nursing Program. College of the Siskiyous LVN to RN Associate Degree Nursing Program. Ms. Cora Brownell, MSN, RN is the RN Program Director and Director of Nursing for all three of the College of the Siskiyous programs. A continuing approval visit was conducted by Katie Daugherty, NEC and Janette Wackerly, SNEC on May 15-17, 2017. No areas of non-compliance were identified. Five recommendations were made including CCR 1424 (d) Resources and (e) PD administrative time, CCR 1425/1425.1 Faculty/Faculty Qualifications, CCR 1426 (d) and (f) Curriculum, CCR 1427 (c) Clinical Facilities, and CCR 1428 Student Participation as described in the attached visit findings documents. Monterey Peninsula College Associate Degree Nursing Program. Laura Loop, MSN, RN is the Director of the Maurine Church Coburn School of Nursing. A continuing approval visit was conducted by Shelley Ward, NEC, and Dr. Susan Engle, NEC on March 14-16, 2017, to the Monterey Peninsula College, Maurine Church Coburn School of Nursing Associate Degree Nursing Program. There were no findings of non-compliance. Two recommendations were rendered related to CCR Sections: 1424 (d) Administration/Organization - Resources, and 1426 (b) Required Curriculum. The program submitted a response to address the visit findings. ACTION: Continue approval of Monterey Peninsula College Associate Degree Nursing Program. The program was found to be in compliance with the Board’s rules and regulations. ACTION: Continue approval of Moorpark College Associate Degree Nursing Program. 7.2.2 DEFER ACTION TO CONTINUE APPROVAL OF PRELICENSURE NURSING

PROGRAM Los Medanos College Associate Degree Nursing Program. Ms. Sharon Goldfarb, MSN, RN is the program director. Mr. Colin McDowell, RN, MSN, NP has been the Interim Director of Nursing since 2012. A search had been unsuccessful in finding a program director. College administration has upgraded the position to an Associate Dean hoping to attract more interest in the position. Sharon Goldfarb RN, MSN, FNP, CS was hired on July 17, 2017 as Program Director. On May 9 and 11, 2017 Dr. Wayne Boyer, NEC and Ms. Katie Daugherty, NEC conducted a regularly scheduled continuing approval visit to the associate degree nursing program at Los Medanos College. The program was found to be in noncompliance in five (5) areas. CCR 1424(e) Program administration have insufficient time to manage the program. CCR1425 and related CCR 1425(h) and CCR 1425.1(d) Faculty not BRN approved to teach gerontology content. CCR 1425(h) and related CCR1425 BRN There are not adequate qualified instructors for gerontology content. CCR 1425(f) and related CCR 1425 and CCR 1425(h) OB content expert does not meet qualifications. CCR 1424(d) and related CCR 1425 and CCR 1424(h); Clinical faculty not competent in gerontology. Two (2) recommendations were given related to CCR 1424(b)(1) assure total program evaluation is performed as scheduled and CCR 1424(d) obtain additional support staff. The program wrote and submitted a comprehensive action plan. A cogent eclectic philosophy based on beliefs about health, person, nursing and professional nursing education along with Student Learning Outcomes and Core Competencies provides a clear framework for curriculum design, instruction and evaluation. The four semester program admits a cohort of thirty-two students each fall which is joined by eight LVN to RN students in the third semester. Program attrition rates ranged from 3.1% to 34.1% over the last 5 years with a 5-year average of 21.54%. NCLEX-RN pass rates continually meet BRN minimum standards over the past five years, ranging from 75.00% (2012-2013) to 90.24% (2013-2014). The program continues to enjoy an excellent reputation in the community. Students are readily hired by employers in the region.

NEC will provide progress report in October, 2017. 7.2.3 CONTINUE APPROVAL OF ADVANCED PRACTICE NURSING PROGRAM Samuel Merritt University Nurse Practitioner Program. Rhonda Ramirez, EdD, FNP-BC is the Director, FNP Programs. A continuing approval visit to Samuel Merritt University Family Nurse Practitioner Program was conducted by Janette Wackerly and Katie Daugherty, nursing education consultants, on March 15, 2017at the Sacramento campus and March 22, 2017 on the Oakland campus. The Family Nurse Practitioner programs were found to be in non-compliance 1484 Faculty with an incomplete faculty form listing EDP-P-10. Recommendations included Section1484 (d) to clarify Total Curriculum Plan types of offerings on form NNP-FRM-07 for all offering of the MSN-FNP programing such as full time, part time, online, hybrid and DNP-FNP. On June 18, 2017 Form EDP-P-10 BRN and the Total Curriculum Plans that includes all MSN-FNP programs bringing the program into compliance. ACTION: Continue approval of Samuel Merritt University Nurse Practitioner Program. University of California, Irvine Nurse Practitioner Program. Susan Tiso, DNP, APRN, FNP-BC and Susanne Phillips, DNP, APRN, FNP-BC are co-directors of the program. A regularly scheduled continuing approval visit was conducted April 11-12 with no findings of noncompliance and no recommendations written. The program is being operated in compliance with BRN rules and regulations. The UCI MS/NP tracks prepare nurses for advanced practice in primary care in two population-focused concentrations: Family Nurse Practitioner (FNP) and Adult/Gerontological Primary Care Nurse Practitioner (AGPCNP). All required courses are currently presented on-campus. ACTION: Continue approval of University of California, Irvine Nurse Practitioner Program. University of Phoenix, Sacramento Nurse Practitioner Program. Andrelyn Almario, DNP, APRN, FNP-BC is the program director. A regularly scheduled continuing approval visit of the University of Phoenix Family Nurse Practitioner program was conducted April 25 and 29, 2017 by Susan C. Engle, NEC. The program was found to be in compliance with the California Code of Regulations Section 1484, Standards of Education. Recommendations were made for CCR Section1484. Standards of Education: (a) Purpose, Philosophy and Objectives, (b) (2) Administration, (c) Faculty, (d) Curriculum. ACTION: Continue approval of University of Phoenix, Sacramento Nurse Practitioner Program. 7.2.4 APPROVE MAJOR CURRICULUM REVISION California State University, Stanislaus Nurse Practitioner Program. Ms. Linda Thomas, Program Director. Susan Engle, NEC presented the report. California State University, Stanislaus (CSUS) School of Nursing (SON) has submitted a proposal to offer a Family Nurse Practitioner program anticipated January 29, 2018 start date. On June 27, 2017, Susan C. Engle, Nursing Education Consultant met with Carolyn Martin RN, FNP, Ph.D., proposed FNP program director, Dr. Debra Tavernier, Director of the School of Nursing, Dr. David Evans, Dean of the College of Science, and Shawna Young, Associate Vice President for Academic Affairs. The program has support from administration. A tour of the learning environment and learning resources was conducted. Learning resources for students and faculty were sufficient to meet the program learning outcomes. Faculty recruitment plans are in place. Clinical sites were visited and

determined to provide optimal learning experiences in the role of the FNP. The curriculum includes a strong emphasis on the California Nursing Practice Act including ARTICLE 8. Nurse Practitioners [2834-2837 and Article 8; Standards for Nurse Practitioners [1480-1484]. CCNE made an accreditation visit for the Master of Science in Nursing (MSN) program and it is anticipated that they will retain full accreditation with notification in October of 2017. ACTION: Approve major curriculum revision for California State University, Stanislaus Nurse Practitioner Program. Western University of Health Science Master of Science-Entry Level (MSNE) program. Ivy Tuason, PhD, RN, FNP-BC is the Program Director. Ivy Tuason, PhD, RN, FNP-BC is the Program Director for the Western University of Health Sciences Entry Level Master’s (ELM) Degree Nursing Program. The MSN-E program was designed in 2003. Since then, there have been many changes in health care, the economy, and the workforce. In healthcare, new standards from the AACN Master's Essentials (2011) and Quality and Safety in Nursing Education (QSEN) in 2010 came about. While the new standards have been integrated into the curriculum, economic changes in the workforce require nurses to have their nursing degree at the time of employment. Currently the program is a hybrid (campus-based and web-based), and students are eligible for RN licensure after four semesters. MSN-E students who are seeking employment will not obtain their MSN for an additional five semesters. This has been problematic. Currently, students can choose from three tracks after the 4 semesters (Health System Leadership/Clinical Nurse Leader, Administrative Nurse Leader, and Ambulatory Care) to complete their MSN. For the past three years, students have had difficulty in gaining employment when competing with nurses with their BSN and nurses with experience. This is driven primarily by acute care facilities that are seeking Magnet Recognition. One of the strategic goals for Magnet hospitals is to have a higher mix of nurses with a BSN or MSN degree. Employers are concerned that new RNs still in the MSN post-licensure part of the program will not graduate, thus decreasing the number of nurses with a degree. In an effort to meet the above challenges, the College of Graduate Nursing implemented a MSNE-6 Semester task force. This task force is led by the director of the MSNE program with members from administration, faculty from all programs, director of assessment, director of admission, and assistant dean of student affairs. The proposed curriculum would start in Fall 2019. There are two major changes: 1) students status change from part- time to full-time and 2) the method of delivery will be changed from online/ hybrid to face-to-face, and on campus. The curriculum will be delivered in 6 semesters with full time unit load, all campus-based. BSN and Master’s Essentials are integrated throughout the program. Upon successful completion of the program, students will be eligible to take the NCLEX licensing examination and receive a MSN generalist degree. In contrast to the current curriculum, Health Systems Leadership (both ANL and CNL) and Ambulatory Care tracks will no longer be an option. The philosophy, course descriptions, course objectives, and learning outcomes for the program have been updated to reflect the proposed curricular changes. The above revision has no impact on the enrollment number, pattern of admission or clinical placements. The NCLEX pass rate for the past five (5) years, ranged from 100 % (2012-2013) to 90.57% (2016-2017). Department of Nursing and Health Sciences California State University, East Bay submitted a proposal for a major curriculum revision to be implemented Fall 2018. This revision is required by the University wide change to move from quarters to five-semesters as part of a mandated change for all CSU campuses. The revision will provide an expanded emphasis on chronic illness, geriatrics, community engagement, and case management. Students will have opportunities to take electives in critical care, global health, palliative care, and current nursing issues. Faculty numbers, fulltime and clinical instructors, are also anticipated to remain constant. With the implementation of the revised curricular plan to semesters, CSUEB Nursing Program plan is to change enrollment patterns from one student intake in Fall of 126 students to two enrollments with 64 students each Fall and a second enrollment of 64 students each Spring. This change allows the Nursing Program to maximize resources of faculty, learning laboratory space, and clinical placements particularly in the specialties. This change will result in an increase of two (2) students, to allow for even clinical groups and full use of clinical placements. The new curriculum will offer students 894 clinical hours instead of the 900 hours for the current curriculum. The curricular revision continues the standards of excellence in the pre-licensure CSU, East Bay BSN program. *Plan to move from one student enrollment cycle Fall 126 students to two enrollment cycles (Fall 64, Spring 64) for an increase of two students. *Support received from affiliated clinical partners this change in enrollment pattern and change from 10-week quarter system to 15-week semester placement *An additional pediatric and obstetrics rotation will be incorporated in day and evenings for maternity and weekends and other available shifts for pediatrics without displacing other nursing programs. *Total clinical hours for the program will change from 900 to 894 *Simulation is integrated in all clinical courses. Now, the program’s plan is to use less than 25%. The plan is to increase this amount after they seek additional staffing and simulation staffing for further expansion of simulation. ACTION: Approve Major Curriculum Revision-Enrollment Change for California State University, East Bay Baccalaureate Degree Nursing with the addition of two students. 7.2.6 RECOMMEND EXTENSION OF INITIAL PROGRAM APPROVAL APPLICATION

DEADLINE Pacific College Associate Degree Nursing Program Dr. Katherine Winston is the program director. The Board approved the Pacific College Feasibility Study on November 5, 2015 with an anticipated enrollment no later than November 5, 2017. Pacific College hired Dr. Donna Beuk, who was approved on May 23, 2016 as Director of the ADN program to complete Self Study phase of the initial program approval process. Dr. Beuk has now resigned due to family and personal circumstances. Dr. Kathleen Winston has accepted the director position as of July 1, 2017. Board’s policy for new program Application for approval CCR 1421(a)(4) allows two years from acceptance of the Feasibility study to initial enrollment of students. When this timeline is missed, and unless the program is granted an extension, the school is required to restart the approval process from the beginning, submitting a letter of intent. Pacific College’s two-year period for completion of the new program approval process will end on November 5, 2017. Pacific College submitted a request for extension to delay their initial start of program until October, 2018. Dr. Winston has reviewed the program and is currently working on the completion of the self-study phase of the initial program approval process. Additional time is needed to complete the initial approval process, including preparation and review of Self-Study, site visits of the school and verification of resources, such as clinical placements, classroom, adequacy of skills lab and faculty hires. Additional time needs to be granted to Pacific College to extend the initial approval period to October, 2018.

REQUESTED BY: Michael Jackson, MSN, RN Education and Licensing Committee Chairman BACKGROUND: Adina Free, MSN, RN is the designated Program Director and has prepared the Self Study for the Associate Degree Nursing Program at Career Care Institute. Marissa Latuno MSN, RN, is the designated Assistant Director. An initial program approval visit for Career Care Institute Associate Degree Nursing Program in Lancaster, CA was conducted on June 20-21, 2017 by Carol Velas, NEC. The program was found to be in full compliance with all BRN rules and regulations. CCI is a private post-secondary institution, accredited by the Commission of the Council of Occupational Education (COE) though June 30, 2018 and the Bureau for Private Post-Secondary Education (BPPE) through September 26, 2017. The addition of the ADN program will be granted upon Board approval. CCI’s nursing program is located in Lancaster, CA. The campus has the full array of student resources, classrooms, library, skills and simulation lab to support this program. Currently, the Program Director, Assistant Director, and Administrative Assistant have been hired. CCI plans to hire four more full time faculty in MS/Geri, OB, Peds, and Psych/Mental Health to teach the didactic portion of the program. Three part-time clinical faculty will be hired for each content area (Med/Surg, Geriatrics, Obstetrics, Pediatrics, and Psych/Mental Health). A talent acquisition company is being used to assist with hiring. The ADN program curriculum is intended to be completed in (6) fifteen week semesters and includes the required content for licensure and college degree requirements. The annual admission process is rigorous and consists of a combination of both ranking and random selection (70/30) using criteria based on overall GPA, TEAS score, Essay, and work experience. CCI has 14 clinical sites (updated since ELC meeting) that have signed Facility Verification forms. Setting sites include acute care, long-term and skilled nursing, and ambulatory (clinics, urgent care, and physician practices). There were concerns raised during the August Education and Licensing Committee meeting about the clinical sites in pediatrics. The concerns included the pediatric census at AVH and the use of NPs at the Antelope Valley Community Clinic. AVH pediatric unit has 22 licensed beds. In speaking with Della Archambo MSN, RN, Pediatric

Education Specialist, she states there should be no problem meeting the clinical objectives of the pediatric clinical rotation at CCI especially with splitting the cohort to 4 students in the morning and 4 students in the afternoon. Ms. Archambo also shared that Oct.-Jan. are their high flu season months and the unit is usually at capacity. CCI will have 1:4 instructor to student ratio from 7:00-13:00 and a second group of 1:4 instructor to student ratio from 13:00-19:00 at AVH. I spoke with Susanne Shoup, CNO of Antelope Valley Community Clinic who confirmed there are RNs as well as NPs working at the clinics that students could work with. She also said CCI could send instructors to work with students in the clinics that had just NPs and LVNs. CCI has provided a clinical rotation schedule (attachment 6) showing 10 days of acute care experience at AVH, two days of pediatric subacute care at Ena Rideau Johnson care center (observation), one day at Antelope Valley Hospital Community Clinic with 1:4 instructor to student ratio, and one day of pediatric simulation on campus. CCI has also secured approval for students to complete pediatric acute care at San Joaquin Community Hospital, also known as Adventist Health, Bakersfield, a 254 bed hospital with 8 licensed pediatric beds and an average pediatric census of 4-6 patients. Mr. Carrasco, owner and President of CCI, is willing to transport students back and forth to Bakersfield if needed. ELC Recommendation: Grant Initial Approval of Prelicensure Nursing Program for Career Care Institute Associate Degree Nursing Program with enrollment of 32 students per year. SECTION 1: ADMINISTRATION AND ORGANIZATION OF THE PROGRAM 1424(a) There shall be a written statement of philosophy and objectives that serves as a basis for curriculum structure. Physical space: The physical space of CCI encompasses a two story building approximately 32,000 sq. ft. owned by the sole proprietor, Mr. Carrasco. The nursing department is on the second floor (1300 sq. ft.) and includes an open reception area, private offices for the Program Director and Assistant Director and semi-private offices for full-time faculty. Faculty will each have their own desk, computer, phone, and shelving. Part-time faculty will share an area of approximately 500 sq.ft. with office cubicles including desks/chairs, and laptop computer. A network printer will be available. There is a large conference room for department meetings which can also be used for private meetings with students. On the first floor there is a three-room suite (approx. 2250 sq. ft.) that includes a classroom with chairs and tables to seat 36. An 8-bed skills lab as an adjoining room and a Simulation Lab adjacent to the skills lab. A faculty lounge is available in the main campus area. privacy curtains, headboards including suction and “air” and an over bed table, cabinet and chair. Common hospital supplies and equipment are available including IV poles and infusion pumps, EKG machine, linens, pulse oximeters, blood glucometers, adult and infant scale, dressings, tape, practice medication in a designated medication area that is private, double handwashing sink and counters with cabinets for storage. There will be open skills lab availability with hours posted on the door. Simulation Room: Adjacent to the Skills lab and enclosed with glass sliding doors is the Simulation Lab (750 sq. ft.) including two beds with headboard (suction and air), cabinet and chair, and over bed table. A SimMan and birthing simulator are housed in this room. Outside the sim room is an area with tables and chairs for debriefing. At the back of the simulation lab is a large supply room. As you enter the Sim Lab there is a nursing station, two medication carts, chart rack with charts, handwashing sink, and counters with cabinets. Simulation Coordinator will be hired and Faculty will help direct simulations, evaluate student performance, and facilitate debriefing sessions. Microbiology Lab: 900 sq.ft. science “wet lab” Faculty: Program Director hired April 6, 2015 with 100% release time to administer the program, Assistant Director was hired October, 2015 who also has 100% release time and includes Clinical Coordinator duties. Full hiring plan was submitted with hiring of lead and clinical faculty prior to rotation of specialty content. Administrative Assistant: One PT (29 hrs.) administrative assistant will be hired to support the Program Director and Faculty. Library: The physical library on campus is 300 sq.ft. and houses hardcopies of reference, science, and nursing books. There are three computers available for students to access online libraries including EBSCO host, CINAHL, Medline, and Nursing Reference Center. An orientation will be provided to students for accessing online reference material and peer-reviewed articles. Computer Lab: The shared computer lab currently houses 28 computers; the college intends to purchase 4 more as an expansion for the nursing program. LVN, Dental Assisting, MA and X-ray Tech programs share the lab with the use of Google Master calendar for scheduling of the room and its use. IT support includes personnel on campus and available to students Student Lounge: A campus-wide student lounge that accommodates approximately 32 students will be available to nursing students. The lounge is open from 8:00am to 10:00pm Monday through Thursday and 8:00am-4:00pm on Friday.

She has completed coursework for her PhD from Capella University and is currently in candidate status. Ms. Free’s prior experience includes the Director of Nursing (ADN and LVN programs) at the Utah State University, Blanding Campus. Prior to the appointment to Director of Nursing, Ms. Free was a fulltime faculty (2004-2014) teaching both theory and clinical courses. Ms. Free was hired by Career Care Institute (CCI) in April 2015, appointed as the Program Director when the Feasibility Study was approved.

1425(b) The assistant director shall meet the education requirements set forth in subsection (a)(1) above and the experience requirements set forth in subsections (a)(3) and (a)(4) above, or such experience as the board determines to be equivalent.

SECTION 4: REQUIRED CURRICULUM

1426(a) The curriculum of a nursing program shall be that set forth in this section, and shall be approved by the board. Any revised curriculum shall be approved by the board prior to its implementation

The generic ADN program curriculum is intended to be completed in (6) fifteen week semesters and includes the required content for licensure and college degree requirements. It is designed to offer an Associate of Science Degree to program graduates. Students will apply to program yearly, admission process is ranked with 70% selection of highest ranked students and 30% randomized.

1426(b) The curriculum shall reflect a unifying theme, which includes the nursing process as defined by the faculty, and shall be designed so that a student who completes the program will have the knowledge, skills, and abilities necessary to function in accordance with the registered nurse scope of practice as defined in code section 2725, and to meet minimum competency standards of a registered nurse.

1426(d) Theory and clinical practice shall be concurrent in the following nursing areas: geriatrics, medical-surgical, mental health/psychiatric nursing, obstetrics, and pediatrics. Instructional outcomes will focus on delivering safe, therapeutic, effective, patient-centered care; practicing evidence-based practice; working as part of interdisciplinary teams; focusing on quality improvement; and using information technology. 1429(c) The additional education required of licensed vocational nurse applicants shall not exceed a maximum of thirty (30) semester or forty-five (45) quarter units. 1431. Licensing Examination Pass Rate Standard The nursing program shall maintain a minimum pass rate of seventy-five percent (75%) for first time licensing examination candidates. Assuming the program is recommended for approval at the Education and Licensing Committee in August 2017 and is approved by the full board in September 2017, Term 1 would begin October 9, 2017. In anticipation of Term 2 Fundamentals course, advertisement for a Med-Surg Content Expert has been approved by the BRN, hired, completed orientation, and has had time to prepare the course. At the start of Term 1, October 9, 2017, advertisement will begin for at least 3 adjunct clinical faculty. CCI will hire as many as available and qualified for an adjunct pool, however, so that there is coverage when needed. Starting October 9, 2017, allows time for selection, BRN approval and orientation prior to starting skills lab the first week of the term, which begins February 12, 2018.

Advertisements for OB and Pediatric clinical adjuncts will begin February 12, 2018; again, to allow time for selection, BRN approval, and orientation.

Advertisements for the Geriatric and Psychiatric Content Expert and 3 clinical adjuncts each will begin June 11, 2018, the start of Term 3. The first time advertisements are placed, Indeed.com is the primary source. Should Indeed.com not produce any potential candidates then other internet sources such as Career Builders, Simply hired, Monster Ad and LinkedIn will be utilized. Advertisements will also be placed in The Nursing Voice, the official publication of the California American Nurses Associated. Higheredjobs.com will also be used. Word of mouth cannot be minimized. BACKGROUND: The Education/Licensing Committee annually reviews and reports the achievements relative to the ELC goals and objectives. At the end of the two-year period a comprehensive report of achievements is submitted. The attached report presents the achievements for the period of July 1, 2015 – June 30, 2017 relative to the ELC Goals and Objectives 2015-2017 which were Board approved on February 5, 2015. Nursing program education activities reported for the period include: Scheduled continuing approval visits are conducted for prelicensure and advanced

practice nursing programs every five years. Nursing Education Consultant (NEC) continuing approval visit reports were reviewed by Education/Licensing Committee (ELC) for 33 ADN programs, 18 BSN programs, 7 ELM programs, and 11 APRN programs with approval status recommendations made to the Board.

Eight letters of intent (LOI) for new prelicensure programs were received (San Joaquin Valley College-ADN, USC Social Work-FNP, CNI-BSN, Health Science College of California-BSN, Vanguard University Southern California-BSN, Holy Names University-BSN, Fresno Pacific University-BSN, and Homestead School-ADN/BSN). Four feasibility studies were reviewed and accepted by ELC (Gurnick Academy of Medical Arts-ADN, Fresno Pacific College-BSN, Brandman University-BSN, and Vanguard University Southern California-BSN). Two new ADN (Glendale Career College and California Career College) and one BSN (Chamberlain College of Medicine-BSN) prelicensure nursing programs were granted initial program approval.

ELC reviewed and made recommendations regarding 53 major curriculum revision proposals, 36 curriculum revisions and 17 enrollment changes.

Teach out plans and final progress reports were reviewed for United States University ELM program that closed in October, 2015 and Holy Names University LVN-BSN program that closed in December, 2016.

Four prelicensure programs were placed on “Warning Status With Intent to Close the Program” and remain so at the time of this report (East Los Angeles College, Shepherd University, Charles R. Drew University and Napa Valley College). This status is noted on the BRN website homepage and on the BRN approved programs list per policy of the Board to inform consumers.

ELM programs at four California State Universities voluntarily closed. One will no longer offer a prelicensure nursing program (CSUDH), while three continue to offer prelicensure Baccalaureate Degree programs (CSULB, CSULA, CSU-Fresno).

2015-2017 GOALS AND OBJECTIVES

GOAL ACHIEVEMENT REPORT July 1, 2015 – June 30, 2017 This report is comprehensive for the period including information of the 2015-2016 annual report.

GOAL 1

Ensure that nursing education programs meet regulatory requirements, and that the curriculum content addresses contemporary political, technical, economic, healthcare and nursing practice developments. 1.1 Review prelicensure and advanced practice program content, including public health nurse

content, to determine compliance with regulatory requirements and Board policy, and if content reflects current trends in healthcare and nursing practice.

1.2 Maintain BRN policy statements that reflect current statute, regulation and policy. 1.3 Ensure that nursing education programs include the Scope of Practice of Registered Nurses

in California (BPC 2725) and the Standards for Competent Performance (CCR 1443.5) in their curriculum, and that advanced practice education program curriculum additionally includes Article 7 Standardized Procedure Guidelines.

1.4 Maintain awareness of current political, technical, economic, healthcare and nursing practice trends through attending and participating in educational conferences, committees and other events within California and nationally, for development of regulation and policy.

1.5 Monitor legislation affecting nursing education and convene advisory committees when appropriate.

1.6 Monitor nursing program curriculum structure and content for application of recommendations from the 2010 Institute of Medicine’s - Future of Nursing, Carnegie Study on the Transformation of Nursing Education, the Quality and Safety Education for Nurses (QSEN) Competencies, The Essentials of Baccalaureate Education in Nursing, The Essentials of Master’s Education in Nursing and other such works from established sources that present generally accepted standards.

1.7 Evaluate proposed new programs to ensure regulatory compliance and ability to secure necessary resources with timely program implementation adhering to the application process and timeline identified in regulations and policy.

1.8 Encourage and support graduate nursing education programs to prepare nurse educators and other nursing specialists to support implementation of the Health Care Reform Act of 2009. 1.9 Encourage nursing programs to schedule student attendance at a BRN disciplinary hearing

when possible to increase awareness of licensure responsibilities. ACHIEVEMENTS:

- Prelicensure and advanced practice nursing education program curriculum was regularly evaluated as part of scheduled continuing approval visits for application of contemporary standards including IOM recommendations, QSEN Competencies, Essentials of Baccalaureate Education and Master’s Education, inclusion of BPC 2725 and CCR 1443.5 content, and ensure compliance with regulations.

- 2015 and 2016 Director’s Handbook updated to ensure all BRN policy statements reflect current statute, regulation and policy.

- BRN NEC staff regularly participated in regional and statewide nursing program deans/directors meetings and conferences, NCSBN education and practice workgroup tele meetings, HealthImpact (formerly CINHC) meetings, Health Professions Education Foundation meetings, APRN Coalition tele meetings, CA Interagency Council on Veterans tele meetings, Institute of Medicine on-line workshops, and other events as appropriate or requested to maintain awareness and provide input.

- Prelicensure nursing program deans and directors were sent monthly e-mail reminders of BRN Board discipline hearings to encourage student attendance.

- Legislation affecting nursing education was addressed as part of the BRN Legislative Committee agendas.

- NECs Wayne Boyer and Susan Engle and SNEC Miyo Minato attended the Symposium Between Academia and Practice sponsored by the County of Los Angeles Department of Public Health in May 2016 where the discussion included exploration of the need to utilize ambulatory and community health settings for clinical education of nursing students.

GOAL 2

Provide leadership in the development of new approaches to nursing education. 2.1 Support creative approaches to curriculum and instructional delivery, and strategic

partnerships between nursing education programs, healthcare industry and the community, such as transition to practice and post-licensure residency programs, to prepare registered nurses to meet current nursing and community needs.

2.2 Review Nursing Practice Act regulations for congruence with current nursing education, practice standards and trends, and recommend or promulgate proposals for revisions to regulation that will ensure the high quality of nursing education.

2.3 Sponsor and/or co-sponsor educational opportunities for professional development of nursing educators and directors in service and academia.

2.4 Evaluate the use of technology in teaching activities such as on-line research, distance learning, Web-based instruction and high-fidelity simulation laboratory experiences.

2.5 Encourage and support programs’ development of articulation agreements and other practices that facilitate seamless transition between programs for transfer and admission into higher degree programs. 2.6 Collaborate with the BRN Nursing Practice Committee to review, evaluate and recommend

revision as needed of regulations pertinent to advanced practice nursing education. 2.7 Contribute to the NCSBN’s Transition to Practice Study, ensuring a voice for California

stakeholders. 2.8. Encourage programs to evaluate curriculum for inclusion of objectives and content to support learning emerging nursing roles of care coordinator, faculty team leader, informatics specialist, nurse/family cooperative facilitator, and primary care partner. ACHIEVEMENTS:

- In June, 2015 The BRN’s Nursing Workforce Advisory Committee (NWAC) and The Education Issues Workgroup (EIW) were combined to form the Nursing Education and Workforce Advisory Committee. This combining of committees was in response to a recommendation from the legislature during the BRNs sunset review process.

- The purpose of the NEWAC is to bring together educator, employer and practice representatives and stakeholders to:

• communicate, collaborate and assist one another on relevant nursing issues • identify how the Board might assist in these efforts • provide guidance to the Board on the content of surveys regarding RN workforce

issues and surveys of RN nursing education programs - A meeting was held on January 26, 2017 at BRN headquarters in Sacramento.

Workgroup participants include nursing program directors, staff from the BRN and the University of California San Francisco research center, and representatives from HealthImpact, Kaiser Permanente, and the Community College Chancellor’s Office, service partners, nursing union representatives, Nursing and Hospital Association representatives, Workforce stakeholders, and Board member Pilar De La Cruz-Reyes. Meeting topics included approval of subgroup (the education workgroup) to continue to meet with staff to work on the Annual School Survey, and to review/discuss RN recruitment in California, Clinical Practice Sites and displacement of students, clinical

simulation, changes in education for ambulatory care, and recent nursing education and workforce research.

- Information regarding registered nursing scholarship and loan repayment programs available through The Health Professions Education Foundation is provided via the BRN website homepage.

- Programs visited for continuing approval and proposed new programs were evaluated for the use of technology including simulation lab. The BRN Annual Survey includes questions which capture data regarding prelicensure programs’ use of simulation. - A BRN staff workgroup has formed and begun work to evaluate applications for

simulation in prelicensure nursing education and identify best practices for use in developing evaluation criteria.

- Results of the 2015 Simulation in Nursing Education Survey were reported to the Board. - The BRN adopted regulation on January 01, 2017 (BPC 2786.1(b)(c) requiring schools to

have a process to evaluate and grant credit for military education and experience and to review a school’s policies and procedures regarding granting credit for military education and experience at least once every five years to ensure consistency in evaluation and application across schools.

GOAL 3

Ensure that reports and data sources related to nursing education in California are made available to nurse educators, the public, and others, and are utilized in nursing program design. 3.1 Collaborate with the BRN contracted provider retained to conduct the consolidated online

annual school survey of the prelicensure nursing education programs in California, and publish survey results on the BRN Website.

3.2 Maintain and analyze systematic data sources related to prelicensure and advanced nursing education, including the use of simulation, reporting findings annually.

3.3 Provide information about nursing programs to the public. 3.4 Maintain information related to each prelicensure program and update periodically. 3.5 Provide data to assist nursing programs in making grant or funding applications. 3.6 Encourage prelicensure programs to utilize NCSBN data and analysis of entry level RN

practice to evaluate the effectiveness of their nursing education programs in preparing graduates for practice.

ACHIEVEMENTS: - Staff worked with the contracted vendor to prepare surveys and reports which were then

presented at meetings of ELC and the Board, published on the BRN website, and provided to other stakeholders as requested. Surveys conducted in collaboration with UCSF and other organizations and reported to ELC included the following reports for the 2014-15 and 2015-16 survey years: Annual School Survey Report, Regional Annual School Reports, and Post Licensure Program Annual Report.

- Data regarding prelicensure nursing programs’ use of simulation was captured and reported as part of the Annual School Survey.

- The Prelicensure Interactive Database which allows the public to select and review data by variables such as region, degree type and program type was updated with new data annually on the BRN website.

- Nursing program information has been maintained on the BRN website and includes lists of approved prelicensure and advanced practice nursing programs by type of program with hyperlink to school website, address and phone contact information. Information was updated annually and as changes were reported by programs.

- An Annual School Survey Webinar has been conducted by BRN and UCSF staff for nursing program deans and directors and other school staff to provide an overview of the survey and assistance with completing the survey. Questions are received and answered during and after the webinar. This and other feedback is used to continue to improve the survey and the surveying process.

- NECs and other BRN staff responded to phone (via BRN call center and direct calls) and e-mail (via DCA webmaster and direct) inquiries from nurses, general public, legislators and other stakeholders regarding nursing education.

- NECs encouraged prelicensure programs to utilize the NCSBN NCLEX-RN Test Plan and other related resources when evaluating a program’s curriculum/instruction as part of continuing approval visits, problem focused visits, and when consultation was requested by a program.

- Five years of attrition/retention data, and school and program accreditation information for each prelicensure program is now posted on the BRN website and is annually updated. 

GOAL 4 Facilitate and maintain an environment of collegial relationships with deans and directors of prelicensure and advanced practice nursing education programs. 4.1 Conduct an annual orientation for new directors and an annual update for both new and continuing directors of prelicensure programs. 4.2 Maintain open communication and provide consultation and support services to prelicensure

and advanced practice nursing programs in California. 4.3 Present BRN updates at COADN Directors’ Meetings, annual CACN/COADN Meeting, and

other venues as appropriate. 4.4 Conduct meetings as needed with advanced practice program directors to seek input, provide

updates and foster discussions regarding current issues, regulatory reform and other topics pertinent to advanced practice in California, such as the implications of the Health Care Reform Act of 2009.

ACHIEVEMENTS: - BRN Annual School Survey Overview Webinars were conducted on October 13, 2015

and October 7, 2016 to provide programs deans/directors easy access to instruction regarding completion of the survey.

- The Annual BRN Update for nursing education program deans and directors was presented in Fall 2015 and Fall 2016 to provide orientation for new directors, and provide instruction for both new and continuing directors regarding prelicensure program administration, continuing approval visit preparation of self-study, instruction regarding licensure application, and interactive question/answer opportunity. Updated Directors Handbook on CD was distributed to all prelicensure program directors prior to the Annual BRN Update in 2015. In 2016 the Director’s Handbook was available to Deans and Directors through the BRN Cloud.

- Each BRN approved prelicensure and advanced practice nursing program had an assigned NEC who provided guidance to the program through written correspondence, phone contact, and visits to the nursing program sites.

- SNECs and NECs attended meetings of CACN, COADN, HealthImpact (formerly CINHC), ICV, NCSBN and other groups to provide BRN activity updates and clarification of BRN regulations, policy and procedure.

GOAL 5

Monitor and evaluate the NCLEX-RN examination construction, process and test-taker outcomes, and maintain a collaborative relationship with the National Council of State Boards of Nursing. 5.1 Participate in periodic review of the NCLEX-RN examination process to ensure established

security, test administration procedures and other testing standards are met. 5.2 Encourage nurse educators and working RNs to participate in NCLEX-RN examination

panels to ensure consistent representation from California. 5.3 Participate in NCSBN committees and conferences to maintain representation from

California. 5.4 Monitor and report California and national NCLEX-RN first time pass rates of California

candidates, including results for internationally educated candidates. 5.5 Provide input into the NCSBN Practice Analysis, Test Plan revision and passing standard as

requested or appropriate. ACHIEVEMENTS: - For the last two years, California successfully achieved annual (July 1-June 30) NCLEX-RN

exam pass rate results at or above the national rate for similar size state board of nursing jurisdictions with a comparable number of first-time exam testers.

- The NEC NCLEX staff liaison collaborates with BRN licensing/administrative staff and NCSBN/PearsonVUE to ensure effective processes and the timely distribution of NCLEX-RN pass rate results to the Board, California schools and other interested stakeholders occurs.

- Quarterly, annual and trended NCLEX-RN exam results are reported to the Board as results become available from NCSBN/PearsonVUE.

- Board processes ensure accurate NCSBN/PearsonVUE and CA NCLEX-RN databases and statistics are available and published.

- NECs monitor NCLEX-RN exam first time candidate pass rate results for their assigned programs and initiate timely/follow up when a program performs below the required annual (July 1-June 30) 75% or higher pass rate threshold. A program’s approval status may be changed if the program fails to comply with required pass rate stated in CCR 1431. This may include being placed on “Warning Status With Intent to Close the Program”.

- NECs, BRN staff and California pre-licensure programs receive updated NCSBN NCLEX-RN exam information as it becomes available.

- Nursing Education Consultants (NECs) participate in NCSBN education committee and practice committee tele-meetings several times a year.

to streamline the application evaluation and processing enabling processing time for California graduates to be reduced within 2 -4 weeks of receipt of transcripts.

- Licensing Unit has implemented a cloud based system to allow California programs the opportunity to submit graduate transcripts electronically to the Board eliminating the need for paper transcripts.

- With implementation of a cloud based system this has allowed the Licensing unit to implement process changes which include:

o Elimination of the California Roster process o Elimination of deficiency letters due to the former Roster process o Issuance of an RN license within days of an applicant taking and passing the

NCLEX exam - Licensing Unit has decreased the timeframe for applicants to apply online from 4 weeks

to 2 weeks prior to graduation. Thus reducing the overall timeframe to review and make applicants eligible to exam.

- Licensing unit has streamlined internal business process to be in line with Online applications eliminating the need for paper documents.

- Licensing unit created a specific email address for program directors to allow timely communication and responses to questions.

BRN issued 259 continuing education provider numbers. -Systematic random audits of Registered Nurses were conducted by the Renewals Unit staff to monitor compliance with renewal requirements. FY 2015-2016 = 2,718 audits FY 2016-2017 = 8,800 audits. -BRN is reviewing processes for continuing education and continuing education providers including audits of continuing education providers.

Respondents were asked to answer the following four questions for each course they offered during the survey time period for up to seven courses. If they offered more than seven courses, they were to provide answers for the top seven. If less than seven, then to complete only for the corresponding number of courses offered and continue on to following questions. Two hundred and fifty-two Continuing Education Providers responded to this question asking if they are a continuing education provider approved or accredited by a third party accrediting agency. Of those who responded, 62 (24.6%) responded that were approved or accredited by a third party. The remaining 190 (75.4%) responded that they were not approved or accredited by a third party.

Of those that responded that they were approved or accredited by a third party accrediting agency, 30% reported they were approved by their State Board of Nursing other than California, CME (25%), ANCC (22%), or ACPE (8%). The majority (55%) reported another (listing a variety) of other approving or accrediting agencies.

Additional information about the CE Providers: Fifty-two percent of the respondents reported that that their continuing education courses are developed by content experts in the health care field who are nationally certified by ANCC (31.8%), AANP (22.5%), AACN (21.7%), NCC (7.8%) and PNCB (4.7%) and a variety of other agencies were also added under “other”. One hundred and twenty-four respondents out of 245 responded that the courses offered by their organizations are taught by content experts in the health care field who are nationally certified by a credentialing organization in the course specialty. The majority (84.5%) of respondents reported that each course is supported by evidence-based research that is reinforced by peer reviewed journals/sources. In addition, a variety of comments were received that are being reviewed by BRN staff.

April 2017 CE Survey of Other Jurisdictions Data Summary

The purpose of the survey was to seek information from state board jurisdiction on continuing education (CE) and continuing education providers (CEP) to inform the California Board of Registered Nursing. A 29 item survey was developed using the National Council State Board of Nursing survey tool. Response rate: Thirty-three of 56 Registered Nursing and Practical Nursing board jurisdictions Does your state board of nursing require licensees to complete CE requirements for license renewal?

Since the 2013, Georgia has been added to the list of those states which require continuing education for RN license renewal. When asked if the jurisdictions require licensees to complete continuing education requirements for license renewal, there were a variety of responses, below are some examples:

Various number of hours from 15 to 30 hours every two years and others required clinical practice hours in lieu of continuing education hours.

Some jurisdictions only require Advanced Practice Registered Nurses (APRNs) to complete continuing education for license renewal.

One state determines that if the RN is working at least 520 hours, they would not need to complete the required 24 contact hours. The RN would need to submit employment verification or completion of the required contact hours applicable to nursing practice or current certification in a nursing specialty area.

Another jurisdiction responded that they require 15 practice focused contact hours from a nationally recognized or state continuing education approval recognized by that board or certification or recertification during the renewal period by a national certifying body recognized by that state board’s jurisdiction.

Sixty-five percent of the respondents do not require specific courses for licensure renewal. Twelve of the state board of nursing jurisdictions required specific courses for licensure renewal. Table 1 provides some of the courses that are required by these jurisdictions, some of which is required if the RN is working in specific areas of nursing.

Fifteen percent of the respondents shared that they use a tracking system or software product to track continuing education completed for licensure renewal. The remaining respondents (85%) did not use a tracking system or software product. Two respondents reported that they use CE Broker. California tracks the licensee response that they completed the 30 contact hour requirements. If the licensee is audited, the licensee would submit the certificates of course completion.

CE providers be nationally accredited to provide continuing education hours. If they do not have American Nurses Credentialing Center (ANCC) or CME approval,

they must also submit their courses for approval. CE must be in the area to improve the licensee’s practice. There must be objectives,

instructor with credentials, dates, title, attendance verification, and must be currently in practice. Providers are encouraged to include a statement that the activity was designed to meet the respondent’s board of nursing rules.

All CEP must apply through CE Broker for approval. The following Table is in response to the challenges the state board of nursing experienced when approving providers: Table 3 Challenges Applications are received that do not demonstrate compliance with the regulations such as instructors do not meet the minimum qualifications, courses are not appropriate for CNE, no evidence of nursing input or evaluation in course development, and the use of references that are no longer current. Not meeting or lack of understanding of the regulatory requirements or the content not meeting the statutory definition of CNE The challenges are with the approval of the courses. It is rare that it is determined that instructor qualifications are insufficient. The approved providers must have RN consultant and licensed by that state board of nursing. This is sometimes a challenge for out of state providers. Not providing required/complete paperwork to the Board for consideration. Workload, expected quick turnaround times.Mainly the content is not nursing focused or practice related. Majority of state boards of nursing do not review all continuing education courses offered by a CEP approved by their board of nursing. In addition, 27 of 30 respondents shared that their state board of nursing does not require that all continuing education courses be evidence-based. For those state boards of nursing that require that all courses are evidence-based, the board determines that the course is evidence-based:

Random audits. Providers are required to list current references (within 5 years). Applicants are required to provide an evaluative method for ensuring that courses are

relevant, current, and evidence-based.

Course must be applicable to nursing practice. Peer reviewed (university professor or an RN) would suffice. Expectation is for the majority of bibliography sources to be current (within the last five

years) and the faculty to be current and pertinent to teach the subject matter. Review of evidence, reference list.

All of the respondents reported that their state board of nursing does not have any evidence that continuing education courses have had an adverse effect on public safety. In conducting a literature search on this subject matter, no evidence populated for this matter. A variety of responses were received to describe how state boards determine that courses do not meet the continuing education requirements for that state. Some responses included random audits of the courses submitted by the RNs, certificate of completion has to meet certain criteria to be accepted, boards rules provide clear direction on appropriate subject matter and courses are reviewed by professional experts. When a continuing education provider application falls out of the approval guidelines established by the board of nursing, the following were reported as actions that are taken by the board:

Applicants are required to resolve outstanding issues within 12 months of the initial filing date. Applications that remain incomplete with outstanding issues expire after 1 year.

The entity is notified of the denial of the providership and reasons for the denial. There have been no next steps if denied. Usually, the provider will correct the deficits. An audit is performed if the Board receives a complaint or if the provider is randomly

chosen for an audit. The provider has to submit to the ABN every 4 years Continuous Provider Application which includes specific information. The application is reviewed and if guidelines are not being followed the provider is notified and corrections have to be made before the provider has the status as continuous approval.

The associate director of CE contacts the approved provider to discuss any issues that are reported by attendees or the public. When the providers renew every five years, they send in one of their course examples. If a policy or procedure does not meet requirements, the providers are given 30 days to correct the issues. Any issues that cannot be resolved by the associate director may be escalated to the full board to discuss.

Nursing Education Consultant determines non-compliant content and determines if only the specific class will not be accepted for CE credit by the Board or if the provider will lose approval status based on numerous/egregious non-compliance issues. Loss of provider approval status would be determined in agreement with the Supervising Nursing Education Consultant.

When asked if a licensee is audited at the time of license renewal and submits a continuing education certificate that was issued by a continuing education provider approved by another board of nursing, does your state board of nursing accept the continuing education credits for license renewal, those that responded to this question (28) said yes.

When asked if your state board of nursing has a partnership with industry to identify continuing education needs relevant to the current practice of nursing, majority of the responses were no (29). When respondents were asked if their state board of nursing requires continuing education providers to be approved by a national nursing accrediting or approving agency, the response was even with 42% responding yes and 42% responding no and the remainder responded not applicable. National League for Nursing 13 8% other 6 4% When asked what qualifications are required for state board of nursing staff responsible to review continuing education provider courses and conducting audits, the most frequent responses were RN staff, Nursing Education Consultants, Board members, Board staff familiar with requirements, Executive Director. When a degree was mentioned, twice it was Bachelor of Science and three times a MSN. Majority of the respondents (22) do not use an audit tool to audit continuing education provider course offerings. Of those who responded yes, one uses the same checklist that encompasses the rules that is used for initial approval. Another respondent noted that they use a self-made tool to check hours, verification of practice and CE certificates.

Many of the respondents (14) reported that their state board of nursing continuing education provider renewal does not use an automatic renewal process, while 6 said they do and another 12 answered not applicable. For those who do not have an automatic renewal process, they often require additional paperwork, documentation, or internal audit. Respondents included information about the steps their state board of nursing would take if a continuing education provider did not meet their state board of nursing regulatory requirements. Responses ranged from would not accept or terminate them as a provider to not accepting the courses from the RN. One Board indicated they work with the providers to determine the case of the problems and solve them. Seven Boards responded they had an appeal process to withdraw a provider number and the most common process was to request a hearing with the Board/attend a Board meeting.

The program submits a detailed written assessment of the factors contributing to the annual substandard pass rate along with a corrective action plan to improve the annual rate. The NEC summarizes the program’s NCLEX assessment and improvement action plans in the ELC/Board meeting materials per the 3/16 revision of the Licensing Examination Passing Standard EDP-I-29 document. If a second consecutive year of annual substandard performance occurs, a continuing approval visit will be scheduled within six months, and the NEC’s continuing approval visit

The Licensing Program evaluators are currently processing the initial review of exam and endorsement applications received in mid-June 2017. The Licensing Chief and Assistant Executive Officer continue to present an overview regarding the application and eligibility process to California students at every Board petitioner hearing day. The Board continues to utilize the CloudDrive to receive electronic transcripts from California programs. The Licensing unit has received and processed over 6,300 electronic transcripts from the approved California programs for our 2017 spring graduation season. The Board is continuing its efforts to streamline business processes and has started the preliminary process of accepting electronic transcripts from applicants who graduated within the United States. The Board is in the process of updating the website and all application instructions to include this process. An email address has been created to solely accept electronic transcripts from school institutions and transcript vendors via a secured method. The email will be monitored daily by the technical support unit who will continuously attach transcripts to the application transactions and forward them to the evaluators to process. This process is scheduled to be implemented in time for the Fall graduation season. The DCAs SOLID Occupational Change Management (OCM) unit is continuing to meet with staff and management regarding our business processes. OCM has completed a draft of the business process maps for the Licensing Support Unit and is in the process of completing the maps for the Advanced Practice and US Evaluations unit. Once the process is completed the Board will consider all recommendations made for potential changes that could assist in streamlining and reducing processing timeframes. The Green Project: The Board has launched The Green Project website page. What is the Green Project? Well the initial launch of the Green Project is the Boards endeavor’s to eliminate paper renewals and plastic pocket RN cards, but will encompass additional future changes to board business processes and customer service efforts. The initial launch of the Green Project included the elimination of the 6-page paper renewal notification for the RN license and each certification. The new renewal notification will be 1-page and will include notification for the RN and any certifications held by the licensee. This new renewal notification also directs the licensee to renew online no longer providing a return renewal coupon or return envelope. This change will take effect with the renewal notices being set out at the end of September. Also, included in this launch is the elimination of the plastic RN and certifications pocket cards. These cards were sent out to licensees upon initial licensure and upon the renewal of their RN license and certifications. License statuses can change at any time during the two-year renewal cycle. The most up to date information about licenses and certificates is available through the online license verification system, BreEZe. Changes made to a license status are immediately reflected on the BreEZe system. Employers can verify license status online 24 hours a day, 7 days a week.

This is an ongoing project and many staff were involved in making it happen. I want to take the opportunity to thank staff for all the hard work and effort put into this project. With the support of Dr. Morris to move forward with these changes our BreEZe SMEs (former SMEs: Christina Rice & Laurie Brunner and current SMEs: Jessica Hardwick, and John Shicora) worked diligently to identify all areas of BreEZe where changes need to be implemented, working closely with DCA and the vendor to ensure the changes were possible, submitted all of the appropriate SIRs, drafted the new letters and notices that will be sent out and for testing the many SIRs to ensure all get implemented without any issues. Our website design changes are thanks to Jennifer Roseberry who is always willing to take on the challenge to improve our website and incorporate new ideas into the existing website. She updated the home page banners and created a separate Green Project page to provide updated information and FAQs regarding our upcoming changes. The Board worked with DCA Public Affairs unit to create a media campaign which included changes to the Board’s website, the addition of Green Project specific banners and buttons for the Board’s Facebook page and DCA Twitter account with specific posts to be launched over the next few months. Future Green Project enhancements for applicants and licensee’s will include:

Future Green Project enhancements for back office (BRN staff) BreEZe will include:

Implementation of work Queues for all application types o Slated for implementation late 2017/early 2018 o Work queues will allow supervisory staff to assign work directly to staff and monitor

incoming workloads to ensure the Board is within statutory processing times. Elimination of creating paper file folders for incoming applications

o Slated for implementation late 2017/early 2018 o With the implementation of online only exam, endorsement applications and internal

BRN BreEZe work queues the need for actual file folders will no longer be necessary to monitor incoming applications.

All the Green Projects that are currently being implemented and those to be implemented in the future will include some cost savings to the Board. The savings will be spread throughout the various processes changed and will include: cost of pocket card contract, paper, printing, envelopes, postage, scanning services, file storage, file folders and labels. The Boards budget will be monitored over the next fiscal year to identify the areas where cost savings occur. Staffing Updates: Currently the Licensing, Administration, Call Center and Renewals units has thirty-four (34) permanent vacancies. Several of these vacancies are part of the recently approved BCP that became effective July 1, 2016. Others are due to staff movement and promotions. Below is a chart outlining the status of each unit’s vacancies:

The Board was approved for a new Staff Services Manager I (SSMI) position in the Licensing unit, through the Budget Change Proposal process. The Licensing Chief worked with the Licensing Program Manager, Long Dau, to reorganize the work units among the two Licensing managers. The new SSMI is responsible for the Advance Practice and U.S Evaluations units while the existing SSMI, Long Dau, is now the manager over the International Evaluations and Technical Support units. I would like to announce the promotion of Mario Zetter to the SSMI of the new Advance Practice and U.S. Evaluations Licensing unit. Mario has worked for the Board for 10 years and earned a Bachelor’s

degree from CSU Sacramento. He has extensive licensing experience and has worked in various capacities of the licensing unit. He has knowledge of the overall licensure process for RN and advance practice nurses, a thorough knowledge base of the BreEZe system and has been a BreEZe subject matter expert for 3 years. Mario has been the designated licensing trainer and is also one of the Board’s QBIRT experts creating customized statistical reports for the licensing unit. I would like to take this opportunity to welcome Mario into his new role as a Staff Services Manager over the Advanced Practice and U.S. Evaluations unit. We are looking forward to the benefits of now having two managers in the Licensing units to provide additional oversight of the workflow and processing timeframes, as well as ensuring that business process improvements continue to progress. Additionally, I would like to announce the promotion of Ronnie Whitaker into the SSM I position over the Administration, Renewals and Public Information Units. Ronnie has also worked for the Board since 2009 in the Decisions & Appeals and Administration units. Ronnie earned a Bachelor’s degree from CSU Fresno in Business Administration Management. He has a thorough knowledge base of the Board’s budget, regulations, contracts, fingerprinting compliance, HR and the BreEZe system. Ronnie is also well versed in using the QBIRT reporting system to create specialized reports for executive staff. We welcome Ronnie into his new positions and look forward to working together to implement the Boards goals and vision and improve our Board’s customer service. STATISTICS: The Board is currently using Quality Business Interactive Report Tool (QBIRT) and can create and run various reports upon request.
