Additional information to be provided at the meeting as project is in progress and rapidly coming to a close. Action Needed: No action required. Town Manager With the amendment to NCGS 160A-58.64 barring involuntary annexation without referendum and the many undeveloped parcels within the Town of Swansboro’s Extraterritorial Jurisdiction and subsequent impact from future development on town assets (particularly Fire, Police and Stormwater), an incentive policy should be reviewed to entice property owners and developers into voluntarily annexing into the town limits to assist with cost recovery from related impact. In addition, without the Town providing water and sewer as a result of ONWASA, enticement into the town’s corporate limits is made further difficult without incentive. Action Needed: After discussion and if desired, direct staff to bring proposal for future amendments to the Town’s Code of Ordinances for voluntary annexation incentives and policy.

______________________________________________ Item To Be Considered: Bulletproof Vest Partnership Grant Board Meeting Date: July 11, 2017 Prepared By: Sonia Johnson, Finance Director Overview: The Bulletproof Vest Partnership initiative provides critical resources to state, local, and tribal jurisdictions for the sole purpose of purchasing body armor for sworn law enforcement officers. BVP reimburses jurisdictions up to 50 percent of the cost of each unit of eligible body armor purchased for law enforcement officers. Staff made application for reimbursement and hopes to hear from the US Department of Justice within 3 months. The purchase of bulletproof vests was budgeted in FY 17/18. Recommended Action: None Provided for informational purposes only.

______________________________________________ Item To Be Considered: Resolution to Adopt a Request for Services of NC Rural Planning Center for Assistance with Development of an Economic Development Strategic Plan Board Meeting Date: July 11, 2017 Prepared By: J. Scott Chase, AICP – Town Manager Overview: Since February 23, 2016, the Strategic Planning Committee has worked diligently in the development of a Strategic Operating Plan. Thus far, the committee has provided recommendations on the FY 16-17 and FY 17-18 budgets respectively and the town’s first Capital Improvement Plan. In addition, following the UNC School of Government’s model strategic planning tool, has conducted an environmental scan of town assets and abilities and performed a SOAR analysis (Strengths, Opportunities, Aspirations, Results). The Committee has provided great insight on topics of governing, tourism, commerce, transportation, recreation and land use. However, we are about to embark upon one of the most critical stages, that is developing a vision for our community. Without a compass, another word a vision, decisions are often left to a few with the best of intent and information available. The town has made remarkable advancements over the last 10 years but will have to be strategic in its next steps from economic development to the general operation of the town. With that said, town staff has requested the assistance of the NC Department of Commerce to assist in facilitating and getting the visioning process, our “compass” off the ground. The Rural Planning Center Team will be led Mark Sutherland, Southeast Prosperity Zone Economic Development Planner.
Mark will be on hand to review the process in completion of the plan. A resolution requesting the NC Department of Commerce’s services will be required before commencement of the process. The service will be free of charge to the Town of Swansboro.

Resolution Requesting the Services of the NC Rural Planning Center for Assistance with development of an Economic Development Strategic Plan
WHEREAS the Board of Commissioners of the Town of Swansboro would like to request assistance with development of an Economic Development Strategic Plan and WHEREAS the Board of Commissioners would like assistance with this project from the North Carolina Department of Commerce, Rural Planning Center; and WHEREAS the Rural Planning Center and the Town have reached an agreement on the work to be performed; NOW THEREFORE BE IT RESOLVED that the Board of Commissioners of the Town of Swansboro hereby requests the Rural Planning Center to assist the Town with development of a Strategic Plan and is committed to the planning process and the implementation of this project when the work is completed. WHEREAS parks and recreation programs are an integral part of communities throughout this country, including the Town of Swansboro; and WHEREAS our parks and recreation are vitally important to establishing and maintaining the quality of life in our communities, ensuring the health of all citizens, and contributing to the economic and environmental well-being of a community and region; and WHEREAS parks and recreation programs build healthy, active communities that aid in the prevention of chronic disease, provide therapeutic recreation services for those who are mentally or physically disabled, and also improve the mental and emotional health of all citizens; and WHEREAS parks and recreation programs increase a community’s economic prosperity through increased property values, expansion of the local tax base, increased tourism, the attraction and retention of businesses, and crime reduction; and WHEREAS parks and recreation areas are fundamental to the environmental well-being of our community; and WHEREAS parks and natural recreation areas improve water quality, protect groundwater, prevent flooding, improve the quality of the air we breathe, provide vegetative buffers to development, and produce habitat for wildlife; and WHEREAS our parks and natural recreation areas ensure the ecological beauty of our community and provide a place for children and adults to connect with nature and recreate outdoors; and WHEREAS the U.S. House of Representatives has designated July as Parks and Recreation Month; and WHEREAS the Town of Swansboro recognizes the benefits derived from parks and recreation resources NOW THEREFORE, BE IT PROCLAIMED, that I, Scott Chadwick, Mayor of the Town of Swansboro, do hereby proclaim that July is recognized as Park and Recreation Month in the Town of Swansboro and urge all citizens to join me in celebrating. Scott Chase, AICP – Town Manager Overview: Mayor & Commissioners, With the amendment to NCGS 160A-58.64 barring involuntary annexation without referendum and the many undeveloped parcels within the Town of Swansboro’s Extraterritorial Jurisdiction and subsequent impact from future development on town assets (particularly Fire, Police and Stormwater), an incentive policy should be reviewed to entice property owners and developers into voluntarily annexing into the town limits to assist with cost recovery from related impact. In addition, without the Town providing water and sewer as a result of ONWASA, enticement into the town’s corporate limits is made further difficult without incentive. An immediate incentive that could be offered to a property owner, particularly a developer, would be to waive all permit fees and pay for partial connection for water/sewer for a new home and or business. Most recently, a minor plat subdivision has been brought to the town for approval for 4 lots located off Mt. Pleasant Road. The lots are situated contiguous to the corporate limits of Swansboro. As you are aware because of the partnership with the county (White Oak Fire District), these parcels will be served by municipal fire services. On occasion due to our mutual aid agreements and these parcels being within the extraterritorial jurisdiction of the town, police may respond to incidents as well. Last, in managing the town’s stormwater infrastructure, these properties would be assessed a stormwater utility fee that would serve in helping to pay for ditch maintenance in partnership with NCDOT along Mt. Pleasant Road. A quick analysis is being provided on the incentive and the return on investment back to the Town as a result: For a 2,000 SF dwelling, permit fees will typically cost (one-time) $3,577 including stormwater fees and sidewalk in lieu of. Depending on the value of the home, $100/SF, the annual taxes (town only) would equal $700/year. To fully recoup the waived permit fees for the 4-lot subdivision

would be assumed in year 6. The parcels after the 6-year period would be contributing towards fire and police services in the form of tax collection and the annual stormwater fee. In addition, the parcels would be added customers for solid waste collection. As indicated in the 10-year analysis below, it is estimated without the parcels being in town limits, the parcels will result in an assumed loss after the 10-year period. In year 10, the non-annexed parcels within this minor plat subdivision will begin to cost the town in non-taxable provided services based on one-time permit fees. Assuming a consumer price index increase to provide services, a loss will occur prior to the 10-year period. Based on the table below, the difference in cost recovery over a 10-year period with incentives is $9,221 in favor to the town. Please note the minor subdivision is allowed by right.

Not all voluntary annexation petitions would be a good fit for the town. However, with the properties along Mt. Pleasant Road, the town would not have to provide road maintenance as new streets are not being dedicated to the town. Parks and Recreation • A steady increase in overnight dockage is being seen.
o YTD: $11,702 / Expenses YTD: $4,053
• Preparations ongoing for the establishment of a pre-school program through Parks and
Recreation beginning September 2017.
• Summer Day Camp registration complete, spaces have been filled for 11 weeks of camp.
• Transition continues for the Swansboro Festival Committee. Meeting scheduled with
Finance Chair of committee and Finance Director to establish accounts.
o Arts by The Sea was successful – Park and Recreation shadowed festival committee
members throughout the event.
• Staff pursuing Silver Sneakers to be able to promote health towards senior citizens and
receive a return on memberships.
• Held a Senior Fit program – 13 participants in the series
• Lady Swan cruise series continues: 242 participants to date; $520 profit
• USCG Auxilary held a boater safety course on June 24; 9 participants
• MOU under review with the SAC to allow more responsibilities to remain with the SAC
board as opposed to merging with the Department.
• Attended Parks and Recreation Board meeting June 21, 2017
• Hosted Moana Movie Night and Luau in Olde Towne Square on June 9 – an estimated 300
people attended.
• Partnering with Eastern Exotics to host an exotic animal show and tell on July 10 at Town
Hall – 103 currently registered – program moved to Town Hall.
• Review of Seasonal Laborer position applications ongoing for various Parks and Recreation
pages and listservs.
• Advertising and ticket coordination under way for the Slide the City event July 15, 2017;
downtown 10am-6pm. A variety of ticket options are available through
Swansboro.recdesk.com. Free activities will be available - Inflatables, food trucks, games
and other activities will be available. Residents and businesses will be notified of street
closures the week of the event. Residents along the slide portion of Church Street have been
notified and approved the activities.
• Work ongoing CAMA Major permit application – Ward Shore Park Living Shoreline
project. Meeting has been held with CAMA field representative to assess project/permit
needs. Contract has been received from NCDEQ.
• Met with grant coordinators from CAMA and CRFL to discuss matching funds from each
grant to minimize the local match for the Bicentennial Park. Contracts are being modified to
accommodate the request. Both funding agencies approved the modification. There will be
no local cash requirement for the grant.
• CAMA permit modification for Bicentennial Park has been submitted, extension has been
approved and modification is in process.
• Staff processed multiple special event applications and assisted with booking facilities,
completing sign permits and helped with event advertising where applicable.
• Updates to the Parks and Recreation webpage continue.
• Facebook management continues – 4,516 total page likes.
• Instagram management / currently 272 followers; increase of 34 since May.

Planning Board
Prepared the June 5 packet for the Planning Board, including the Special-Use Permit
application for Swansboro United Methodist for three wayfinding signs and a cleanup
amendment.
Historic Preservation Commission
The June 20th meeting was canceled.
Regional Meetings
Attended the Onslow County Transportation Plan meeting June 20th. A separate public
meeting is planned for Swansboro sometime in August.
Status of Projects
• The Swansboro House, 80 unit assisted living will be considered for recommendation to
the Board at a Special July 10th Planning Board meeting.
• The ABC store plans have been reviewed by TRC, and Planner is currently working with
the H&H Landscaping on the landscape plans and residential buffers.
• Working on Strategic Planning with the Manager as well as the CAMA Land Use Update.
Grant award notification has been received.
• Working on the Special-Use Permit for Emergency Animal Hospital, which should go to
the Planning Board in August.

Public Works
• Preparations completed for both Arts by the Sea and July 4 Festivals.
• Meeting with Duke/Progress for underground service lines at Public Works and removal of 3
service poles.
• Parking lot cut at Public Works for Duke/Progress to install underground service lines.
• New lights installed in Community Room, small Meeting Room and lobby area.
• 4 speakers and cables mounted to walls in Community Room.
• Grading and forming completed around PSB addition for new patio.
• Grinder pump moved from PSB addition area to allow for new patio installation.
