Please consider the Charter Township of Shelby as an applicant for a loan under the Federal R.eCovery lone Program administered by the County of Macomb. It is our .. understanding that we could be eligible to borrow monies under the credit of the County" // witty4S% of the interest being absorbed by the Federal government under this program" . .

/ Shelby Township is a grOWing community, with grOWing needs to provide health·, safety and welfare support for our residents. Unfortunately, while the needs of the residents are a top priority for us, the state shared revenue we receive is at an alltime low. Our police department, and 41-A District Court, are operating under conditions that are questionable for safety. We are in need of assistance to build thes'e bUildings as soon as possible with ~ny financial assistance we can obtain.

Please consider us favorably for funds estimated at about $9 million dollars for these projects.•

Enclosed is a copy of the bond proposaL As voted bonds,Jhe taxpayers in the School District will be responsible for the repayment of the bonds purspaflt to a separate debt millage levy for the bonds. Dear Mr. Cassin:

On behalf of the Warren Consolidated Schools District (the School District"), I am requesting that Macomb County make the necessary [mdings and establish the boundaries of the School District as a "Recovery Zone" and make an allocation of the County's Reco~7r{Zone Economic Development Bond volume cap to the School District.

/' The School District's voters recently approved a'bond proposal authorizing the School District to

i~65,705,OOO of capital improvement bonds to finance various capital improvemcnts to "the" School District's facilities. Enclosed is a copy of the bond proposal. As votcd bonds, the taxpayefS-'rfi the School District will be responsible for the repayment of the bonds pursuant to a separate debt mil1~ge levy for the bonds. The Sehool Distriet intends to issue the bonds in multiple series.

The School Distriet is in'the planning stages of the issuanee of the first series ofbonds authorized by the voters. The first series of bonds will include approximately $35,00.0,000 of Build America Bonds. It would certainly benefit the School District's taxpayers if all or a portion of these Build America Bonds could be issued as 7ry Zonc Economie Development Bonds instead.

On behalf of the Macomb Community College (the "College"), I am requesting that Macomb County make the necessary findings and establish the boundaries of the College as a "Recovery Zone" and make an allocation of the County's Recovery Zone Economic Development Bond volume cap to the College. /

The College is proposing to issue approximately $10,000,000 of Build America B'lJ'dS and/or traditional tax-exempt bonds to finance the construction of a new building/to be used by the College in its University Center Program tt would certainly benefit the College if all or a portion of proposed bonds could instead be issued as Recovery Zone Economic Development Bonds.

This bond program greatly expands the type ofproject which can be financed by private developers using a governmental cconorpic development corporation. Previous to the enactment of this program, only "manufacturing-facilities" were eligible to use EDC bonds. Now private commercial projects, except for !h6~e specifically stated above arc ail eligible to use EDC bonding.

Once designated, bonds issued under either of the two Programs may only be issued for projects within the Recovery Lone.

As noted above, Recovery Zones arc apdsd'esignated by state or local governments as having significant poverty, unemployment,bomc-foreelosure rates or general distress or any area [or which a designation as an empowennent zone or renewal community is in effect.

Given the extremely p9Pf?vtichigan economy, the entire geographic area ofMacomb County, ineluding the Citieyrt" Warren and Sterling Heights, is eligible to be designated as a "Recovery
