Council plumps for parks, trees to trump congestionENVIRONMENT

Sunshine North has been identi� ed as a priority area in a plan designed to increase liveability in the west.

� e Greening the West report, co-authored by Brimbank council, nominates Sunshine North for future expenditure to boost health and wellbeing given the current high rates of type 2 diabetes – seventh-worst in the state – and a lack of open spaces.

Brimbank had the third-highest rate (16.7 per cent) of people reporting high or very high levels

of psychological distress. And the data showed 52.2 per cent of Brimbank

residents were overweight or obese. Infrastructure and environment director

Paul Younis said the council’s focus was to

improve the percentage of tree coverage in streets and parks while improving the quality of open space.

“Brimbank City Council is committed to improving the public realm through the ongoing implementation of the Creating Better Parks plan, which has signi� cantly improved the quality of our park network with over 70 parks upgraded since 2008.’’

� e report, which also involved other councils and government agencies, including Parks Victoria and Melbourne Water, will be used as a platform to seek funding. \

Disgruntled Brimbank residents have held a protest outside the Sunshine o� ce of Western Metropolitan Liberal MP Bernie Finn over a perceived lack of consultation about noise walls planned for Sunshine West, Albion, Ardeer and Deer Park.

About 60 people took part in the October 1 protest against the Regional Rail Link proposal. “Residents are very upset about the lack of genuine consultation and the fact that the decision to build this noise wall appears to be a fait accompli,” protestor Geraldine Brooks said.

As reported by the Weekly, Brimbank council announced last month it would push for another community forum to allow residents to voice their concerns.

But the Regional Rail Link Authority said no further forums were planned.

Police will target � ve Brimbank collision hotspots with a cutting-edge patrol car this summer .

Victoria Police’s new BlueNet vehicles, which will be trialled in four police regions including Brimbank, are � tted with the latest automatic number-plate recognition facilities, in-car video and mobile data technologies.

Brimbank highway patrol’s Inspector Simon Stevens said police would use the $75,000 car to crack down on recidivist

drivers along the Western Ring Road between Tullamarine to Laverton; Ballarat Road between Deer Park and Braybrook; Kings Road from Taylors Lakes to St Albans; the

Melton Highway from Sydenham to Keilor Lodge; and Main Road East/West in St

Albans.“BlueNet is an important piece of

technology,” Inspector Stevens said. “It provides capacity to

increase our ability to apprehend recidivist disquali� ed, suspended

or unlicensed drivers, and to prevent people using unregistered and stolen motor

vehicles.

“Prevention is the key to reducing road trauma. BlueNet technology will strengthen our capabilities in this area.’’

Cameras mounted on BlueNet cars take half a second to scan vehicles as they travel past, alerting police to unregistered or stolen vehicles and unlicensed drivers .

In a single shi� , up to 5000 vehicles can be checked by the system.

“� e technology in these vehicles dramatically improves police e� ciency and drastically increases the number of licence and vehicle checks o� cers can conduct on the frontline,’’ Police Minister Kim Wells said. \

� e 32-year-old will put her training into practice by taking part in this Sunday’s Eureka Climb.

Participants will ascend 1642 steps to the Eureka Tower’s observation deck, raising funds for youth charity Whitelion and surgical treatment organisation Interplast.

council demands more cash for aged

Melton council has called on state and federal governments to increase investment in aged care a� er Western Health’s decision to close Reg Geary House in Melton South.

� e closure of the centre was announced on October 25, with the organisation stating it no longer met the needs of its 30 occupants.

Mayor Bob Turner said the council was concerned, especially because the closure would lead to unemployment for some Melton residents.

“Council calls on the state and federal health ministers to take appropriate action to address the extreme shortage of nursing home beds in the west and, in particular Melton,’’ he said.

‘‘In recent years we have seen signi� cant expenditure in prisons in our region, but we would really like to see more investment in our health-care system, including aged-care facilities for our ageing population.

‘‘� ese are residents who have made signi� cant contributions to their community and deserve better at this time in their lives.”

Cr Turner said there were � ve aged- care facilities in Melton, including Reg Geary House, with limited vacancies.

In Parliament last week, Melton Labor MP Don Nardella called on Health Minister David Davis to prevent the closure .

“I look at the Western Health annual report and note it made a surplus of more than $4 million . . . to say [they] could not a� ord to look a� er residents at Reg Geary House and could not look at increasing the standards and meeting accreditation is just not right.”

In a statement, Mr Davis’s spokesman said the closure of the centre was a decision made by the Western Health board. \

MAN ON DRUG, gun charges A Sunshine North man has been charged with drug and � rearms offences after an incident at a house in Warwick Road, Keilor Downs, about 6am last Wednesday . Police allegedly found a .22 calibre pen pistol and small quantities of heroin and amphetamine in the man’s pockets. Maribyrnong mayor Grant Miles says the decision by the Victorian Commission for Gambling and Liquor Regulation (VCGLR) to reject a bid for 19 extra poker machines in Braybrook is a win for the community.

� e Braybrook Hotel wanted to increase its number of pokies to 50 as part of a $6.2 million redevelopment.

� e application was knocked back by the VCGLR on October 31 following hearings on September 16 and 17. � e commission is expected to give reasons by November 28.

Cr Miles said the rejection was ‘‘common sense ’’ and he would like fewer pokies in Melbourne’s west.

“It would be crazy to increase the number,” he said. “It’s a great outcome for the community.

“I’m not saying we should have none, but there’s an over-concentration of pokies in Maribrynong. As a council, we have limited powers, which is frustrating.

“Maribrynong has some of the worst poker machine use in the world, not just Australia.”

Braybrook has 81 electronic gaming machines and losses in Maribyrnong in

2012-13 were $52.8 million, including $14.5 million in Braybrook.

Brimbank punters spent $137.6 million last � nancial year, down from $145.6 million in 2011 -12.

A spokesman for the Braybrook Hotel’s owner, Armada Hospitality Group, said it was disappointed. ‘‘� e real disappointment is for the people living in Braybrook and within the greater Maribyrnong and Brimbank communities, who will not at this stage get the opportunity to enjoy a state-of-the-art facility with so many o� erings,’’ he said. \

Youth issues, advocating for elderly residents and being a voice for people in need are among the main priorities for Melton’s 94th mayor, Bob Turner.

Cr Turner, who was � rst elected to council in 2008 and was deputy mayor in 2012-13, won a unanimous vote on October 29. Cr Sophie Ramsey was elected deputy mayor, also unanimously .

Cr Turner, who with wife Val co-founded � e Gap drop-in centre for youth, said he was humbled to be given the opportunity to lead the city. “� e reality is that I’ve never really seen myself as a politician but rather as a community member in a position to advocate for youth, the elderly and others who otherwise may not be heard,” he said. ‘‘I look forward to leading Melton City Council over the next 12 months so we may capitalise on the many opportunities we are presented with, and take on new challenges and projects that will cement the City of Melton as one of the most beautiful, progressive and safe municipalities in Australia.’’

Cr Turner said challenges would include dealing with a group of dissatis� ed residents who had interrupted a number of council meetings this year.

UNEASE aS RENT HIKE BID ADDS TO BURDENDISABILITY

A western suburbs mother is disappointed the state government is again trying to raise rents for people with disabilities living in supported accommodation.

Earlier this year, the government backed down on a plan to increase residential fees from half of the disability support pension to 75 per cent a� er a legal challenge by families.

It has since introduced legislation that will allow ‘‘cost-of-living’’ increases.

Families will be able to challenge higher rents at the Victorian Civil and Administrative Tribunal only if they are higher than increases to the consumer price index. � e changes will a� ect 2100 Victorians living in government-run supported accommodation.

Roslyn Fitton , who has a son living in supported accommodation at Deer Park, said even a slight increase to her son’s rent would leave him unable to take part in many of the activities he enjoys, including horse riding.

“I’m bitterly disappointed. It’s disheartening to see the government doing this,” she said.

Tarneit Labor MP Tim Pallas accused the government of introducing legislation that would hurt vulnerable Victorians.

“It’s shocking the Coalition not only wants to squeeze money out of these residents but to silence them at VCAT as well,” he said.

Disability Services Minister Mary Wooldridge said the changes would provide residents with a single, transparent fee.

“� is fee will incorporate expenses that can vary signi� cantly, such as electricity and other utility bills, giving residents greater certainty over disposable incomes,” she said.

“� e changes also enable people living in government-managed disability residential services to access and contribute Commonwealth rent assistance towards the cost of their residential charge.” \

After meeting singer and songwriter Joe Mandica at a breast cancer charity event , her vocals on the Essendon resident’s latest album, The Initiative, are being heard overseas. “I’ve been singing for a few years, but I feel very blessed at the moment,” Marino says. “[The album has] had a bit of interest in the US.’’ Several tracks from the album have been given a spin on New York internet radio show Planet Ludwig after a friend of Mandica’s ran into DJ Steve Ludwig at a party. “My friend went to the States and had a few of my CDs,” Mandica says. “[Ludwig] really dug one of our tunes ... we’re going to do an interview in December and have the album played in full.” \ BC

‘vicious’ attacker jailedCOURT

A St Albans man has been sentenced to eleven and a half years in jail a� er an “extremely vicious” attack on his former partner that le� her with dis� guring injuries.

Sam Portelli, 47, pleaded guilty to one count of intentionally causing serious injury and three counts of assaulting a police o� cer.

� e Supreme Court heard that Portelli’s former partner, Christine O’Brien, 27, returned to her St Albans unit about 4.30am on November 16 last year to � nd Portelli inside the property in an agitated state.

An intervention order had been served on him.

Portelli said he told Ms O’Brien he would sleep with her that night and wanted to talk privately in her bedroom.

He later attacked her with a knife and a razor blade when she attempted to leave, causing multiple lacerations to her face, neck, throat and hand.

Ms O’Brien told Portelli she was pregnant in an attempt to stop the attack, but he put a pillow over her face so she couldn’t breathe, saying: “I’m sorry, I love you.”

Portelli also in� icted wounds on himself with the knife and razor blade before lying on top of Ms O’Brien so she could not leave.

Ms O’Brien eventually managed to call triple-0.

Portelli was shot in the right bicep and chest a� er he charged at police with a knife in each hand at the front of the property .

He then went back inside the house and would not allow paramedics to enter .

A critical response team eventually forced their way in, and Portelli

and Ms O’Brien were taken by ambulance to the Royal Melbourne Hospital.

A police o� cer involved in the incident said it changed her life

forever.� e court heard Portelli said that in

the 24 hours leading up to the attack he had consumed methamphetamine, cannabis, GHB and up to 14 Xanax tablets.

Justice John Dixon sentenced Portelli to a non-parole period of eight years and three months.

“Your attack upon Ms O’Brien was extremely vicious and intolerably abhorrent,” he said. \

A full-time carer for her adult daughter, Deer Park resident Patricia is putting her best foot forward to take part in Sunday’s Walk to Care, a

four-kilometre fund-raiser for Carers Victoria.Patricia, who did not want her last name printed,

has been heavily involved with Carers Victoria for the past three years and is keen to give something back to everyone who has supported her and her daughter.

“Carers Victoria does a fantastic job for the hundreds of thousands of carers in the community. Without them some of us could say we don’t know where we’d be,” she says.

Patricia says preparing for the event has helped her focus more on herself.

“It’s made me more aware of how important exercise is and that I need to fit that into my life as well,” she says. “It helps because I’ve got depression myself and it [exercise] makes me feel better. To think that I’m contributing to

help other carers – and it’s going to be a fun thing to be involved with.”

With her daughter becoming more independent, Patricia says she’s beginning to find more time for other interests.

“I’d like to go back to study. I’ve always had an interest in social work,’’ she says.

“A caring role takes up a lot of your time. It’s a 24/7 job … it’s great for her to become independent and not so reliant on me.’’

Ford’s Harvester City: The Making of Multicultural Sunshine 1939-1975 was named ‘most outstanding history publication’ in the Public Records Office’s annual local history awards. Published last year, the book charts the post-World War 2 history of sunshine from a largely anglo-australian suburb to a major multicultural centre. The book was a follow-up to 2001’s Harvester Town: The Making of Sunshine 1890-1925. Copies can be purchased from the society or from sunshine newsagency, BP West service station and the Hunt Club Community arts Centre in Deer Park. \

Kokoda in the ranges Hillside residents suzanne Bugeja and Fiona Raak completed the 30-kilometre kokoda Memorial Challenge in the Dandenong Ranges on October 27. The charity trek is designed to reflect the spirit of kokoda: courage, endurance, mateship and sacrifice. “The kokoda Challenge was exactly that,’’ Ms Raak said. ‘‘We arrived at the event in the dark and listened to The Last Post, along with some inspiring words from one of the diggers.” Money raised goes to the kokoda Challenge youth program, which helps youths aged 15-18 build resilience, self-esteem and life skills. \

There’s a star on the rise in the Yarra Valley. It’s not chardonnay or pinot noir – they’ve already made it – but a grape better associated with the Grampians

and Barossa Valley. It’s shiraz.Shiraz, or syrah as the more elegant renditions are

often labelled, generally sits behind chardonnay, pinot noir and cabernet sauvignon in the pecking order of grapes in the Yarra Valley. But in the region’s cool climate, shiraz is a chameleon of a grape that’s capable of producing a range of styles.

“We’ve been making shiraz for a few years now and, like a number of wineries [in the Yarra Valley], it sits behind chardonnay and pinot noir. But it’s a pretty important part of what the Yarra’s all about,” says winemaker Andrew Fleming, right, who’s better known for the pinot noir and chardonnay he makes at Coldstream Hills than for his shiraz.

“There is a huge range of styles within the Yarra – some that polarise, while others are more conventional – and the beauty is that there’s no restraint as long as we make something that appeals to the consumer.

“You’ve got the richer styles plus the spicier, cool-climate styles that we can offer in this part of the world, and from what we’re seeing there is a definite interest in cool-climate shiraz at the moment.”

Two things influence the style of Yarra shiraz: site and winemaker intervention. “One of the beauties of the Yarra Valley is that, provided you get the right site, you can really grow a range of varieties. [We produce] wines of distinction and length without being ball busters – that’s true for all reds,” says Fleming. “With shiraz it’s all about depth of fruit and mid-palate sweetness. It’s a variety that I think, if it’s grown correctly, the wine just seems to make itself. It’s all about the nurturing process.”

Shiraz grows best in the Yarra Valley’s warmer sites – the north-facing slopes and the valley floor between Coldstream and Dixon’s Creek in the north.

In cool climates such as the Yarra, winemakers have an arsenal of techniques in the vineyard and in the

winery that influence the style of shiraz they produce. There’s plenty of evidence they’re being put to good use with the diversity of Yarra Valley shiraz.

By picking the grapes early, the wine will be at the spicier end of the spectrum, while extra ripening time on the vines helps to produce a richer, fuller wine.

Once the grapes have been harvested, shiraz can be co-fermented with viognier for added depth. It’s a technique that’s been used for centuries in the cooler areas in the Rhone Valley.

In the Yarra Valley, Yering Station has been producing

one of Australia’s best shiraz-viogniers for years.Another option for winemakers is to use whole

bunches of grapes rather than just the berries during fermentation. It’s a technique that’s used also with pinot noir and gamay, and it adds floral perfume and spice to shiraz. A little goes a long way, however, and wines that have a high proportion of whole-bunch fermentation can be polarising – I love the perfume and the spicy, stalky characters this technique can bring out in a wine. But it’s not for everyone. \

There is conjecture in some circles that when Holden eventually stops building big rear-drive, six-cylinder

Commodores and finally moves into the smaller, more efficient front-drive cars that people are actually buying, the Malibu will provide the template. I hope not.

I got out of an Australian-made Commodore and straight into a Malibu, which is made in Korea, and the drop-off in fit and finish was obvious and painful. When I hit the road, things got worse.

As far as build quality, perceived structural integrity and driving comfort are concerned, this car seems like a step back in time. The diesel motor is noisy, the manual mode of the automatic gearbox is clumsy, and the car lacks that reassuring feeling of strength and solidity that you get with the Commodore and many other cars these days. Hyundais and Kias have it, but the third Korean manufacturer, Daewoo – the one that built this car – still lags.

I kept finding things I didn’t like. The parcel shelf kicks up high as it meets the back window, reducing rear vision. The spare is full sized yet it’s a temporary tyre speed-limited to 80km/h, a really sad exercise in penny-pinching. The road noise over coarse bitumen is high. The steering is vague with little real feel. The switchgear looks cheap, and so do the plastic interior surfaces.

storage space behind the centre LCD screen, but there’s a very obvious latch on it so it’s not much of a secret.

Apart from its price, which is razor sharp given the equipment level, this car is almost unique in having no other strong points I could pin down. In everything else I could think of, the Malibu is indifferent to poor.

Twisty roads reveal some body roll and vague, unsteady handling. This isn’t paid back by good ride quality; the ride is rather unsettled. I disliked the seating intensely – it took me a long time to find a position I could live with and even then I kept making adjustments, trying to make things just a little better. I never did get it right.

The diesel motor has lots of torque, but it’s rather harsh and not brilliantly economical. The boot has plenty of depth but not a lot of height.

TURF CRICKETSunshine YCW’s second XI suffered a gigantic outright loss against Wyndham Vale in the VTCA’s west B2 division. YCW made 168 in its � rst innings, but Wyndham Vale declared at 8-327 in its only innings, Luke Cannan leading the way with 108. YCW was bowled out for 20 in its second innings.

Resuming at 1-36, YCW crashed to be all out for 73 in just 33.4 overs. � ey had no answer for Jay Dolliver, who � nished with the sensational � gures of 6-12 from 13.4 overs, bowling � ve maidens.

Jake Styles was just as crucial at the other end, chiming in with 3-21 from 17 overs, which included 12 maidens.

John Blake was best with the bat for YCW, making 25, with captain Chris Armstrong the only other batsman to reach double � gures (15) . Searching for an outright victory, the Vales sent YCW back in and they � nished the day 3-69. John Blake hit 34 and Joe Blake � nished 18 not out. In North A1, Sunshine Druids enjoyed a comfortable win over Craigieburn. Setting their opponents 320 for victory, the Druids bowled Craigieburn out for 232, with Leigh Wilson (4-16) and Shane Windridge (2-49) leading the way with the ball. Batting again, the Druids reached 3-40 from 13 overs.

Kealba-Green Gully holds a six-point gap over third-placed Gladstone Park in the North West Metro Cricket Association’s George Luscombe Shield a� er a win over Clarke� eld Brumbies on Saturday.

In a weekend of dual one-day games – Sunday’s matches were played a� er the Weekly went to print – Kealba took six points against Clarke� eld to remain with six of ladder leader Pascoe Vale Central.

Kealba won the toss, sent Clarke� eld in and held the Brumbies to 9-106 from their 40 overs with economical bowling and good support in the � eld.

Jarrod Catania proved impossible to get away, snaring 3-4 from eight overs, including four maidens. Danny Viani took 3-36 from his eight, Andrew Webb took 2-16 from his

eight, and Matt Nadzielski took 0-13 from eight and held three catches.

Kealba lost just one wicket in the chase, opener Daniel Hewitt run out for 19 with 62 on the board.

� ey passed Clarke� eld’s total in the 24th over, with Andrew Lambropolous (64) and Evan Long (20) the not-out batsmen.

Kealba’s second XI also had a win in the Vic Kyte Shield, passing Campbell� eld’s 116 with four wickets in hand. Jayce Blum (32 not out) and Jerome Caterino (27) top-scored.

Sydenham-Hillside had a bye in the George Luscombe Shield on Saturday and the seconds beat Donnybrook in the Vic Kyte Shield.

VRI pipped in nip and tuck thrillerBOWLS

Sunshine VRI came within � ve shots of knocking o� top side Hoppers Crossing in Bowls Victoria’s division 3, section 1 pennant on Saturday.

VRI, now sitting second last with only one win, played out a highly entertaining game with the ladder leader, falling just short of in� icting Hoppers’ second loss.

With three ends remaining, the scores were tied at 73 apiece, but Hoppers got � ve shots to

take the game out 78-73. Eddie Foss was part of Rippan Datta’s rink, which prevailed 22-14, and said it was one of the best games he had ever played in.

“A brilliant game of bowls,” Datta said. “� ose last three ends were nip and tuck and nearly every bowl changed the position of the game. On the last end we were holding two, which would have drawn it, but they picked up three shots and won by � ve. It was a close loss, but it was an absolutely fantastic game.”

Vic Podesta’s rink also won 20-18, but

Robert Puglisi (14-26) and Steve Tucker’s (17-20) rinks both su� ered losses.

“We’re hanging in there,” Foss said. “Playing the top side, we had them beat, but we just failed. In close games like this you need to get over the line so we’re disappointed.”

Foss said part of the club’s struggles were due to losing � ve � rst-class players, and having to stock the � rst team with players from division 7.

Also in division 3, section 1, Sunshine RSL

had a 50-102 loss to Yarraville-Footscray.In division 1, section 1, Deer Park had its

� rst loss of the season, going down 59-89 to � � h-ranked Bundoora RSL. In division 2, section 1, Sunshine City moved into the top four with a 99-78 win over Flemington/Kensington.

Keilor lost 69-91 to Strathmore in division 2, section 2, while in division 4, section 1, St Albans lost 75-101 to Werribee’s fourth team. \

Caroline Springs is spruiking a fourth consecutive season of improvement in Western Region Football League’s division 2.

� e Lakers entered the competition in 2011 and enjoyed its most successful season in 2013, winning eight games and � nishing sixth, two wins from a � nals berth.

It improved on six wins in 2012 and four in its debut season.

Now, with the pre-season under way under new coach Paul Growcott, the Lakers are aiming for double-� gure wins for the � rst time.

Coaching director Marc Raak said the club is preparing for a � erce battle for � nals next year, with the WRFL’s second division

splitting in two a� er 13 rounds. � e top eight teams will contest division 2 and the bottom six will be in division 3.

Both divisions will have a � nal four, with no promotion and relegation.

“We want to build on last year’s success,” Raak said. “2014 will be our fourth year in the competition and we’re aiming for 12 or 13 wins.”

Raak said the club fully endorsed the WRFL’s three-division model for next year.

“It gives everyone a chance to prove themselves and we look forward to the challenge.”

� e club has recruited Blake Richards, a premiership player from division 1 side Albion, as well as former Werribee VFL development assistant Michael Pisani as a playing assistant coach. \ DP
