PARTICIPANT CODE OF CONDUCT

All participants are expected to exhibit appropriate behavior at all times while participating, spectating or attending any program or activity conducted or sponsored by the City of Blaine Park and Recreation Department. The following guidelines are designed to provide safe and enjoyable activities for all participants:

• Show respect to all participants and program staff. • Take direction from program staff/supervisors. • Refrain from using abusive or foul language. • Refrain from causing bodily harm to self, other participants or program staff/supervisors. • Refrain from damaging equipment, supplies or facilities.

Failure to follow these rules may result in a suspension of participation. The City of Blaine Park and Recreation Department strives to make your participation fun-filled, rewarding, educational and safe. We thank you in advance for your cooperation.

The Park and Recreation Department strives to provide community programs and services where unmet interests and needs exist, and to promote cooperation with schools, athletic and civic organizations, community agencies and interested individuals in the areas of education,

recreation and social and cultural pursuits.

OUR MISSION

REGISTRATIONPAYMENTSCash, check and credit card payments are accepted. Specific modes of registration may require a certain type of payment.

NO NEWS IS GOOD NEWS! You will only be notified if the class/activity is full or canceled. You will not receive a confirmation letter or call.

REFUNDSRefunds are given if programs are canceled or if registration fails because the activity is full. Refunds cannot be guaranteed after deadlines or if the program has begun. Trip refunds are subject to specific policies on a per-trip basis based on advanced purchases. Participants must contact the Park and Recreation Department to request a refund. Refunds will not be given after a program is complete.

DAY CAREProviders are welcomed to enroll children in activities. Parents must sign individual registration forms.

AGE GROUPSActivities are designed to meet developmental guidelines. The Park and Recreation Department does not allow children to register for activities above or below their grade/age.

username and password are needed to register; click on “Individual Account Setup.” Only credit card payments are accepted online. Online registration is available at no additional charge.

ACCESSIBILITYAll programs listed in this brochure are open to people with disabilities. If you need assistance or inclusion services, please call 763-785-6164. Inclusion services must be set up at least three weeks prior to program start.

WEATHER POLICYWhen inclement weather arises, parents or participants may go to blaineparks.com for the latest updates about programs and events being canceled, delayed, or rescheduled. Also during normal office hours (M-F 8 - 4:30 p.m.) parents or participants may call the Parks and Recreation Office at 763-785-6164 or our 24-hour hotline at 763-717-2709.

PHOTO POLICYPhotographs of program or park participants are periodically taken. These photos may appear in the local newspapers and/or Parks and Recreation Department publications. If you do not want your photo used, please tell the photographer.

ADOPT-A-PARKWant to improve parks and trails? Consider adopting a park as a family, neighborhood group or community service organization. As a partner with the City of Blaine, your group can help accomplish needed park and trail improvements. Fun and challenging activities may include monthly cleanup, planting flowers, creating new landscape features, or maintaining landscapes. Talk with others about taking on a project in your neighborhood. Contact 763-785-6162 for more information.

PARK REPAIRSPlease notify park maintenance at 763-785-6165 about damage, vandalism or equipment cleanliness issues.

PARK SHELTER PERMITSLarge shelters are available to rent for family or group gatherings at Aquatore (2), Lakeside Commons and Town Square Parks. A facility use application must be completed and rental fees apply. Applications, fee schedule and guidelines are available online or at the office.

HELP END PARK VANDALISMThe Blaine Police Department and Park Patrol need your help to prevent vandalism and apprehend those who vandalize parks and recreation facilities. Vandals destroy what tax dollars have created. Costs associated with repairing vandalized property takes money away from recreational programs and facilities. Help stop vandalism. Always call 9-1-1 to report a crime in progress, including vandalism. To report a crime that occurred in a park but does not require immediate police response, call 763-427-1212. Calls are accepted 24 hours a day and you can remain anonymous.

PARK BOARD MEETINGSRegular meetings of the Blaine Park Board are conducted on the fourth Tuesday of each month at 7 p.m. at Blaine City Hall. All residents encouraged to attend. Persons wishing to present a discussion topic should contact Parks and Recreation in advance.

BLAINE ARTS COUNCILThe Blaine Arts Council is a volunteer organization open to all interested individuals. Its mission is to promote, advance, and celebrate the arts in the community for the appreciation and participation of residents. The council sponsors ongoing art exhibitions at Blaine City Hall and organizes special arts events throughout the year. Council meetings are the fourth Thursday of each month at 7 p.m. at Blaine City Hall. Interested individuals are invited to attend a meeting and participate in events. Spend a special night with your child at our valentine sweetheart party. Dance to deejay music, make a valentine craft, get a sweet temporary tattoo, play in the gym, enjoy some refreshments, and have your pictures taken in front of our sweetheart backdrop! Come join us for our Super Hero Carnival! CHILDREN’S ART WORKSHOP

FREE to grades K - 5

The Blaine Arts Council is celebrating Children’s Art Month by inviting area youth to Blaine City Hall to create a masterpiece under the guidance of professional artists. Children will create an original work of art using provided supplies. Artwork will be displayed at City Hall in March for public viewing. There is no fee, but registration is required in advance. Limited to 40 participants. Projects will take approximately 45 minutes to complete. Parents must stay with their children.

WINTER HOLIDAY CELEBRATION

FREE to all families & ages

Join us for the 11th annual Winter Holiday Celebration at Blaine City Hall. There will be a variety of great activities for the whole family. Enjoy holiday entertainment, crafts, hay rides, a coloring contest, live holiday music, refreshments and much more. All activities are free and run continuously throughout the evening. Santa will visit the event, but will not be available for individual visits or photographs. Volunteers needed. For more information or to volunteer, call 763-717-2723.

The Anoka County Parks & Recreation Department, in collaboration with Lino Lakes and Blaine Park & Recreation Departments are thrilled to be offering the 13th annual Snow Day Event. Participants of all ages will have a chance to partake in a variety of winter activities, including: snow shoeing, ice fishing, kick-sledding, cross-country skiing, winter crafts, temporary tattoos, and Live Animal Presentation. TEEN ART SHOWages 12 to 19

Do you paint or sculpt? If so, we need your talents. Art created by area teens is wanted for the 7th Annual Teen Art Show and Contest at City Hall. One submission per artist is allowed, and art must be framed and ready to be hung. Categories are: Painting, Drawing, Pastel, Photography, Sculpture and Best of Show. The Blaine Arts Council will judge submissions; ribbons and prizes will be awarded on Tuesday, March 19, at 6:15 at Blaine City Hall. Art will be on display at Blaine City Hall in March as part of Children’s Art Month. Sponsored in part by the Blaine Arts Council. Submissions may be dropped off at Blaine City Hall from Feb. 19 thru 22, from 8 a.m. to 4:30 p.m. Artists must fill out a submission form, found at www.BlaineParks.com or at the Park and Rec office. Mayer Arts’ belief about teaching is not only providing training for those who are serious about learning but also to just have fun. We teach proper technique, terminology, body awareness and an appreciation for the arts. Our goal is that students will not only find a love for the arts but also build healthy habits and self-esteem – helpful skills for the rest of their lives!

It’s Gonna Be Great! In this musical theater class we will learn songs, dances and lines from Pooh’s latest adventure and put them together in a show. We will also play fun creative games with scarves, animals and parachutes! Please wear comfortable shoes and clothes that are easy to move in. Pitch, Hit& Run

The City of Blaine and Lino Lakes Park &

Recreation have teamed up to bring you this awesome special event. Kids get to test their skills of pitching, hitting and running.

Each participant will throw 6 pitches at a strike zone target, hit three balls and run 120 feet for girls

and 160 feet for boys while being timed. Winners of each event and an overall champion at their age

bracket will move onto a sectional championship. Participants that win this event have a chance to continue on and possibly make it to a national

These engaging classes are filled with infants, toddlers, preschoolers and the grown ups who love them. You’ll move, sing, play rhythm instruments and share 45 minutes of pure fun with your child each week. Families receive CDs and songbooks of the session’s song collection so the fun and learning can continue at home. Materials cost is included in tuition.

Music Together is an internationally acclaimed early childhood music and movement program for children from birth to Kindergarten and their accompanying adults. All classes are mixed-age, so siblings can participate together. Infants born on or after May 5, 2012 for winter session & on or after Aug. 2, 2012 for spring session are free with a paying sibling. Parents and tots enjoy an exercise/activity class together. Tots enjoy playful songs, fun props and tumbling. Dads are welcome, too! Lord of the Rings Movie Making

grades 1 to 6

Join the epic journey down to Middle-earth. Create a short feature film starring the heroic members of the fellowship of the rings. Lord of the rings action figures, Legos, backdrops will be available for filming in class. Handle all of the technical details including using a digital movie camera, filming scenes, stop-motion animation, downloading footage to the computer, digital editing and adding finishing special effects and transitions to the movie. In this exciting hands-on learning class, our instructors will take your student through the entire digital film making steps from start to finish using Frames Software. Student groups’ final projects will be available online for all to see, or students may bring a USB jump drive the last day to take home their films immediately. Build race-cars and an inclined conveyor belt. Design your own land yacht and winch. Students will learn the difference between single and separate axles as well as how to build faster and more efficient vehicles. ages 3 to 6New! Amazing Athletes programs are specifically designed to enhance your child’s learning experience through movement. Your child will learn the basic fundamentals and mechanics of 9 different sports while also building self confidence, practicing teamwork, and improving their fine and gross motor skills. Each

class focuses on 2 different sports and incorporates activities proven to increase your child’s overall cardiovascular fitness, muscle tone, hand – eye coordination, reaction time and more! Xbox/PC 3D Video Game Design Lab

grades 3 to 8

Learn to create 3D games and challenge your friends on an Xbox 360® or a Windows PC. Kodu, Microsoft’s award-winning game design platform, is a new visual programming language that runs both on the Xbox 360 and Windows PC. We will be creating games for the PC version using Xbox controllers. Students working in pairs will learn the art of rapid game design and develop an understanding of underlying game mechanics. Students can choose from 20 different game characters – including flying saucers, submarines, and a Pac Man-like Kodu main character – then use an interactive terrain editor, a bridge and path builder, and other tools to create their own 3D game world. Kodu is available for Xbox for about $5 or a free download for windows. Games created are platform specific, but programming environment is the same in both. Max. 20. Kris Holtmeyer owns and operates Artistic Moments, a Minneapolis-based on-site business, which provides artistic instruction to students of all ages. Kris teaches courses for the Intermediate District #287 Gifted and Talented program, as well as the Minnesota Council for the Gifted and Talented. She also has a background working with special and regular education students.

Are you looking forward to Valentine’s Day? Would you like to learn how to make a variety of tasty edible works of art for Valentine’s Day? Are you tired of winter? Are you looking for a springtime activity to do? Join us for this fun and creative class – just in time for the warmer weather ahead! Learn how to mix cement and place it in a special mold. Let your imagination run wild and create a beautiful masterpiece by arranging colorful stones, glass pieces, and other embellishments on your stone. Projects can be taken home the same day, but will need to set after class. Cure time is approximately one week. Stones can be used indoors or outdoors.

Cheer America ages 4 and up

Get active and have fun in this class. Students will learn popular junior high and high school cheers, chants, choreographed pom/dance routines, parade marching techniques and other performance skills. Join us for a fun afternoon at Vertical Endeavors, one of the largest indoor rock climbing facilities in the world. With over 18,200 square feet of climbing surface, Vertical Endeavors is the place to climb! Vertical Endeavors caters to all levels of climbers from very beginners to the extremely advanced. Our

Kettlebell Basics/Club

Learning proper kettlebell technique is very important for your safety and success. The HKC certified kettlebell instructor will introduce

you to the Deadlift, Swing, Clean, Press, Goblet Squat and more. The first class will be 90 minutes and dedicated to your personal technique training. CommunityGarden Plots

Do you have a green thumb?

For the fifth year, community garden plots will be available to residents interested in growing flowers and vegetables. Plots are located adjacent to Blaine City Hall’s south parking lot. The city will prepare the soil for planting, stake each plot and make water accessible. Plots are 15- by 20-feet and

will be ready on May 11. Rental fees for gardeners are $53.57 per plot for Blaine residents, $42.85 for Blaine senior residents ages 55 and older and $74.99 for non-residents (all rental fees include tax). Only one plot will be assigned per household.

1. Returning 2012 Blaine resident gardeners can register for their same 2012 garden plot beginning Feb. 25 through March 15.

2. Returning 2012 Blaine resident gardeners who would like to switch to a different garden plot can register beginning March 18 through 20, if different plots are available.

3. New Blaine resident gardeners can register on March 21 and 22, if plots are available.

4. Returning non-residents gardeners can register beginning March 25 through 29, if plots are available.

5. New non-resident gardeners can register beginning April 1, if plots are available.

Civil rights and labor activist Nellie Stone Johnson was a Minnesota hero. In the face of discrimination at her job, Nellie fought back by organizing workers to form a union, breaking numerous race and gender barriers along the way.
