The refusal of President CleveJland to annex the Hawaiian Isl-

ands to the United States hasbeen the occasion of more adversecriticism upon the administrationthan an' other incident. Therejection of the proffer, to treatwith a coterie of plotters andconspirators to thrust into theUnion a semi-civiliz- ed peoplewithout asking their assent orgiving them an opportunity toexpress themselves has been de-

nounced as an infamy, as haulingdown the flag, as a nationalhumiliation. All possible politi-cal capital has been made out ofit. In doing this the Bepublicanparty appears to have lost sightof an event which occurred sometwenty-fi- ve years ago, for whichthat party was solely responsible,and which, if the Hawaiian mat-

ter is an infamy, then the greatparty of loyalty and morality willhave to rise and explain.

This was the rejection by theUnited States Senate, when almost unanimously Bepublican, ofthe treaty providing for theannexation of the Islands of St.Thomas and St. John. Negotia-tions with Denmark for this an-

nexation were opened by Presi-dent Lincoln shortly before hisassassination. Convinced by theexperience of the war of thenecessity for a coaling or navalstation in the West Indies. Mr.Lincoln and Mr. Seward sum-

moned Vice-Admi- ral Porter to aconsultation. The Admiral strong-ly advised the acquisition ofthese islands. St. Thomas, hesaid, lies in the track of vesselstrading between many countries.It is the central point from whichany or all the West Indian Isl-

ands can be assailed, while it isimpervious to attack. "It is asmall Gibraltar itself and couldnot be attacked by a naval force.Its harbor and that of St. Johnand the harbor formed by WaterTsland would contain all the ves-

sels of the largest navy in theworld. It is," he added, "thekeystone to the arch of the WestIndies. It commands them all.It is of more importance to usthan to any other nation." TheIsland of St Thomas was de-crib- ed

as most beautiful, and itsinhabitants "industrious, prond,peaceable and high-spirite- d."

Their moral standard was high andthey were well-educat- ed plant-ers, merchants and seamen, witha fine system of free schools.

In January, 1S65, PresidentLincoln communicated to Don-ma- rk

the desire of the UnitedStates to acquire these islands.After a great deal of bargainingand a visit to St. Thomas bySecretary Seward and a missionto Copenhagen by Senator Doo-litt- le

terms were finally agreedupon. The United States was topay seven and a half milliondollars for the Islands of StThomas and St John, subject tothe assent of the people.

Denmark had entered in thisarrangement with great reluc-tance. It was made a partyquestion in Copenhagen, theliberals advocating the treaty.The negotiations were draggedalong through' nearly the entireterm of Andrew Jackson. KingChristian issued his proclamationto the people of the islands set-

subjects. The people of StThomas were eager for inform-ation concerning the UnitedStates and an agent was sentfrom Washington to answer theirinquiries.

The vote was taken on the 5thof January, 1S6S. The day wasmade a public holiday in StThomas. Guns were fired, bellsrung and processions marchedthrough the town. The flag ofthe United States floated fromevery tower and from every roof,and the people sang "HailColumbia" as they marchedshouting through the streets.The vote was practically un-

animous. On the Islands of St.John there was not one dissent-ing vote, and in St. Thomas buttwenty-two- . When the officialreturn of the vote reached Copen-

hagen on January 31 the Bigsdagpromptly ratified the treaty with-

out debate, and did not doubtthat favorable action at Wash-

ington would bo equally promptIn the Senate of the UnitedStates the treaty remained pigeon-holed for months. The time inwhich it could be ratified expir-ed thrice, and thrice Denmarkassented to extending it. Earlyin 1870 President Grant sent aspecial message calling attentionto it But in March of thatyear the Senate committee on

foreign relations indorsed theword "adversely" upon thetreaty, returned it to its pigeon-

hole and there it remains to thisday.

Thus the plighted faith of thegovernment was violated and thestar and stripes hauled down.Does it become a party respons-ible for this to call the rejectionof Hawaii an infamy?

The basis on which tho kingdom rests is wisdom andknowledge. Peace and tranquility cannot woll provail intho land, unless tho people are taught in letters, and in thatwhich constitutes prosperity.

If the children are not taught, ignorance musi bo per-

petual. Tho children of tho chiefs cannot pro3por, nor anyother children, therefore bo it enacted,

1. "Wherever there is any number of parents having fif-

teen or more children of a suitable age to attend school, ifthoy live near each other, in tho same villago, or in thosame township, it shall bo thoir duty to procure themsolvcsa teacher, which they shall do in tho following mannor.The tax officer shall give notice by a crior of tho timo andplace at which all tho male parents of tho township, districtor village shall meet, and they shall choose throo of thoirnumber as a school committee for that place. If tho num-

ber of childron in any villago bo loss than fifteen, then theirfathers shall unito with another company near by.

2. Said school committee shall then apply to the generalschool agent, spoken of below, and they together shall lookout a teacher for that place. If there are but few children,then there shall be but one toachor, if moro, then two teach-

ers, and if the children aro very numerous, then there shallbo three or more teachers as they shall think be3t.

3. Whon the teacher is obtained, then the general agontthe teacher and the school committeo shall agreo as to thowages. If the teacher havo no land and they shall agreo inthe opinion, that it is important that ho should havo some,then tho general school agent shall endeavor to secure somawhich is not occupied, and that land shall be given to thetoacher, but not in porpotuity. "Whon he shall ceaso to actas teacher then the land shall revert to government.Bnt if tho land do not afford the teacher a full support, thenthey shall furnish him with as much moro as they shallagree to be necessary. It shall be furnished from tho availsof the King's labor days and from the yearly tax, but notthe poll tax.

The general land agent shall have power to tako the un-

occupied lands of tho landlords, but be shall give previousnotice to the landlords, that there may. bo a mutual underc- -

standing-betwee- n them., i. Furthermore, it shall bo the duty of tho children' tobe generous to their teacher, and aid him by working onhis land, according as they shall agree, or according totheir good will.

5. A further reward to the teachers of schools shall befreedom from all pnblic labor for the chiefs and land agents,and neither tkey nor their wives shall pay any poll tax --

while they are acting as teachers of schools.
