Dear City of Grand Forks COTW

BCRCC thanks you for the opportunity to response to the COTW meeting held May 15, 2017 with the presentation of DBC, a steering committee of BCRCC.

BCRCC is a Regional Chamber that spans from Beaverdell, Bridesville, Westbridge, Rock Creek,

Midway, Greenwood, Grand Forks to Christina Lake.

BCRCC is 5 years old, managed by Community Futures for our first 3 years and BCRCC Board for

the past 2 years . BCRCC Board has a 3 year 2016/2017/2018 Strategic Plan, 2016 Policies in place

and 2017 working on Bylaws. Our Executive Director has been with BCRCC for 1 % years.

BCRCC wonders how it was that the DBC could present to the COTW? As they are a sub-committee of BCRCC formed April 20, 2016 at a roundtable BCRCC hosted. (attached item A)

BCRCC has a funding agreement with DBC for $5000.00 dated June 1,2016 (attached item B) This past year BCRCC has given the DBC $8500.00 in total funding.

The following Motion was made at our Board Meeting June 9, 2016:

c) DBC Funding money had been available in the past, but money has since been absorbed by the Chamber Sylvia has provided a suggestion in writing on funding (see attached item A) There is $10,000 budgeted now for Grand Forks initiatives, so there is funding available Overall agreement will be for $5000 Expenditures in excess of $1000 must receive prior approval of the BCRCC

BCRCC is disappointed that the DBC did not come to BCRCC before coming to the COTW Monday May 15, 2017. Cathy Korolek presented on behalf of the DBC Thursday May 11 , 2017 to BCRCC Board asking for money towards their Heritage Signage Project, which we granted them $3500.00 and at the presentation there were no concerns brought forward from the DBC. BCRCC was not informed that the DBC was going in front of COTW May 15, 2017.

The grant the City of Grand Forks applied/received for the DBC Heritage Signage Project, our Executive Director told Chris Hammett January 18, 2017 BCRCC could apply for the grant, it was taken it to the City of Grand Forks instead.

Accused of Lack of Communication

• BCRCC has requested GFDBC minutes, agendas, meeting dates in verbal and written through letters and emails, we've received some but not all

5 Cathy Korolek is BCRCC Liaison for DBC who reports to BCRCC at our monthly board meetings, no concerns have been brought forward from Cathy Korolek

• BCRCC Executive Director have been told she not welcome to attend DBC meetings, asked to not contact committee board members that she should go through Chamber Liaison Cathy Korolek, that it is inappropriate that BCRCC Executive Director was in their business

• Lynn Relph has been asked to communicate through BCRCC Executive Director for cheques and communications and continues to go to our treasurer and other board members (attached item C & D)

• Speaking with DBC Board Members many had never seen or heard of the letter written by Lynn Relph on behalf of the DBC and did not know the DBC had intended to go in front of the City of Grand Forks COTW on May 15, 2017 and most of DBC New Board Members had no idea they were part of BCRCC or funded by BCRCC

• Lynn Relph and the Gazette Newspaper have been told any advertising must include BCRCC logo, their advertising doesn't always compile

• Halloween Fright Fest our ED offered to help, showed even though she was asked to do nothing she helped with the painting of the pumpkins and Mayor Konrad when he showed up to find no one to answer his questions for the judging of the costumes and nothing was organized for Mayor Konrad and no DBC members were there to answer any questions, our Executive Director took charge

Bylaws

e Councillor Chris Hammett was our Committee Chair for BCRCC 2016 AGM

• Councillor Chris Hammett participated in 2017 AGM

• Cathy Korolek emailed & phoned BCRCC to inform us our bylaws are being challenged

• BCRCC has formed April 13, 2017 a bylaw committee to review our bylaw and bring recommendations back to BCRCC Board of Directors

• Found our pasts AGM have not met our bylaws, CF and BCRCC Administrations • Contacted Industry Canada to see what bylaws they have filed for BCRCC and what we

found out is that when Community Futures Boundary set the Chamber up in April 2012 they never filed bylaws for BCRCC. That means the bylaws BCRCC are to follow is the Board of Trade Act which is how our 2017 AGM was run

• Lynn Relph admitted in the DBC April 12, 2017 board meeting that they only had a problem because of 2 Board members who were elected

Other

• It was mentioned by the COTW that they didn't know what BCRCC did with our budget, Alan Cooper was in front of the COTW February 14 with an update to Council and to answer any question they had with our 2017 budget (attached item F)

• BCRCC was informed last week the DBC was forming a Business Improvement Area (BIA)

• Accused of moving office to Midway and increasing the travel budget, when in fact we have always had a Midway office and our current Executive Director has spent less than 1/8th of the past Executive Director in travel expenses

• Bev Tripp a non-voting Member of BCRCC

BCRCC recognizes we need more oversight with our sub-committees and liaisons to make sure our communications aren't lost.

BCRCC would like to thank the City of Grand Forks COTW for allowing us to respond to what the DBC had presented to the COTW on May 15, 2017.

Purpose of Roundtable

FUNDING FOR THE GRAND FORKS DOWNTOWN BUSINESS ASSOCIATION

Funding will be provided to the Grand Forks Downtown Business Association for the year starting June 1, 2016 to May 31, 2017 up to the amount of $5000.00 for the following purposes

1. Promotion and advertising re lation to the Downtown Business area and businesses including events and activities benefitting business located in the area.

2. Reasonable expenses related to the administrative activities of the DBA

Terms

1. The DBA must provide proper receipts for reimbursement or invoices to be paid , including approval in accordance with the policies of the DBA.

2. Assets purchased costing over $500 will come into the possession of the BCRCC should the Association dissolve or suspend it activities.

3. We would prefer not to provide cash advance, please coordinated with the ED to determine how best to deal with this or to set up a petty cash system if necessary

4. Expenditures in excess of $1000 must receive prior approval of the BCRCC

5. Hiring of staff must receive prior approval of the BCRCC and will require additional procedures to satisfy all legal responsibilities of the BCRCC.

6. Separate funding for educational activities of interest to the DBA are available and must be coord inated through the Ed as they may be made available to a wider audience of members of the Chamber.

Dear Mayor Konrad and Council

Thank you for the opportunity to come before City Council

In the four short years since its founding, the Boundary Country Regional Chamber of Commerce (BCRCe) has played a key role in Grand Forks.

The Boundary Country Regional Chamber of Commerce hired a new Executive Director, Kathy Wright, in September, 2015. Kathy has worked hard to represent this organization across the entire Boundary Region. Of course, we understand Grand Forks is the largest business and population centre in the region and, as such, deserves a major Chamber of Commerce presence. We want to be a spokesman for business in Grand Forks, and to promote it at every possible opportunity. The Board of Directors carefully established an ambitious list of priorities for 2016. We are pleased with the work and the projects which our organization was able to accomplish.

Listed are some of the 2016 events hosted/participated in by BCRCC in Grand Forks;

• Grand Forks Family Day Treasure Hunt

• BCRCC AGM at Gallery 2 • 4 Business after Business open house and networking opportunities were held at:

o Vicom Design o Heart n Sole Quits o Pride ofthe Valley Flour Mill o Community Futures Boundary

• Reinstated the Grand Forks Downtown Business Committee, wh ich developed several new initiatives:

o Downtown Summer Sale o Fright Fest o Black Friday in November o Grand Forks Christmas Light-up (did not initiate, but was a participant

• Music in the Park - Gyro Park Wednesday Evening • BCRCC General Meeting at the Boundary Museum

• Park in the Park Car Show (award sponsorship and set up an information booth) .. Movie in City Park (200+ attendance)

The Chamber is requesting $20,000.00 from the City of Grand Forks, the support will make a difference and will give us the momentum we need while we continue to implement our recently developed 2016-2018 Strategic Plan.

BCRCC believes that the Chamber is consistent with the mission and goals of the City of Grand Forks, and hopes that the City wi ll find it in its budget to support the Chamber aga in in 2017.
