As usual the Railway Budget waspresented on 26th Feb. 2013 by theMinister for Railways Shri PawanKumar Bansal. No fare hike was thebig news. Some said it is a cleverbudget. There are all-roundcriticisms. The passenger fares wererevised upwards a couple of weeksahead of the Railway budget. By thisrevision Railway will be able to netRs. 6600 crores in a year. The freightrates have been raised by about 5percent. This is bound to putadditional burden on the commonman. The M. R. says it would bedifficult for railways to remain viable.Eventhough the rates have not beenincreased he has cunningly deviseda method of extracting money byincreasing the various rates ofservices such as reservationcancellations, Tatkal booking,supplementary charges for super fasttrains etc. Many promises have beenmade, but a number of promises oflast budget and the one prior to ithave disappeared. As far as Railwayemployees are concerned promisesgiven in the last year budget ofopening of Hospital and Medicalcollege, providing Rly. Quarters to allRailwaymen, starting of Nursingcolleges, opening of sports Academy,opening of more schools, extendingmedical facilities to the parents of theemployees, opening of hospitals,filling up of vacancies of 1.75 lakhsand many other things do not findplace in the budget. RailwayEmployees are being cheated everytime. Our Federation had written to

him on the issues in advance, butthe M. R. has quietly ignored them.Recruitment and filling up ofvacancies have been, as usual,promised but it will remain onpaper. While the Govt. does notpromise any subsidy to the railways,the railway has to pay Dividend tothe tune of Rs. 6000 crores to theGovt. every year. One salient featureis that the operating ratio of Railwayshas registered a noticeable change,coming down from 94.9 percent in2011-12 to 88.8 percent this year.

Next year, it is set to be atleast 1

percent lower, at 87.8 percent.

Many of the demands concerning

the regions of the country do not

find proper placement in the budget.There is uneven distribution of funds.

There is no mention about demands

of Railway employees which have beenhanging fire for a long time. The

General Secretary of the AIRF had

met him before the budget andreminded him about certain demands

which are within the competence of

Railway Ministry but the M. R. hasignored all of them. The Railway

Employees have always been ignored

in Railway Budget. This budget is noexception. We should forget about

it and keep our ammunition day and

be prepared to fight to achieve ourdemands. That is the only way.

Let the public evaluate the merits

or demerits of the budget. We shouldbe ready for our action programme.

NRMU files nominationwith grand show

The National Railway Mazdoor Union

(C. Rly.) filed its nomination for

contesting the ensuing election for

deciding the recognition of the Union/

Unions on Central Railway. The

nomination fulfilling all the formalities

was handed over to the Chief

Personnel Officer, C. Rly. at 11-50 hrs.

on 20-3-2013 by the General

Secretary of the Union along with the

President and the Asst. General

Secretaries and Working President of

the Union. The CPO accepted the

nomination form after properly

scrutinizing in all respects. The CPO

(A) and CPO (IR) were also present

on the occasion.

While this process was going at the

1st floor of the GM’s building hundreds

of employees, activists and well

wishers (women and men) were

standing at the garden situated in

the ground floor shouting slogans

in a sky rending sound. They were

shouting that the Union already won

the election and all others who were

seeking election were on the run.

Comrades shouted several other

provocative slogans also.

After submitting the nomination

the leaders came down to the ground

floor and addressed them. Coms.

P. R. Menon, Y. G. Joshi, S. K. Boseand Venu Nair spoke in a very highspirit that the actual issue is notrecognition but it is the issue ofsnatching of our burning demandsfrom the UPA-II Government whichis totally negative and anti-labour. Thegathering heard the call of theleaders and nodded their heads tothe effect they will work relentlesslyfor the cause till it is achieved. It wasan inspiring gathering and theydispersed by shouting slogans inthunderous manner.

1. Before presenting the budget

action taken report on the

projects and assurances made inprevious budgets should have

been placed for better

appreciation.

2. He agreed with MR’s statementthat Railway needs financial

assistance.

3. Insisting on “AADHAR’ card while

booking ticket will put thepassengers in difficulty as this

card has not been issued to large

number of people.

4. Allocation of Rs. 300/- crores forstaff quarters is quite inadequate.

5. Promise of filling up of 1.5 lakhvacancies made in last budget hasnot been fulfilled so far.

6. Govt. has to take a decisionwhether Railways are a publicutility service or profit makingorganization.

7. Expenditure of social obligation tothe tune of Rs. 20000 + croresis not being subsidized by theCentral Govt.

8. Railways are not treated as anInfrastructure industry & yearlydividend on Govt.’s investment isrequired to be paid to the CentralGovt.

9. PPP models are not workable onthe Railways and Union has strongopposition to such proposals.

Massive protest by NRMUagainst Service Tax on

PTOs and Surrendering of1% posts

National Railway Mazdoor Unionorganized strong protest ralliesagainst the retrograde orders to levyof service tax on PTOs by Ministry ofFinance & orders to surrender of 1%of posts by Ministry of Railways on18-3-2013 throughout the CentralRailway as detailed below :

1. Mumbai Divn. :- A hugeprocession of workers with bannersand flags was taken out fromplatform no. 7 & 8 to GM’s office viaBhatia Baug. The protestionists weregiving spirited slogans against levyof surcharge on PTOs and orders ofsurrendering of 1% posts.

When the procession reachedGM’s compound it was converted intoa mass meeting. The protest meetingwas addressed by Coms. TirbhuvanSingh, Vice President, Mumbai, S.K.Bose, Jt.Genl. Secretary, Nitin

Pradhan, President, C.Rly. E.C.C.Society, Y.G. Joshi, President of theUnion and Venu. P. Nair, DivisionalSecretary, Mumbai Divn.

All the speakers bitterly criticizedagainst the arbitrary and anti-labouraction of the Finance Ministry andMinistry of Railways and impressedupon the minds of Participants thatthe Govt. was totally negative. Theyalso spoke as to how the Govt. ismoving towards privatization &contractorization of the RailwayIndustry which is the life line of thenation and the cheapest mode oftransport of common man. Theyexhorted the workers to unite underthe banner of NRMU to save Railwaysat any cost from privatization.

The meeting ended at 18-30 hrs.with spirited slogans against anti-labour and anti-poor policies of theGovt.

The protest procession was led byComs. J. M. Pinto, Working President,Y. G. Joshi, President, S. K. Bose, Jt.Genl. Secretary, Tribhuvan Singh, VicePresident and Venu P. Nair, DivisionalSecretary, Mumbai Divn.

About 3000 workers participatedin protest action.

2. Bhusaval Divn :-

a) Bhusaval : A protest meetingwas organized before theDRM’s Office, Bhusaval whichwas addressed by Coms. A. K.Mahendru, AGS, Ibrahim Khan,Divn. Secretary andPushpendra Kapde, VicePresident. Around 600

comrades participated inprotest action.

b)TMW Nasik :- a protestmeeting was held before theCWM’s office (TMW Nasik)during lunch hour which wasaddressed by Com. AnandGangurde and other officebearers of the branch. About200 workers participated in themeeting.

3. Pune Divn. : A protest meetingwas held infront of DRM’s office, Puneon 18-3-2013 which was addressedby Coms. P.L. Lanjulkar, DivisionalSecretary, S.C. Dhiwar, Vice Presidentand other office bearers of Pune Divn.all branches except Kolhapur Br.attended the protest programme.About 250 workers participated inthe meeting.

4. Nagpur Divn. :- Protest meetingwas held infront of DRM’s officeNagpur during lunch time which wasparticipated by 300 workers. Coms.Habib Khan, Divn. Secretary andRakesh Kumar, Vice President of theUnion addressed the gathering.

Protest demonstration against Service Tax onPTOs and 1% retrenchment on 18-3-2013 at BSL.

5. Solapur Divn. : On 18-3-2013depot level protest meetings wereheld at Gulbarga, Wadi, Solapur,Kurduwadi and Daund where majorityof depot workers participated in themeetings.

Congratulations to all DivisionalSecretaries, Branch Secretaries andactivists of the Union for organizingthe protest action programmes at ashort notice.

International Women’sDay observed over C. Rly.

with full enthusiasm

International Women’s Day wasobserved over Central Railway withfull enthusiasm and seriousness.

Mumbai Division :

CST Mumbai :- First programme washeld at CST auditorium on 6th ofMarch 2013 in which more than 400women employees working in officesin Comml. Dept. C&W, Electrical Deptat CSTM participated. It was presidedover by Com. Archana Patankar, VicePresident of NRMU, Mumbai Divn.Com. Pallavi Pendse conducted theproceedings. Prominent ladiesdelivered speeches on varioussubjects. Ms. Amruta Yoshodhan,Psychiatrist and recipient of ShivChatrapati Rajya Krida award spokeabout the difficulties is counteringthe hurdles faced by the sportswomen.

Ms. Preeti Patkar, Executive Memberof PRERNA NGO spoke about thehuman trafficking and sexualharassment of women and children.

Ms. Reshma Jagtap, Project Officer,SNEHA, NGO delivered lecture onsexual harassment of women and theways to counter them.

Ms. Heena Talpish Shah,Naturopathist dealt about theaccupressure therapy withdemonstrations.

Rly. Employees enacted a skit onsexual harassment of women and howto face the culprits.

Com. S. K. Bose, Jt. Genl. Secretarywho spoke on the occasionexpressed the need of unitedstruggle by women employees toachieve their legitimate status.

Coms. J. M. Pinto, Wkg. President,Tribhuvan Singh, Vice President andVenu P. Nair, Divisional Secretary werepresent in the programme. Com.Kamakshi Bagalwadikar proposed avote of thanks.

Byculla Railway Hospital :-Programme was held in Rapicon hallof the hospital on 7-3-2013. Thewomen of Hospital, S&T workshop,Printing Press participated in it. Com.Mariam Dhawle a well-known leaderthe main speaker, exhaustivelyspoke about the various problemsbeing faced by Women. Com. S. K.Bose, Jt. Genl. Secretary, Shri Lakde,MD, Byculla and Smt. Vandana Garg,CWM, Byculla S&T Workshop alsospoke. Com. J. M. Pinto Wkg.President of the Union was present.Com. Suvarna Kamble conducted theproceedings and Com. MuditaSharma placed vote of thanks. Morethan 100 women employees werepresent.

C. Rly. ECC Society, Byculla :- On7-3-2013 the International Women’sday programme was held in theUnion’s Educational Institute hall,Byculla. It was presided over by Com.Hema Ahuja one of the Officebearers. Com. Mariam Dhawle, themain speaker, in her elaborate lecturesaid that women are only blamed incase of sexual harassment andculprits are not questioned. Shecalled upon to fight unitedly and besensitive to the victims and helpthem. Com. S.K. Bose, Jt. Genl.Secretary, Shri Sawant, Sr. Managerof the Society and Com. Mani,President of ECC Workers’ Unionspoke on the occasion. Com.VaishaliKhandagale conducted theproceedings and proposed vote ofthanks. More than 50 womenemployees of the Society werepresent in the programme.

Matunga Workshop :- More than500 women employees were presentin the programme held on 8-3-2013at the east gate of MatungaWorkshop. Com. Tejal Kanitkar, Asst.Professor of Tata Institute of Social

Service was the main speaker. Shespoke about the problems which arebeing faced by women. Com. S. K.Bose, Jt. Genl. Secretary, Shri A. K.Sing, CWM Matunga, Smt. GeetaKrishnan, APO, Employees of theWorkshop Coms. Rajubai Talekar,Megha Baviskar and Com. SubhashPatil, Secretary also spoke on theoccasion. Com. Rajshri Mhaskepresided over and Com. Sukhpal Kaurconducted the meeting. Prior to this2 days various cultural programmesand games for women employeeshad been conducted and the winnerswere given gifts in the meeting.

Parel Workshop :- InternationalWomen’s Day was celebrated atCanteen Hall, Parel on 9-3-2013.More than 300 women employeeswere present on the occasion. ShriSanjay Sharma, Dy. CME(P), Com.A. K. Mahendru, AGS, Shri RajeshSahani, SPO, Smt. NandiniMarpakwar, AC&M and Smt. Rashmi,AWAO were on the dias. Com. SnehaNaralkar, Vice Chairman of the branchpresided. Ms. Ranjana Basu, Scholar,Tata Institute of Social Service wasthe main speaker. At the outset 2minute silence was observed to payhomage to the departed souls. Afterthat Shri Sanjay Sharma spokebriefly about the importance of theday and appreciated the Union forarranging such a grand programme.Com. Mahendru highlighted theissues of women employees and theefforts taken by the Union to sortthem out. Smt. Nandini also gave animpressive speech. After that Ms.Harshal Raut, Trade Apprenticepresented a very impressive dance

Itwas a very thought provokingspeech. Com. Sneha gave vote ofthanks. It was a very impressiveprogramme.

LT (T) Kurla :- More than 150women employees of C&W, ETL,Comml. & Optg. were present in theprogramme held at sick line shed.Com. Tejal Kanitkar, Asst. Professorof Tata Institute of Social Service wasthe main speaker. Sr. CDO Shri V. M.Dasputre, APO, Smt. Bhuvaneshwariand Com. Nandlal Swea, Addl. Divl.Secretary addressed the gathering.

Currey Road : Internationalwomen’s day was celebrated on8-3-2013 in BTC hall of Currey RoadStores Depot. Stores branchorganized the programme in abefitting manner. More than 100women employees were present onthe occasion. Com. Shubha Shamim,Secretary, CITU, Maharashtra was themain speaker. Dy. CMM, Shri K. M.Kalsava, Com. A. K. Mahendru, AGSwere on the dias. Com. G. B.Krishnan, Chief OS presided. Com.Shubha Shamim, Com. Mahendru andShri Kalsava addressed the gatheringand elaborately explained variousinjustices meted out to women oneconomical, political and domesticfront and appealed to them to uniteand fight against the injustices.

Kurla Carshed :- Similar programmewas held at Kurla Carshed in theopen ground of BTC. Shri SumanSr. DEE was the Chief Guest. Com.Shubha Shamim, Secy, CITUMaharashtra and Com. A.K.Mahendru AGS were the mainspeakers. Com. Sunita Sonarconducted the proceedings. Coms.Shubha & Mahendru in their speecheshighlighted the issues of workingwomen. Com. Shubha spokeextensively on the importance of theday which was well appreciated.

Kalyan : Coordination Committee ofKalyan branches organizedInternational Women’s Day on 7thMarch 2013 in Electric Loco Shed,Kalyan. Programme started at 11-30hrs. in which 70 women particip-ated. Prof. of R.K.R.T. CollegeMs. Shital Ganar was the Chief Guest.She gave a thought provoking speechon various problems being faced bywomen. Coms. Tribhuvan Singh, VicePresident, Mumbai Divn., ShantaramGangurde, Wkg. President guided themeeting.

In the afternoon at 15-00 hrs. similarprogramme was organized in KalyanRly. Hospital. More than 60 womenparticipated in the programme. CMSDr. Sharma chaired the programme.Professor Sheetal Ganar, Chief Guest,Dr. Dhande, Com. Tribhuvan Singh,Shantaram Gangurde guided theparticipants.

On 8th March 2013 at 16-00 hrs.International Women’s Day wascelebrated in NRMU Main branch office,Kalyan. Avocate Smt. AnuradhaPardesi, Chief Guest spoke about Law

and Smt. Neelam, Dietician of Rly.Hospital gave details about healthconsciousness, food etc. Daughterof one Rly. Employee spoke about“Bhrun Hatya” Com. Tribhuvan Singhnarrated about the Union’s activities.

Retired women employees werefelicitated by presenting shawl andshreephal. Rose flowers weredistributed to women employeesworking in Rly. Hospital and all offices.Com. Smita Jadhav conducted theproceedings. Sisters Oak, Tiwari,Mangala Bhagwat, Sangeeta Mhatre,Pathare and Coms. J.N. Patil andMalbari with other office bearers tookactive part in International Women’sDay programme.

Bhusaval Divn. :-

International Women’s Day wasobserved in Rang Bhawan from 13.30hrs. to 17.30 hours on 8th March-2013. The programme was attendedby 400 women employees presentinga festive appearance and cheerfulmood in the hall which was welldecorated. The programme waschaired by Com. Alka Chaudhari, VicePresident of the women’s wing. Com.Deepa Swamy conducted theproceedings.

Mrs. Kirti Faltankar, DMO, CivilHospital, Bhusawal and Mrs. SunandaAundhakar, Social Worker, Bhusawalwere the chief guests. The followingcompetitions were held on theoccasion.

Com. Deepa Swamy proposed voteof thanks. The programme wasimpressive and successful.

Manmad O/L :-

The programme was held in theunion office at 10.00 hours where100 ladies were present. theprogramme was chaired by Smt.Sunandabai Gaikwad, ex MunicipalCounciller who was the chief guest.The meeting was conducted by Smt.Bharati Kuchawa. Smt. SunandabaiGaikwad addressed the gathering

All the guests addressed gatheringand highlighted all the problems facedby women. Programme wasconducted by Smt. Atula Shinde andshe thanked everybody.

The programme was successful.

Nasik TMW :

The programme was held in the unionoffice at 10.00 hrs. The programme waschaired by Com. M. R. Joshi. Smt.Rajeshri Aher, RPF Inspector, Nasik Roadwas the chief guest.

Smt. Rajeshri Aher, RPF Inspectoraddressed the gathering andnarrated the status of women in thesociety and how women should facethe problems. She told all the womenshould be united and strengthenthemselves. She also told that womenemployees should take the benefit ofthe union and unite under the bannerof NRMU.

Com. M. R. Joshi thanked theparticipants. About 40 women werepresent in the programme.

Manmad Workshop :-

The programme was held at 15:00hrs in well decorated union office.Total 27 women were present in theprogramme. CWM, Manmad was inthe chair. Smt. Pushpalata More,Municipal Counciller was the chiefguest. She addressed the gatheringand narrated the importance of theInternational Women’s Day. She also

Injustice fought, successachieved

Matunga Mech. and Electricalbranches jointly raised their voiceagainst the injustice meted out onSmt. Suman Yuvraj Ovale, Mech.Fitter Gr.III. Smt. Suman was badlyinjured on 19-4-2011 while on dutywhen a grinding wheel revolving at aspeed of 2400 RPM broke anddamaged her left lower leg. She wasadmitted to Rly. Hospital, Byculla andfive surgeries performed on her legduring the course of two years’treatment. Despite surgeries shecould not recover and totally is inimmovable condition. She had beendeclared fit for duty by Medical Boardfor light job. She is residing at Titwalawhich is far away from Matunga

Workshop. She came in taxi spendingRs. 3000/-. Union took up the issueand launched an indefinite protestaction along with Smt. Sumandemanding for her re-medicalexamination. After a long sustainedstruggle Smt. Suman has beendirected for a re-medical examination.Many devoted activists of MatungaMech. & Elect. Branches under theleadership of Coms. S.S. Nayak,Secy. Mech. and Com. Subhash Patil,Secy. Elect. whole heartedlyparticipated in the programme andachieved the success.

A delegation led by Com. A. V.Gangurde, Secretary of TMW Nasikbranch met the General ManagerShri Subhod Jain during his visit tothe Workshop on 15-3-2013 andhanded over a memorandum relatingto various grievances and discussedwith him. The General Manager heardthem patiently and gave positiveassurance to solve them at theearliest. Some of the main issueswere :-

2. Extension of workshop.

3. Delay in Medical reimbursement ofthe staff.

4. Provision of New ambulance forhealth Unit.

7. Replacement of old cranes andrenewal of motor test plant.

8. Creation of permanent post ofWelfare Inspector in the workshop.

Massive Dharna heldat Khandwa

Khandwa Branch of Bhusaval Divn.

organized a massive Dharna in front

of Reservation Office, Khandwa on

28-2-2013 against the adamant

attitude of the administration in

solving the grievances of employees

especially that of Operating and

Commercial staff. A large number of

employees along with Union office

bearers and activists took part in it.

It was led by Com. Aditya Singh,

Secretary, Khandwa Branch. Coms.

Ibrahim Khan, Divl. Secretary,

Bhusaval Divn. and Pushpendra

Kapde, Divl. President were present

on the occasion. Dharna was

addressed by Coms. Ibrahim Khan,

Kapde, Aditya & Mahesh Mule,

Chairman Khandwa branch. The

leaders strongly protested the death

of an on duty Pointsman Shri Sunil

Pal, as a result of run over by train

and the tragic death of Shri

Bhagwan Singh, PWS in an incident

which took place at Gulab Ganj station

(Bhopal Divn) on 26-2-2013 along

with one more employee Shri Sanket

Bansal, SM was burnt 70% and

was struggling for his life.

Com. Ibrahim Khan stated that

176 posts of Station Masters were

lying vacant in Bhusaval Divn due to

which remaining staff were

overburdened with heavy workload

and unable to get leave and rest.

Same condition was in Commercial

dept. and the staff who were

working there are facing the same

problem. There were many

complaints against CBS, Shri D. P.

Kushwah and the administration was

not taking any step to solve them.

There was great unrest among the

employees due to the increase in

charges of cycle parking. He warned

the administration that if demands

were not fulfilled the union will be

forced to intensify protest

programme.

A memorandum addressed to DRM

BSL was also handed over to Station

Manager Shri Ramesh Chandra.

Realizing the gravity of the situation

and resentment among the staff

DRM called the union office bearers

on the very next day. Com. Ibrahim

Khan and others discussed the issue

with him. After a long discussion DRM

agreed to solve the issues at the

earliest. Agreement was ratified on

the following main demands.

1. Free parking facilities in cycle

stand for Railway employees.

2. After performing 4 to 6 hrs. duty

no pointsman will be deputed on

guard duty.

3. Number of pointsmen will be fixed

in each shift.

4. Vacancies of Operating &

Commercial dept would be filled

after discussion with CPO.

5. After performing Night duty no

Running staff will be served 10

hrs. duty memo.

It was a notable victory for Khandwa

branch.

Dharna of EngineeringStaff at Amla

Union had been raising theproblems of Engineering staff sincelong but the administration was notgiving any response to them. In ajoint meeting of office bearers of Amla(M) and Amla (R&L) branches held inAmla (R&L) branch office of NagpurDivn., a decision to hold a Dharna on28-1-2013 was taken. Accordinglymeetings were arranged in differentdepots. A notice of Dharna was alsoserved to ADEN, Amla. Realizing thegravity of the situation and preparednessof the Union ADEN called a meetingof Union office bearers on18-1-2013but no agreement was reached. Afterthat a special meeting was held on25-1-2013 in which Sr. DEN, DPOand office bearers of the brancheswere present. After a long discussionthe administration agreed to settlethe following demands.

1. Arrears of MACPS will be paid tothe staff by the end of March2013.

2. Arrears of Increment (Feb. toJune) will be paid within twomonths.

3. Special allowance of Rs. 375/-will be paid to all Gatementhrough special pay sheets.

4. Implementation of Cadrerestructuring would be done by28th Feb. 2013.

5. Washing allowance will be paidto all Engg. Staff, gettinguniforms with the payment ofFeb. & March.

6. Regular payment of T.A. of Engg.Narkhed Depot would beensured.

7. Identity cards will be issued toall new recruitees (RRC &Compassionate ground) byMarch 2013.

8. Repair/Maintenance work of Rly.Colonies will be done on toppriority.

9. New Torches will be issued to allGangmen.

10. Leave account of staff will beprinted in the pay slips.

All India Safety Seminar of LocoInspectors was held in T. N. Bajpaimemorial Hall, NewDelhi on 25-2-2013at 10.00 hrs. under the banner of AIRF.

Shri Keshav Chandra, Member(Mech.) was the Chief Guest. Otherinvitees were Shri Vivek Kumar, EDEE(RS) Railway Board, Shri Ved Pal andShri Kulbhushan, Member (Elect),along with Coms. Shiv Gopal Mishra,General Secretary, AIRF, K. L. Guptaand Salil Lawrence both Asst. Genl.Secretaries of AIRF were on the diaswho were felicitated by presentingbouquets.

PUNE DIVISION

AGMs of Pune Divisioncompleted

The AGMs of all the 10 branchesof Pune Division were conductednicely. In all the AGMs participationof staff was impressive by way ofattendance and deliberations. TheBranches fulfilled all the obligationsof presenting Annual Reports,statement of accounts etc. Theparticipants of the AGMs held livelydiscussions on the reports. Theleaders of Head Office and the Divisionwere present in all the meetingsinvariable and they spoke on theimportance of AGMs and discussionon the reports etc.

Com. Shiv Gopal Mishra made akey note address explaining in detailthe working conditions of LocoInspectors and the Loco RunningStaff as a whole and their legitimateproblems warranting their earlyredressal.

S/Shri Keshav Chandra, Member(Mech.), Vivek Kumar, EDEE (RS) VedPal & Kul Bhushan, Member (Ele.)addressed the Seminar highlightingon various technical issues connectedwith Loco Running Staff, Safety oftrain operations, technical &electronic back up being introducedfor averting accidents, Signal passingat danger (SPAD) and assured theparticipants that their genuineproblems will be addressed onpriority.

Many Loco Inspectors andrepresentatives of Running Staffspoke on their problems and typicalworking conditions. From CentralRailway Com. P.T.S. Raja CLI/CRattended the Seminar on behalf ofNRMU, CR who also placed his viewswho also placed his views. Followingdemands were raised in the Seminar.

Demands :-

• The pay of Loco Inspectors/ChiefLoco Inspectors promoted before1-1-2006 needs to be steppedup on par with those promotedafter 1-1-2006.

• There was almost consensusthat the selection to the post ofLI should be from amongst LocoPilot (Passenger) so that thereis no status problem to LocoInspector while dealing with Sr.Loco Pilots.

• The payment of daily kilometerageshould be on par with Loco Pilotsand not on actual basis.

• Loco Inspectors category isrequired to be provided withLaptop so as to discharge theirduties timely and efficiently.

• Cases of SPAD should not be theresponsibility of the assignedLoco Inspector, in case he wasnot on footplate inspection at thetime of the incident.

• There should be in-depth studyof SPAD cases in regard to thecircumstances and other conditionswhich result in such cases.

• As there are around 48 types oflocomotives on the Indian Railwaysystem, both electrical and diesel,therefore, to be acquainted withall technical aspects of all kindsof locomotives is next toimpossible, therefore, thereshould be separate groups of LIsfor electrical and diesel tractionand the types of locomotivesassigned to a LI should also belimited for effective discharge oftheir duties.

• The category of Loco Inspectorsis equally required to be coveredunder LARSGESS.

• There should not be anyemolument loss on promotionfrom Loco Pilot to Loco Inspector.

• Visibility of signals in a number ofcases being quite inconvenient,particularly in case of GM Classlocomotives while working on longhood, there is urgent need oftechnical solution of this problem.

• Blowing of whistle/horn on all levelcrossing gates and otherlocations in running trains creates

unbearable problems to the LocoRunning staff and Loco Inspectorson footplate inspection. · There is urgent need to fixedduty hours, that too with nocontinuous night working andwith fixed weekly rest in theinterest of safety for the LocoInspectors category.

· The mechanism of filling up ofvacancies needs to be improvedto ensure quickly filling up ofvacancies particularly in safetycategories.

· Proper accommodation and restroom facilities in running roomswith subsidized food need to beprovided for LIs.

· They should be classified under“Intensive” classification.

· No protocol duty should beassigned to this category.

· There should be properarrangements of training for LIs.

It was resolved that importantissues should be vigorously chasedwith the Railway Administration andMinistry of Railways for their quickredressal.

Please accept our heartfeltcongratulations on the grand successof historic 2 days Nationwide GeneralStrike jointly called by 11 Central TradeUnions, Independent Federations andother regional trade unions. It wasnear total in most of the majorsectors, few to mention are Coal,Public and in the most of cases PrivateRoad Transport, Port and Docks,Banks, Life Insurance, Defence Civilianemployees, Govt. offices etc. Taxi,Auto Rickshaws also did not ply inmost of the places.

The whole nation experiencedwilling observance of the generalstrike be it NCR-Delhi, Maharashtra,Bihar, Orissa, Punjab and Haryana,Karnataka, Uttarakhand, Tripura,Assam, U.P., Kerala, Gujarat. Even inWest Bengal despite strongopposition by the Government ofWest Bengal the strike was nearcomplete. In Tamil Nadu it was partial.

Hind Mazdoor Sabha played leadingrole in the General Strike. It’sleadership and activists were leadingfrom the front. HMS Railway affiliatesthough did not participate in thestrike, yet showed their solidarity withstriking workers by holding lunchhour gate meeting, dharna, demon-strations etc. throughout the nation.You deserve salute for your valuable

Strikingworkers were arrested, lathi chargedor coerced at several places.Particularly at Piragarhi/Delhi, Assamand Noida in U.P. more than 150persons were arrested and hundredsof FIRs were lodged against someinnocent persons too. Trade Unionleaders have been implicated underfalse and frivolous charges for theviolence which occurred on 20thFebruary, 2013 wherein severalestablishments were damaged andproperty was looted by the anti socialelements projected by some ofdefaulter contractors of Noida. It islearnt that they took advantage ofthe situation and indulged in looting.

Such was the pressure of theindustrial orgaisations that the issuewas raised in the UP Assembly on20th February, 2013 itself by allparties. The Chief Minister made acategorical statement of curbingviolence anywhere and everywhere.He deputed Home Secretary andDGP/UP to make an enquiry. TheCommittee has submitted the report.

We condemn such violence anddemand a judicial enquiry into all suchcases. Though the General Strikewas a grand success bigger struggleis ahead. Please keep yourself readyfor the same.

Sub: Request to increase basic taxexemption limit from Rs. 2 lakh toRs. 4 lakh and Rs. 4.5 lakh in caseof women

Indian Railways is the biggestemployer in India and a vast majorityof Railway employees want theFinance Minister to raise salaryexemption limit of Income Tax toRs. 4 lakhs and Rs. 4.5 lakhs towomen in the coming Union Budgetso that they are left with morepurchasing power.

Transportation Allowance grantedto the employees to commutebetween the place of work andresidence is tax-free to the extentof 1800 per month. This limit wasfixed more than a decade ago andneeds to be revised upwards, givenrising commuting costs across thecountry. In this context, it is pertinentto mention that the,matter is pendingwith the CBDT for a long time,therefore, this also needs to berevised immediately.

More so, the slab of tax-freeincome has not moved up in line withreal inflationary rates in the last fewyears.

Therefore, it is strongly urged toexamine the above issues andfavourable instructions may please beissued early so that the same couldbe incorporated in the Union Budget,to be presented shortly in theParliament.

Vide letter under referencearbitrary orders have been issued forreduction of the sanctioned strengthby 1% in all zonal railways. As Railwaysare already facing acute hardship dueto already reduced staff strength andnon-availability of adequate manpower,particularly in the wake of regularintroduction of new trains and newassets, the orders for further reductionby 1% would definitely result infurther deteriorating the situation.These orders have been issued withoutconsulting the Federation, which isquite unfortunate and the Federationwould not permit any such action tobe taken by the Ministry of Railways.

It would be quite appropriate thatthe orders for reduction of sanctionedstrength by 1%, issued vide lettermentioned above may be withdrawnforthwith in the interest of industrialharmony over Indian Railways.

Sub: Grievances/demands of the P. WaySupervisors

During “All India Safety Seminar ofP. Way Supervisor”, organized by theAll India Railwaymen’s Federation on24th February 2013 at New Delhi, thefollowing major issues related tosafety and grievances of the P. WaySupervisor Category were enlisted.

(i) En-block merger of PWSCategory with JE (P. Way) withretrospective effect and allconsequential benefits.

(ii) Fix duty hours and weekly rest,allowances, accommodation, run-over cases due to non-availabilityof proper maintenance corridor,their headquarters at a placewhere educational and otherfacilities are available, risk factor etc.

(iii) As the pay structure of P. WaySupervisors has been diluted inthe successive pay commissions

on account of various legal andtechnical pretext, there is needto totally merge this categorywith JE (P.Way) with effect fromthe date Mistry Supervisorof other departments, likeMechanical, Electrical, S&T havebeen en-block upgraded as JE.

(iv) The total strength of PWS onthe IR is around 4,400 and thereare roughly 3,650 PWS on roll,only 17.26% of this category hasbeen upgraded to JE the remainingstrength is still in GP Rs. 2800causing serious resentmentamong them, therefore, theirpay scales are required to beupgraded to GP Rs. 4200.

(v) The benefit of cadre restructuring/upgradation effective from01.11.2003 has not been extendedto PWS, which is a cause offrustration among this categoryand needs to be set right.

(vi) The Headquarters of the PWSneeds to be located on thosestations where there are adequatefacilities for their properaccommodation, education of theirchildren and medical facilities etc.for their families are available.

(vii) The discrepancies in their MACPSare also cause of discontentmentand need to be addressed suitably.

(viii) The working conditions, includingduty hours and weekly rest etc.are also quite unsatisfactory, assuch need to be set right at theearliest.

(ix) The P. Way Supervisors need tobe imparted proper training withRefresher Courses from time totime for updating their knowledgein the wake of adoption of advancetechnology in railway track.

Since there is serious resentmentamong the PWS Cadre on account ofinordinate delay in resolving thisimportant issue, the Board arerequested to issue necessary ordersto the General Managers of the IndianRailways for the merger of all PermanentWay Supervisor with Jr. Engineer(P. Way) without any loss of time,treating the matter as most urgent.

Sub: Miseries being faced by the TicketChecking Staff over the IndianRailways

Ticket Checking Staff all over theIndian Railways are a suffering lot.They are the staff responsible forrevenue earning of the IndianRailways. These frontline staff alwayswork under various difficulties, andthe miseries use to be faced by them- they are often being harassed bythe hooligans and encounterharassment from the VIPs. Insteadof providing them protection, theadministration also harass them.They are soft target of the VigilanceDepartment and off and on beingsubjected to harassment. For merelyshortage or excess of fifty rupees,they use to be transferred out of thedivision, cash debar suspension,major penalty charge-sheet. Suchatrocities are being faced by theseloyal revenue earners of the Indian

Railways who often use to bedesignated by the RailwayAdministration as “Ambassadors ofthe Indian Railways”. These TicketChecking Staff work under badworking conditions, beyond dutyhours. Running Rooms meant for theTTEs as Rest Houses are in very badconditions having no proper beds,electricity, water and foodarrangements. They cannot takeproper rest in the TTEs Rest Housesafter performing more than 12 hrs.duty. There are some places whereeven Rest Houses for the TTEs arenot available. Because they workunder tremendous pressure and badworking condition and due to non-rest, many of them have developedvarious diseases, most of them havebecome hypersensitive, cardiacpatients, which has led them tocasualty in quite young age.

A large number of Ticket CheckingStaff are from women. They face veryarduous circumstances during thecourse of their duty and or equallyharassed by the passengers as wellas by the Vigilance and Officers. Theyare often booked to work in nighttrains which is in violation of ILOConvention.

Shortage of Ticket Checking Staffis a menace. For 24 coaches, two orthree TTEs are deputed, and many atimes they become victim of rowdism.Due to shortage of TTEs, there useto be loss of railway revenue too.Many customer complaints use to beonly because of shortage of TicketChecking Staff.

Recently we conducted TicketChecking Staff Conference, wherefollowing issues and demands havebeen raised by the Ticket CheckingStaff :-

(i) Implement the agreed decisionfor providing adequate facilitiesto Ticket Checking Staff in theRest Houses on the ZonalRailways.

(iv) Stop harassment of TicketChecking Staff by the Vigilance/Officers.

(v) Provide adequate Avenue ofPromotion in Group ‘B’ to TicketChecking Staff.

(vi) Stop night train duty in thecase of Female Ticket CheckingStaff.

(vii) Reduce duty hours of TicketChecking Staff and providethem proper links.

(viii) Payment of Washing Allowanceand enhancement in theStitching Charges of theuniform.

(ix) Provide adequate security toTicket Checking Staff and savethem from hooligans.

(x) Stop irregular debits.

(xi) Stop penalization of TicketChecking Staff on the name oftarget

(xii) Scrap New Pension Scheme.

You are requested to kindly gothrough above cited apathies of theTicket Checking Staff and form a JointCommittee to found solution andresolve their problems within atargeted period; failing which AIRFwill be compelled to start sustainedstruggle.

Sub: Revision of pension of pre-1996Railway Pensioners

Please find enclosed herewith acopy of the judgment dated 04.01.2012of Hon’ble Delhi High Court on theabove cited subject.

In this regard, attention is invitedto Board’s letter No.F(E)lll/2008/PN1/8Pt. I dated 24.7.2012 and 10.9.2012,addressed to AIRF, wherein it hasbeen mentioned that since the matterhas already been examined, thereappears no such requirement to carryout the exercise again. It has alsobeen mentioned in Board’s letter thateven if judgment of Punjab andHaryana High Courts is implemented,the same will be implemented infavour of the Petitioners only.

In reference to Board’s above saidletter, AIRF would like to draw Board’sattention to the observation of theDelhi High Court in their judgmentdated 04.01.2012. Hon’ble High

In the light of observation/directionsof Hon’ble High Court, AIRF requeststhe Railway Board to take necessaryaction in the matter, directing ZonalRailways to issue revised PPOs to allpre-1996 pensioners applying PB-IIand fixing their minimum pension atRs. 6750.

Sub: Revised option for pay fixationafter grant of one increment to theemployees whose annual incrementwas due between February to June2006

In terms of Board’s letter dated23.3.2012, one increment has beengranted to those employees whoseannual increment was due betweenFebruary to June 2006 w.e.f. 01.01.2006in the pre revised scale. In thecircumstances, certain employeeswho had given their option earlier atthe time of new pay scale weregranted after implementation ofVICPC’s recommendations have beenput to disadvantageous position withthe grant of one additional incrementw.e.f 01.01.2006. This was in fact,an unforeseen situation at the timethe option was given by them.

In terms of Board’s letter No. E(P&A) ll-2003/PP-1 dated 16.10.2003Railway Servant may give revised/fresh option for the purpose offixation of pay under Rule 1313(FR22(1)(a)/(1))of IREC Vol. II withinone month’s time.

In the light of the above saidposition, the employees who havebeen granted one increment w.e.f.01.01.2006 in pre-revised scales maybe permitted to give their fresh optionfor the purpose of fixation their pay.

AIRF humbly requests that thematter may be considered in properperspective in the interest of suchrailway servants.

20 years of service from the date offirst promotion, i.e. granting 2ndfinancial upgradation after completionof 10 years service from the firstpromotion received by the employeeand subsequent 3rd financialupgradation after completion of 10years service from the secondfinancial upgradation received by theemployee, including the servicerendered by him prior to 1.1.2006 inold ACP Scheme.

One example of denial of 3rdfinancial upgradation after completionof 20 years service from the date offirst promotion, ignoring the servicerendered prior to 1.9.2008 at IntegralCoach Factory Chennai, is attached asAnnexure-V.

The Board are therefore,requested to issue necessaryclarifications to all the Zonal Railwaysand Production Units to grant thirdfinancial upgradation under MACPSon completion of 20 years servicefrom the first promotion or 10 yearsservice after second promotion or30 years service after regularappointment, whichever is earlier.

Again in the illustration shown inpara 5 of the same letter referred toabove, it is stated that “promotionsearned/upgradation grantedunder old ACP Scheme in the pastto those grades which now carrysame grade pay due to merger ofpay scales/upgradation of posts,recommended by the Sixth PayCommission, shall be ignored forthe purpose of grantingupgradation under MACPS” andclearly il lustrates that servicerendered prior to 1.1.2006 shouldbe counted for financial upgradationunder MACPS. (Annexure-II).

Clarification on grant of thirdfinancial upgradation after completionof 30 years from the initialappointment has been issued by theRailway Board by vide letter No.PC-V/2009/ACP/2 dated 29.09.10(RBENo.143/2010) only to extendfinancial upgradation to thoseemployees who got two financialupgradations in 24 years, in old ACPScheme without waiting forcompletion of 10 years from the dateof their second financial upgradationon old ACP Scheme. Today I had an opportunity to meetHon’ble Minister for Railways,whereupon I conveyed our seriousconcern over inordinate delay inresolving certain long pending majorissues, a number of which have-already agreed upon in differentNegotiating Fora, but the finaloutcome of the same is still hangingfire. I also emphasized that theseissues are of significance for the

Railwaymen and causing seriousresentment among them because ofunwarranted for delay in theirredressal.

The following issues were againbrought to his notice for payingurgent attention thereon.

(i) Dispensation of writtenexamination from the processof appointment to the wardsof Railway Employees underLARSGESS and to enhancethe scope of this scheme.

(ii) To implement the agreementon the anomalies of the VICPC, already discussed andagreed upon in the Depart-mental Anomaly Committee,which include allotment of GPRs. 4800 in place of GP Rs.4600 to Sr. Supervisors,merger of Technician II GPRs. 2400 with Technician I GPRs. 2800, allotment ofimproved grade pay to certaincategories of Railwaymen,provision of grades to theStenographers of ZonalRailways as are allotted tothose working in theMinistries and Secretariat etc.

(iii) Merger of P. Way Supervisorswith J.E. (P. Way).

(iv) Stepping up of pay of LocoInspectors promoted prior to01.01 2006 at par with thosepromoted after 01.01.2006.

(v) Implementation of unanimousrecommendations of the JointCommittee on Package andCareer Progression ofTrackmen in letter and spirit

(vi) Implementation of cadrerestructuring of variouscategories of the Railwaymen,as already decided in themeetings of the CadreRestructuring Committee.

(vii) Improvement in theemoluments, workingconditions and workinghours, including Weekly Restetc. in case of Running Staff.

(viii) Payment of arrears ofRunning Allowance to theRunning Staff w.e.f.01.012006 and improvementin the rate of ALK.

(ix) Implementation of variousWelfare Scheme, alreadyannounced in the previousRail Budget.

(x) Facilities of Privilege Pass andhealthcare to both theparents of the RailwayEmployees, as is available inother Central GovernmentDepartments.

(xi) Absorption of the staff ofquasi-administrative offices inthe Railways.

I also mentioned that, almost allthe issues are already agreed uponin different Negotiating Fora, butbecause of indifferent attitude of theFinance Ministry as also the RailwayBoard, their settlement is gettingunnecessary delayed.

I also informed him that, in casethese issues are not resolved withina reasonable time, the Railwaymen,who are badly agitated, would notwait any longer and shall be compelledto resort to direct action, and entireresponsibility of which shall rest withthe Railway administration.

Hon’ble MR has assured, that thecurrent session of the Parliament isgoing to conclude on 22nd March,2013, thereafter, he would definitelylook into the issues raised by theAIRF, and would also havediscussions with us to amicably getresolved problems of the Railwaymen.

Sub: Fixed Medical Allowance to railway beneficiaries of New Pension Scheme drawingadditional relief on death/disability of railway servant

The Fixed Medical Allowance (FMA) is granted to Railway pensioners/familypensioners in terms of instructions contained in Boards letter dated 21-4-99,1-3-2004 and subsequent clarifications issued from time to time.

Grant of FMA to the railway beneficiaries of NPS drawing additional relief ondeath /disability of railway servant in terms pf Board’s letter No. 2008/AC-II/21/19 dated 29-5-2009 has been examined in consultation with Departmentof Pension and Pensioners’ Welfare. Since in terms of para 602 of IRMM-2000,railway employees are entitled for medical attendance and treatment facilities,free of charge, the NPS railway pensioners drawing additional relief ondeath/disability of Railway servant in terms of Board’s letter dated29-5-2009 and staying beyond 2.5 KMs from the nearest Railway Hospital/Health unit can get a RELHS card by paying necessary amount to enable themto obtain indoor treatment. They are also entitled to draw FMA as fixed by theGovernment. The necessary amount for getting RELHS Card as prescribed inBoard’s letter No. 2003/H/28/1/RELHS dt. 16.3.2009 are as under:-

In terms of the extant provisions as contained in para 189 of Indian RailwayEstablishment Manual (IREM), Vol.l, (Revised Edition-1989), First Re-Print-2009,33-1/3% quota of posts in the lowest grade of Commercial Clerks, TicketCollectors, Trains Clerks, Office Clerks and other categories of Clerks likeStore Clerks etc. are to be earmarked for promotion of Railway servants inthe categories carrying Grade Pay of Rs. 1800, for whom no regular avenue ofpromotion exists; the Group ‘C’ categories being suitably linked with specifiedcategories in Grade Pay of Rs.1800 on the basis of broad affinity of work.

2. It has been noticed that a few Railways are adopting different eligibilitycriteria and are allowing Trackmen to appear in the selection being conductedagainst 33-1/3% departmental promotion quota which is not consistent withthe extant policy as Trackman/Gateman/Trolleyman have separate avenuechannel of promotion as per para 181 of IREM ibid. The issue reached uptoCentral Vigilance Commission(CVC) who, in turn has desired that guidelinesmay be issued to all Zonal Railways regarding uniform interpretation of Para181 to 189 of IREM and related instructions thereon.

3. In the light of the above, the matter has been considered. Ministry ofRailways wish to state that the extant provisions contained in para 181 to189 of IREM, Vol. l, (Revised Edition-1989), First Re-Print Edition-2009 andsubsequent instructions issued thereon may be followed scrupulously andonly eligible categories as specified may be allowed to appear in the selectionsbeing conducted for promotion from GP Rs. 1800 to GP Rs. 1900 against33-1/3% departmental promotion quota.

2. In order to implement these decisions, Explanations 1 and 3 after sub-rule 6 of Rule 54 of the Central Civil Services (Pension) Rules, 1972 have beensuitably amended and sub-rules 13-A and 13-B have been omitted. A copy ofGazette notification, G.S.R. No. 938 (E), dated 27th December, 2012, givingeffect to these amendments is enclosed.

3. For the sake of clarity, the old and new explanations 1 and 3 are reproducedas under highlighting the changes made therein:

Old: EXPLANATION 1 - An unmarried son or an unmarried or widowed ordivorced daughter shall become ineligible for family pension under thissub-rule from the date he or she gets married or remarried.

EXPLANATION 3 - It shall be the duty of son or daughter or siblings orthe guardian to furnish a certificate to the Treasury or Bank, as the casemay be, once in a year that (i) he or she has not started earning his orher livelihood and (ii) he or she has not yet married or remarried. Asimilar certificate shall be furnished by a childless ‘widow after her re-marriage or parents to the Treasury or Bank, as the case may be, once ina year that she or he or they have not started earning her or his of theirlivelihood. ,

New: EXPLANATION 1 - An unmarried son or an unmarried or widowed ordivorced daughter, except a disabled son or daughter, shall becomeineligible for family pension under this sub-rule from the date he or shegets married or remarried.

4. Sub rule 13-A regulates the grant of family pension to a military pensionerafter his re-employment in a civil service or a civil post. Grant of two familypensions had been prohibited under this sub rule. Similarly, sub rule 13-Bprohibits grant of two family pensions to a person who is already in receipt ofFamily Pension or is eligible therefore under any other rules of the CentralGovernment or a State Government and/or Public Sector Undertaking/AutonomousBody/Local Fund under the Central or a State Government. The sub-rules 13-Aand 13-B have since been omitted vide the above mentioned Gazette notification.

5. It is clarified that financial benefits in past cases will accrue with effectfrom 24th September, 2012.

6. As regards pensioners/family pensioners belonging to the Indian Auditand Accounts Departments, these Orders issue after consultation with theComptroller and Auditor General of India.
