Project Description

• Replace approximately 450 concrete panels on

the Keel section of Runway 8-26.

• The first area is from west of B4 to B6. The

second area is from B9 to east of B11.

• Both sections are in the aircraft touch-down

areas and each measure approx. 2000 feet long

by 40 feet wide

• There are also approximately 50 additional

panels that contain cracks & spalls requiring

replacement

• Time is of the essence … Runway will be closed only for 30 days.

Project Scope of Work - Design

• Design in accordance with all applicable FAA AIP and

Advisory Circulars requirements

• Design appropriate depth of Portland Cement Concrete

Pavement (PCCP) to replace the panels to be removed

• Pavement markings and striping

• Construction estimates, construction safety and phasing

plans & construction management plan

Project Scope of Work - Design

• Geotechnical investigation to validate structural

pavement requirements

• Electrical elements include existing FAA Runway

Status Lights system and lead off lights that may be

affected by replacement the PCCP

• Investigate utility conflicts

• Provide updated plan/profile design

• Advise city on “green building/recycling” options

• Update the design of appropriate airside barricade plan

and service road detours, if needed

• Possible Construction Administrative services that meet

all project requirements including the quality assurance,

testing and certifications for structural subgrade per AIP

and FAA compliance and requirements

• Utilize the City’s web based project management

system, Unifier

I- Pre-construction Services

• Coordinate efforts with project Engineer, designer,

various City of Phoenix Departments, Aviation

Divisions and other stakeholders

• Address all Federal, State and Local requirements

• Provide project planning, scheduling and estimating

for the various phases of the project - minimizing

impacts to airport operations

• Investigate utility conflicts

• Arrange/manage procurement of materials and long-

lead items, as needed

• Prepare construction estimates, Guaranteed Maximum

Price(s) (GMP) and schedules for the various phases of

the project

• Advise the city on ways to gain efficiencies in project

execution and delivery

• Perform constructability reviews of the plans and

specifications

• Utilize the City’s web based project management

system, Unifier

II- Construction Services

• Manage all construction related contracts while

meeting city bid requirements including DBE program

requirements

• Provide quality control

• Maintain a safe & secure work site for all project

participants

• Schedule and manage site operations

• Coordinate with various City of Phoenix Departments

and other stakeholders.

The City of Phoenix strives to advance the economic

Through a coordinated effort among several city

departments, the DBE Program provides DBE

certification, procurement opportunities, construction

subcontracting utilization, small business management

and technical assistance and educational services and

networking opportunities.

contract.

DBE Requirements

� Project is in part funded by FAA and is subject to 49 CFR Part 26 and USDOT DBE Program.

� Attachment A - Statement of Outreach Commitment All Submitters must provide at the time of submittal.

� Attachment B - Documentation of Outreach Efforts Successful Submitter must provide within 30 days following the award of contract, along with the related supporting documentation.

� Attachment C – Small Business Utilization Commitment Successful Submitter must provide within 30 days following the award of contract.

DBE Requirements

� Current focus is Small Business Outreach

� The FAA approved a triennial DBE goal of 7.42 percent for fiscal years 2013-16, to be achieved through fostering Small Business participation and outreach requirements.

� The City has not established a race- and gender-conscious DBE participation goal.

DBE Requirements• To participate in this opportunity as a DBE,

only firms certified by the City or another AZUCP member in the specified scopes of work shall be considered in calculating DBE participation.
