The 2012 St Leonards/Crows Nest Planning Study - Precinct 1 identified the need to provide

more open space for the growing residential and commercial population in the St Leonards

area and proposed that Hume Street Park be expanded. The Planning Study recommended

closure of Hume Street in order to achieve this.

At its meeting on 18 May 2015, North Sydney Council resolved to exhibit the draft Hume

Street Park Concept Design Options. Three draft concept design options were prepared.

Consistent with that planning study, the three concept design options all involve the partial

closure of Hume Street and the creation of a new urban plaza and link to Willoughby Road.

Following public exhibition of the Hume Street Park Concept Design Options, Council

adopted Concept Option 3 as its preferred option at the Council meeting on 21 September

2015. It is proposed to close Hume Street to vehicular traffic to enable the expansion of

Hume Street Park that was identified in the 2012 St Leonards/ Crows Nest Planning Study

and Concept Option 3.

Council requires RMS approval of a Traffic Management Plan before a road can be closed.

This report deals with the proposed closure of Hume Street to vehicular traffic and the traffic

management plan.

RECOMMENDATION:

1. THAT Council approve the closure of Hume Street to vehicular traffic as per the attached

concept plan, subject to RMS concurrence of the Traffic Management Plan.

2. THAT Council replace 24 lineal metres of No Parking on the southern side of Albany

Street, to the west of Hume Street with either metered parking or loading zone, depending on

the local requirements at the time, in conjunction with the closure of Hume Street.

2. THAT it be noted that the road closure may be subject to easements for access for

emergency vehicles and public utilities, which will be further examined as part of the formal

road closure process.

Impact on Bicycles: Existing bicycle routes and facilities along Clarke Street and Oxley

Street will be retained.

Impact on Pedestrians: The proposal will result in improved amenity for pedestrians by

removing vehicular traffic and creating greater opportunities to activate an urban plaza area

and to facilitate expansion of the Hume Street Park.

Impact on Parking: Proposal will result in a loss of 21 metered parking spaces. The future

redevelopment of the Hume Street Park and car park may include an increase in car parking

capacity to off-set this parking loss. There is also an opportunity to create 4 new parking

spaces on Albany Street nearby.

Background

Three draft concept design options were prepared in response to the St Leonards / Crows

Nest Planning Study – Precinct 1 (2012) which identified need to provide more open space in

the St Leonards area and proposed that Hume Street Park be expanded.

Consistent with that planning study, three concept design options were developed and all

involved the partial closure of Hume Street and the creation of a new urban plaza and link to

Willoughby Road.

At the Council meeting on 21 September 2015 Council resolved that concept design option 3

be adopted as the preferred vision for the expansion of Hume Street Park and endorsed the

way forward for the redevelopment of park.

Existing Traffic Conditions

Hume Street is a one-way (northbound) street and is bounded by Clarke Street to the south,

Pole Lane to the north, commercial buildings to the east, and Hume Street Park to the west,

including the Hume Street carpark (access via Pole Lane); North Sydney Indoor Sports

Centre; and Kelly’s Child Care Centre. There are no existing driveway accesses off Hume

Street and on-street parking is currently provided on the eastern side of the street.

A locality map is shown in Figure 2.

GTA Consultants were commissioned in 2012 to carry out a Traffic Impact Assessment for

the Hume Street Park redevelopment including the closure of Hume Street. The following is

an extract of the peak hour traffic volumes around the Park.

Consultation Survey

A survey was sent to property owners and tenants surrounding Hume Street on 4 August

2016 with a return date of 19 August 2016. 190 letters were sent and Council received 13

responses (7.4%) which represents a fair response rate for traffic surveys.

Respondents were asked to choose one of the following options:

I am in favour of closing Hume Street to vehicles between Clarke Street and Pole Lane.

OR

I am not in favour of closing Hume Street to vehicles between Clarke Street and Pole Lane.

Respondents were requested to provide reasons why they were not in favour if they indicated

such.

The responses to the survey are summarised in the following table.

Our office is on Hume Street. It is not convenient for our visitor if part of Hume

Street is close.

Our biggest concern is for the businesses that currently tenant the shops along Hume

St. How can these businesses continue to trade daily i.e. passing customers, courier

deliveries as they currently do with the access they currently have ? How can these

small businesses survive?? Are we not as members of North Sydney Council not

wanting to help promote and sustain small businesses?? How is North Sydney

Council helping to maintain with the tie closure of Hume Street? This closure is not

satisfactory?!!!

I am not in favour of closing Hume Street to vehicles between Clarke Street and Pole

Lane. I need to load & unload bulk material to and from our office at 35 Hume Street

This is a traffic choke spot - the unnecessary obsession of closing roads will only

choke the area with motor vehicles which is not desirable. Don't do it.

Council received two responses that indicated in principle support for the proposal, however

raised some specific concerns. These have been counted as “partially in favour” and the

concerns raised were:

As a committee, we are in favour of the closure yet not within the current time of

development re both the (metro) rail and proposed Hume St park redevelopment. We

feel that the added congestion during the construction process will problematic

enough without the added congestion of road closure. After the projects are

completed, we are happy and excited for the closure of Hume Street and the increased

greenspace that this will create

Previous concept studies showed the closure of Hume Street from Clarke Street to

approximately 53 Hume Street (i.e. partial closure). If Hume street is fully closed

down to Pole Lane, we as proprietors and occupiers of No 55 Hume Street are very

concerned regarding our loss of street access to No 55 for deliveries/maintenances

etc. We believe partial closure down to approximately No 53 Hume street to be the

most satisfactory compromise.

Ausgrid Submission

Council also received an objection from Ausgrid to the closure of Hume Street due to the

presence of underground high voltage and overhead low voltage, and street lighting

conductors traversing the area. It should be noted that as part of the Road Closure approval

process, Council will need to create appropriate easements for access to this infrastructure.

This will be dealt with through a further report to Council as part of the process to formally

close the road.

Proposed Traffic Conditions

A concept plan of the proposed layout of the road closure is shown in Figure 4.

With Hume Street closed there are 61 vehicle movements that will be displaced in the AM

peak and 131 vehicle movements that will be displaced in the PM peak. The redirected traffic

will use the access routes shown in Figure 5.

GTA calculated the projected traffic flows including existing redistributed traffic and traffic

associated with the proposed redevelopment of the Child Care Centre. The projected traffic

flows for the AM and PM peak periods are shown in Figure 6.

The projected traffic flows will result in a 9.7% (or 93 vehicles) increase in traffic volumes

on Albany Street during the AM peak hour, and 16.1% (160 vehicles) increase in the PM

peak hour. Traffic volumes on Oxley Street between Clarke Street and Albany Street may

increase by 9.3% (41 vehicles) in the AM peak and 26% (121 vehicles) in the PM peak under

a worst case scenario. Intersection analysis undertaken by GTA found that the intersection of

Albany Street and Hume Street will continue to operate at Level of Service B under the future

scenario.

Figure 7 shows the existing traffic flows at the intersection of Oxley Street and Albany Street

and relative increase in traffic flow with the proposed closure of Hume Street. Theoretical

intersection capacity analysis suggests that for a roundabout of this size a layout, and a

circulating flow of up to 500 vehicles per hour, the intersection will operate satisfactorily

with entry flows of up to 650 vehicles per hour. The projected traffic flows at the roundabout

are below the capacity threshold and therefore the intersection is expected to continue to

operate satisfactorily under the proposed changes. The projected increases in traffic volumes

on other streets will be negligible.

Therefore the redistribution of traffic is not expected to compromise safety or function of the

surrounding road network.

Discussion

The concept plan included with the survey indicated a closure in Hume Lane for the full

length between Clarke Street and Pole Lane. Various concept plans have been produced for

planning proposals since the 2012 Study, some of which indicated a partial closure extending

halfway up Hume Street north of Clarke Street, with access remaining open at Pole Lane and

a turning circle provided before the closure. It should be noted that all plans produced to date

are concept plans which are subject to change.

The road closure is consistent with the plans to provide pedestrian links from Hume Street

Park through to Willoughby Road. The redevelopment of Hume Street Park is a long term

plan and the road closure arrangements form an integral component of this project.

Parking and Loading Facilities

The main concerns that were raised in objections to the proposed closure is the loss of

parking and loading access in front of the businesses on Hume Street. There are currently 21

metered parking spaces in Hume Street. Parking occupancy data for these spaces collected in

September 2016 indicate an average occupancy of 58% which is relatively low in the Crows

Nest area.

These businesses are located within 120 metres of the Hume Street carpark. The carpark will

also have a greater capacity of 396 spaces under the adopted redevelopment concept plan

(current capacity 345 spaces). The intent of the road closure is to create more open space and

passive pedestrian areas adjacent to Hume Street Park. It is therefore likely that foot-traffic

passing these businesses will increase. In addition it may be possible for new parking spaces

or loading zones to be created on Albany Street to the west of Hume Street, within 180

metres of the businesses where there is a redundant No Parking zone following

redevelopment of the Ausgrid substation where driveways have been removed,

approximately 23 metres long.

Emergency Access

Council wrote to emergency services including NSW Fire and NSW Ambulance Services

with regard to the proposed closure, however no response was received.

It should be noted that Council may need to provide appropriate easements along the closed

road for emergency vehicle access. This will be further examined as part of the formal road

closure process.

Sydney Metro Rail Impacts

Transport for NSW is progressing plans for the new Sydney Metro rail station at the site to

the south-west of the Hume Street road closure, on the block surrounded by Oxley Street,

Clarke Street, Hume Street and Pacific Highway. Construction on the stations including the

new Crows Nest station are expected to occur between 2018 and 2021. Construction vehicles

are likely to travel to and from the site via the Pacific Highway and are therefore likely to be

limited to streets immediately surrounding the site (Oxley Street, Clarke Street and Hume

Street).

The closure of Hume Street (north of Clarke Street) is unlikely to impact on the construction

activities of the station. Transport for NSW has indicated that Hume Street between Pacific

Highway and Clarke Street may need to be temporarily closed to traffic during construction.

Transport for NSW will need to prepare a detailed Traffic Management Plan to assess the

impacts of this closure and to manage construction traffic.
