Michael gave an update to have a new conference date and location on August 14 inFredericton at the UNB. However Sydney said there is an NB Elder’s conference inFredericton on August 14-17.

Discussion on another date for Tuesday, August 7 and have an afternoon MMAYCMeeting and the conference will start August 8-10, at UNB.

Action: Sydney will come back with the group about the dates for the Elder’sconference.

The funding agreement money did not come through yet for MMAYC. Amanda willnotify the co-chairs about further information. She will also see if she can carry over the

$10,000 that was supposed to be given to MMAYC the last fiscal year (for January 2011Conference).

The co-chairs both agreed that a registration fee will have to be charged to eachcommunity for their 1 survivor and 2 youth in order to help with monetary costs of theconference.

Amanda will come back to the co-chairs with the All Chiefs Resolution for the first weekof June to see if the Chiefs will help and chip in for their 2 youths/i survivor from eachcommunity.

5.) Roundtable District Updates:

Noel Joe: recently had a Youth Gala in Conne River and raised over $5000; the youthalso went to an ecological camp and did traditional trapping and took part in a forestryworkshop.

Ashley: recently speaking to the Indianbrook band about developing a Youth Council;Ashley is also more involved with Ashley Augustine and working on doing hockeyclinics, self-eseteem workshops for younger girls. National level: teleconference:bidders came in.

Michael: will be a volunteer in the Eskasoni summer games, for youth related stuffnothing going on right now, same with the Unama’ki bands.

Miranda: busy with school but finally finished up for the year; went to Winnipeg, and dida show for a few kids with Don Amero; in Burnt Church : activities going on at the gymfor the youth; National youth council; Partners for youth on April 25 spoke about how tobe safe with social media and relationships.

Sydney: Zombie Walk for the youth on July 7; making a youth committee and on May 27meeting with SMYLE for both youth groups; working at the NB IRS Gathering. Therewill be a Women’s gathering for women in their 20s’ in Fredericton for bridging the gapwith First Nations women.

Shelby: no update given.

6.) AFN NYC Updates:

Miranda: there will be a conference call tomorrow for the selection committee. Noel andAshley (have the same information): National Youth Summit is still in planning; the lastface to face meeting was in January.

Letters have been sent to both Kaitlin and Tiffanie about MMAYC membership (actionaccomplished).

8.) Kiesha Toney — Kespukwitk District

Keisha is interested in becoming a MMAYC member. However the co-chairs will makethe decision and inform the MMAYC members.

9.) MMAYC Conference Update — Michael R. and Miranda:

The co-chairs previously discussed at last week’s meeting to start having new MMAYCmembers, even all the members, be provided with Indian Status hard copy photocopiesto make sure they are EN and to keep track with the age limit.

The TOR will be ratified at the next MMAYC meeting on August 14.

10.) New Business/Old Business — ALL:

The co-chairs plan to have a sub-working group for the MMAYC Conference. This willhave to be put into the minutes about who sits in. All 5 will be included: Miranda,Michael, Ashley, Noel and Sydney will be part of the working group.

Miranda, part of the AFN Youth Council; AFN AGA is in July, Miranda feels it is fair thatshe can go instead of Sam because Sam can no longer run anymore and she will notbe part of MMAYC as of August 2012. The group feels the same way as well.

Sydney will look into an alternate for her region

Discussion on Maureen Carroll: the group wants Maureen to help coordinate theconference.

Noel: wants to fundraise in Conne River to bring more youth, for additional youth tocome.

Zombie Walk — trying to get extra youth from other communities to partake in theZombie Walk. Miranda will be helping Sydney to fundraise.

- The next MMAYC teleconference on May 22 at 2:30 pm.

Number of expected attendees for the MMAYC Conference: 200.

Ideas/discussion: Have breakout sessions and a banquet dinner. Have one centralgrand hail, then breakout into smaller workshops. Sit 50 to each workshop, McGradonroom? The auditorium fits over 300 people which could be the grand hail.

Date: August 7-10 would work the best:

August 7: Registration, introductions for a meet and greet and icebreakers, big eveningfeast?

August 8: formal ceremony in the morning; full day of workshops plus the banquetdinner.

August 9: full day of workshops and end early by 3pm.

August 10: MMAYC meeting and MMAYC elections, breakfast starts at 8:30, electionsstart at 9:30; be finished by 12:00pm.

Accommodations:

Double room: $19.78 pp and single room $23.17 pp.

Keynote speakers and MMAYC members can be placed into apartment styleresidences and that would cost $84.78 for a 2 bedroom and 3 bedroom $118.65 pernight, including taxes. There are 25 available rooms for apartment style residences.Note: Chelsea can stay in a 1 bedroom or the 2 bedroom apartment.

- Over 1000 available rooms in residence at UNB.- All you can eat breakfast costs $7.00 per person, cafeteria opens at 7:30 am.

MMAYC Working Group Teleconference MeetingFriday, June 1, 2012

New conference date: August 5-8, 2012.

3 days for conference starting August 5.

Venue is confirmed with UNB.

Maureen and Chelsea will be visiting UNB along with Miranda on the morning of Friday, June29, 2012.

All Chiefs will have a meeting next week and Amanda and maybe Michael will present theresolution for the $1200 community funding per community.

Next week Michael will call out for another working group meeting for the week of Monday, June11.

Idea of sponsers for the conference, working group members are going to create a list and sendthem off to Maureen.

UNB will do the logistics, Maureen will do the conference, Michael and Miranda will make thedecisions.

Sunday, August 5 will be the day of the MMAYC members only meeting.Monday, August 6 will be early registration during the evening.Tuesday, August 7 & 8 will be the conference dates.

Working group for TOR idea is to try and to have a face to face meeting with the co-chairs,Chelsea, and Amanda at APC on Thursday, July 19 and the morning of Friday, July 20.

Chelsea will speak to Amanda about the budget to invite Michael R. and Miranda for a TORface to face meeting at the APC office.

June 1 Minutes approved.

Conference Update:

- Final date: August 5-8, 2012 (3 days).- Banquet in the evening and ice breakers.- 2 full days of the conference.- APC All Chiefs passed the MMAYC resolution to fund 2 youth and 1 survivor to

attend the conference.

Vanessa: agrees for survivors to room up together, 2 to each room, as long as bothindividuals agree to be in the same room.

For the IRS and the descendants, Vanessa recommends to have a small room setaside for RHS counselors and maybe Health Canada support. Idea: have both malesand females on call for support. Health Canada will cover the travel fund for this area.Someone also has to contact Justic St. Claire and Marie Wilson to invite to theconference. Tim Bernard from CMM wants to present on the Debert Project. There issome supplies from IRS that can contribute to the conference.

Action Item #1: Miranda/Michael to invite the 2 TRC Commissioners, cc Vanessa &Maureen.

Maureen: we have to wait until we have a list of IRS and then room them together.

MMAYC members will be funded through APC, the All Chiefs resolution will pay for the2 youth and the 1 survivor.

August 5 will be the official meeting day from 1 -6pm.

Vanessa has extra money, credit at EWP for publishing the MMAYC conferenceinformation she will speak to Maureen in more depth.

Main question: What is the cost of the registration fee per person?

$250 was the last number used at the last MMAYC conference.

Atlantic Wide RHS health supports: how many is needed? Vanessa recommends 8health support staff. Two health supports for each workshop room.

Action Item #2: Vanessa and Maureen will speak more in depth about the discussionaround the health supports, and Michael R. can be involved.

What is the conference vision going to look like?

Ashy: bridging the gap between the survivors and the youth.. .ways to keep the youth incontact with the survivors, including the barriers.

Michael R: involve cultural activities, example: have a traditional leader to host a talkingcircle,

Vanessa: there is funding for William Nevin, under IRS.

Sydney: bring back the loss of identity from the IRS (culture and language). Vanessamentioned: A panel of survivors and/or a panel of survivors and descendants.

Ashley: what is the next 7 generations going to look like, but also reflecting on the past,present and the future.

Vanessa: Descendants and survivors in one panel, maybe have the descendants to bethe youth.

Michael R: have a healing ceremony, hands on forgiveness through the healingceremony (like washing one’s face/hands.. .wash away the pain/hurt).. .acknowledgingthe pain of the past for healing in the future.

Idea: to invite Shirley Morris, Katey McQuin, Lawrence Wells, William Nevin, MartyBear, Clark Paul, Dale Sylliboy (PEI),

Visual: lifting the Medicine Wheel.

The Commissioners would speak more on the TRC and the future of IRS, changingciriculum, Legacy of Hope?

Noel: have a Career Fair and a Trade Show? Or invite the local universities: UNB andSTU.

Vanessa: Invite the statement takers.

Youth Strategy: waiting on approval? Should it be featured with the survivor/youthpanel, or standalone (do it separately).

Jenna: look at the colors of orange (bring more red toward the color, burnt orange) andchange the wording to “Bridging the Gap”.

Next teleconference call at 2:00 pm on Monday, June 25.

Action: Maureen will speak to Amanda about the budget.

Action: Maureen will contact the entire MMAYC committee email and set up amandatory teleconference meeting for Tuesday, July 3 at 2:00 pm.

Vanessa’s update: TRC Chair Murray Sinclair and Commissioner Wilton Little Childfrom TRC, Maureen is in progress of inviting them to the Conference.

Jenna Lee Green: has sent out the registration form, the FB Group update and thesponsorship letter.

Action: Chelsea will contact Amanda about the budget for this Conference, how tocontact the Chiefs about the money and just discuss all together about the money.Who contacts the Chiefs about reminding them of the money?

Action: Chelsea will send the MMAYC group the Resolution and the letter.

The UNB budget for food, accommodations, and for the venue is $31,000.00.

Maureen: the sponsorship letter is completed.

Meeting: on Thursday, June 28 at 1:30 pm at APC with Chelsea, Vanessa, Maureen &Amanda.

APC should write up a letter and state what is covered and what is not the travel perkms.

Action: to have each MMAYC member provided with enough information on theconference for the travel part to contact PTO’s, municipal offices, Office of AboriginalAffairs, etc. . .to receive donations as a sponsorship to help with the cost of the travelespecially for the driving/kms part.

2. Timeline of Conference:We are confirmed for August August 5 will be the MMAYC group only, August 6 will beregistration and August 7 & 8 for the conference. There was a tour site completed on Friday,June 29, there are 3 workshop rooms, 1 statements room, 1 private room and 1 classroom.

3. Budget:

The budget looks like $85,000 and we have less than $60,000 in place. The MMAYC group cango out with a sponsorship letter to raise $650.00 each person. The individual group membersare advised not to ask the Chief and Council for extra money. Each community is to give $1200per 2 youth and 1 survivor.

Action: Jenna Lee will send a template letter and All Chiefs Resolution to the MMAYC groupso that they can use this for fundraising. All cheques are to be made payable to APCFNC.

4. All Chiefs Resolution:

A letter as a friendly reminder will be sent from Amanda to the Chiefs tomorrow and emailed.Maureen and Jenna will ask the Office of Aboriginal Affairs for NS and NB. Noel will ask theMinister of Newfoundland. Maureen and Jenna will also send the MMAYC members packageinformation for each member to raise money.

Ideas to choose a youth: They will be asked to include on their registration form why they wantto go and have 150 words and submit along with the registration form.

Who’s going to make the ultimate decision on who’s chosen as a youth and as a survivor?The MMAYC Co-Chairs will review the registration forms and make recommendation fordelegates. The full list should then go to the Chief and Council with the recommendationsattached and the Chief and Council will make the final decision. It states this in theAll Chiefs Resolution to pick their 2 youth/i survivor has a deadline on July 9.

Jenna Green asked if we should have deadlines for the poster and registration and it wasdecided that July 20th would be added on the materials.

Action: Jenna Lee will revise the materials to include the information regarding the selectionprocess and can contact Jenna Lee for more information.

5. Letter’s for Chiefs:

Additional letters cannot be sent out for more money to the Chiefs as they have alreadycontributed to costs and may be approached for travel support from the delegates chosen. Notravel rates for kilometers will be provided by APCFNC. Michael R. Denny will donate his travelmoney from work to the conference.

6. Sponsorship:Friday, July 20 is the deadline for the selection process of the registration names. It is thedeadline for the MMAYC to raise $650 per member. We hope to raise the budget shortfallbetween the MMAYC group and the letters prepared by M Carroll Consulting.

Action: MMAYC group and M Carroll Consulting to begin fundraising immediately.

- 8 workshops to take place.. .7/8 have been confirmed.- Youth Panel suggestions: 1 or 2 MMAYC members and other registered youth

will be asked during the conference. (2nd day?) Identify the youth on day one.- TRC is doing a video: Marie Wilson for day 1.- During the banquet: we can use Ash & Sam to dance, Michael R. will sing with

his drum.- Talking Circle introduced by the Elders to open up with the youth (optional).

Facilitators will have to be strong, maybe Andrea Colfer or Clark Paul.- Supports should be available during and after the Talking Circle.- Alma MacDougall, Clark Paul, Bridget Smith and Marie Sack (they will cover their

own travel costs).- Dawn Francis and Marty Bear from Tobique should be added as supports.- Michael R. will be used as a support person for after hours.- Michael R. wants to do something on resiliency.- Vanessa suggested to invite Graydon Nicholas and Barb Martin can present on

Michael R will move on with the motion to go ahead with the conference, Miranda hadseconded it.

AHHRI is unable to make a presentation during the MMAYC Conference since John R.Sylliboy is unavailable.

Roundtable Discussion/update:

Miranda Mitchell: August 14 and 15 there will be a conference in Moncton on anInternational Children’s Conference On the rights of a Child and workshop. Miranda willbe there to give an update on MMAYC.

Ashley’s update on MMAYC and AFN: AFN level, the last meeting took place during theAFN/AGA in July in Toronto. New co-chairs were voted in as the AFN youth council.National Youth Summit will be on November 23-25 in Saskatoon. They are accepting 2youths per community across Canada and they are taking youth between the ages of18-30.

Ashley said it would be nice for MMAYC to have a 5km run and it was sponsored byTim Horton’s similar to the AFN 5 km run.

Ashley also announced she is invited to BC to help assist with starting up a YouthCouncil in late August, Ashley may not be able to make the NS Summer Games.

Local level: Ashley has been keeping busy with gathering youth to be part of the NSsummer games that take place in Eskasoni August 21-26 and the NB Summer Gamesare held in Eel River Bar on August 8-12.

Nilan Marshall’s update on the NS Summer Games held in Eskasoni: the money fromthe Membertou 400 will be set up with the 14 teepees in Eskasoni to have a culturalshowcase. Infrastructure wise is located at the pow wow grounds, and use the rink ifthere is rain. Eskasoni patched/fixed all the roads. The ball fields have been revampedand added lights to the Castle Bay ball field. Everyone is encouraged to use the Castle

Bay Beach as a campground. Wabkinew will be the emcee he is the host from CBC’s8th Fire.

Shelby Caplin said something about an update from Quebec.Molly Peters announced AHHRI is to have a regional KT Forum in October at Mount St.Vincent University in Halifax on October 11-13, 2012.

Action: Molly will email the MMAYC ground to provide more information on the AHHRIregional forum for Native student advisors from the Atlantic region at Mount St. VincentUniversity.

Reviewing the MMAYC Conference Agenda:

Molly suggested for the health support workers to be provided with lainards (type ofvests) by the UNB conference services. She also said during the Opening Remarksthat the Health Support Workers to be pointed out for everyone to visibly see them.There are 2 rooms for the IRS survivors: a quiet room and a statement takers room.

Ashley suggested for the youth to be provided with colored stickers to help coordinatethe groups better. This looks like a trip to the dollar store.

Michael suggested for the MMAYC to get together with the MMAYC and debrief everynight.

Molly said it’s important to keep an eye on the youth and do a check in because the IRSinformation can be very traumatizing and the youth may first hear this information for thefirst time.

Action: in order for MMAYC to approve the document, Chelsea will ask Vanessa to fixup her document with the grammar mistakes and then remove the watermark worddraft.

Discuss the conference involvement and invite Maureen and Jenna after the lunchbreak: logistics, plans, etc.

Registration starts at 3pm, the room keys and other room keys will be distributed,registration goes on until 6pm. Grand Chief is en route and he will be doing welcomingremarks, April Maloney is here for statement taking and for the IRS quiet room. Aprilhas a camera for any filming to be done.Ashley will volunteer at the MMAYC booth for any information the youth want to askabout the MMAYC nomination and election procedure that takes place on Wednesday.

Action Item #1: Chelsea to send the revised copy changes of the MMAYC masterpackage to each MMAYC member and the alternates.

Miranda asked if anyone wants to change the agenda, and everyone approved it.

Updates:

Miranda Mitchell the MMAYC Co-chair is from Eesgenoopetitj, N.B., and she’s a studentat UNB in Fredericton. She recently attended the Rights of the Child conference held inMoncton in August. Miranda has been chosen/voted Vice-President of the Nurses’Society at UNB. Miranda is back in school attending her 2uid year in nursing. Partnersin Youth group had a few workshops and will have some in October for a pilot programto incorporate more FN youth, youth from Burnt Church and Indian Island may beselected.

Peter Simon from Elsipogtog, N.B. He recently attended the Tobacco Control Strategymeeting that was held in Millbrook, N.S. He will graduate from school this year and he’spart of a youth drumming group.

Sydney Paul from Kingsclear, N.B. She recently attended the Rights of the ChildConfernce, and going to attend the Youth Summit, representing NB in Niagara Falls onOct. 10-12. On Oct. 17-19 she will attend the youth conference called Rekindling theFire. A MMAYC Booth will be set up at the Rekindling the Fire. She is also working ona youth and drug/alcohol research strategy with Brown University. She is also workingwith a graduate student who is writing up on a thesis about Aboriginal students and theireducation or lack of. She attended the 3d IRS gathering in Kingsclear on August 12-14.

Mitchell Caplin from Gesgapegiag, Quebec and he’s going to graduate this year fromuniversity and plans to attend Dalhouise next year. He recently went to a meeting onhow to set up a youth group for the Quebec area.

Noel Joe, a youth worker from Conne River and a band councilor, also sits on the AFNyouth council. The youth of Conne River took over an old building on the reserve and itwill be renovated and restored, it will have a pool table, tv’s, etc. There is a tennis courtbehind the building so it will be set up as a volleyball court. Conne River is in themeanwhile fund raising for this building.

Bella Knockwood from lndianbrook is also sitting as an AFN rep from NS. She attendedthe Indian Residential School Commeruration in Dartmouth, but was disappointed in theevent. Bella was asked by the committee to sit as a youth rep she did agree initially but

feels she has to step down. Bella is meeting with the Justice committee and the NSWomen’s Council re: Tanya Paul, negligence surrounding her death with the case.

AFN Youth Summit: Noel Joe update: AFN is hosting a Youth Summit on Nov. 23-25 forEN youth to network, create more awareness on education, ec dev., etc. Registration is$100 per youth per community. Deadline is November 2, 2012. The AFN YouthCouncil members travel will be covered by the AFN, however the youth that representthe communities will have to find their own funding from their own bands. The age isbetween 18-29 years old. If the youth is under the age of 18, a chaperone will berequired. Registration forms are not ready until the last week of September.

TOR review: Miranda: all MMAYC members are required to attend the teleconferencemeetings, if they cannot attend then they should send their alternate. If the alternatecannot make it, the MMAYC member has to contact the co-chairs.

Miranda wants all the MMAYC members to be respectful to everything and to be on topof everything, since they are considered role-models to many of the EN youth.

APC Portfolios:

- Miranda sits on Health.

- AEDDIRP’s interested members: Mitchell and Peter (act as alternates too).

- Noel Joe sits on Housing and Fishery.

- Nilan and Miranda sit on All Chiefs; Bella will attend on behalf of Miranda.

Plans for MMAYC:

Action: Sydney will send an email to the group on getting more ideas created.

Ideas for the next MMAYC meeting: empowerment and motivate the youth, bullying,business plan discussion, share success stories, create a MMAYC newsletter (hitchhike off APC’s newsletter): introducing the members and the success of the MMAYCconference and have bios on each member.

Next face-face meeting: sometime in January, maybe in PEI and then add another PEIMMAYC member. Network with Sam to get a place/location for a cheap meeting,possibly in Abegweit which is closer to Charlottetown. On the reserve in Abegweit ismuch better to support the reserve.

Dates: January 12 and 13.

2.) Opening Remarks — Co-chairs: Nilan Marshall welcomed the MMAYC group aswell as the 3 PEI youth who were observing the MMAYC meeting. Nilanannounced that the female co-chair Miranda Mitchell resigned her seat as cochair but will continue to be an active member of MMAYC. The discussionaround Keisha Toney’s absence in MMAYC will take place during the roundtablediscussion/table.

3.) Elect New Female Co-chair: A nomination and voting process took place tovote in private ballots between Bella Marble and Sydney Paul. There was a tieand then a coin toss took place whereas Sydney Paul won the designated seatfor female co-chair.

4..) AFN NYC Update: Noel Joe. Bella Marble & Sydney Paul:- Bella Marble: the next AFN Youth Summit will take place in the spring of 2013 in

Saskatoon. The last one was cancelled because of funding issues. Two youthper community will be invited, from ages 16-30. Funding/sponsorship will bebased on the band the youth is from. AANDC, Environmental Canada, and otherfederal departments that made presentations at the Special Chiefs Assembly andthe National Youth Council meeting in Ottawa/Gatineau in December 1 and 2,2012. TRI council (elders, women & youth) had a meeting recently, action was:to fund raise for the cost of the travel for the meeting, the funding was cut by$10,000.00 by the federal government last fiscal year.

- Sydney Paul gave an update on the Bills passed by the government.- Noel Joe gave an update on the meeting with the EN Chiefs & PM Harper in

Ottawa on January 11.

Action Item #1: Sydney will send the MMAYC group the Government Omnibusbills which were recently passed by Ottawa in December, 2012.

5.) Discussionsllnvolvement with Idle No More and Unity Concert Jan. l7tI:- Mitchell Carlin: in Listuguj there was a blockade at the Campbellton Bridge, the

railroad tracks and a Unity March. Many of the events took place in the Listugujarea of Quebec. Flash mob took place at the New Richmond Mall, Quebec.

- Sydney Paul: Maliseet communities organized a unity march in Fredericton inDecember 21, 2012. There was a march, chants and drummed, a round dance,open speakers, Chief & council from the communities came. The cops werecalled in as a disturbance. In Kingsclear, there was a highway, peaceful protestand CBC was there on January 4, 2013 and had a sacred fire, chanting anddrumming. Organized another rally in Kingsclear but could not take part asSydney travelled to PEI. Clan mothers meeting happened in St. Mary’s. TheMaliseet region has been very active with Idle No More including a flash mob inFredericton at the Regent Mall.

- Peter Simon: A peace rally on the highway took place during the ChristmasHolidays, a flash mob took place in Moncton at the Champlain Mall, theElsipogtog and neighboring communities are starting to slowly become moreactive.

- Nilan Marshall: peaceful protest was held in Sydney outside the ProvincialBuilding some Chiefs attended, including the youth, there was over 300 peoplewho attended, a flash mob took place in Sydney at the Mayflower Mall, ElizabethMarshall hosted it. Over 500 attended the flash mob. There was a 2 dayhighway blockade in Wagmatcook. A highway blockade took place at the CansoCauseway. There was a rally hosted by non-native people in Unama’ki Sydneywith many Cape Bretoners attending.

- Bella Marble: a meeting in Millbrook with KMK and a few Chiefs, Mikey Stevenshosted in December 2012, information booklets were sent out. A partialblockade at the Canso Causeway took place. A highway blockade took place inMillbrook the first week of January. A round dance took place at the Micmac Malllast month. A railway blockade was in Millbrook on January 11, 2013 but theChief of Millbrook shut it down. Looking to host an information session inlndianbrook at the Church on Wednesday, January 16 at 6:00 pm. A peacefulprotest took place in Halifax on December 17 and a round dance took place.

- Noel Joe: there was a round dance flash mob that took place at the ST. John’small yesterday. In Corner Brook there was a flash mob and a peaceful protestlast Friday. There are no events that have taken place yet in Conne River, theplans are to have a blockade at the bridge which is on the TransCanadaHighway. On January 11 in Ottawa, there was a huge peaceful protest duringthe AFN and PM meeting. It was a powerful and inspiration event, with manypeople who attended. Chief Terry Paul and Chief Deborah Robinson attendedon behalf of Nova Scotia the PM meeting. There was a march to Parliament Hilland a protest took place, including a round dance. Then the march went to seeChief Spence in Victoria Island. There were over 2000 thousand people whoattended. The march then went to the actual meeting at the Delta Ottawa. ChiefSpence went to the meeting. There was a meeting at Rideau Hall with theGovernor General. Sasha Miracle, Co-Chair from the AFN youth council metwith the PM. The PM agreed to start a dialogue process, 8 key actions tookplace that emerged from the PM meeting. Chief Spence did not end her hungerstrike.

Action Item #2: Noel Joe will send the MMAYC group an email memo sent fromChief Atleo from the PM meeting in Ottawa.

- Lunch break between 1:00 pm to 2:00 pm.

6.) Roundtable Discussions — All members:- Nilan Marshall: announced the “Idle no more” rally held on Thursday, January 17

at 7pm til midnight. Keisha Toney has been inactive as a MMAYC member.Nilan has been invited to The Aboriginal Shield Program. Peter Simon will do aninspirational speech for the Idle no more concert. BeIla, Nilan, Peter and Dionwill attend the Idle no more concert in Truro and they are given 10 minutes tospeak.

Action Item #3: The co-chairs will email Keisha a letter and attach the TOR andthe letter will explain her inactivity and if she fails to respond within 2 weeks shewill be replaced.

- Mitchell Caplin has been invited to sit in on the AAEDIRP steering committee ofAPC. The next AAEDIRP conference will be on February 6 and 7, 2013.

- Bella Marble: On February 19-21: Native Women’s wants 4 MMAYC youth toattend in Dartmouth, NS. to be monitors during a conference, contact CherylCopage for more information.

- Sam Lewis made a few announcements for PEI: Aboriginal Women’s associationyouth rep: Sam Lewis; NWAC Assembly, went to Ottawa for AFN; AboriginalYouth Intern in Chile; East/Youth Director of NWAC on the Board; Sisters in SpiritVigil was in October and took place; Nation Women’s Summit was in Novemberin Winnipeg; went to the Aboriginal Peoples Choice Music Awards; NWAC. ForMMAYC to get involved with: AWA (Aboriginal Women’s Association) to be partof the provinces; Corrections (7 weeks training in Regina for Aboriginal women incorrections); ADHOC (like Sisters in Spirit vigil, it’s a project and new tocommittees); NWAC will have a youth webpage (find more info on website);Faceless Doll Project Tour will go on tour in the Atlantic region (Delta Augustinehas more information).

Action Item #4: Sam will send Chelsea all the youth links for her to forward toMMAYC.

7.) Create Action Plans:- MMAYC wants to increase their funding to have more action and to be known

more to the region, more promotion, more meetings, emergency funding,brochures need to be updated, website will have to be updated (Chelsea and IT),business cards, visit schools, video blogs, sponsorship fund for students toattend university/college (plaque), Treaty Day Youth Award with $250 money andplaque, promote language and culture in each community; jump on the agenda ofthe Atlantic Day of Action on June 21; updating information; develop a corefundraising committee; MMAYC Calendar; utilizing your own self social mediathrough Facebook, Twitter, Myspace; MMAYC Consulting Group; have a smallMMAYC conference yearly;

Sydney: will be doing Shield Training Fredericton office. Sydney will forward the ShieldTraining information to the MMAYC. Shield Training has 2 locations: Halifax onFebruary 28 and March 1 and Fredericton on March 19-21.

Peter: attended the APC Economic Development meeting in Moncton on Bill C-38:Fisheries Act and the Environmental Assessment Project. He then went to Dartmouthwith Bella and attended the Native Women’s Association Conference. Peter will followup with Marina Young about having an Idlenomore Network. He also made a speechfor MMAYC at the Idlenomore Concert/Rally in Truro in January.

Bella: attended the NWAC Conference on Feb. 12-13 in Halifax. On Feb. 14 sheattended “Have a Heart” rally at Dalhousie in support of Cindy Blackstock’s Tribunalwhich took place in Ottawa next week. Bella also attended the Shield Training inHalifax. There was a follow up with the Marshall Review and recommendations held atthe Friendship Center 2 weeks ago.

Mitchell: Attended the AAEDIRP Conference in Dartmouth on Collaboration on BuildingCapacity; in the process of setting up a Youth Council for the 3 Mi’kmaq Communities inthe Gaspe region of Quebec.

Noel Joe: Attended an Idlenomore Rally in January; will follow up with Noel Joe afterthe meeting.

Nilan: Idlenomore Info session was held on Feb. 20 in Eskasoni; Attending the ShieldProgram with Bella in Halifax next week; Attending the All Chiefs at APC office onMarch 20-21; in the process of making a Youth Council in Eskasoni/Unama’ki.

Dion: hosting drum practices and learning about the language, part of a youth programabout getting away from alcohol and drugs; attended a financial management meeting.

Ryan: busy with school mostly; a Youth Advisor Committee being formed in Tobique(only 4 youth are committed out of 20); FN Environmental Activist Winona Duke came toUNB and spoke about economic development and fracking (very inspiring); MaliseetGrand Council meeting will be held this weekend in Fredericton.

A Youth meeting will be held in Ottawa on March 8 and 9; no official update until thenext teleconference meeting.

Noel Joe gave an update but the minute taker could not hear him on the teleconferencecall.

Unanimous decision by the MMAYC members to remove Keisha Toney as she has not

tried to contact the MMAYC co-chairs or any of the members in months about staying

with MMAYC. The last event Keisha was seen took place during the MMAYC

Conference held in August, 2012.

Aboriginal Shield Program update was given by Sydney during her regional/community

update.

Tripartite: Nilan & Sydney: Nilan will forward the survey link to MMAYC.

Citizenship Think Tank: many EN’s/tribal organizations will be attending this in

Membertou 19 and 20. Bella will follow up with Jaime and get back to MMAYC on who

will be attending and how many people can attend.

Note: the following item has been added to the agenda:

Discussion on the Alternate from Paqtnkek: Anoogwa Pictou is interested in becoming

Bella’s alternate in the Piktuk district for MMAYC.

Vote on Anoogwa Pictou into joining MMAYC:

- Bella votes yes; Peter seconded; unanimous decision by all MMAYC members.

The co-chairs will send a welcome letter to Anoogwa Pictou and an orientation package.

The plans are to have the next face to face meeting in May: Chelsea will keep MMAYC

up to date on the May date of the All Chiefs meeting; MMAYC is looking for more

funding at the All Chiefs; the May meeting will focus around the 5 year action plan to

present to the All Chiefs and AANDC and FNIHB.

Have a call out for each band for the Valley region to try to get a youth representative to

replace Keisha Toney: through the band office or health center.

This report is meant to provide the reader with a synopsis of the conference, evaluation of the

event and recommendations for future events. The information has been gathered from the pre

event content, the conference materials, subsequent evaluations and the budget accounts ofAtlantic Policy Congress of First Nations Chiefs Secretariat and M. Carroll Consulting.

Atlantic Policy Congress of First Nations Chiefs Secretariat along with the Mi’kmaq MaliseetAtlantic Youth Council engaged M Carroll Consulting’s Services for conference coordination for aIndian Residential School focused educational event.

This conference intended to bring together youth from throughout Atlantic Canada and IndianResidential School survivors to begin a dialogue and information sharing network. Theconference intended to bridge the gap between youth and Indian Residential School (IRS)survivors and open lines of communication for future generations.

MMAYC members attended the Atlantic National event and recognized the need for a next stepwith regard to the generational impact. As such, MMAYC will endeavor to make the connectionsnecessary for both the IRS survivors and the youth and thus reduce the future generationalimpact of the Indian Residential Schools.

This conference also acted as a stage for the MMAYC Council to hold their elections. The eventallowed the current MMAYC Council to meet and observe participation from other youth toengage them in the councWs objectives.

The conference coordinators, M. Carroll Consulting, were tasked with the full responsibilitiesassociated with planning, organizing and implementing the conference program. The schedule oftasks and deliverables are attached as Appendix “D” for information purposes.

M. Carroll Consulting worked with the Committee to develop a vision for the conference buildingupon the previous branding from other MMAYC events. The Working Group communicated theneed for making connections, initiating conversation, safe spaces for discussions, providingeducational information and utilizing the knowledge of elders and survivors.

The theme and professional branding (Bridging the Gap: Building the Bridge for a Better Future)has gained some brand equity in the youth and survivor sector during the lead up to theconference and during the event and we recommend that MMAYC continue to use this brand infuture communications regarding “Bridging the Gap”.

EMCEES

Allan Polchies Jr., St. Mary’s First Nation, was the EMCEE for the event. Allan, in his capacity asCounsellor and experience in participating in youth forums, has developed relationships withyouth from various communities and was able to provide a very dynamic presentation.

Special Guests

Several special guests included Grand Chief Ben Sylliboy, Chief Candice Paul of St.Mary’s FirstNation and Co-Chair of the Atlantic Policy Congress of First Nations Chiefs Secretariat andRegional AFN Chief Morley Googoo. AFN Chief Morley Googoo delivered a message from theAFN National Chief Atleo and the speakers offered words of encouragement to youth andsurvivors for an open exchange of information and feelings throughout the three-day event.

A video message from TRC Commissioner Marie Wilson was extremely well received and was agreat catalyst to move the event forward.

Opening

Opening Remarks were offered by EMCEE Allan Polchies Jr. followed by welcoming words fromAFN Regional Chief Morley Googoo and Chief Candice Paul.

Elder Imelda Perley of Tobique First Nation honoured the delegates with an opening prayer andsong.

Closing

Closing remarks were delivered by MMAYC Outgoing MMAYC Co-Chairs, Michael R. Denny andMiranda Mitchell followed by closing Prayer from Elder Katy McEwan of Membertou First Nation.

As a result of personal contact, press releases and follow-up, the conference received excellentmedia coverage.

The following media prepared and/or placed stories regarding the conference.

1. APTN — The APTN crew showed up on site at the conference to film some of the sessions andthe elections taking place. Michael R. Denny provided them with comments and remarks.

2. Mi’kmaq Maliseet Nations News (MMN News) — As a follow up to the press release, the MMNNews requested as article for their following issue. M Carroll Consulting drafted a copy of anarticle, which appeared in the September issue of the paper along with some conference photos.

3. Active Circle — Pathways for Active Aboriginal Youth — Provided information about theconference online.

Also, the organizers along with the client created a group on Facebook for the event in June. TheBridging the Gap Conference group had a large following with 186 people invited. The invitationand agenda for the conference was placed on the group and received feedback from participants.M Carroll Consulting also used Twitter to engage youth and to create buzz about the event.

Evaluations were distributed at the beginning of DAY 3 of the conference. They were placed ontables and also distributed by staff. The EMCEE was able to do several announcements toremind participants to complete their forms before departing. This ensured that all participantsreceived the form and we could track completed forms. The completed evaluations have beensummarized for review. Overall, the conference received high marks on the evaluations.

There were 45 completed evaluations. The responses below have been summarized for use inthe report and the completed forms will be provided for file information.

FREDERICTON, NB — FIRST NATIONS YOUTH LEARN FROM SURVIVORS ABOUT INDIANRESIDENTIAL SCHOOLS

The Mi’kmaq Maliseet Atlantic Youth Council (MMAYC) along with Atlantic Policy Congress of First

Nations Chiefs Secretariat will host the upcoming “Bridging the Gap” conference being held on

August 2012. The Conference will take place at the University of New Brunswick in Fredericton

and will host over 100 delegates including Aboriginal youth and Indian Residential School (IRS)

survivors from across Atlantic Canada.

This conference is intended to bridge the gap between youth and Indian Residential School (IRS)

survivors and open lines of communication for future generations. MMAYC members attended the

Atlantic National event and now would like to move towards the next step with regard to the

generational impact. As such, MMAYC will endeavor to make the connections necessary for both the

IRS survivors and the youth and thus reduce the future generational impact of the Indian Residential

Schools.

MMAYC Co-Chairs, Miranda Mitchell and Michael R. Denny state, “This forum provides a platform to

begin the dialogue between the youth and Indian Residential School Survivors in the hopes of

understanding and healing, as the IRS has had significant impact through the generations.”

Grand Chief Ben Sylliboy and Chief Candice Paul, Co-Chair of Atlantic Policy Congress will open the

conference on the evening of August 6th “This is an important event for our region” says Chief Paul.

She adds “Atlantic Policy Congress Chiefs support this type of initiative as a part of our ongoing work

to develop self determination and self government in our First Nations communities in Atlantic Canada.

It takes healthy communities to realize our goals and this event is an integral part of that

development.”

There will be one and half days of presentations and workshops from health support workers, Indian

Residential School Survivors and youth leaders. There will also be traditional cultural activities

included in the conference. Truth and Reconciliation Statement taking will also be a part of the events

activities.

MMAYC elections will also take place at the event which will allow youth from each community to

obtain information about MMAYC and become involved with the council to represent their respective

communities.

The Mi’kmaq Maliseet Atlantic Youth Council was developed to provide Atlantic First Nation youth with

practical goals and solutions to enhance mental, physical, emotional and spiritual well being,

strengthen and advance goals and responsibilities of youth resulting in a greater self-identity and

independence through a strategy that incorporates both traditional and modern day practices. The

Council’s objectives are to increase the accessibility and integration of youth services provided to

Atlantic First Nation youth, develop Atlantic First Nation youth organizations at both the regional and

community levels, advocate on issues important to the Atlantic First Nation youth such as, education

and training; health and social; sports and recreation; culture and language; economic development;

as well as, basic human and treaty rights and act as an advisory council for the Atlantic chiefs on the

youth issues identified, and to act as a resource and representative for Atlantic First Nation youth.

The events hosted by the client are to be well organized and coordinated, with details

addressed in a critical path provided to the client prior to commencement of project.

The consultant will be expected to coordinate the logistics and facilitate the Atlantic Policy

Congress and the MMAYC Team in delivering this event. Our understanding is that the

MMAYC Working Group will oversee the content related aspects of the conference while

MCC will handle all aspects of logistics and facilitation for the event.

The target audience for this MMAYC event would be youth representatives from each band

in Atlantic Canada as well as Elder representatives from each of the communities. It would

be the hope of the MMAYC Team to see additional community members funded from the

bands, as this is a key regional event for Aboriginal youth.

MCC anticipates the following project deliverables based on 150 delegates:

4.1 Planning

Destination Selection: Work with the MMAYC Working Group to provide budget

estimates and logistical information on the venue selected.

Pre-Event Schedule: Create project schedule with deadline and key milestones for

the event.

Theme: Provide visual options for conference theme “Bridging the Gap” that will be

incorporated in all promotions, print materials and on-site signage.

Budget: Manage overall budget throughout the pre-event planning.

Conference Schedule: Work with the MMAYC Working Group to create daily

schedule of keynotes, seminars and speakers.

Management of Exhibitors: Contact and confirm exhibitors for the Forum and

provide updates on communication with the MMAYC Working Group.

4.2 Sponsors and Speakers

Sponsors: Contact and confirm sponsors for the conference at various sponsorship

levels. Communicate with sponsors on their requirements, deadlines and

deliverables.

Speakers: Work with the MMAYC Working Group to identify and confirm speakers

for the conference, including internal staff, external speakers (keynotes, partners,potential customers). Communicate with speakers on their requirements, deadlines,and deliverables and ensure adequate preparation.

Booths: Identify booth set-up requirements for sponsors’ exhibits.

Speaker Evaluation: Create and deliver process for delegates to provide evaluationon speakers.

4.3 Event Promotions

Promotion: MCC will coordinate e-mail and other marketing initiatives to promotethe event to delegates and presenters.

Registration: The MCC Team will provide on-line and fax registration opportunity fordelegates and provide updates to the MMAYC Working Group. MCC will be requiredto create name badges and registration packages.

Promotional Materials: Provide options for and manage production of all eventpromotional materials for delegates.

Conference Materials: The MMAYC Working Group will provide guidance onmaterials required (printed and digital). MCC will be required to manage productionand prepare materials for distribution (design and production not included as theyare separate budget items).

4.4 Event Plan and Logistics

Meals: Manage and coordinate all food/beverage for the duration of the event.On-site Signage: Manage on-site signage including schedules, registration area,dinner and breakout rooms (design and production not included).

Audio-Visual: Work with AV contractor/venue for all audio/visual requirements.Photography: Coordinate photography of the conference including delegates,speakers and dinner.

Media Relations: MCC will coordinate media relations and PR related to the Forumand in collaboration with the MMAYC Working Group.

Transportation: MCC will coordinate and provide logistics for ground transportationif required.

4.5 Facilities

Conference Facility: Assist in selection of conference location. Manage all required

space, food/beverage and audio/visuals.

Accommodations: Assist delegates in arranging rooms and rooming lists for the

accommodation requirements.

Registration Packages: Provide packages for delegates and sponsors.

4.6 On-Site Management

RegistratIon: MCC will coordinate registration to provide sign-in, name badges and

distribution of promotion and conference materials.

Daytime and Evening Events: Be on-site to manage logistics with hotel staff to

ensure a smooth event.
