Stage 1: Funding for the development of a Business Plan for the new/upgraded Centre of Excellence facilitated by a teaming process with a leading counterpart in Europe
Stage 2: Subject to the quality of the Business Plan, and a strong commitment of the MS/AC(e.g. support via Cohesion Policy Funds or national/external funds), the Commission may provide further substantial financial support for the first steps of implementation of the Centre.

• Proposals can be in any scientific domain of research and innovation but expected to be in line with regional/national strategies for smart specialisation.
• Shall comprise measures to foster compliance with ERA priorities (open recruitment, peer review, gender balance, innovative doctoral training).
• Include a plan to increase Research Capacity: measures for better use of the installed research capacity; description of any necessary investments in facilities and infrastructures and present a strategy to mobilise support for them (including possible support from ESI Funds).

No obligation to sign a contract with the PC representatives.

NEW provision: in order to facilitate the implementation of H2020 for each meeting of the PC, the Commission will reimburse the expenses of 1 representative as well as 1 expert for those agenda items where a country requires specific expertise.
Rules of procedure for the Programme Committe
Regular meetings of the committee will be held each year, especially related to the preparation of the work programmes. (invitations will be sent no later than 30 calendar days before the date of the meeting).
A meeting of the committee shall be convened by the chair, either on his/her own initiative, or at the request of a simple majority of members of the committee.
The EC will inform the PC of the overall progress of the implementation of the programmes to allow the PC to provide appropriate input on the preparation of the work programmes, in particular the multiannual approach and strategic orientations.
The NCP System Under Horizon 2020
The system of NCP will be established, operated and financed under the responsibility of the country.
The relevant national authority will alone be responsible for nominating NCPs, in line with the common structure.
No rules for nomination of NCPs. BUT NCPs must be free from conflicts of interest between their NCPs activities and the rest of their professional activities.
NCPs will not be appointed as proposal evaluators in Horizon 2020.

NCPs Mission:
Ensure that H2020 becomes known and readily accessible to all potential applicants, irrespective of sector or discipline in their country, by spreading awareness, giving specialist advice, and providing on-the-ground guidance.

Nomination and recognition process
The names and contact details (address, telephone, email etc.) should be sent officially on behalf of the relevant national authorities.
Letter send to the Director-General of DG RTD.
Inform of any change in the NCP network.
The Commission will publish the nominated NCPs on its online NCP database, and refer to this database in the guides for applicants and in other information material.

The role of National NCP Coordinator
The NCP coordinator will collaborate with the national authority in the operational management of that country’s NCP system.
The Coordinator will maintain an overview of the national system, to ensure overall operational consistency, and will liaise with the Commission coordinating services on any cross-cutting questions of operational policy, including training, and for horizontal objectives such as gender equality.
Support received from the European Commission
Provide general and specialist information on Horizon 2020 related to the mandate of the NCPs.
Invite NCP coordinators twice per year to the NCP coordinators meetings (reimburse travel and subsistence costs)
Invite NCPs to thematic conferences and seminars which the programme directorates organise and when possible reimburse their travel and subsistence costs, consistent with the Commission rules and policy.

Provides information on the WP, roadmaps, upcoming calls, administrative procedures, etc.
Provide leaflets, brochures and other relevant information for further distribution by NCPs.

Bilateral Cooperation More then 40 bilateral scientific cooperation agreements signed by ASM with
the R&D Funding Partners from Europe, NIS and other countries; From 2009, CIP managed more than 300 bilateral projects under cooperation
agreements with the National Funding Authorities from Belarus, Germany, France, Italy, Romania,, Russia, Ukraine and STCU;
In order to stimulate participation in the EU FP since 2012 were introduced the overarch priorities for all bilateral and national competitions:
◦ Demonstrate the experience of participation in the FP7 &H2020 Programme; ◦ Consolidation of efforts for elaboration and submission the new projects to
FP7 &H2020 programmes during the implementation of projects. The evaluation criteria were adjusted accordingly by the Consultative Council
of Expertize.
Participation within ERANET and other Joint Calls is very important to lay the ground for further participation in the EU FP.

February, 2014 ASM nominated the Official Representatives of the Moldovan scientific community and National Experts in 114 H2020 4 H2020 Program CommitteeProgram Committeess (PC), JRC Board of Directors and ERA Committees and Groups (ERAC, SFIC, GPC, JPI, etc).
Within FP7 (2012-2013) Moldovan delegates participated in over 4040 PC PC meetingsmeetings. Within H2020 this activity is continued. In 2014 delegates to PC participated in about 50 PC 50 PC

On October 18, 2012 the Government RM approved the creation of Moldovan Office for Science and TechnologyMoldovan Office for Science and Technology (MOSTMOST),), which would provide prompt support and first-hand information, consultations and promotional activities, partner search assistance both for public and private institutions involved in research and innovation.
Beginning from September 21, 2012 Representative of R&D Community of Moldova was nominated to start activity within the MOST, funded from the State Budget.
In April 2013 MOST is accepted as a member of Pan-European IGLO Offices Network
