GENERAL ESTIMATE PAYMENT WORKFLOW – PRIOR TO 10/1/18
Project personnel follow our estimate cutoff schedule which usually occurs every other Friday at Close of Business (COB). By COB of the following Wednesday, the District is required to conduct the following;
1) Generate the estimate for the project
2) Place the estimate into approval phase in Site Manager (SM)
3) Project Supervisor approval of estimate
4) Construction Engineer approval of estimate
5) Office Manager approval of estimate
6) The Office Manager then prints and scans estimate into a program called Application Extender
7) The Office Manager also has to “receipt” amount to be paid in our legacy system called REMIS.
8) The Estimate then is in Finance Division for scrutiny through at least two separate offices and the office of Business Manager and Budget Division
9) The Estimates when approved from step (8) are interfaced into OASIS (nightly) as a General Accounting Expenditure (GAX) document
10) The GAX document then goes to the West Virginia State Auditor’s Office (WVSAO) for their scrutiny.
11) When WVSAO approves estimate it then goes to WV Treasury to be paid
GENERAL ESTIMATE PAYMENT WORKFLOW AFTER 10/1/18 OASIS Go Live
Step 1) thru Step 5) remain unchanged (District approvals)
Then automated interface to OASIS
Step 8) thru Step 11) similar approval process in OASIS
A few less steps to the process, and hopefully more transparent and efficient

Independent Assurance (IA)
WVDOH IA History
1) The IA program pertained exclusively to WVDOH sampling and testing (Acceptance Sample).
2) The IA program incorporated a project approach.
3) Included only projects on the NHS.
4) IA sampling frequency was 10% of Acceptance Samples.
5) IA materials: asphalt, concrete, and aggregate.
FHWA Process Review
Because contractor samples (Quality Control) are used for acceptance the WVDOH IA program must incorporate Quality Control sampling and testing.
Proposed IA Changes
1) The IA program will go from a project approach to a system approach.
2) A system approach checks the active material samplers and testers.
3) The frequency is a percent of the total number of material samplers and testers.
4) States typically set a goal of 90% .
5) Tie the technician and inspector certifications into the IA program.
Asphalt
1) WVDOH performs all acceptance sampling and testing on PWLprojects.
2) Projects on the NHS are predominately PWL projects.
Concrete
1) Have IA testing dates throughout the year and state.
2) Testing at each District once per year.
3) Slump and air testing.
Aggregate
1) Perform AASHTOResource (AMRL) aggregate proficiency samples.
2) Gradation/Sieve Analysis.

it’s reasonable. (ie, not 1,100 tons of skip paving)
• Half of the GARVEE projects are using PWL
• Many projects have not been complete to date

Section 720 Specification
• Is the department supposed to be IRI data in all jobs when the
spec applies?
• Yes.
• What happens if the department fails to test the project prior to paving?

• Does Section 720 apply to Purchase Orders?
• If the PO contract references the 2018 Supplemental Specification
Friction Research• West Virginia DOH has partnered with the National Center for
Asphalt Technology (NCAT) to test increased percentages of
Dolomitic Limestone in our asphalt mixes. Two sections of the
NCAT track will have mixes from WV with aggregate donated
by our aggregate suppliers. Extensive laboratory testing will
be done with varying percentages as well.
Update to Soundness Materials Procedure
• MP 703.00.22 was last updated in 1995
• Currently the 2018 update has passed the MP committee and
is awaiting FHWA approval

Compaction Testing
• A proposal was made to return to a procedure which
utilizes lot by lot testing with the target density
established from a roller pass procedure. Any thoughts
or updates on this subject and proposal?
• We have reached out to others on this type of procedure.
We’ve not yet compiled the input.
