July 17th will be a very important day for our Clark County Republican Party.  This is the day we all must a end and vote for a new direc on of leadership if our county party is to survive. Sadly, the CCRP has had a failure of leadership under our current Chair Cindy Lake.  It is not o en we have the opportunity to choose between two polar opposites: the status quo or a leader with a vision, a plan and a track record of proven results.  We are fortunate to have such a man in Dave McKeon who is running for County Chair. His vision and leadership skills are far superior to what is so lacking from our current leader.  Go to this web link to see for yourself the debate that was held on Friday, June 7th 

between Cindy Lake and Dave McKeon and their respec ve messages.  h p://vimeo.com/67956956  As a fellow woman, I would have liked nothing more than to see Cindy Lake succeed in leading our county party. She was given the opportunity to lead and bring us all together a er a frac ous division in the party.  She was given the opportunity to show true leadership, to rise above all the pe ness and divisiveness.  A er all, we are all supposed to be true Republicans yet, she chose to lead with the same conten ous divide.  Instead of garnering stakeholders of all fac ons to come together, she pandered to only those whose visions were the same as hers.  She had the opportunity to be a leader yet she chose to be a follower.  Instead of prac cing a leadership style of inclusiveness, Cindy chose to alienate those Republicans whose views differed from hers and her followers. As a leader, Cindy could have had the support of all our federated Republican women clubs yet she chose to not to join one nor involve herself in our goals.  As a leader of our county party Cindy was primarily tasked with raising money and registering Republican voters. She failed miserably at both, spending $11,000 to register only 1300 GOP voters in primarily Assembly District 9. It takes money to effec vely run a large county party such as Clark County. Donors must feel a sense of trust and confidence before they write checks. Trust and confidence comes from having a business plan,  meline and a scorecard of achievements. The Chairman is supposed to be suppor ve of the Republican slate of candidates.  Many of you may remember how Cindy tried to have me thrown out of the September CCRP mee ng when I challenged her Facebook rants against our party nominee, Mi  Romney. The presiden al elec on was less than2 months away at that point and our County Chair was very obviously unsuppor ve.  Go to this link to see what I was referencing at that September mee ng. h p://www.ralstonreports.com/blog/gop‐cannibalism‐chapter‐6768#.Ubu0J9j2Wgc

Barbara Vucanovich; Nevada’s “Silver Lady” By Jennifer Barrier

We are saddened by the recent death of Barbara Vucanovich, the first woman to represent Nevada in Congress. She died just two weeks before her 92nd birthday of complications from a broken pelvis after a fall she took in February of this year. Known as Nevada’s “Silver Lady,” she served as a Republican in the House of Representatives in the 2nd Congressional District from 1983 to 1997. Her resume’ included stints on House Interior, Natural Resources, and Appropriations Committees, and the Sub Committee on Military Construction. She served Nevada with distinction and an unwavering devotion to duty in serving the citizens of our great state. She championed the rights of senior citizens when she fought, and subsequently won, for the repeal of the source tax, which prevented more than one state from collecting income taxes on retiree pensions. As a cancer survivor, she championed the funding for early cancer screening and treatment. She fought for equal pay for women, opposed abortion, and supported the death penalty. During her final term she was elected as Republican conference secretary, the first Nevadan to serve a leadership role in the House. Rep. Barbara Vucanovich was a staunch conservative who knew no bounds in serving the people of Nevada. During her first Congressional campaign, she boldly exclaimed, “What Congress needs is a tough grandmother!” That is exactly what we got from her, and she will be sorely missed.

END OF 77th (2013) SESSION  

SENATOR BARBARA K. CEGAVSKE

It has been a great honor to serve the state of Nevada representing the citizens of District 8. I was first elected to the Nevada Legislature in 1996. Due to term limits, this was my last legislative session and my term ends in November 2014. I was fortunate to serve under four governors and have seen numerous legislators come and go. I have also worked on many issues in hopes of making Nevada a better place to live, work and raise a family. Democrats currently have a majority in both houses of the Legislature. Members of the majority party fill the key positions of power in both houses, such as the chairs of the standing committees. However, the minority party still has a voice and Republicans successfully shaped the debate on many important issues. This newsletter provides an update of major topics discussed during the regular and special sessions.

The Budget Every session, the most urgent matter is the State budget. The Legislature has the power of the purse. Only the Legislature can levy taxes and authorize the expenditure of State revenues. Unlike Congress, the Legislature must pass a balanced budget. Our outlays cannot exceed our income. Economic recovery has been slow in Nevada but there are good signs on the horizon. Unemployment is down and revenues from sales and gaming taxes are rising for the first time in years. At the beginning of the session, Governor Sandoval presented a proposed budget of approximately $6.4 billion in General Fund expenditures over the next two years, which is a slight increase over the $6.2 billion budget for the current biennium. Most of the new funds were targeted towards education. The Governor also proposed extending several taxes that were set to sunset but made it clear he would not support tax increases. The final budget approved by the Legislature is lean and conservative, with no new taxes. Significant new investments were made in education, including funds for full-day kindergarten, reduced kindergarten class sizes, and English language learner programs. The Legislature also implemented a new funding formula for higher education that shifts funding from northern Nevada to southern Nevada. Funds were provided to institutions in northern Nevada to help mitigate the loss. In addition, the state restored a 2.5 percent pay cut for State employees but retained six furlough days. Taxes The majority party argued that taxes needed to be increased to adequately fund education. However, the Governor vowed to veto any tax increases and Democrats ultimately had insufficient support to meet the two-thirds vote requirement for new taxes. One bill proposed by Democrats would have increased the Modified Business Tax, which is a tax on the payrolls of businesses. I opposed this tax increase because it would have suffocated our fragile economic recovery. A second proposal was dubbed the “Fun Tax” by the media. It would have expanded the existing live entertainment tax by charging an 8 percent levy on admissions and concessions at places of sport or entertainment such as movies, baseball games, the NASCAR Races, and the Electric Daisy Carnival. I had grave concerns about taxing entertainment when it is such a fundamental part of Nevada’s economy. Neither of these bills came up for a vote of the Legislature. The Legislature also discussed several other significant tax proposals this session. First, the Legislature refused to deal with an initiative petition backed by the teachers union. This measure would impose a margins tax on the receipts of businesses

and dedicate the revenues from that tax to education. I and many of my colleagues are seriously concerned about the effects that such a tax would have on Nevada businesses. Unfortunately, the Legislature failed to take a position on this proposal or to propose an alternative. It will be on the ballot for the 2014 General Election and we can only hope that the voters will choose wisely. The Legislature also approved for the second time a proposal to amend the Nevada Constitution to change the way we tax mining. If approved, the Legislature would have the ability to increase taxes on the mining industry. I have opposed a tax increase on mining because it will certainly be harmful to an industry that is one of our State’s largest employers and taxpayers. This question will now be placed on the ballot at the next general election. The Legislature did approve two bills that delegated authority to boards of county commissioners to increase taxes. I firmly opposed both of these measures because they sidestep the constitutional requirement that the Legislature increase taxes with a two-thirds vote. The first bill authorizes the Clark County Board of Commissioners to enact an ordinance with a two-thirds vote to impose an additional sales and use tax rate of up to 0.15 percent for police officers. The second bill authorizes the Washoe County Board of Commissioners to enact an ordinance with a two-thirds vote that imposes a sales tax of 0.25 percent and a property tax of 5 cents on each $100 of assessed value, for capital projects in the Washoe County School District. Education I have been a member of the Senate Committee on Education for many years and I have worked hard to ensure that our students are taught by quality teachers. This year, the Legislature built upon the efforts of the 2011 Session to create a more robust teacher evaluation system that takes into account student achievement. The new system will be fully vetted in the 2013-2014 school year and will be implemented in the 2014-2015 school year. The Legislature also took bold steps to change graduation requirements. The High School Proficiency Exam does not match the curriculum being taught and will be phased out. In its place, students will need to take four end-of-course exams beginning in 2014-2015. Students in 11th grade will also be required to take a college and career readiness assessment, but the results will not be used to determine eligibility for a diploma. Schools will no longer be allowed to hand out certificates of attendance for students that do not meet the requirements for graduation. For those who are concerned about the state of public morals, the Legislature considered a very worrisome measure that would have greatly expanded the scope of sex education in our schools. Fortunately, this bill died when it did not come up for a vote in the Senate. Firearms After the terrible tragedy in Newtown, Connecticut, reforming firearms laws became a national cause. Here in Nevada, there was a strong push back by those, including me, who strongly believe in Second Amendment rights. The most prominent piece of anti-gun legislation would have expanded background checks for firearm purchases to most private sales. In a bit of sleight of hand, it would have required a separate method for those background checks than is currently used with the Nevada Department of Public Safety. This bill passed the Senate and Assembly with all Republicans voting against it. I am pleased to report that the Governor vetoed this bill. Other measures that failed included purchasing bans on certain rifles, magazine round limits, and excise taxes on purchases of firearms or ammunition. However, some pro-firearm measures also failed including eliminating the need for a permit to carry a concealed firearm or allowing permit holders to carry concealed firearms on college campuses. Foreclosures Foreclosures continue to be a significant challenge in Nevada. To address the continuing foreclosure crisis in Nevada, the Legislature approved the bipartisan “Homeowner’s Bill of Rights.” This bill expands protections provided to some borrowers under the national mortgage settlement to more homeowners. This bill gives homeowners the tools to stay in their home and work more directly with their lenders. For example, it requires lenders to inform borrowers of possible alternatives before filing a notice of foreclosure. It also prevents a lender from initiating foreclosure proceedings while a loan modification is being considered. Lenders also have to decide whether a borrower qualifies for a loan modification before initiating foreclosure. In addition, the lender is now required to provide a single point of contact for a borrower requesting a foreclosure prevention alternative.

Marijuana Marijuana was another major issue during the legislative session. The Legislature approved a bill which allows for medical marijuana dispensaries. I opposed this measure because marijuana is still prohibited under federal law for medicinal purposes. A proposal to legalize marijuana for recreational use failed, but this issue will likely resurface in future sessions since recreational use of marijuana is now permitted in Colorado and Washington. Same Sex Marriage Another issue that should concern all of us is same-sex marriage. As you are no doubt aware, the Nevada Constitution provides that only marriage between a man and a woman will be recognized or given effect in this State. The Legislature has approved a proposal to amend the Constitution to allow same-sex marriage. This measure passed both houses. It will now be held until next session when it will be placed before the Legislature again. If it is approved in 2015, it will go on the ballot at the 2016 General Election. Driver Authorization Cards To improve road safety, the Legislature approved a bipartisan bill that allows undocumented immigrants to obtain driver authorization cards to legally drive in Nevada. This card will be valid for one year and cannot be used for federal or State identification purposes. In addition, the Department of Motor Vehicles cannot release any information related to the presence of any person to enforce immigration laws. This bill is modeled after similar legislation in Utah, where road safety has improved since the legislation went into effect. The bill will also reduce demand for fake driver’s licenses, increase State revenues by charging a fee for the card, and stimulate the economy by encouraging the purchase of vehicles and insurance. Energy The Legislature also approved a major energy bill dubbed “NVision,” that will move Nevada away from coal-fired power plants and will mandate investment in renewable energy and natural gas. The bill requires certain electric utilities to file a comprehensive plan with the Public Utilities Commission of Nevada for emissions reductions from coal-fired electric generating plants and for the replacement of these plants with increased capacity from renewable energy facilities and other electric generating plants. This bill had unanimous support in the Senate and had bipartisan support in the Assembly. I remain concerned about the impact this legislation will have on NV Energy ratepayers. Other Bills I am proud to report that I was a primary sponsor of 13 successful bills during my last session. One of my major bills passed by the Legislature directs the Legislative Commission to appoint a committee to conduct an interim study concerning the governance structure of and funding methods for community colleges in Nevada. This bill could have a major impact on the future of higher education in Nevada. I was also a primary sponsor on a bill that ties school attendance to the ability of teenagers to obtain a driver’s license. Conclusion As you can see, the laws approved in the last session will have an impact on all Nevadans. I worked hard to collaborate with my colleagues on common sense legislation that will benefit State residents. I also fought against measures that would be detrimental to the State’s fragile economic recovery or did not reflect the values of my constituents. Thank you to all of you who have been involved in the Legislative process. Your input helps ensure that the Legislature fulfills its role as the People’s branch of government.

By participating in CARING FOT THE TROOPS EVENTS, ARW members are showing their appreciation for these brave men and women while contributing to the USO’s long-standing ability to support the troops and their families. CARDS TO THE SOLDIERS: USO will continue sending ARW “Cards to the Soldiers” each month. Please participate by picking up a card at the “CARING FOR THE TROOPS” table when you arrive at the monthly dinner meeting. During the meeting, fill out the card, by sharing your thoughts and appreciation to the soldiers who are fighting for our blessed country. They will receive your card while deployed all over the world. The cards will be taken to the Las Vegas USO immediately. Doug Bradford, USO Las Vegas Director, will personally send the cards to 9 USO’s around the world, to be hand delivered to American soldiers deployed around the world. Due to operational security of the soldiers, we will not know specifics be-yond delivery to 9 USOs worldwide. Donations: Table Donations with a gift for you. Each table will have a donation pail, passed around the table for donations. Each table will tally their own donations for the evening. This month, the prize for the winning table is a Professional matted color photograph of the Statue of Liberty for each person sitting at the winning table. The Statue of Liberty is a reminder of the freedom we enjoy everyday, largely because of the efforts of our soldiers in the Military. Just by sitting at the winning table, you will take home this token of freedom to enjoy with your family or give-away to a worthy veteran. Each month the winning table will receive a surprise gift of appreciation from ARW Caring for the Troops Committee. USO donations: Doug Bradford commented on the wonderful items the USO received last month. We are all taking an inventory of items donated so they will not be forgotten.                                                                Cartoon Background    The man in the mortarboard flogging the Democra c donkey is Rex Tugwell, the leader of FDR’s “Brain Trust”, a character out of academia. The Brain Trust was supposed to come up with new ideas to help America. The two mortarboard‐wearing kids in the wagon represent recent Ivy League college graduates hired to staff the New Deal. The cartoonist from the conserva ve Chicago Tribune, Mr. Orr, is calling them socialist “pinkos” (term that wasn’t then in use, “pinkies’ is what Orr called them).  BTW, only yesterday I learned that the term “Ivy League” (which usually refers to athle cs) was coined in 1934 by a sports writer. The Ivy League colleges (Harvard, Yale, Dartmouth, Brown, Columbia, Cornell, Princeton and Penn) are notorious for their snobbery and eli sm. They are the favored des na on for the children of the elite who run America. George W. Bush was a “legacy” student at Yale, meaning that he got into Yale without running the gauntlet that common folk must run to get through the rigorous screening done to applicants. Dubya got into Yale easily just because his daddy (George H. W. Bush) and granddaddy (Presco  Bush) both graduated from Yale. Timmy Geithner is a 1983 graduate of Dartmouth College and got in as a legacy because his daddy, Peter F. Geithner, is a 1954 Dartmouth grad and also worked at the Ford Founda on for 20 years.  The most prominently featured man shoveling money off the wagon is Secretary of Agriculture Henry Wallace, who was known for his socialist leanings. Most us are aware that FDR confiscated gold in 1934, but most people are not aware that the gold confisca on was a clause in the Agricultural Adjustment Act of 1934. It is also important to remember that 90% of the American popula on lived on farms during the Depression.  The man behind Wallace is Harold L. Ickes, Secretary of the Interior and director of the Public Works Administra on. As head of the PWA, Ickes had a lot of say on what and where public works projects were built. The biggest of course was the Tennessee Valley Authority. Ickes was well‐known for backing many other socialist endeavors. Ickes was also the father of Harold M. Ickes, a key player in the Clinton administra on.  The other man behind Wallace was a mystery to me. In fact, I had trouble reading the label on him in the cartoon. That man is Donald Richberg, who was called “assistant president” in the FDR administra on. Both he and Ickes came through Chicago poli cs and were leaders of the Progressive movement there. Both Ickes and Richberg were key players in pushing the Na onal Industrial Recovery Act which imposed fascist codes of conduct on American industry which dictated how key industries in America were to be run. The Na onal Recovery Administra on was ul mately struck down by the Supreme Court in 1935, which decision led to FDR’s effort to “pack” the Supreme Court with more coopera ve jus ces.  The significance of this cartoon is that it depicts the visible signs of manipula on by the financial elite that runs America, which was in full control of the country back during the Depression, for decades before that and for the decades leading up to the present.  D. Dial
