COMMITTEE REPORTS 

Executive Advisory – Sheila Brooks, Chair The Executive Advisory Committee met on Friday, May 12th, at the ASBOA Office in Russellville.  The following members were present:  Sheila Brooks, David Stuart, Joe Trusty, Omar Taweel, Grant Brinkle, Ken Williams, and Julia Reynolds.   

Several individuals have expressed concerns that the current rubric for concert assessment has all categories weighted equally when some of the areas, such as tone quality, intonation and balance/blend, should be weighted more.  After much discussion, the committee proposes:  EA‐1. In order to more equally balance the adjudication sheet, we edit the concert band assessment rubric from 9 criteria to 7 criteria.  We propose combining note accuracy/technique/articulation/bowing into one criteria and phrasing/expression/dynamics into one criteria.  We feel using 7 criteria more equally balances the factors involved in determining the rating.   Rationale:  The Executive Advisory Committee feels that these 7 criteria are more balanced than the 9 criteria we are currently using.  Using our current system, a band can receive a superior rating even though they are marked in the excellent category for tone quality, intonation, balance/blend and phrasing/expression if the other categories are marked in the superior column. A superior band should play with good tone quality, intonation, balance/blend, and musical expression.  

Seven Criteria for Adjudication Rubric 1) Tone Quality – stays the same  

2) Intonation – stays the same  

3) Note Accuracy/Technique/Articulation/Bowing Superior:  The ensemble performs accurate notes with great dexterity and flexibility. Articulation/Bowing is clear, appropriate and consistent. Excellent: Accurate notes‐ technical facility is excellent.  Flaws occur infrequently during difficult passages. Articulation/Bowing is proper and consistent with only minor variations. Good: Technical facility is good most of the time.  Flaws occur sometimes during difficult passages. Correct articulation/bowing is performed some of the time. Fair:  Flaws are evident in complex passages as well as relatively easier passages. Correct articulation/bowing is infrequent. Poor:  Technical facility is poor and articulation/bowing is inconsistence and not appropriate.  

4) Rhythm, Precision, and Tempo – stays the same  

5) Interpretation and style – stays the same  

6) Balance and Blend – stays the same  

7) Phrasing/Expression/Dynamics Superior:  Great attention is paid to the shaping of phrases while displaying a wide range of appropriate dynamics throughout the performance. Excellent:  Most phrases have musical shape and the ensemble displays a consistent dynamic range most of the time. Good:  There is a basic attempt to shape phrases and dynamic variation is apparent, but range of dynamic level is limited. Fair:  There is a minimal attempt to shape phrases but the ensemble attempts some dynamic changes. Poor:  There are no discernable phrases or meaningful dynamic changes.

EA‐2. In addition, in order to provide more educational feedback to directors, the committee proposes that each judge use the actual rubric with descriptors and circle the appropriate description that corresponds with the rating given for each criteria. The rubric would be used in addition to our current assessment form. Rationale:  Using the rubric to circle descriptors should result in more accurate assessment, as well as, more educational feedback to directors and students.

The committee also discussed at great length the possibility of increasing mileage and/or meal allowance for judges and clinicians.  From a financial standpoint, we cannot afford to fund any mileage or meal increases at this time.  Some of our jazz clinics are barely solvent and according to our constitution, an event is not allowed to operate in the red.   If anyone has any ideas of how we can fund increases for mileage or meals without increasing fees again, we welcome your ideas and suggestions.  Please put your ideas in writing and send them to the ASBOA Office.  

Finally, the committee took a hard look at region realignment.  Our current alignment was based on the number of eligible students per school and not the actual participation numbers per school.  However, we determined after much consideration of the participation numbers for 2016‐17, that at this time there is no need to realign regions.  We are willing to look at any ideas you have regarding realignment and ask that you please put any suggestions in writing and send them to the ASBOA Office. Submitted May 14, 2017  

June 1, 2017 – immediately following the Summer Board Meeting SMC‐2/SMC‐3 and SMC‐4 (below) were referred to the Executive Advisory Committee during the Summer Board Meeting.   In response, the Executive Advisory made the following motion with three parts.    Motion:   A. Adopt the Arkansas Activities Association classification system for high school organizations, beginning the 2018‐2019 school year.  Private schools may be classified by their official AAA enrollment without the multiplier for sports if they choose. Each school’s classification would change with each AAA cycle.

State Marching Contest – Jon Shultz, Chair Issues That Need Correction for the 2017 Event A Logistical Schedule will be outlined and presented at ABA.  It will include the Warm‐Up, Move, Gates, and  Performance times of the event.        

The Registration Date will be moved up, so there can be a program created for the event.  

The parking was an issue this past year at War Memorial.  It was discussed that if they receive the bid, this must be addressed with the event hosts and the War Memorial Administration.  

There was a clarification of the policy about the Field Passes that are issued to each group, and they CAN be used to gain admittance into the event.  

Judges The Adjudicator List that was compiled by the committee will be used to hire judges for this year’s event.  

Scoring ASBOA will now be using Competition Suite to facilitate the Scoring, Recaps, and Audio Commentary of the State Marching Contest.  The cost will be $7 per band, but this expense will be taken out of the current contest registration.

1‐1. Add a Tuesday night sectional, from 7:00‐10:00, to the All‐State schedule for Jazz Bands and Chamber Orchestra.  These sectionals would be run by directors and will take place off‐site of the convention center; therefore, no cost would be added to ASBOA.  The orchestra will rehearse at a local church and the jazz bands will rehearse at Hot Springs Lakeside.  Schools should not leave before the school day is over on Tuesday.  Any school too far out to make it by 7:00 will join the sectional as soon as they can get there. C. Jernigan and M. Williamson/K. Matthews Rationale:  The students in the Chamber Orchestra and Jazz Bands are not afforded the same opportunities as the All‐State concert bands and choirs.  The marathon rehearsal is taxing to the students and clinicians.  The sectional will allow students to be familiar with the music before the Wednesday rehearsal, thus allowing the clinicians time to get more in‐depth with various concepts and not just have to rehearse notes and rhythms. For – 33         Against – 0         Abstain – 6 Region Recommendation:  DO PASS Board Recommendation:   DO NOT PASS For:  0      Against:  20      Abstain:  2        Rationale:  Many schools travel with their entire group of All‐Staters. Having to come a day earlier would have the added cost of meals and hotel, in some cases, for several students. There is also no way to guarantee that directors and students would not ask to miss all or part of another day of school. Action __________

3‐1. Allow directors and students to utilize the UIL list for solo and ensemble in addition to the Arkansas state solo and ensemble list at the region and state level with the understanding that grade 1 on the UIL list is the equivalent of Arkansas grade 4 on the solo list and the UIL grade 2 is the equivalent of the Arkansas grade 3.  R. Kloap/A. Michaels Rationale:  We already allow the UIL list in addition to the Arkansas list for Concert Assessment (using the Arkansas list grade level if the piece is on both lists). This would add a considerable amount of quality literature for our students to perform at the region level and qualify for state level performance. 

 

Careful explanation and understanding of the UIL list rating versus the Arkansas list rating would be critical to minimize any confusion.

7‐3. Move to raise all‐region band audition fees to $5.00 per student and eliminate the all‐region clinic fee.  Motion: (Robinson/Brown)   Rationale:  1. This will help when directors have a quick turnaround for the collection of clinic fees from their students. 

  2.  It would encourage directors to send students who have been working on the material instead of using the auditions            as their band tryout or their grade for band.

1. Just as the Bb Soprano Clarinet, Eb Alto Clarinet, and Bb Bass Clarinet are different instruments in the clarinet family, the Eb Contra Alto Clarinet and BBb Contra Clarinet are different. The BBb Contra Clarinet is pitched one octave below the Bb Bass Clarinet and is the true bass of the clarinet family. Currently, the accessibility to purchase these instruments is a viable option for high school bands. 

2. Students auditioning on the BBb Contra Clarinet have a slight disadvantage compared to those students auditioning on the Eb Contra Alto Clarinet. The Eb Contra Alto Clarinet is slightly easier to play than the BBb Contra Clarinet. Also, the pitch of the audition is different on the audition material since all low clarinets play the same audition material. It is easy to distinguish the difference between the Eb and BBb. 

3. This proposal is NOT taking away any students auditioning on these instruments, but adding a valuable low reed instrument to the All‐State bands.

 2‐2. Brushes for Drum set Requirements: Neal Moss presented a proposal to include a “brushes” pattern on the All‐Region and All‐State drum set guide as a possible pattern to play for auditions.  N. Moss/H. Hinesley Rationale:  Most all clinicians program some piece that calls for brushes (either a ballad, laid‐back swing, etc…). This will push the students to work with this very common requirement for jazz drum set playing as it is very likely they will need to perform it at a clinic.  Attached is a sample brushes pattern that I feel would work well in the drum set guide. For‐25     Against‐0     Abstain‐0 Region Recommendation: Do Pass Motion:  Refer to All‐State Jazz Committee R. Loretz/M. Williamson Rationale:  Need to get input from the All‐State Jazz Committee to see if they feel there is a need for the addition for the addition of a brush pattern.   Still in Committee

 Clinic Audition Materials – Jill Chentnik, Chair Jill Chentnik reported that the Clinic Materials Committee had been divided into sub‐committees to develop, as requested, three sets of three exercises for each instrument.  (The list was not complete at the meeting but is presently.)   Both the committee and sub‐committees worked diligently to meet the deadline for the material.   Motion:  Stay in committee with great appreciation to the Clinic Materials Committee and all of the Sub‐Committees for their work to this point. G. Bruner/M. Williamson  Rationale:  The problems being faced by Jill Chentnik, her committee and the sub‐committees were (1) the proposal at All‐State and by regions to keep material as is and use present system to make changes;  (2) differing opinions on how to make the material ‘equal’; (3) deleting or including the 3rds, chromatic, and arpeggiatted exercises in woodwinds in addition to or as a part of the three; (4) is three really the required number that we all have to make the amount of material fit into or is there any leeway between instruments for three or four exercises and (5) do we need more time as a committee to really be able to have a complete set that reflects the same mind‐set for all instruments?   Report from Clinic Auditions Materials at Executive Board Meeting at ABA – Jill Chentnik  The Clinic Audition Materials Committee was tasked to propose music for junior and senior high Region and State auditions, for all instruments, that would consist of 3 sets of 3 etudes each to be ready for the 2017‐18 school year. Fortunately this committee is designed to represent each region and most instruments, so subcommittees were able to be formed.

While there was a very limited amount of time, each subcommittee, with the exception of percussion, did submit a proposal. Some groups chose to keep the current books and material and just condense down to 3 etudes. Others chose to completely revamp into new books and etudes.    This quick change of materials has a huge impact on our students! Some points of concern addressed by the committee members are  

1. A consistent, progressive course of study for each instrument  2. Bridging the gap of rigor between junior & senior high material 3. Equivalent difficulty and length of etudes between instruments 4. Addressing a variety of technical and lyrical etudes, key signatures, time signatures, etc. 5. Can this be done in only 3 etudes?

Special Distinguished Performance Series Committee – Jon Shultz, Chair Concerning ‐  Region II #2.  To create an Arkansas Distinguished Performance Series. The purpose will be to select the most outstanding concert performances from Concert Assessment in the current school year in the following classifications: 

Class 7E‐8EEEE Class 9E‐9EEEE Junior High Orchestra Class A‐AAA Class AAAA Class AAAAA High School Orchestra  

These recordings would be made available to all Arkansas Band Directors.  This set of recordings would serve to honor truly great performances at concert assessment and also to begin a set of reference recordings for band directors.  Also, it would serve to preserve the discology of great bands from our state. 

 

Each classification would be represented by up to 3 marches and 5 selections from our music list (The judging panel will decide on the exact number from year to year. It is totally dependent on the number of participants and quality of submissions). Orchestras would have could have up to 4 selections in each of the 2 classifications. 

 

Each school may only have one recording per year on the compilation. If 2 pieces are selected, the band director will choose which recording will be included in the series.  The next runner up will then be added to the set. 

 

The submission process will be the following: 1.  A band that wants to be considered for the Distinguished Performance Series must receive a composite 1st Division at Region Concert Assessment 2.  Bands that meet this requirement will be allowed to submit a recording of their march and a contest piece to the committee.  The recording must be live, unedited, and cut at the concert assessment.  In the case of multi movement works, the director will be able to submit the entire work or individual movements.  This decision must be made at the time the director fills out the application. 3.  Submissions will be heard anonymously by a panel of 3 trained adjudicators that are not teaching, in any capacity, an ensemble that is currently submitting in that classification.  The ASBOA Executive Secretary will be charged with hiring 2 panels:

4.  The panels will meet the 1st week of June (exact date to be determined by the Executive Secretary).  Using an ASBOA approved rubric, the committee will rank the submissions.  Honorees will be notified and the recordings will be made available to the membership. Accolades If an ensemble is selected for the Distinguished Performance Series they will be granted the following accolades: 1.  The group will be included on the album for the respective year. 2.  Each ensemble will receive a plaque to commemorate the achievement. 3.  Each group will be recognized in some capacity at ABA that summer.  Funding The main reason for the classes to be broken down into this manner is the financial stability of the project.  Here is the number of bands that would have been eligible over the past 3 years.

Surplus Money The surplus money would be set aside in a fund for 3 years.  If the project proves to be finically stable after this 3 year period (this will be determined by the Executive Advisory Committee) the surplus shall go towards a commissioning project.  A committee will be formed to commission musical selections annually (or a designated time period named by the committee) in the name of ASBOA or anything else the committee deems appropriate.   

 

Government This project should be governed by a committee that is appointed by the Executive Advisory Committee that will be charged with, but not limited to, the following actions: 

‐  Create entry forms and information packets for the project ‐  Set rules and regulations concerning entry procedures ‐  Set all entry deadlines ‐  Keep track of all fiscal information, to keep the project from losing money

Distinguished Performance Series Committee Report The committee met to discuss the proposal for the Distinguished Performance Series. After looking at the proposal and the recommendations of the Executive Advisory, the committee has decided to draft a finalized version of the proposal by January. At this time the proposal should be placed on the website for the Membership to review. An open forum will be set up during All State for the Membership to explain all aspects of the proposal.  After this an online ballot vote will ensure. If passed the proposal will take effect in the Spring of 2015.  Still in Committee
