CEO provides immediate, effective, & comprehensive employment services exclusively to individuals who have recently returned home from incarceration.

Our vision is that anyone with a criminal record who wants to work has the preparation and support needed to find a job and stay connected to the labor force.

CEO is a SNAP E&T provider to leverage federal funding for

employment services for individuals on SNAP through

the 50/50 reimbursement program

CEO launched in Detroit in summer 2018. Since launch we have served 221 individuals; our current average wage at placements is $13.97 and our recidivism rate was 7.7% in 2020. CEO is currently working to increase capacity in Detroit, and look at expansion prospects into other parts of Michigan.

CEO has philanthropic funding from GreenLight and

MacGregor and a performance based subcontract through

MDOC to provide a range of robust vocational services to

participants

CEO partners with the Detroit Land Bank Authority and DESC to provide crew services doing blight abatement, landscaping and litter abatement work in

the city of Detroit

Transitional Work Partnerships

SNAP Employment and Training Vocational Services

All CEO participants are employed on one of CEO’s transitional work crews, through which they receive daily paychecks and work experience.

These crews provide valuable services to our employer partners in a variety of industries.

CEO Detroit:Transitional Employment Partnerships

● Scope: Property preservation and landscaping services via weekly work orders

● Funding Source: Detroit Land Bank Authority

● Cost: $130k+ for 1 year● Configuration: 1 crew of 5+ individuals

and 1 Site Supervisor working 5 days/week

● Procurement process: traditional RFP

Detroit Land Bank Authority

● Scope: Landscape establishment and management in Fitzgerald, one of Detroit’s identified “strategic neighborhoods” (90 lots and 7 meadows), with employment support and placement

● Funding Sources: Grant funding via the Reimagining Civic Commons initiative; administered through DESC with support of the City of Detroit’s Planning department

● Cost: $350k over 2 years, with renewable options

● Configuration: 1-3 crews of 5+ individuals and 1 Site Supervisor per crew, working 5 days/week

● Procurement process: Targeted RFP for full scope of services

● Use of federal stimulus (ARP) funds to expand partnerships with reentry employment organizations will help individuals subjected to the pandemic's worst disparities get back to work and create pathways to higher-skilled jobs

● Advocate for state investment in evidence-based programs that serve people coming home from incarceration

● Leverage existing funds within maintenance and infrastructure budgets to provide employment opportunities to returning citizens and meet a critical labor need
