Welcome to Grand Rapids! It is an honor for us to host the “Taking it to the Streets” Annual Convention of the Michigan Municipal League.

While you are here in Grand Rapids, please make the most of your time. The League has some exceptional educational opportunities planned in the program for the Convention. We also have some delightful recreation and dining opportunities for you. You can take your morning walk or jog along the river’s edge walkway or spend some time in our downtown museums; the Gerald R. Ford Presidential Museum, the Public Museum of Grand Rapids, the Grand Rapids Children’s Museum, the Urban Institute of Contemporary Art, and the Grand Rapids Art Museum. All are within a very short walk of the hotel.

I insist you make time to immerse your senses in all that is ArtPrize. Defined as part arts festival, part social experiment, ArtPrize awards the world’s largest art prize decided by public vote. We are also the proud home of Alexander Calder’s stabile “La Grande Vitesse” which stands in front of City Hall and represents the very first public art installation funded by the National Endowment for the Arts.

As you know, for the past several years the League has worked tirelessly through our Prosperity Agenda and Center for 21st Century Communities, to determine what it will take to restore Michigan to a prosperous state once again. We believe that our communities are at the core of the economic turnaround, and that “place” is the huge economic driver. To that end, I’m proud to announce two major events taking place this year at Convention tied to our importance of place message.

First, the theme of this year’s Convention is “placemaking” and we’ve structured this year’s speakers and presentations around the placemaking topic and why it’s important to you and your community. The second major event at this year’s Convention is the official unveiling of our new book The Economics of Place: The Value of Building Communities Around People. We hope this book will be a pivotal part of the placemaking discussion across Michigan and in the nation in the days, months and years ahead. On the Thursday of our Convention at 10:45 am, we will host a press conference about the book and have specifically scheduled the press conference during one of your session breaks so you can take part in the action.

For over 10 years, Michigan has been in a state of serious economic decline, one where jobs have been lost, housing foreclosures have decimated communities, and the mass exodus of talented and creative people continues at an alarming rate.

It's time to say, “enough is enough,” and focus on what really matters: creating dynamic, walkable, sustainable communities and regions where people want to live. It's time to start talking about the importance of place as the economic development strategy that will create a positive, dynamic future for Michigan.

Community Excellence AwardsThe League recognizes innovative solutions through the peer-nominated Community Excellence Award, a spirited competition we affectionately call “The Race for the Cup.” This year’s winner will be decided by the entire Convention delegation. Our seven regional nominees will make presentations on Wednesday, October 5, during the General Session. Following the presenta-tions, voting will take place at the Community Excellence Award voting booth from 4:15–6:15 pm Wednesday and 8:00 am–5:30 pm Thursday. Our official accounting firm, Plante & Moran PLLC, will moderate the presentations, oversee the voting booth and count the ballots. The Community Excellence Award Cup will be presented on Friday, October 7, at the Closing Breakfast.

2011 MML Foundation Silent AuctionBe sure to stop by the Foundation’s Annual Silent Auction on Thursday, October 6 (bidding is open 10:45 am–3:00 pm). Evaluations Evaluation forms for the 2011 Convention are available on page 101 of your program. Your input is valuable and helpful in planning future Conventions. Please drop your form into the box available during the Closing Breakfast, or return them to any League staff member.

Core Legislative PrinciplesIn accordance with the League Bylaws, the Board of Trustees has considered statements of policy in advance of the annual meeting. Clerks from member municipalities were notified in August that the 2011-2012 proposed League Core Legislative Principles were available on the League website. In the Annual Meeing Notice, official voting delegates were requested to print the proposed Core Legislative Principles from the League website and bring them to the Business Meeting on Wednesday at 1:00 pm in the Governor’s Room.

Art Supply DonationsIn support of art education, the League has partnered with the Grand Rapids Student Advancement Foundation (GRSAF) to donate art supplies to students in the Grand Rapids district. Due to recent budget cuts, the GRSAF has taken over the responsibility for raising 100 percent of the funds for art and music supplies for the school district and the 19,000 youth that it serves. We see this as a great opportunity to support budding artists and to express the importance of the arts to community. If you brought art supplies that you would like to donate, please drop them off at the swag table in the 2nd Level Concourse of the hotel.

Main Stage Headliners

Captain Mark AdamshickCaptain Mark Adamshick, USN Retired, PhD is currently the Class of 1969 Chair for the Study of Officership, Simon Center for the Professional Military Ethic, West Point. Adamshick previously held the office of the director of the division of leadership education and development, and senior

military professor of leadership and ethics at the United States Naval Academy. Captain Adamshick is a naval flight officer and Naval Test Pilot School graduate (Class of ‘93) and has accumulated over 3,000 flight hours in over 25 different aircraft. A “TOPGUN” graduate, he has over 1,000 carrier arrested landings in fighter aircraft and has flown over 100 combat missions over Libya, Iraq, Afghanistan, and the former Yugoslavia. Captain Adamshick has a masters degree in public administration from the Harvard Kennedy School of Government and earned his Ph.D. in policy studies, specializing in management, finance and leadership, from the University of Maryland, School of Public Policy.

Helen Davis JohnsonHelen Davis Johnson co-founded CreateHere in 2007, an innovative non-profit based in Chattanooga, TN, and has served since its inception as co-president and creative strategist. Malcom ChapmanMalcom “Chap” Chapman is president and founder of the Chapman Group. Founded in 1996, Chapman Group offers a variety of consulting services including retreat facilitation, strategic planning, training, leadership development, course develop-ment, and seminars.

Chapman draws from wide-ranging experience in both public and private sectors to enrich his work through the Chapman Group. He served in the U.S. Marine Corp and held the rank of captain at his discharge, enjoyed a career in professional sales, worked as a consultant to the Center for Naval Analysis (a Washington, D.C. think tank), and is active with American Society for Training and Development. Elected to the Rapid City Common Council in 2004, Chapman served as Ward 5 Alderman for three two-year terms. He was elected by his peers to the leadership position of vice president and later to the position of president.

While on the council, Chapman was active with the South Dakota Municipal League which extended to his participation on the Resolutions Committee and Taxation and Revenue Committee.

Chapman’s commitment to local government led him to become active in the National League of Cities (NLC). In addition to presenting at NLC Leadership Training Institute (LTI) Seminars, Chap has served on the board of directors, NLC’s Human Development Steering Committee, LTI board, governance taskforce, and advisory council.

Peter Allen As a pioneering real estate developer for over 33 years, Peter Allen is dedicated to improving the Ann Arbor urban area through well-designed mixed-use development such as the Broadway Village at Lowertown, a $140 million mixed-use brownfield redevelopment next to the U of M Medical Campus.

He believes this type of enlightened development adds to the area’s vitality and uniqueness and contributes to the high quality of life that makes Ann Arbor a special place to live, learn, work, and visit. Peter is also an educator at the University of Michigan and has founded, chaired or served on numerous local and regional boards including the University of Michigan Real Estate Forum, Centerline Capital Group, Ann Arbor Hands On Museum, Kerrytown Concert House, Neutral Zone, Ann Arbor CEO Council, and the Urban Land Institute.

Paul HillegondsPaul Hillegonds is senior vice president of corporate affairs at DTE Energy, a Detroit-based diversified energy company involved in the development and management of energy-related businesses and services nationwide. Hillegonds oversees DTE Energy’s governmental relations efforts at the

local, state, and federal levels as well as external and internal communications. Hillegonds also is responsible for overseeing the company’s regulatory affairs, and environmental management and resources organizations.
