In 2009 the Municipal District of Foothills and Rocky View County opted to leave the CRP/ CMP over concerns with development densities and voting structure. The CRP was the governing structure that extended services and infrastructure beyond the city limits to adjacent communities. growth forecasted for the Calgary area.

Back in March 2013 the Calgary Regional Partnership entered mediation with the M.D. of Foothills and the Rocky View County. It was an attempt to resolve some outstanding issues surrounding the CMP (governance, decision making processes, density limits, services extension to municipalities). Last Friday (March 28th, 2014) a report was made public on the CRP website (http://ow.ly/v7PHa) .

The report notes that the mediation concluded at the end of July 2013 with significant progress made involving all parties at the mediation table, and a mediation report with recommendations was sent to the Minister of Municipal Affairs. Included in the Mediation Report is the need for regional servicing to be extended from the City of Calgary and the need for service extension to Elbow Valley West.

With support from the provincial government, the CRP Board of Directors has decided to implement recommendations in the mediation report by drafting amendments to the Calgary Metropolitan Plan for review and potential approval this Spring. The CRP has notified the rural municipalities about Minister Hughes’ positive response to amend the CMP. The CRP will reconvene with the mediation working group (City and the Municipalities) in April to discuss potential next steps.

The proposed CMP amendments will be presented to CRP member councils and its Board for review and endorsement in May 2014. As per the current regional decision model there is a 30-day circulation and review period. The vote will be reported to the public at the June 17, 2014 General Assembly.

Embedded in the site is an 18 page mediation report. At the end of the report (pages 17 and 18) the issue of regional servicing is reviewed and the need for services to be extended to Elbow Valley West.

We have extracted portions of the report that related to service extension and Elbow Valley West (see next page of this Newsletter).

Summary

Rocky View Council still has to ensure the issues which prompted exit from the CRP are resolved and then vote to re-join the CRP/CMP. Given the progress with the mediation, support from Municipal Affairs and the great need for a regional development plan, we are very hopeful RVC will re-join the CRP this coming June. This would clear the path for a motion to be put to Calgary City Council for a vote to extend waste water services to Elbow Valley West. We have been told by City sources that the vote will pass. We do not know the timeline for a City Council vote.

Given this very positive news, your Board has decided to place on hold all activities and expenditures related to engineering/design and approval applications for a standalone waste water system. We will be closely monitoring progress with the CRP.

The EVW Board has already started discussion with Rocky View County staff and our Reeve to better understand the timelines involved and ensure our waste water issue is given urgency.! ! !
