NORTH FLORIDA TPO TO HOST LONG RANGE TRANSPORTATION PLAN PUBLIC MEETINGS
Area Citizens Are Invited to Discuss Needed Transportation Projects How should we invest in transportation for the future? The North Florida Transportation Planning
Organization (North Florida TPO) wants to gather public input on specific transportation projects needed
in the four-county metropolitan area at a series of six public meetings scheduled April 15-28.
Every five years, the North Florida TPO revises the area’s transportation plan which has a 20-25
year time horizon and addresses roads, transit, freight, bike and pedestrian needs for our growing region.
This year’s update will look at growth projected to the year 2040. The Path Forward 2040 Long Range
Transportation Plan will be completed by December.
Area citizens and business owners are encouraged to participate in the meetings. Participants
will have the opportunity to learn about the planning process, review and comment on maps and
potential project lists, and “vote” for their preferred category of investment.
The final public meetings this fall will focus on funding and prioritizing specific transportation
projects to fit within available revenue projections. The ongoing public input and plan update process will
conclude with a public hearing to adopt the recommended 2040 Long Range Transportation Plan.

Welcome to the Path Forward 2040 Long Range Transportation Plan public
meeting. We need your input in developing a long range transportation plan that
reflects our shared vision for the future, considers transportation investment
alternatives and allocates scarce funding resources.
During the meeting you will have an opportunity to learn about the plan through our
video, presentation and stations for each project category.
INSTRUCTIONS:
You will receive a pouch with 10 tokens to place in tubes representing the type of
transportation projects you would like more of in the future. You can place all 10
tokens at one station or divide your chips among multiple stations based on what you
think is important. The five categories are:

Please review the information and maps provided at each station. Study team
members are available to discuss your needs and answer any questions. The potential
projects depicted are based on needs identified during the last long range plan update,
as well as numerous studies that included public input. If there are specific needs or
projects that you would like to see addressed, please write them on the attached
comment form and return the form to the comment box or any staff at the meeting.

With needs so extensive and diverse, how can we plan an integrated transportationnetwork that works for everyone?
That is the challenge for the North Florida TPO in developing the Path Forward 2040 Long Range. Somany needs, so little money in comparison. Five years ago, when the 2035 plan was created, over170 projects costing nearly $12 billion were identified for the Needs Plan. That number was whittleddown to 56 projects costing a little over $5 billion for the final Cost Feasible Plan. Typically, only halfof needed projects can be funded unless a new revenue source is identified.
Who sets the priorities and decides what’s in and what’s out? In a large part, you do. There’s aneasy way to give input right now by playing
Choose Your Path the Asset Allocation Game.
Identify your priorities. You can add comments, mark specific locations on a map and add newpriorities.
Create a budget. Allocate funding across multiple priorities.
Prioritize alternative solutions. There are different ways to address a need, so how would do it?
After you complete all of the steps, you can see how your input compares with others.
If you think that participating in online polls or going to public workshops doesn’t make a difference,consider this based on surveys, web and public meeting input, over $700 million in multimodalprojects were included in the final 2035 Long Range Transportation Plan. Being in the Plan doesn’tensure that a project will be completed; however projects are not eligible for any federal funding ifthey are not included in their area’s official Long Range Transportation Plan.

Stuck in 1982!!!! Did anyone get memo related to smart growth. Widening roads IS
NOT a sign of prosperity, but just the opposite. The region cannot afford to
properly maintain current "bloated" transportation infrastructure. So, why does

S/W needs cost effective traffic buffering/calming. Blanding Northbound becomes
Park Street to Brooklyn and Lee Street at the Prime Osborne. San Juan Eastbound
effectively becomes Ortega Blvd. N. & E. of the Lakeshore Blvd., the curb-width
could be a blessing vs. a curse. A cost effective restriping could gradually modify
motorists' behavior and mitigate the long standing, neglected or ignored shock to
the system as these roads suddenly narrow once east of U.S. 17. Can the speed
limit please be reduced to a max of 35 MPH on both Blanding and San Juan North
and East of the Cedar River/Creek bridges?

St. Augustine must have a no car downtown. There need to be parking lots outside
the city with shuttle bus service around the downtown area. Residential areas
need resident parking stickers and visitor parking stickers, like Philadelphia.

Need to keep auto traffic off of narrow historic streets unless you live on that

I am particularly supportive of alternative fuels. I live at 6 feet above sea level in
old St. Augustine. Planning for 2040 with climate change occurring at rates higher
than the worst case scenarios, means that reducing greenhouse gas emissions
needs to be a top priority.

Bicycle/pedestrian lanes on paths should not run contiguous to the vehicle traffic
lanes. All new and replacement traffic signals should include the countdown clock
on the walk signal. This is beneficial to vehicular traffic in knowing when the light
will change.
Nassau County Public Workshop FreightEnhance commercial vehicle safety enforcement (vehicle safety equipment and
traffic enforcement.)
Nassau County Public Workshop Road Capacity Do not add capacity. Make the current capacity more efficient.

Make traffic cameras accessible to the public in real time both online and on smart
phones. Lobby the legislature to require video recording of each camera. Manage

A long-term plan for continuous sidewalks throughout. Benefits of walkable
communities are multi-fold and environmentally responsible. I can only comment
on a small, focused areas in need of sidewalks, but, because I live there I can report
that sidewalks to connect the "missing links" along CR 210 in Ponte Vedra Beach
are needed. With about one mile of linear footage needed, their installation would
allow safer passage for bicyclists and pedestrians on a constrained roadway that
connects three public schools and countless community services in Ponte Vedra
Beach. Sidewalks along this corridor are intermittent, yet they encourage passage,
which is dangerous in the areas where the gaps exist. Additionally, sidewalks along
the length of A1A would be beneficial.

project should be scrapped and the money saved to be spent on more worthwhile
projects.

The width of the path on the middle section of the bridge is too small. Signage

edges of the paths (like the Dixie highway) could be smoothed to make bikes safer.

I went to the NFTPO meeting in Springfield a few weeks ago, and I was absolutely
floored by the lack of consideration for pedestrian and bike transportation. Please
put much more focus on pedestrian and bike infrastructure. Our future of auto
dependency will not be what it is today. This is the plan for 2040, think ahead.
Additionally, please include streetcar level planning for downtown Jacksonville and
surrounding neighborhoods (riverside, avondale, san marco, springfield). The
community already spoke and our voices overwhelmingly support the 2030
Mobility plan streetcar level plans. Please include them, and all 2030 mobility plan
projects in the 2040 LRTP.

I think that Jacksonville needs a commuter rail service from the surrounding
communities into downtown and the airport. Jacksonville is so spread out that it
makes sense to have a commuter rail system to tie the airport, downtown and
surrounding communities together. I have been in too many 20-mile commutes
between St Johns County and downtown Jacksonville that have ended up taking
hours to get to my destination due to a single accident that blocks a lane of traffic.
The feeder roads then become over-populated and bring the majority

more personal car travel

The neighborhood is the Springfield HISTORIC DISTRICT, a federally and local
designated protected district which would, I can guarantee you, become outraged
if they knew that such a plan existed. There was a conflicting meeting where 50+
residents were at the evening of the 5/15 so I can only assume no one attended
your meeting.
Street car has been the plan for this neighborhood for year and it's still the best
plan. An certainly not on Pearl Street, which is 99% residential from Downtown to
UF Health, but Main Street, as originally planned, is the better avenue. The
commercial roads of Main Street and 8th Street should be the avenues considered
for street car, and the sky way should not be considered AT ALL.
Also the commuter rail line seems to have shifted from the "S Line" which leaves
out large areas that are ripe for redevelopment and infill, which commuter rail
often shares a symbiotic relationship with. Again, as orgoally planned, I think the S
Line is a better route with much higher long term potential.
Why the drastic changes from the 2030 Mobility Plan and 2035 LRTP Cost Feasible
Plan is anyone's guess. As I understand it, these were designed with significant
input from residents. What is recommended now threw a great deal of that away.
Regarding recommendations for the Historic Springfield area, if either a skyway
extension or BRT are planned they should not use Pearl St which is residential on
both sides with some smattering of business north of 8th. The reasons this is bad
are far too many to mention in a brief email. The more appropriate street for the
area would be Jefferson but if it must be in the Historic boundaries then use Broad
to Boulevard and keep it along the park side not the residential building side.
Well, what do I want for our city? I would like to see the following:
1.) A useful intermodal transportation center that allows Amtrak to return to its
old terminal facility. We have had 40 years of the Amtrak station on Clifford Lane
and, in my opinion, it is too isolated to do any real good for passenger rail in our
city.
2.) Commuter rail.

Please add streetcars, particularly in Riverside/Avondale, Springfield, and San
Marco, back to the plan.
The Riverside night "trolley" service in particular evidences both the need and
desire for such services in these areas, and would provide what would seemingly
be a more cost effective way to connect these neighborhoods to downtown rather
than extending the Skyway.
While I would love to see the Skyway system extended, finding viable routes and
funding for an above grade track seems nightmarish. Outside of extending it west
into Brooklyn, perhaps deeper into San Marco and/or to the stadium area if
possible, it would compete rather than complement the other transit options.
Additionally, beyond the pure utility of it, having more fake (buses decorated to
look like) trolleys is not anything I can see getting excited about. It also does not
show any real investment, since the service could end at any time without any
visual reminder. The flexibility of such a system does not lend towards transit
oriented development (or renovation) either.
Usage of S-Line through Springfield- but not as it was with the 2035 plan, but with
LRT or Streetcars
The S-Line as used for commuter rail in the 2035 plan would be great for
developing the areas it runs through but would not lead to fast moving trains.
Instead, Light Rail or perhaps extended streetcars would be a better use, which
would still allow for the improvement and development possibilities the
community was excited about.
If anything should be cut from this plan, let it be BRT
The proposed BRT lines run parallel to existing rail infrastructure, or through areas
that need something spicier than dedicated bus lanes to spark redevelopment. It
seems expensive and wasteful, and not at all sexy or desired. Additionally, if it can't
be helped, at least have the Arlington line go to the beach.

Frankly, many of the projects in the proposed plan replaced much more viable
transportation alternatives that previously existed in the 2035 North Florida TPO
LRTP and 2030 Mobility Plan adopted by the City of Jacksonville, born from various
community visions of Jacksonville's future mobility needs.
On the surface, it appears as though that some might want to fill the 2040 LRTP
with projects they know would fail multiple feasibility and cost-benefit tests to
instead stack the deck favoring other peripheral roadway projects that do not align
with the wants and needs of the community. For instance, replacing the Riverside
streetcar detailed in the 2035 LRTP with a Skyway extension to Five Points would
surely fail every conceivable feasibility study while the previous streetcar system
would likely prove to be very beneficial to the redevelopment of the area.
Furthermore, a streetcar line going through Avondale en route to Fairfax would be
strongly opposed by neighborhood residents. It seems as though this proposed list
was designed to fail.
These omissions and subsequent replacements are deeply concerning, especially
given that they do not align with the award-winning and community-drive 2030
Mobility Plan adopted by the City of Jacksonville.
I optimistically hope that these omissions and corresponding replacement projects
were simply misunderstood when the suggested 2040 LRTP was introduced. With
that said, it seems that all of these projects should be kept within the plan as well
as adding additional projects. This way, they all have the opportunity to be studied
in greater detail for inclusion into the official 2040 Cost Feasible Plan.
With that said, I would STRONGLY encourage that all projects identified in the 2030
Mobility Plan and the bicycle, pedestrian and transit projects previously identified
in the 2035 LRTP Cost Feasible Plan ALL be inserted into the 2040 LRTP. I also feel it
is necessary to include both a commuter rail and light rail project utilizing the S
Line Greenway into the 2040 LRTP. This would allow multiple rail modes and
corridors to be judged equally against the proposed commuter rail corridor utilizing
existing CSX rail lines currently proposed in the draft version of the 2040 LRTP.

I live in Springfield, just north of downtown Jacksonville, and am alarmed that the
street car transit option has been replaced with a skyway transit option, for a
number of reasons.
1. There are countless studies showing that street level transit stimulates economic
development better than off ground transit. Springfield is a neighborhood in
transition, and enthusastically supports street car. I am willing to wager that my
neighbors wouldn't enthusiastically support skyway extention, and may instead
oppose it all together. We want street car!
2. Main Street has always been the main, forgive the pun, transit corridor of the
community and it should continue to be so. Having raised transit like the skyway
travel up a residential street like Pearl Street just doesn't make sense. Main Street,
Jefferson Street, and Eighth Streets are the three significant corridors in the
community and they should continue to be so. Not to mention the horror Pearl
Street property owners would when they saw a skyway system being built along
their front yards. I'm sure you can imagine that planning something so impactful
like that should require significant residential communication and consensus
gathering.
Why was the streetcar network that was in the 2030 Mobility Plan and the 2035
LRTP Cost Feasibility Plan eliminated? Not only is a streetcar system more cost
effective than the Skyway, they are tourist attractions. Check with San Francisco.
In addition, public input was in favor of the streetcar system. A streetcar system
running to the Historic Districts of Springfield, San Marco and Riverside will be a
real tourist draw, as well as excellent, cost effective transportation around the
urban core. It will generate tourism dollars from people riding the streetcar and
shopping in the stores and inns that will inevitably develop along the routes. The
streetcar system is more economically feasible, and makes more sense in every
way. Street level light rail passes the feasibility and costs tests. The elevated
Skyway does not.

Two additional Skyway points. 1) The Skyway downtown is an eyesore. It isn’t
pressure washed or painted as needed, and the concrete is filthy. 2) It appears the
Skyway extension to Springfield may run down Pearl Street. Is that true? This
would destroy an entire street in the National Register Historic District of
Springfield, and destroy property values all along the route if it's true. Since you
will have a BRT running down Jefferson 2 blocks west, this is not only redundant,
but a real waste of taxpayer money to have two systems running the same route
and competing for riders.
The commuter rail line has been changed from the S-line to existing CSX track.
While this can be more cost effective to build than restoring the S-line, areas ideal
for infill and redevelopment along the S-line (Durkeeville, Myrtle Avenue, New
Springfield and the Springfield Warehouse District) would be bypassed with this
plan. From an urban core revitalization standpoint, it makes sense to restore the S-
line as planned prior.
I hate to feel cynical, but it feels like this new plan will be too expensive to
implement, won't get funded, and therefore the money will be spent on more
roads to feed urban sprawl instead of meeting mass transit needs. We need to
remember that one of the main issues in the Jacksonville 2025 survey was the
need for a vibrant downtown. To have that, we need a good mass transit system
in and to/from the downtown area.
The streetcar system should be put back into the plan, the elevated Skyway
removed, and the S-line restored. The plan was a good one. It should not be
changed in this way.
Extend the Skyway to Everbank Field, San Marco, and the new development on
Riverside Avenue.
Improve the bicycle network/paths in and around downtown connecting
Springfield with Riverside.
Build a streetcar system connecting Springfield with 5 Points in Riverside by going
through downtown.

- SkyWay on connect Downtown to the UF Health medical facilities via Pearl Street.
The SkyWay is simply inappropriate in design and scale for the neighborhood, as it
would damage the historic fabric and aesthetic of the community, while neglecting
to engage street level commercial or pedestrians. Street car is more appropriate,
and actually quite desired by the community. In addition, while Pearl Street may be
technically viable for street car, the commercial roads of Main Street and 8th
Street are the preferred transit routes by the community. Pearl Street is largely
residential and quality-of-life may be damaged by fixed transit, while Main Street
and/or 8th Street would directly benefit from fixed rail transit. Both are
commercial corridors that we are working to revitalize.
- Using CSX rail lines for commuter rail rather than the S-Line, neglecting the areas
and neighborhoods along the S-Line poised for redevelopment and reinvestment,
such as the Springfield Warehouse district or the a fore mentioned area around the
UF Health facilities.
Please note that street car has been a major priority of this community for years,
and we expect it to be moving forward as well.

I personally live on Pearl street and cannot see how running a giant concrete
elevated Skyway down my street would any way contribute to the Springfield
neighborhood. I would get a concrete pole instead of a parking spot and view not
of the historic neighborhood I love so much but of strangers passing by on level
with my bedroom window. The Skyway would not even stop near me? If there
really are plans to extend the Skyway to UF Health, then I would think that Broad
or Jefferson streets are the better choices as they are not in the heart of a
residential area. What Springfield needs is more light and quick transportation to
areas such as Riverside, the Landing, and the Downtown Core. Jacksonville as a
whole needs faster more reliable transportation. I have in the past looked at using
public transportation for my commute, but it isn't practical. for me to leave
Springfield and travel to Gate Parkway would require too much time and too much
effort. This would not even include trying to drop off my child for school first. In a
metropolitan area the size of Jacksonville it should not take all day to get from one
side of town to the other.

I'm highly concerned that several of the "replacement" transit ideas won't pass
the technical sniff test and that they end up not making the Cost Feasible Plan.
For example, how do you get the Skyway under I-95 and to Five Points? If the
streetcar already in the COJ Mobility Plan and 2035 LRTP's Cost Feasible Plan is at
least three times cheaper to implement and integrates into the context much
better, why change to something riskier? Especially without public input?
Same goes for extending the Skyway to UF Health. Great idea in 1975 when the
original Skyway planning process was underway. Since BRT is a go down
Jefferson/Broad with a stop at UF Health, extending the Skyway parallel a block
or two away doesn't really achieve much. We'd just have too systems that will
compete for limited ridership at the cost of millions more to the taxpayer. Such a
path would also not deliver the needed economic benefits to Main and 8th
Streets....the two Springfield streets where mixed-use infill is most desired and
feasible.
Nevertheless, I'm fine with what's shown being in the Needs Plan. However, I've
requested that the Mobility Plan and 2035 LRTP's Cost Feasible Plan transit, bike
and ped projects be added to the 2040 Needs Plan as well. This way, they all
have the opportunity to be studied in greater detail for inclusion into the official
2040 Cost Feasible Plan.
IMO, the worst scenario would be taking out things that made the previous plan
(and that the land use component of our comp plan was modified for to allow for
TOD along those specific corridors), substituting them with risky expensive
alternatives that end up being too unreasonable to make the final plan's list.

I don't believe the S-Line should be commuter rail. I get it, there are standard
gauge tracks available to use via commuter rail trains/frequency, which in a way is
what the area possibly can support, however, a curcvy short line through a
neighborhood that is urban by relative standards and is adjacent to downtown,
with stops every half mile to mile, is not really what commuter rail is.
The city should grow some balls and put in LRT from downtown going north and
create a master plan for growth/TOD, put together some financial option for
developers to be incentivized, and let things run their course.

Instead, what happens is a bunch of non-transit people are way overthinking all of
these "master plans", getting them way wrong, and not actually implementing
them anyway. The city is not in emergency growth mode, and can actually curb
emergency runaway growth by better land use plans in the suburbs (i.e. the
Mobility Plan). That would afford them time to devote all resources to getting
something practical up and running, and THEN working on master plans for
citywide growth/transit once there is some sort of direction and a viable option up
and running to paint how implementation might work in Jax and what it would
result in.
In 2007 I was optimistic about streetcar, commuter rail and modest skyway
expansion. That has changed I do not believe we will see any of it. The politicians
aren't interested and JTA has sold out to the fake BRT nonsense.
For what it's worth I think Jax should put all it's transit efforts into streetcar
spreading out from the skyway. After a couple of core area lines are built connect
them by converting the skyway into a raised streetcar line.

All projects listed in the Mobility Plan ought to be included in any long-range
planning. These were created through considerable effort and take into account
years of input from the various neighborhoods. As such, all transit, bike/ped, and
road projects from the Mobility Plan and the 2035 LRTP Cost Feasible Plan need to
be included for evaluation. Here are some specific thoughts: I support expansion
of the Skyway, in particular the Atlantic Boulevard station in San Marco, the
Stadium extension, and the Brooklyn extensions. However, I feel that extending
the Skyway to Five Points isn't feasible, considering the difficulty of getting under
the Fuller Warren Bridge. Instead, the streetcar plans included in the Mobility Plan
should be included in the LRTP, especially since it was created with considerable
feedback from the community. This would connect Brooklyn to Riverside just as
effectively as the Skyway, for a lower cost. In general, the Riverside streetcar
plans that appeared in the Mobility Plan should be included in the LRTP, as it was
the result of community feedback. Similarly, the Springfield extensions of the
Skyway are good, but the Springfield streetcar plan outlined in the Mobility Plan is
a cheaper alternative that was created through community feedback, and should
be included in the LRTP. The S-Line commuter rail project seems to have been
removed. It should remain in the plan for future evaluation. If the commuter rail
line is moved elsewhere, a new plan for rail along the S-Line (perhaps light rail)
should be explored to serve Durkeeville, Myrtle Avenue, and Springfield and
encourage infill. The bike/ped improvements are encouraging, but we need to
make sure all improvements included in the Mobility Plan are included.
