Annual Update Faculty Senate 2013-2014

Scheduled Visits Each year the Senate welcomes annual visits from the Chancellor, Provost, ICAC and UPBC.

Annual Faculty Events The All Faculty Meeting is called annually by the Faculty Senate President.

A Faculty Symposium or some type of faculty development initiative is held annually by the Faculty

Development Council in conjunction with the Provost’s Office.

Action Items Faculty Senate action items are brought forth for approval by each of the Councils, as well as by other

University areas.

Communication Items Human Resources, Marketing and Communications, and other departments bring information to the

Senate for feedback.

Committees Committees include both Standing and University-wide committees whose membership has faculty

representation appointed by the Faculty Senate. The Faculty Senate is responsible for appointing

faculty who represent the Senate to these committees.

Action – Policy and Curricular Programs Action items that are voted on by the Senate or Councils are listed in a table for reference.

Curricular Committee Progress A Courses and Programs work flow Spreadsheet includes approval dates and the progress of the

Undergraduate Courses Committee, Undergraduate Programs Committee, General Education

Why shared governance? Because we CARE about our

students, our programs, our colleagues, and our

university; because we CAN make a difference; and

because our voice is HEARD!

Faculty Senate endorsed a Statement on Shared

Governance on April 5, 2012 (see

http://www.siue.edu/ugov/faculty/), and one way

to be a part of SIUE’s shared governance and

continued growth is to run for Faculty Senator. I’m

glad I did! Now, as I reflect on completion of my

term as Faculty Senate President in August, it is

with considerable awe over our accomplishments

during the 2013-14 academic year. Thanks to the

dedicated efforts of all Faculty Senators, we moved

several new and revised policies forward,

completed 10 program reviews, processed 262

Forms 90/91/93 with additional 61 pending

approval , conducted three surveys, and much

more (see details). Thank you to all who made this

possible!

Key Scheduled Visits

UPBC Fall 2013 Report

September Faculty Senate Meeting (09/05/2013): The UPBC is an advisory council to the Chancellor. Morris Taylor, UPBC Chair, presented

information about the current budget to the Faculty Senate.

Chancellor Welcome Visit

September Faculty Senate Meeting (09/05/2013): The Chancellor is invited annually to the first meeting.

Staff Senate President and Student Senate President Visit

March Faculty Senate Meeting (03/06/2014): The second annual visit from Staff and Student Senate Presidents. The Faculty Senate President also

visits the Staff Senate and Student Senate annually. This year the Staff Senate visit was on December 5, 2013; and the Student Senate visit was on

November 1, 2013.

Provost Welcome Visit

September Faculty Senate Executive Committee (09/26/13): The Provost visited the executive committee since the annual visit to the Faculty Senate

was pushed to November this year.

November Faculty Senate Meeting (11/07/2013): The Provost is invited annually to the October meeting to welcome the Faculty and provide any

news or expectations for the year; but due to scheduling conflicts, the Provost welcomed the Faculty Senators at the November meeting.

ICAC and Division I Annual Visit

CI: Robert Dixon, Chair of ICAC, presented information about student athletes (05/01/2014).

Annual Faculty Events

Chancellor BBQ Dinner and Reception for Faculty Senators (09/02/2013): Second annual Chancellor’s reception for the Faculty Senators

Council of University Senates Meeting (09/30/2013): An annual meeting is held for Faculty Senate Presidents statewide. This year it was held at

Illinois State University. Unfortunately, timing precluded attendance by a representative of SIUE’s Faculty Senate.

All Faculty Meeting

Plans begin as soon as possible in the fall for the All Faculty Meeting (AFM), generally held in the spring semester. However, it was decided that

the Fall semester worked better for planning the event. The AFM was held on October 10, 2013.

Faculty Symposium

Plans begin as soon as possible for the annual Faculty Symposium within the Faculty Development Council (FDC). Instead of a Faculty Symposium,

the FDC sponsored “Teaching Talks: Shifting Pedagogy Toward the New Reality” in cooperation with the Provost’s Office. The event was held on

February 21, 2014, from 9:00 a.m. – 12:30 p.m. in Dunham Hall Theatre.

New Faculty Senator Orientation

Following the success of the first orientation held in August 2011, continuation of a New Faculty Senator Orientation was recommended. This year,

orientation was held on August 29, 2013, from 2:30 to 3:30 p.m. Council membership preference requests were sent out to new senators in June and

collected by email. The Faculty Senate Executive Committee assigned Council membership using the requests at the first executive meeting on

August 22, 2013.

Outcome: Revise the Constitution and By-Laws to include the annual orientation.

Faculty Club Funds

Faculty Senate September 6, 2012, first discussion. As of October 31, 2013 the balance was $15,631.12

Outcome: pending

Illinois OMA

CI: an email sent out on October 12, 2012 on behalf of Bob Vanzo explained how the OMA applies to the Faculty Senate and some of its branches

(and the Graduate Council) (Todd Wakeland Associate General Counsel, ext. 2514). Below are the Committees and Councils that shall comply with

the Open Meetings Act:

required to be posted at the beginning of the academic year on the web site. Agendas will be posted 48 hours prior to meetings on the door of the

Governance Office, at the meeting place as well as the web site, according to the Illinois Open Meetings Act.

All Faculty Meeting (10/10/2013)

The All Faculty Meeting was held in the Fall semester this year. The topic was Shared Governance Budget Transparency with presentation by

William Winter, Philip Brown and Morris Taylor.

Open Forums for Dual Credit Courses (October 2013)

Dual Credit Exploratory Committee investigated whether there is significant merit in pursuing dual credit partnerships on a regular basis. Open

forums were held to gather feedback, concerns, comments and to communicate information.

REALITY Project (October 2013)

Susan Yager served on the Processes and Efficiency Working Group (final report turned in by chairs Jeff Chitwood and Anita Joy, January 10, 2014)

and Curriculum Streamlining Sub group. The sub group worked on three areas (curriculum change, work flow, and technology barriers) and

identified short and long term goals in each of the areas. A check list created by Zenia Agustin and used to prescreen forms has been posted on the

Provost’s web site for faculty or the department curriculum committees to use in order to ensure forms are complete before leaving their area. The

sub group’s final report is due early January to the REALITY team chairs.

CI: Dave Ault and Dave Werner attended the Faculty Senate Executive Committee meeting on October 24 to request challenge funds for

donations/membership; proposed funding procedure regarding funding faculty development activities.

Ombuds Visit (11/07/2013)

CI: Mary Sue Love and Seran Aktuna presented contact information and office hours for the Ombuds Office. A handout was provided with the

information for faculty to post near their rooms.

CI: Susan Yager brought a request to the Faculty Senate Executive Committee from the advising area was made for a faculty member to serve a

Pensions Resolution from members of Council of Illinois University Senates (CIUS) (11/14/2013)

CI: Susan Yager brought information to the Faculty Senate Executive Committee from the CIUS about a pensions resolution. A request was made

to SIUE for inclusion in it.

Outcome: there was no interest at this time.

Emeriti Faculty Association (12/05/2013)

CI: David Werner and David Ault and Steve Hansen presented information about a Challenge for funds from the Faculty Club funds that were

acquired by the Faculty Senate. The Challenge would be that the Association would match what the Faculty Senate donated to their fund for faculty

development according to their papers which are still being created and revised.

Institutional Accreditation (12/05/2013)

CI: Denise Cobb gave a presentation, answered questions and provided a handout for the Faculty Senate about the AQIP quality check-up visit on

March 19-21, 2014.

Form 95A, Procedures for Changing the Name of a Department/College/School, Form 91A

AI: Shelly Goebl-Parker brought forth a proposed new Form 95A, Procedures for Changing the Name of a Department/College/School and

revisions to the Form 91A. The actual change was approved on May 2, 2013, but these follow-up documents were presented to the Faculty Senate

on December 5, 2013. There were no issues or problems, so they went forward for final approval by the Chancellor.

Outcome: January 7, 2014 the Chancellor approved all the necessary follow-up documents for changing a department/college/school/unit name

Digital Scholarship Policy

AI: Mark Hildebrandt brought forth changes to the Digital Scholarship Policy initiated from a charge from the Provost (taxpayer funded academic

research).

University Honors Advisory Council (01/23/2014)

CI: Eric Ruckh, Honors Program Interim Director addressed the Faculty Senate Executive Committee about the University Honors Program, the

University Honors Advisory Council and operating papers

Outcome: 02/13/2014 follow up visit regarding a representative to serve on the Council. The executive committee will follow up with a recommendation

for the Council after they speak with individuals.

Smoking Policy (01/23/2014)

CI: Tom Jordan presented the new Smoking Policy Draft to the Faculty Senate Executive Committee for feedback and concerns.

Faculty Handbook (01/23/2014)

CI: Tom Jordan will be revising the Faculty Handbook for an online searchable document and requested any preferences, suggestions and feedback

from the Faculty Senate Executive Committee before he begins.

Wireless Access and ITS Update (02/06/2014)

CI: Jennifer Vandever, CIO and Jeff Laughlin-Smith, Chief Information Security Officer gave the Senate an update of new access points for wireless

and security initiatives.

Open Access (02/06/2014)

CI: Regina McBride, Dean of Library Information Services presented information about access to digital scholarship. She is steering a task force

(Open Access to Research Task Force) appointed by the SIU Board of Trustees per the “Open Access to Research Articles Act”. The task force will

explore some solutions for making publically funded research scholarship accessible digitally, make either policies for institution or state and

recommend ways to implement. Members on the task force from SIUE are McBride (Chair), Jennifer Vandever, Associate VC for Information

Technology and Ron Worthington, Associate Professor of the School of Pharmacy.

Smoking Policy, 6A2 (02/06/2014)

CI: Tom Jordan, Coordinator for Policy, Communication, and Issues of Concern presented what used to be the “Clean Air Act” but now is called

the Smoking Policy. While smoking is allowed on campus one must keep a distance of 15 feet away from buildings and entrances while smoking

on campus.

AI: The Faculty Senate Executive Committee brought forth the new Memorandum of Understanding with SIUE Emeriti Faculty Association which

was initiated by Steve Hansen and a group of Emeriti Faculty.

AI: Welfare Council brought forth revisions to the Faculty Grievance Committee Operating papers and Faculty Handbook, Faculty Grievance

Procedure to the Faculty Senate Executive Committee. The Executive Committee acted according to the Faculty Senate Bylaws, Section IV. Item A.

CI: The AQIP Quality Check-UP team will meet with the Faculty Senate Executive Committee on March 20, 2014 at 1:00 p.m. to 2:00 p.m.

CI: Welfare Council Chair Mark Hildebrandt presented the Faculty Ombuds Service 2013 Annual Report to the Faculty Senate.

English as a Second Language Institute (ESLI) (04/03/2014)

CI: Joel Hardman, Associate Professor, Department of English and Ron Schaefer, Director of Center for International Programs presented information on

ESLI that will be housed at SIUE in Evergreen residential hall in January 2015.

Open Access (04/03/2014)

CI: Regina McBride, Dean, Library Information Services presented information about Open Access to the Faculty Senate regarding research publications

and accessibility stemming from the new Illinois Open Access Act. Dean McBride plans to continue communications with the Senate in the Fall to update

on the progress of the committee she is chairing in regards to access.

Ombuds Service Evaluation (04/24/2014)

Mark Hildebrandt presented the Ombuds Service Evaluation to the Executive Committee.

Ombuds Search (04/24/2014)

Mark Hildebrandt reported that an Ombuds search resulted in three names being submitted to the Provost (Joel Hardman was top). A new Ombuds will

replace Seran Aktuna whose term will expire.

CI: Linda Brookhart, Executive Director, SUAA gave a presentation about some pension updates to the Faculty Senate.

Intercollegiate Athletic Committee (ICAC) (05/01/2014)

CI: Robert Dixon, Chair, ICAC gave a brief presentation of updates of student athletes and their academic status. He plans to be back in the fall with

some proposed revisions to the ICAC Operating Papers.

Policies and Procedures (April 24, 2014) (05/01/2014)

CI: Tom Jordan, Coordinator for Policy, Communication and Issues of Concern presented information first to the Faculty

Senate Executive Committee and then to the Faculty Senate on three policies regarding safety. Tom informed the Executive Committee that he was

working with ITS to develop a more user friendly online Faculty Handbook and asked for feedback.

The next four pages contain graphs and charts showing the number of Curricular Form 90As, 90Bs, 90Cs, 91As, 91Bs, 92As and 92Bs that are

reviewed and or approved by Curriculum Council Undergraduate Courses Committee and Undergraduate Programs Committee during AY14. The

graphs and charts provide information regarding high and low numbers received and or approved throughout the months of the AY14 revealing

peaks and valleys for committee reviews. The University Governance Office staff receives the forms; enters information in to a spreadsheet for

tracking their progress; prescreens the forms for clerical errors or omissions; scans; uploads the forms to appropriate SharePoint sites for

committees to then review. When the committees have completed their reviews and approvals, the original forms are forwarded to appropriate

offices such as the Provost’s Office or Graduate School Office.
