We are pleased to our annual training plan 2012. The plan focuses on supporting the banking and finance sector, in the UAE by enhancing its continuous efforts to upgrade the skills and competencies of its human resources, and enabling them to provide excellent services and innovative products.

The new 2012 training plan has several distinguishing features, at the forefront of which is the application of a scientific approach to meet the existing and future needs of the banking sector, and helping it flourish in a turbulent environment characterized by various challenges, hence sustaining its growth and enhancing its contribution to our national economy.

The entry of the new Dubai branch into service during the year 2012 widens the geographical coverage of the plan, and represents an addition to Sharjah and Abu Dhabi branches and other locations where training is offered.

Cooperation with regional and international distinguished banking and financial institutions is maintained to reinforce our plans with the state of the art and best practices in training and development. It is worth mentioning here that we are develop-ing our training and educational programs by introducing new professional programs in areas of high relevance to the banking and finance sector such as credit management, banking operations, compliance awareness and anti – money laundering awareness. In addition to that, we will also introduce new graduate and post-graduate programs. As we present this plan, we would like to encourage all Banking and Finance Institutions to benefit from all the (403) programs included in the plan.

I would also like to thank all the HR & Training managers, other employees in the banking & finance sector for their appreci-ated cooperation in developing the plan, and express many thanks to EIBFS staff

Lastly, I hope that the 2012 training plan will facilitate achieving our objective in enhancing the capabilities of the staff of the banking and finance sector in UAE.

Objectives: Risk management is not new - financial institutions have been using it to control their risks from inception. But the perception of risk management is fundamentally changing within these institutions. No longer is it seen purely as a control mechanism – but as a critical input into the basic business question: am I earning enough revenue out of this transaction to compensate me for the additional risks I am taking on? There is an increasing realization that financial institutions, like all commercial organizations, must provide an adequate return to the providers of capital. What constitutes an adequate return? That depends upon the level of risk that the providers are being asked to bear. It is therefore crucial that each institution is able to assess the amount of risk that it is taking on. This concept permeates all the leading financial institutions. Every transaction should be assessed in terms of the increase in risk to the institu-tion, with the assurance that the pricing of that transaction will generate a suitable return to compensate for the risk. Budgets should be allocated, and performances measured, on the basis of revenue earned per unit of risk gener-ated. Such a risk culture is reinforced by the new Basel Accord, due to be implemented in many countries by the end of the decade. This requires the banks to allocate regulatory capital against the major components of risk, using either regulatory or, more likely, internal models.

Contents: A broad overview of modern bank risk management, including the new Basel Accord How to report market risk using both traditional and VaR approaches The portfolio approach to credit risk management: what are the implications for your bank? How to introduce Operational Risk successfully Beyond the new Accord – where are banks now heading?
