We are delighted to welcome you to the ppmA 2013 Annual Seminar in Bristol. this year’s event builds on the energy and success of last year’s seminar held in Birmingham and reflects the ever-changing national picture by focussing in on the broader centre-stage role that we in the hr profession need to take.

the economy is still struggling and this isn’t going to change. our key role in hr is to maximise the human talent and potential all around us, no matter where that comes from, by helping provide tangible opportunities as best we can. By doing this we will naturally enhance our people, our organisations and the economic prosperity of uK plc.

From this platform the 2013 theme “talent, opportunity, prosperity” was born.

models of public service delivery are developing, and both the voluntary and private sectors are key in supporting the public sector in making radical changes and to delivering real outcomes for our communities. the speakers and content at this event acknowledge the direction of travel that all sectors are taking in the modern day delivery of public services. these two days will give us the valuable opportunity to learn from each other, share ideas and expertise, and garner energy and determination for the challenging year ahead.

this session will explore the personal influence that leaders and managers inherently have and start to explore how best to exhibit our own personality and charisma to positive effect.

anthony douglas Anthony Douglas is the chief executive of cafcass which champions the interests of children involved in family proceedings. he began his career in journalism, but soon moved to social work, spending 11 years on the front line. Anthony has since tackled many senior roles, including non-executive director of the criminal records Bureau. As chair of the British Association for Adoption and Fostering, Anthony was awarded a cBe for his work in family justice and adoption.

Beccy richardsBeccy richards joined Butlins, minehead about 5 years ago. minehead has held the highest Butlins team survey score since 2009 and has been resort of the year for the past two years. minehead has retained its iip status for many years with comments like “[the team] display a passion and commitment that many other organisations can only envy”.

caroline andersoncaroline Anderson was appointed as the hrD at hackney council in 2007, with responsibility for hr and organisational Development. the last six years have seen hackney firmly shrug off its status as a failing council to become one of the most efficient and innovative councils in the country. caroline supported transformation and organisational change including the opening of a £48m service centre in 2010 and preparation of the workforce for the olympics and paralympics 2012.

daniel hibbertDaniel hibbert has over 15 years of experience in the design and implementation of reward and hr performance improvement programmes. his experience encompasses both the public and the private sectors, and he has worked extensively in local government and for the national pay review Bodies. Daniel qualified as an account and tax advisor before moving to specialise in hr management and reward.

hamish davidsonhamish Davidson began his recruitment career with the boutique search firm, Jamieson Scott, before becoming a partner at price Waterhouse. Since then, he has led the development of the Veredus and rockpools brands, become an associate for national leadership & improvement Agency for healthcare in Wales, and been asked to undertake the cabinet office top manager programme – the only recruiter/headhunter to be invited. hamish now runs his own professional services/search & selection business.

helen Baileyhelen Bailey is the chief operating officer for the mayor’s office for policing and crime. She became chief executive of local partnerships in 2011 and was previously Director of public Services at hm treasury, responsible for spending on local Government, housing, health and education. helen also has experience as a local Authority chief executive in the london Borough of islington (2002-2008) and therefore brings unrivalled insight into central and local Government.

ian Tomlinson-roeian tomlinson-roe leads pwc’s public Sector human resource consulting practice. Following several years in industry, culminating in executive committee responsibilities, ian entered a big four consulting house to lead their people and change practice. he returned to industry to tackle people, marketing and communications for a global assurer. this background means his expertise covers employee resourcing, development, engagement and restructuring. ian operates at Board-level with management, regulators, governing bodies, central government, investors and suppliers.

Jabbar sardar Jabbar Sardar joined cafcass in 2006 as the head of human resources, responsible for the hr and health & Wellbeing functions. in 2009, he became Director of human resources and organisational Development. pre-cafcass, Jabbar worked as a Senior hr manager with education leeds, where he was responsible for delivering hr services to 300 schools and 18,000 school-based staff. his previous roles have seen him handling a budget of over £10m and leading a 100-strong team.

Jill youdsJill Youds is an executive Director at Virgin media. Jill joined the business five years ago, initially to head up leadership and learning and to operate as Deputy Group hrD. her remit expanded quickly to include most cofe/Sme aspects of the hr agenda and then leadership of Virgin media’s shared services organisation. previous roles include hr Director, head of oD and head of l&D for large organisations in the retail, construction and financial services sectors.

John osmanJohn osman is 37 years old and was born, raised and educated in Wells, Somerset. he is a qualified solicitor and partner of a law firm. he has been a member of Somerset county council since 2005 and leader since 2012. he is married to Anna and enjoys playing football, tennis and walking his dog.

She specialises in developing and implementing organisation-wide change programmes, focusing on the people aspects including workforce planning, recruitment, assessment, performance management, organisation design, workforce cost reduction and people restructuring. Juliet combines her consulting experience with a background in senior hr roles and has considerable experience in both the private and public sector.

SpeAKerS’ BioGrAphieSMark levermark lever is the chief executive of the national Autistic Society. he is a chartered Accountant, a cipD member and has an mBA from cranfield. nearly 20 years ago he left his role as partner and national Director of hr and training with a top ten accountancy firm and entered the third Sector. he is passionate about equality, fairness and recognising people for their talents, rather than the labels that society likes to give them.

Mike collinsA former finance industry professional, mike collins is now head of community Development & online learning at DpG plc. his work centres around community management, online communication and learning which includes using social media tools to connect, collaborate and share. As part of the uK’s leading cipD provider, mike feels he has a wonderful opportunity to influence l&D and hr professionals, and to introduce them to new tools and approaches throughout their qualification.

Mike lockwoodmike lockwood became chief executive of the london Borough of harrow in 2007. previously, he had been the chief executive of elmbridge Borough council, leaving the organisation graded ‘excellent’ and among the top five councils nationwide. Since mike’s arrival at harrow, it has become one of the best performing councils in london and one of the fastest improving councils nationally. harrow won the ‘Best Achieving council of the Year’ category at the mJ Awards 2011/12.

neil usherneil usher is a property and Workplace executive who has designed, delivered and managed workplaces in over 30 countries in a variety of industry sectors. As General manager of rio tinto’s Group property department, neil led a team responsible for the Group’s global property portfolio. he has completed major projects in london, paris, Salt lake city, Johannesburg, Singapore and Brisbane, with current projects underway in london (re-development), montreal, Singapore and perth.

nick heckschernick heckscher leads manpowerGroup’s £100m public sector business. his career has spanned operations, marketing, bid management, solution design and sales. he’s spent most of the past 16 years helping public sector clients overcome major resourcing and workforce challenges through the design and implementation of tailored temporary and permanent staffing solutions for all skill types and levels including the unemployed.

nikki owennikki owen, uK’s leading expert in the charisma model, devoted 5 years testing her charisma and engagement blueprint at Shakespeare’s Globe theatre. nikki is positivity Advisor to the expotel Group and an executive Faculty at henley Business School. her inspirational style earned her the rising Star 2012 award from the Academy for chief executives.

Paul hillspaul hills began his consulting career with monitor company inc, before joining crane Davies – now penna plc. he became a Director in 1995 and is now a lead consultant in the change management practice, heading up major change and leadership programmes. A visiting lecturer on the henley mBA programme, paul has written several modules of their mBA course. he has also worked as a senior iip assessor, spending two years as the chief Verifier nationally.

Perry Timmsperry timms is a future-focused hr/talent/oD practitioner with experience in organisational change, business transformation, it/digital programmes and people development. perry currently drives his own enterprise – pthr – as a “micro-professional”, changing the world of work one conversation at a time. perry’s vision is for hr to be at the epicentre of radical changes in the way work is done; how people are engaged, rewarded and skilled; and the impact work has on a better society.

Peter cookpeter cook leads human Dynamics and the Academy of rock, providing Business and hr consulting, high-level facilitation and keynote speaking. he is a scientist, business academic, consultant and coach, as well as the author of five books on business and creativity including “punk rock people management” and “Sex, leadership and rock‘n’roll”, acclaimed by professor charles handy and harvey Goldsmith cBe. peter has spent nearly 20 years developing his business and been active on the cipD council.

richard hawkesrichard hawkes is chief executive of Scope, the disability charity which employs more than 3,500 staff in services, campaigns, retail and other areas. prior to joining Scope in 2010 he worked for VSo and has held senior positions in other uK and international development organisations, including the united nations. non-executive roles include the BBc Appeals Advisory committee, Skills – third Sector and Voluntary organisations Disability Group.

sheila WheelerSheila Wheeler has been chief executive of Somerset county council since 2010. She began her career in local government on a Women return to Work scheme at the london Borough of hounslow in 1989. A qualified accountant, Sheila has also worked across local government, central government and the charity sector in various finance roles, becoming chief executive of tunbridge Wells Borough council in Kent in 2005.

stuart chamberlainStuart chamberlain is an author and employment law consultant with croner, part of the Wolters Kluwer Group. he writes and edits the two-volume encyclopaedia of employment law & practice, is co-author of croner’s employment law and is a contributor to other publications including the on-line croner-i service. he lectures extensively in both the public and private sectors, specialising in contracts of employment, the law of dismissal and the (dreaded!) tupe.

SpeAKerS’ BioGrAphieSsue stanhopeSue Stanhope is Director of hr & oD at Sunderland city council. prior to joining the council, Sue worked in hr in both the private and public sectors. She began her career in training and Development and has subsequently gained experience across all areas of hr and oD. Sue is currently developing the council’s transformation programme and improvement journey – an initiative that’s been recognised by an award from the chartered institute of personnel and Development.
