MSME-DI, Ludhiana is providing techno-managerial assistance to existing as well as
new prospective entrepreneur in the State of Punjab and Union Territory of Chandigarh. The
Institute creates an environment conducive for industrial growth by motivating the prospective
entrepreneurs and assisting the existing entrepreneurs through its multidimensional set-up of
trade specific Divisions viz. Mechanical Div., Food Div., Glass & Ceramics Div., Hosiery
Div., Industrial Management Training Div. and Economic Investigation Div. equipped with
technical officers providing techno-economic & managerial solutions.
1. Human Resource Development
The ‘Human Resource Development’ is an important factor for overall development of
any sector, the MSE Sector in particular. In the present world, trained men & women are the
real assets of any Nation. The optimal utilization of this resource is the need of the hour. In
this context, the Institute undertook following activities during the year 2016-17.
i) Entrepreneurship Development Programmes
The Institute, during the year 2016-17, conducted 09 Entrepreneurship Development
Programmes, in which total 221 nos including 128 unemployed youth of SC Category were
provided training. The main objective of such programmes was to train unemployed youth to
make them successful entrepreneurs. The candidates were provided motivational as well as
managerial inputs to provide comprehensive knowledge including procedures to set-up MSE
units, State & Central Government policies, achievement motivation, project identification,
selection of appropriate technology, production management, financial management,
marketing, quality systems, ethic & moral values, working capital assessment, the concept of
export & international marketing, preparation of project reports etc. Summarized information

ii) Motivation Campaigns
The motivation campaigns are of great importance to motivate the educated unemployed
youth in the State, to go for self-employment by setting up MSE ventures. Motivation Campaigns
are organized prior to EDPs/ESDPs. The Institute conducted 10 such Motivation Campaigns at
different industrially backward and rural places in the State, in which 830 persons participated.

2. Economic Investigation
The studies conducted & results arrived at, under this activity act as basis for
formulating/chalking-out various development policies and programmes by the Organizations
entrusted with the job. The Industrial Potential Surveys & Industrial Profiles are used as guide
for prospective entrepreneurs. Pending Quarterly Reports in respect of EM Part –II filed in the
State as well as UT, Chandigarh were sent to Hqrs. Office during the year. During the year,
the Institute prepared the following Survey Report and Industrial Profile.

3. Promotional Programmes
Promotional programmes cover various activities undertaken by the Institute, which
act as catalyst in promoting the growth of MSME sector in the region. The following
paragraphs highlight the detailed information on each activity.
i) Government Stores Purchases Programme
The Single Points Registration Scheme helps the MSE units marketing their products
to Government Departments, Corporations, Autonomous Bodies, Agencies, etc. The
registration under the scheme is considered at par with DGS&D for MSEs. The units
registered under the scheme are eligible to avail of various incentives like supply of Tender
Application Forms free of any charges, exemption from depositing earnest money and
guarantee money limited to the registered monetary capacity.
The units desirous of getting registration under the scheme apply to the NSIC Ltd. in
the prescribed application forms, in turn, the applications after preliminary scrutiny by them
are forwarded to MSMEDI for assessing the technical capability of the units. The units are
visited and operation-wise capability to produce quality goods are assessed by the Officers
and based on the merit of the cases, are recommended to NSIC Ltd.
During the year, the Institute submitted reports of 232 MSE units (Fresh-146, Addl. /
Amend. - 86) after inspection under Government Stores Purchase Programme, thus earning
revenue of Rs. 5, 62,740/-.
ii) Vendor Development Programmes
To enable PSUs/large scale organizations to identify suitable vendors in MSE Sector
for outsourcing their requirements and also to provide an opportunity to prospective
entrepreneurs to liaise with industrial buyers, the Institute conducted 13 numbers of Vendor
Development Programmes (11 State Level & 02 National Level) at various places in Punjab
State.
a. National Level Vendor Development Programme (NLVDP)
MSME-DI, Ludhiana organized a National Vendor Development Programme in
association with Chamber of Industrial & Commercial Undertakings (CICU), Ludhiana from
25th to 26th November 2016 at Glada ground, Ludhiana. During the Programme 5 Seminars
were conducted and 150 units participated in the programme. Approximately Rs 200.00 cr of
business enquiry was generated.

MSME-DI, Ludhiana also organized a National Vendor Development Programme in
association with Auto Parts Manufacturers Association, Ludhiana from 17th to 18th Feb. 2017
at Ludhiana. During the programme 6 seminars were conducted and 100 units participated in
the programme. Approximately Rs 100.00 cr of business enquiry was generated.
b. State Level Vendor Development Programme (SLVDP)
The Institute conducted 11 SLVDPs during the year. The detail is available at
Annexure I.
In these SLVDPs, the items being procured by the respective Public Sector
Undertakings (PSUs) / Government Department and their procurement procedures were
discussed in detail.
iii) International Co-operation Scheme
This scheme is being implemented for technology infusion & up gradation,
modernisation and promotion of exports of MSEs. Under this scheme the applications of 11
trade associations were forwarded to the office of DC (MSME), New Delhi, for the following

iv) National Awards
The Government of India, Ministry of MSME has established the following National
Awards to honour and commemorate the MSE entrepreneurs for their outstanding
achievements:
• National Awards for Outstanding Entrepreneurship in MSMEs
• National Awards for Product/Process Innovation in MSMEs
• National Awards for Quality Product in MSEs
• National Awards for Lean Manufacturing Techniques in MSMEs
The Directors of MSME-DIs throughout the country are the conveners of the State
Level Selection Committees for these awards. Applications from eligible MSE entrepreneurs
and units are scrutinized and the team members to ascertain the authenticity of the data
provided by them visit the units. The State Level Selection Committees headed by the
Secretary Industry, Punjab Government, review these cases. Deserving entrepreneurs and
units, as per the criterion laid down in the Scheme are recommended to the Office of the
Development Commissioner (MSME), New Delhi, for further processing. The following 09
units of Punjab and UT Chandigarh were recommended for consideration of Award in their
respective category:
• Outstanding Entrepreneurship (MSMEs engaged in Manufacturing)
- Outstanding Entrepreneurship in Small Enterprise.

by obtaining ISO certification. Under the Incentive Scheme for ISO-900/14001/HACCP

collaboration with Chamber of Industrial & Commercial Undertakings (CICU), Ludhiana and

The Institute motivated the MSME units of the state to avail financial assistance for
using global standards in Bar-coding. Under this scheme, the Institute disbursed re-
imbursement of Bar Code registration fee to 18 MSE units.

The Institute organized a one-day Seminar on Barcode on 19th June 2016, at Jalandhar.
Total 58 participants attended the programme.
The Institute also organized a one-day Seminar on Barcode on 20th December 2016, at
Ludhiana. Total 52 participants attended the programme.
d. TEQUP (Product Certification)

The Institute motivated the MSME units of the state to avail financial assistance for
product certification of National / International level. Under this scheme the Institute
processed claims of 6 Unit for re-imbursement amounting to Rs 07, 51,095/- as per following

vii) Export Promotion
a. Training Programme on Packaging for Export
The Institute organized Program on Packaging for Export in collaboration with
National Institute for Entrepreneurship and Small Business Development (NIESBUD) at
Ludhiana on 23rd November 2016 to create consciousness about the packaging and to educate
the MSEs Entrepreneurs about the scientific packaging techniques, and to improve their
packaging standards, latest design of packaging technology.

viii) Common Facility Service
The common facility services are the significant activities of Promotional Activities of
the Institute. These services are rendered in two trades, Mechanical Engineering, and Food
Products through the Engineering Workshop and Training cum Product Development Center
(TPDC) for Food Products. The precision machines installed in the Workshop assist
entrepreneurs in developing products requiring higher accuracy in cylindrical & surface
grinding, milling and turning, The TPDC provides assistance in the field of food & agro
products through training and demonstrations to the existing and prospective entrepreneurs.
The Institute earned revenue amounting to Rs. 4, 54,820/-, (including the Training fees and
Job Work Charges) through its Engineering Workshop in which 49 jobs were undertaken and
38 units were benefited.
4. Consultancy Services
This is one of the important activity being carried-out by the Institute. Consultancy
services include not only providing guidance to set-up new units but also to the existing
MSME units pertaining to techno-managerial-cum-marketing assistance.
Prospective entrepreneurs are guided in identifying the viable products/projects,
selection of appropriate technology, manufacturing processes and techniques, selection of
machinery & equipment, raw materials, standardization and specifications and quality control
techniques. Information is also provided about various facilities being provided by other
Organizations like DIC, NSIC, financial institutions etc. While providing consultancy services
to existing units, developments taking place in various fields like technology, manufacturing
processes, market trends, environmental protection, energy conservation etc. were taken care
of. These factors lead to improve the quality of their products vis-a-vis to improve their
overall productivity.
i) Co-ordination with Central & State Govt. Organizations
Under this activity, officers of the Institute participate in various meetings of the
Committees constituted by different Central & State Government Organisations to help them
in implementing Government policies for the development of MSME sector in the region. The
Director/Officers of the Institute attended a number of other meetings convened by various
Departments or Organizations and the same are as were:
• State Level Bankers’ Committee Meeting
• Empowered Committee Meeting of MSEs - RBI, Chandigarh

• State Level Advisory Board for MSMEs of Punjab State, Chandigarh
• Meetings of Central Government Employees’ Welfare Co-ordination Committee,

5. Other Activities
i) Cluster Development Programme
The details of cluster activities taken up by this institute is at Annexure II.
ii) Visit of Shri Shwait Malik, HON’BLE MP (Rajya Sabha)
Meeting was held under the Chairmanship of Shri Shwait Malik, Hon’ble MP (Rajya
Sabha) & member of Parliamentary Standing Committee on Industry, with the various MSME
Associations of the State of Punjab, particularly districts like Amritsar, Jalandhar, Ludhiana,
Patiala etc and UT Chandigarh.
The meeting was held on 26-9-2016 at 1130 hrs in the Seminar Hall of MSME-DI,
Ludhiana to review the progress of all the Centre sponsored schemes related to MSME in
Punjab. Around 150 representatives participated in the meeting.
iii) National Awards Function.
National Awards Function held on 18.10.2016 at PAU, Ludhiana, Punjab. Hon’ble
Prime Minister of India Shri Narendra Damodardas Modi, invited as Chief Guest and
inaugurated the program. This is the first time the annual award function held outside Delhi
and too ceremony is being held in Punjab.
A total of 227 MSME entrepreneurs from across the country honoured and givan away the
awards. Of these, 109 industrialists were chosen in financial year 2013-14 while the rest have
been chosen in 2014-15. A total of eight awardees was from Punjab.
The Prime Minister also launch two MSME schemes from Ludhiana, namely ‘SC/ST hub
scheme’ and ‘zero defect zero effect (Z-effect) scheme’ for the country. Shri Kalraj Mishra,
Minister MSME, Shri giriraj singh minister (MSME) & Shri Pati Bhai Chaudhary state
minister (MSME), supervise the arrangement for PM’s visit and National award function.
Officers and staff of MSME-DI assisted and made all arrangement during the National award
function.
iv) Coordination with the Industries Associations of the State
The following Industrial Associations were involved at different occasions either for
getting information concerning their industry or to participate / organize various programmes
with their cooperation by the officers of the Institute.
