1. About the Institute

MSME-Development Institute, Thrissur, Kerala, a field outfit of Development

Commissioner (MSME) under the Ministry of MSME, Government of India, started in 1956. The

Institute is engaged in the tasks of promotion and development of MSMEs in the State. Apart

from offering various Techno-Economic and Managerial consultancy and support services, the

Institute also conducts Entrepreneurial, Technical and Managerial training programmes for the

benefit of prospective and existing entrepreneurs. A Nucleus Cell, under the administrative

control of MSME-DI, Thrissur is also functioning at Amini Island of Lakshadweep to look after

the various needs of MSME sector in the Lakshadweep Islands.

The Institute is dedicated to provide need based support to Micro, Small and Medium

scale entrepreneurs by providing various essential inputs through its technical consultancy

regarding selection of product, finding out the market, availability of raw materials, use of

machinery, economically viable layout and production process, managerial consultancy, etc.

The Institute also helps MSEs by imparting knowledge on new practices like modernization,

technology up-gradation, acquiring international quality systems, energy conservation,

pollution control etc. MSME-DI gave due importance to the schemes of the Ministry of MSME,

Govt of India and create massive awareness about the schemes in the State and UT.

The Institute operates a number of reimbursement schemes and facilitates participation

in Industrial Exhibitions (domestic and international) in order to provide a platform to MSMEs

to improve their productivity, quality and to expand their market and establish linkage with

the large scale units and public sector undertakings for business transactions. There are

programmes to create awareness on Public Procurement Policy and to help MSMEs to ensure

flow of supply to Large PSUs/Government Departments. Apart from that the Institute offers

several skill development programmes in the central workshop/Fruit& Vegetable Preservation

Lab/ Footwear Training Centre of the Institute.

Apart from the above mentioned activities, the Institute provides various services for

nourishing the MSMEs in the State. The Institute closely co-ordinates with other State and

Central Government organizations, NGOs, Financial Institutions etc. to frame strategies for

development of MSME sector.

2. Specialized Programs 2015-16

During the year 2015-16 the MSME-Development Institute undertook a number of

programs for the benefit of MSME sector. Among that National / State Vendor Development

Programmes and activities under the NMCP schemes are worth mentioning. This section

explains about the special programmes conducted by MSME-DI during the year 2015-16.

2.1 Vender Development Programmes

For facilitating SMEs to secure orders of large scale Public Sector undertakings and also

to help PSUs to identify suitable Vendors from SMEs, MSME-DI, Thrissur organized National/

State Level Vendor Development Programmes at various parts of Kerala. This Institute

organized two National Level Vendor Development Programmes and 4 State Level Vendor

Development Programme during 2015-16. These programmes were effectively utilized to

popularize Public Procurement Policy. The details of the programmes are tabulated below:

2.1.1 National Vendor Development Programme (NVDP)

The Programme is intended to provide a platform to MSMEs to expand their market and

establish linkage with the large scale units and Public Sector Undertakings for business

transactions. The Industrial Meet-cum-Exhibition organized provide an opportunity to both

the MSMEs and Large scale units and public sector undertakings to exhibit their capabilities by

displaying their products/ services and to interact with each other to know their requirements.

The programme also aims to create awareness among MSMEs about the need of adopting best

business practices such as using design as a tool for value addition. The programme will help

to identify the large units and PSUs to identify potential new vendors in MSEs and this in turn

would help to widen the market network of MSEs.

The Government of India has come out with Public Procurement Policy for Micro and

Small Enterprises (MSEs), 2012 which envisages the Central Government Ministries,

Departments and Public Sector Undertakings to procure minimum of 20 per cent of their

annual procurement of goods or services from Micro and Small Enterprises. The policy aims

that every Central Ministry or Department or Public Sector Undertaking shall set an Annual

goal of procurement from Micro and Small Enterprises from the financial year 2012-13 and

onwards, with the objective of achieving an overall Procurement of a minimum of 20 per cent

of total annual purchases of products and services from Micro and Small Enterprises in a

period of three years i.e. from 1st April 2015, overall procurement goal of minimum of 20 per

cent shall be made mandatory. Therefore, the programme also intends to create awareness on

Public Procurement Policy and help MSMEs to ensure flow of supply to Large PSUs/Govt.

Departments.

During the year 2015-16, the Institute was assigned with the target of 2 NVDPs and the

institute achieved 100 per cent success in the attaining the target. The details of the two NVDPs

Both the events became a grant success with the number of participants and outcome reached.

Brief Report of National Level Vendor Development Programme-Cum-Exhibition and

B2B Meet held at MSME-DI, Thrissur from 30th to 31st October, 2015

Kerala State Small Industries Association (KSSIA), organized National Level Vendor

Development Programme – cum – Industrial Exhibition and B2B Meet on 30th and 31st October

2015 at the premises of MSME-DI, Thrissur. The Exhibition provided an opportunity to the

MSMEs to exhibit their capabilities by displaying their products/services and to interact with

buyers of their products.

The inaugural function of the programme was held at 9.30 am on 30.10.2015 at the

Golden Jubilee Hall of MSME Development Institute, Thrissur. Shri P.V. Velayudhan, Director,

MSME-DI, Thrissur welcomed the gathering. Shri P.A. Francis, Director of Industries and

Commerce, Govt. of Kerala, Thiruvananthapuram presided over the function. Shri C.N.

Jayadevan, Hon’ble Member of Parliament - Thrissur inaugurated the programme.

Shri P.V. Velayudhan, Director, MSME-DI, Thrissur in his welcome address stated that

Kerala has adequate educated manpower especially in engineering background. The State has

ample scope for development in MSME Sector. The sector has yet to prepare for a leap and

bound jump for massive industrialization. The National Vendor Development Programme –

cum – Industrial Exhibition and B2B Meet provide an opportunity to provide a platform to

MSMEs for modernization, Technological Up-gradation and identifying and exploring suitable

buyers through B2B interaction with Government Departments/ Public Sector Undertakings/

Large Scale Industries. The Exhibition provided opportunity to the MSMEs to exhibit their

capabilities by displaying their products/services and to interact with buyers of their products.

This would help for further industrial development of the State.

Shri P.A. Francis, IAS, Director of Industries and Commerce, Govt. of Kerala,

Thiruvananthapuram at the outset congratulated MSME Development Institute, Thrissur for

conducting such an Event in the National level. Since independence, the country through our

five year plans has accorded priority for industrialization with the aim of rapid economic

development and faster growth. Subsequent establishment of network of District Industries

Centers in all the Districts of the country has paved the way for micro efforts for the

development of SME sector at the grass root level. With the continuous efforts, the present

industrial scenario of the State has changed rapidly in the State. The number of SMEs has

increased manifold in the State and there is a growing trend of registration of MSMEs in the

State. The State Government is adopting a 'pro-active' approach in resolving challenges facing

the MSME sector, and looks forward to the state becoming the country's hub for small and

medium industry.

Hon’ble Member of Parliament - Thrissur Shri C.N. Jayadevan, inaugurated the

programme. In his inaugural address, he appreciated the efforts of MSME-DI, Thrissur for

organizing National Level Vendor Development Programme – cum – Industrial Exhibition as an

effort to identify products in new areas and develop them in the State. In earlier days though

there was an apprehension in the State that the State is not investment friendly, but now in the

changed scenario, all these apprehensions has been eroded due to positive approach from the

Labour fraternity in the State. The major problem faced by the State is that the traditional

industries in the State have been eroding and they face unemployment problem. In order to

boost the industrial development of the State, the outgoing Engineers from the Colleges should

be properly trained and motivated to take up self employment ventures and SMEs and they

should be developed for the cause of the nation. The state Govt. has already taken lot of steps in

this direction.

Shri K.K. Ramesh, State General Secretary, KSSIA delivered Key Note Address. Shri Philip M.A,

District President, KSSIA, Thrissur felicitated the participants.

A Souvenir brought out on the occasion was released by Shri P.A. Francis, IAS, Director

of Industries Commerce, Govt. of Kerala, giving a copy to Hon’ble Member of Parliament Shri

C.N. Jayadevan.

Shri K.C. Johnson, Asstt. Director, MSMDE – D.I., Thrissur proposed vote of thanks in the

inaugural function.

Around 85 stalls were occupied by MSME units to showcase their products and facilities

from various trades including Engineering, Food, Chemical, Electrical, and Electronics etc. In

and around of 600 visitors visited the stalls and business generated.

During Seminar/B2B Meet Central/State Government Departments and Central/ State

PSUs presented technical paper on their Purchase/Vendor Registration Procedures and inter-

acted with the participants of B2B Meet.

The Valedictory Function of National Vendor Development Programme cum Industrial

Exhibition and B2B Meet was held at 3.00 pm on 31.10.2015 at Golden Jubilee Hall of MSME

Development Institute, Thrissur was presided over by Shri P.V. Velayudhan, Director, MSME-

DI, Thrissur and Smt. Kathrenamma Sebastian, Asstt. Director, MSME-DI welcomed dignitaries

on the Dias and gathering. Shri L. Kandan, Asstt. Director, MSME-DI presented a brief report of

the programme. Chief Guest of the function Dr. A. Kowsigan, IAS, Collector of Thrissur

appreciated efforts put in by MSME-DI, Thrissur and other agencies in organising the NLVDP

and B2B Meet.

In the felicitation speech, Shri Daya Pradeep, Chief Executive Engineer, KSEB,

Thiruvananthapuram also lauded efforts of MSME-DI, Thrissur and other agencies for

successful organisation of the programme.

Shri K.S. Santhalingam, Assistant Director, MSMDE – DI, Thrissur proposed vote of

thanks in the valedictory function.

Representatives from various Government Departments, Banks, as well as Public Sector

Undertaking participated in the programme. The number of PSUs and financial institutions

were about of 23 and 4 respectively.

National Level Vendor Development Programme-Cum-Exhibition and B2B Meet held at

Thiruvananthapuram on 12th and 13th February, 2016- Report

MSME-Development Institute, Ministry of MSME, Govt. of India, Thrissur in association

with Director of Industries and Commerce and Kerala State Small Industries Association

(KSSIA)., Thiruvananthapuram unit and other developmental agencies organized a Two Days

National Level Vendor Development Programme cum Industrial Exhibition and Business to

Business Meet on 12th and 13th February, 2016 at Chandrasekharan Nair Stadium,

Thiruvananthapuram.

The inaugural function of the programme was held at 11.00 am on 12.02.2016 at the

Chandrasekharan Nair Stadium, Thiruvananthapuram. Sri Chandra Mohan, President, KSSIA,

Thiruvananthpuram unit welcomed the gathering. Shri P.A. Francis, Director of Industries and

Commerce, Govt. Of Kerala, Thiruvananthapuram presided over the function. Shri. Sivankutty,

MLA inaugurated the programme. P.V. Velayudhan, Director, MSME-DI, Thrissur, delivered

key note address. Shri Amir Hamsa, Dy. General Manager, SBT delivered Special Address.

Shri Chandra Mohan, President, KSSIA, Thiruvananthapuram Unit in his welcome

address appreciated the effort of Director, MSME Development Institute, Thrissur and the

Director of Industries and Commerce, Govt. of Kerala for the unstinted support extended to

SMEs in the region by way of organization the NVDP at Thiruvananthapuram. He said that

with the concerted efforts of all developmental agencies, the SMEs in the State could flourish

and their problems could be solved in many aspects. He welcomed the hon’ble Chief Guest

Shri Sivan Kutty, Member, Kerala Legislative Assembly, in his inaugural address said

that though the Government has announced a host of incentives and promotional programmes,

their grievances relating to one time clearances are yet to be resolved.

The sector is very important in the socio economic scenario of the native and hence he

requested various departments involved in the promotion and development of SMEs to come

together and devise a mechanism to give one day clearance in regard to their registration, land

requirements and various clearances etc. helpful for the budding entrepreneurs.

presidential address stated SMEs were accorded priority for industrialization with the aim of

rapid economic development and faster growth. The present industrial scenario and the

number of steps taken by both Central and State Governments have strengthened the sector

over the years. He said that the State Government is adopting a 'pro-active' approach in

resolving challenges facing the MSME sector, and looks forward to the state becoming an

emerging industrial hub.

For the purpose, the important programmes organized by State Government such as the

Machinery Expo at Ernakulam, 3 NVDPs with B2B meet and Exhibition, B2B Meet highlighting

scope in starting SMEs in Jack Fruit sector etc. has helped the upcoming entrepreneurs to know

the areas where there is scope for Industries in the State. The growth in the MSME sector is

recorded fact and nobody could negate the same. He stated that Industries Department with

the local bodies has started dialogue how to reduce the registration process for SME sector and

ward off their difficulties in starting their ventures.

He appreciated the efforts of MSME-DI, Industries Department and the KSSIA for

organizing the NVDP and bringing together the large buyers and SMEs in one platform to

benefit in their marketing effort.

industrial development of the State. He cited that there are opportunity for MSMEs to

participate in the 2 lakh crores purchases made by PSUs and Central Departments in the

country.

Shri. Ameer Hamza, Dy. General Manager, SBT, in his special address stated that there

are 5.77 crores SMEs in the country as per the statistics of CSSO. However, it is observed that

only 5 % of them have received financial assistance from Banks/Financial Institutions.

Therefore, the recently announced MUDRA Scheme has opened up an opportunity to potential

entrepreneurs to avail loan for starting ventures upto Rs. 10.00 lakhs without any collateral

security. All banks are putting endeavor to assist entrepreneurs under the scheme.

During the inaugural function Sri Ramachandran Nair, State President of the KSSIA

released the Souvenir brought out on the occasion by giving a copy to Sri P.M. Francis, IAS,

Director of Industries and Commerce, Govt. of Kerala.

Smt. Aisha Baker, Ward Counseller, Thiruvananthapuram Corporation, Sri Ramesh,

KSSIA State Secretary, Sri K.G. Madhu, Vice Chairman, KSSIA, Sri Anilkumar KB, General

Manager, DIC etc. attended the inaugural function and fecilitated the gathering.

Shri. P.B Suresh Babu, Asstt. Director (Elect), MSME-DI, Thrissur proposed vote of

thanks in the programme.

Participation from the MSMEs was motivating.

More than 120 MSMEs and 20 CPSU and 5 large scale undertakings/Govt. Departments

like ISRO, Railway, Defense, NTPC, FACT, BEML, BPCL, HMT, HLL, Instrumentation Ltd., HVF,

KSEB, etc. were attended the Business to Business Meet proposed in connection with the

National Vendor Development Programme and presenting their requirements and purchase

procedures for the benefit of MSME Sector.

2.1.2. State Level Vendor Development Programme

This Institute conducted 4 nos. of State level Vendor Development Programme-cum

Awareness programmes on Public Procurement Policy. These programmes were conducted in

various districts in association with Small Scale Industry Association, Govt. of Kerala, District

Industries Center, Central PSUs of the respective districts and other stake holders. Through

these events MSME-DI has disseminated the information about Public Procurement Policy and

facilitated for Buyer-Seller interactions. Details of the SLVDP programme are given below:

Brief Reports of SVDPs

During the year 2015-16 the Institute conducted 4 SVDPs. Brief reports of each

programme is given below.

The first SVDP of the Institute was conducted at Woodbine Heritage, Manjeri,

Malappuram on 29.09.2015. The programme was inaugurated by Shri. C. Ismail, President of

KSSIA Malappuram. Shri. Martine P. Chacko, Assistant Director (Food), MSME-DI, Thrissur,

explained about the activities of the Institute and also about the Public Procurement Policy of

the Government. Shri. Hassan from Instrumentation Limited, Palakkad, explained about their

procurement policy. Shri. K. Suresh from NSIC interacted with the participants. Shri. Bhushith,

from BEML, Palakkad explained about their procurement policy. The programme was winded

up with the vote of thanks. There were 62 participants in the programme.

Session on Procurement Policy of BEML, Palakkad

The Institute conducted one SVDP at Adlux Convention Centre, Ankamaly on 29.01.2016

in association with Directorate of Industries and Commerce, Government of Kerala. There were

20 participants in the programme. 3 PSUs, Cochin Shipyard, Hindustan Organic Chemicals

Limited and Bharat Petroleum Corporation, Kochi, were also participated. The programme was

presided over by Shri. Sudheer, Additional Director, Directorate of Industries and Commerce,

Thiruvananthapuram and was inaugurated by Shri. Eldho John, Deputy General Manager,

Cochin Shipyard, Kochi. The PSUs explained about their procurement procedures to the

participants.

Inaugural Address, SVDP, Angamaly

The Institute in association with District Industries Centre, Ernakulam, M/s Cochin

Shipyard Ltd Kochi, and West Malabar Plywood Manufacturers Association, Muvattupuzha,

organized another product specific SVDP and awareness programme on public procurement on

13.01.2016 at Conference Hall, West Malabar Plywood Manufactures Association, Pezhakapilly,

Muvattupuzha. Welcome address was given by Shri. A.P.Prabu, Assistant Director, MSME-

DI, Thrissur. Shri. Biju Abraham, Manager, DIC presided over the function. Shri M.M. Mujeeb

Rehman, State President, SOPMA, Muvattupuzha gave special address. Shri. Sony Clement,

Manager, M/s Cochin Shipyard Ltd, Kochi delivered lecture of purchase procedure, marine ply

wood requirement, its specification and details of vendor registration. Shri. K.K. Suresh of NSIC,

Kochi explained the role and schemes of NSIC. Shri A.P. Prabu Assistant Director, MSME – DI

gave presentation on the Public Procurement Policy and its salient features. He also explained

about the schemes and activities of MSME. There were 45 participants in the programme.

2.2 Implementation of National Manufacturing Competitiveness Programme

(NMCP)

Government of India has launched the NMCP scheme to improve the manufacturing

competitiveness of MSMEs. The programmes of implementing various schemes under the

NMCP are given below:

2.2.1 Scheme for "Enabling Manufacturing Sector be Competitive through Quality

Management Standards and Quality Technology Tools"

It has been ascertained that by implementing Quality Technology Tools (QTT), like 6-

Sigma, Total Quality Management (TQM), Total Product Maintenance (TPM) in certain sectors

or group of industries in the micro and small sector, the performance of the industries have

A brief Report on One Day Awareness Programme on “Quality Management Standards

and Quality Technology Tools”

MSME-Development Institute, Thrissur, conducted a One day Awareness Programme on

“ Quality Management Standards and Quality Technology Tools at Golden Jubilee Hall, KSSIA,

Calicut on 29th February 2016 against DC Sanction no.

41(1)/NMCP/QMS/QTT/QCMSMEDIs/2015-2016 dated 08.05.2015. The total number of

participants was 61 including 2 female entrepreneurs. The objective of the programme was to

provide awareness on Quality Management Standards and Quality Technology Tools that could

be adopted by MSME units.

The Secretary KSSIA Calicut, Shri K. Yogesh welcomed the participants and

distinguished guests. During his welcome address he explained the objective of the

programme. Shri. P.V. Velayudhan, Director, MSME-DI, Thrissur delivered the inaugural

address and in his address, stressed the importance of adopting quality management standards

and quality technology tools in the respective enterprises for competing with the globalized

world. The President, KSSIA Calicut Shri M.A. Abdurahiman delivered the presidential address.

He stressed on the importance of maintaining the quality standards in the present age. Special

address was given by Shri V. Noushad, head of VKC group. He stressed on the importance of

constantly trying to improve quality in the production process. The inaugural session

concluded with the delivery of vote of thanks by Shri P.M.A. Gafoor, Vice President, KSSIA.

Inaugural Address, QMS/QTT

The Technical Session commenced with the introduction of faculty Shri Assissi

Menachery. He dealt in detail with the various quality standards and the benefits of

implementing the same. He also dealt in detail the various technology tools which could be

used to increase the product efficiency. After the technical session a feed back session was

there were the faculty and participants had an active interaction. According to the feedback

received the program was quite beneficial to them.

2.2.2 Marketing Assistance/Support to MSEs (Bar Code)

The first component that was made operational under the Programme was "Marketing

Assistance/ Support to MSEs". The objective of the scheme is to popularise the Bar Code

Registration and motivate the micro and small manufacturing enterprises to adopt the Bar

Code Certification to enable them to sell their value added products worldwide and also to

fetch higher export price. In order to enhance the marketing competitiveness of MSEs in

domestic as well as international market, Office of Development Commissioner (MSME),

Ministry of MSME, provides the financial assistance for reimbursement of 75% of one-time

registration fee (Under SSI-MDA Scheme) w.e.f. 1st January, 2002 and 75% of annual recurring

fee for first three years (Under NMCP Scheme) w.e.f. 1st June, 2007 paid by MSEs to GS1 India

for using of Bar Coding. The work of reimbursement decentralized and transferred to field

offices i.e. MSME-DIs w.e.f. 1st April, 2009, with a view to ensure speedy & timely and extensive

implementation of the scheme. It also helps in domestic marketing (wholesale & retail).

During the year 2015-16, MSME-DI, Thrissur organised 6 one day Seminars to

popularize the scheme and also reimbursed a total amount of 2,71,875/- to 14 units towards

expenditure incurred by them for one time registration fee and 100494/- to 19 units towards

expenditure incurred by them for annual renewal fee.

Received sanction of Rs. 3.90 Lakhs for reimbursement of registration /

annual fee for barcode and Rs.1.80 Lakhs for conducting 6 awareness

programme.

Brief Reports on One Day Sensitization Programme/Seminars on Bar Code

Against Development Commissioner’s sanction of 10(4)/2014/Bar code dated

08.05.2015 a sensitization programme on Bar-Code was organized at MSME-DI, Thrissur on

12.08.2015. The programme was presided over by Shri. P.V. Velayudhan, Director, MSME-DI,

Thrissur. The Programme was inaugurated by Philip Mulakkal, President, KSSIA, Thrissur. The

technical session was handled by Shri Suresh Shenoy, M/s Stallon Systems and Solutions Pvt.

Ltd., Kadavanthara, Kochi. Barcode reimbursement scheme of DC-MSME was presented by Shri.

Martin P. Chacko, Assistant Director(Food), MSME-DI, Thrissur. There were 36 participants in

the programme.

Technical Session of Bar code awareness programme at MSME-DI

Another Bar-Code awareness programme was organized at Training Hall, District

Industries Centre, Kollam on 28.07.2015. 20 candidates participated in the seminar.

The inaugural session began with a silent prayer. The welcome address was proposed by Shri

K.C. Johnson, Assistant Director, MSME-DI, Thrissur. He conveyed that Bar-Code is one of the

many tools by which trade across the country and beyond is facilitated smoothly. The

inauguration session of the programme was presided by Smt. Rajam Desily, General Manager,

District Industries Centre, Kollam. She was happy to see the awareness programme was

organized at District Industries Center, Kollam. Felicitations were given by Shri Radhakrishnan,

E.I, Manager. He told that there was a lot of enquiries coming in the District Industries Centre

and this programme is an awareness to all those who need Bar Code. Shri. Biju, E.I. Manager

also extended felicitation. Meeting came to an end with a vote of thanks by Shri. Krishna

Kumar, Assistant Director (Stat), MSME-DI, Thrissur.

Technical session began by 10.0 AM. It was handled by Shri Suresh Shenoy, Stallon

Systems and Solutions Pvt. Ltd., Kadavanthara, Kochi. His mode of presentation attracted a lot

of interaction with entrepreneurs and they evinced much interest.

Report on Awareness Programme on “Energy Efficient Technology” on 08.09.2015

MSME-Development Institute, Ministry of MSME, Govt. of India, Thrissur in association

with M/s Suloha Engineering Consortium Pvt Ltd, Thalassery, Kannur District , and Kerala

State Productivity Council, Kalamasserry, Ernakulam District organized one day awareness

programme on Energy Efficient Technology (EET) at Conference Hall, Soubhagya Residency,

Thalassery on 8th September 2015.

One of the main objectives of the scheme is to sensitize the Indian MSME to upgrade

their manufacturing processes towards usage of Energy Efficient Technologies so as to reduce

cost of production and emission of Green House Gases. This is coming under Technology and

Quality up gradation support to MSMEs (TEQUP), one of the components of NMCP.

Participants of one day awareness programme are from M/s Suloha Engineering

Consortium Pvt Ltd, Thalassery, Kannur formed under Cluster Development Programme of

Govt. of India. The awareness programme on Energy Efficient Technology was a tailor made

program to suit the requirements of participants. Technical section was handled by Mr. K. M.

Shanavaz, Dy Director, Kerala State Productivity Council, having more than ten years

experience in the relevant field.

Inaugural function started at 10.00 am with silent prayer. Welcome address given by

Shri A.P.Prabu, Asst. Director, MSME-DI, Thrissur.. Presidential address given by Mr. K. C.

Johnson, Asst Director (Stat.) MSME DI Thrissur. During the presidential address, Shri

P.V.Velayudhan Director explained the schemes of Ministry of MSME and the objective to

conduct awareness programme on Energy Efficient Technology. Programme inaugurated by

Shri D.Rajendran, General Manager, DIC, Kannur. The felicitation addresses were given by

Chairman and Managing Director of the Consortium.

Technical Section handled by Mr. K. M. Shanavaz Dy. Director, Kerala State Productivity

Council. Programme was very informative and relevant to the subject. It includes case studies

and practical approaches to incorporate Energy Efficient Technology in a General Engineering

Cluster. The programme also gave an awareness about importance of energy saving as well as

many ways to save energy, and thus reduce the cost of production.

2.2.4 Support For Entrepreneurial And Managerial Development Of SMEs Through

Incubators

The Scheme provides early stage funding for nurturing innovative business ideas (new

indigenous technology, processes, products, procedure etc.) which could be commercialized in

a year. Hence the need arises for incubation centres: to promote and support untapped

creativity of individual innovators and to assist them to become technology based

entrepreneurs. Such entrepreneurial innovative ideas are sought to be developed in reputed

Technical Management institutions before these can become commercially viable and attract

venture capital.

As per DC’s Sanction No. 6[19]/NMCP/Inc/Plg.Pt.2 dated 08.12.2015, this Institute

achieved its target by conducting four one day Awareness Programme on the subject. A detail

of the same is furnished in the following table:

MSME-Development Institute, Thrissur, conducted a one day Awareness Programme on

“Support for Entrepreneurial and Managerial Development of SMEs through Incubators”

conducted on 19 January 2016 at Govt. Engineering College, Kannur. The total number of

participants was 69, 48 males and 21 females.

The Head, Dept. of Mechanical Engineering, Dr. T.D. John welcomed the participants and

distinguished guests. During his welcome address he explained the objective of the

programme. Shri. P.V. Velayudhan, Director, MSME-DI, Thrissur delivered the keynote address

and motivated the participants to come up with innovative ideas for setting up enterprises. The

Technical Sessions at Kollam

In this year, four projects were taken upby TBI-NIT as follows:

1. NightOmatic - An Automatic Energy Saving lamp holder without sensors

NightOmatic- A user installable, non user-programmable but fully automatic night timer for outdoor and corridor lights which works without sensors. It will turn on automatically at sunset and turn off automatically at sunrise. This device will have a bulb holder at one end and a bulb base at the other. Essentially it will be an adapter between a lamp and lamp holder. The sunrise and sunset times will be averaged monthly and pre programmed. The battery will maintain the time, on time and off times. Emergency on during day is provided without any external switches or wiring. No wiring change is required for an existing lamp in a holder making it retrofit.

2. LIVE SWITCH - An Electrical Automation

Smart Switch- brings out a significant decrease in electricity bill, save energy and allows you to intelligently control electrical devices from anywhere. Replacement of conventional switches, MCB and ELCB Safety:

3. IBIS MEDICAL EQUIPMENT & SYSTEM (P) LTD

Blue Green LED phototherapy giving faster recovery from Neonatal jaundice with zero

source. It will be the world first phototherapy offering blue green LED technology with

Temperature monitoring and Irradiance control facility.

4. Etiq Technologies LLP

This will provide a platform for the engineers/ students to learn system development

with microcontroller in all aspects (software, embedded programming, and hardware), in short

designs and learn the concepts of electronics design.

2.2.5. Scheme for "Building Awareness on Intellectual Property Rights" (IPR) for the

Micro, Small & Medium Enterprises (MSME)

In order to enable the MSME sector to face the present challenges of liberalisation,

various activities on IPR are proposed under this scheme. These initiatives provide MSME

sector more information, orientation and facilities for protecting their intellectual powers. The

objective of the scheme is to enhance awareness of MSME about Intellectual Property Rights to

take measure for protecting their ideas and business strategies. Effective utilisation of IPR tools

by MSMEs would also assist them in technology up-gradation and enhancing competitiveness.

Under DC’s sanction order No: 26(27)/2014-15/1 IPR dated 01.05.2015 and

03.11.2015, this Institute conducted two one-day Awareness/ Sensitization Programmes on

Intellectual Property Rights (IPR). Details are given in the following table:

Brief Reports on IPR Programmes

Against D.C. (MSME), New Delhi sanction No.26(27)/2014-15/IPR dated 03.11.15 for

Rs.1,00,000/- MSME-DI, Thrissur, Kerala has organized a One Day sensitization programme on

Intellectual Property Rights at Hotel Sky Palace, Thavakkara, Kannur. The programme was

organized in association with District Industries Centre, Kannur and Kerala State Small

Industries Association, Kannur.

The welcome speech was given by Shri.Rajendran D, General Manager, DIC, Kannur. Key

note address done Shri P.V. Velayudhan, Director MSME DI, Thrissur. He explained the IPR as a

component of National Manufacturing Competitiveness Programme. It is conceived to equip

the MSME entrepreneurs in their business to sensitize about Intellectual Property Rights. The

Programme inaugurated by Shri. Bala Kiran IAS, District Collector, Kannur. He elucidated

importance of IPR and congratulated the MSME DI Thrissur for the initiative taken for

conducting such a programme for the benefit of small scale units in Kannur District. Shri Joseph

Paikada , President, KSSIA Kannur and other dignitaries done the felicitation. Shri P B Suresh

Technical session was taken by Shri. T V Madhusudhan, Dy. Controller of Patents and

Design, Patent Office, Chennai. He took session on introduction to IPR, Relevance of IPR in

MSME Sector, and the various components of IPR such as Patent, Trade Mark, Copyright

designs, Geographical Indications. Followed by sections on legal aspects in IPR and its

management, detailed procedure on documentation for patents, Trademarks, Copy rights etc.

conducted at KSSIA, Hall, Kozhikode. The programme was organized in association with Kerala

State Small Industries Association, Kozhikode and District Industries Centre, Kozhikode. The

inaugural function of the programme was started with silent prayer followed by welcome

speech by Sh. K.C. Johnson, Asstt. Director (Stat) MSME-DI, Thrissur. He conveyed IPR as a

monopoly right conferred to the concerned for a particular time period. He also added that IPR

is positively correlated with R&D and the level of development in R&D gives progress in IPR.

Shri P.V. Velayudhan, Director MSME DI, Thrissur presided the function. He explained

the significance of IPR in the scenario of globalization. Technical session on legal aspects in IPR

and its management, detailed procedure on documentation for patents, Trademarks, Copy

rights etc were taken by Adv. Febin James, IPR Consultant, Thrissur.

2.2.6. Marketing Assistance and Technology Upgradation (MATU) Scheme for MSMEs

The "Marketing Assistance and Technology Upgradation Scheme for MSMEs” aims at

improving the marketing competitiveness of MSME sector by improving their techniques and

technology for promotion of exports. The broad activities planned under the scheme include

technology upgradation in packaging, development of modern marketing techniques,

competition studies, Participation in State/district exhibition/fair etc.

2.2.6. a. Reimbursement of participation fee in Domestic Exhibitions under activity 5:

During the year under report, an amount of Rs. 4,30,000/- was sanctioned under this

head. Number of applications received to MSME-DI, Thrissur was 20 and reimbursement has

been made to those 20 units. Total reimbursement was Rs. 1,30,800/-.

2.4 Micro and Small Enterprises – Cluster Development Programme (MSE-CDP)

Ministry of MSME under the Scheme is assisting 18 Cluster CFC in Kerala. This Institute

is actively engaged in the promotion and development of clusters in the State in close liaison

with the State Government and other stakeholders MSME-DI, Thrissur is actively engaged in

2.5 National Awards

NATIONAL AWARD 2014

The meeting of the State Level Selection Committee to recommend applications for

National Award from the State of Kerala was held at Conference Hall of CIAL,

Nedumbassery, Kochi on 04.02.2016 under the chairmanship of Shri P.H. KURIAN,

Principle Secretary (Industries), and Government of Kerala.

Member Convener, Director, MSME-Development Institute, Thrissur welcomed the

Chairman and members and gave a brief introduction of the Award Scheme of

Government of India. He explained that for the year 2014, Award is given to MSME

units in the following five category, i.e. Scheme for Outstanding Efforts

Entrepreneurship in MSMEs (MSMEs engaged in Manufacturing), Scheme for

Outstanding Efforts Entrepreneurship in MSMEs (MSEs Rendering Services), Scheme

for Quality in selected products in MSE, Scheme for Product/Process Innovation in

MSME, Scheme for National Award for Lean Manufacturing Techniques in MSMEs. The

number of applications received in each category:

1. Scheme for Outstanding Efforts Entrepreneurship in MSMEs (MSMEs engaged

in Manufacturing) - 14 Nos

2. Scheme for Quality in selected products in MSE - 2

The State Level Selection Committee considered the 16 applications received for the

National Award and recommended 15 to DC(MSME) for consideration of National

Award 2014.

2.6 Packaging for Exports

As part of the Marketing Assistance to Existing and Prospective Entrepreneurs of MSME

Sector by the Ministry of MSME and O/o D.C. (MSME), New Delhi under Action Plan Target

2015-16; MSME Development Institute (Ministry of MSME, Government of India), Thrissur in

association with District Industries Centre (Govt. of Kerala), Kannur & Indian Institute of

Packaging, Chennai organised a One day programme on Packaging for Export on 26.02.2016 at

District Industries Hall, Kannur.

A brief report of the programme is given below:

The registration of participants started at 9.00 am followed by Inaugural session at 9.30

am. Shri K.C. Johnson, Asst. Director (Stat.), MSME-DI, (Govt. of India), Thrissur welcomed the

participants and explained the very purpose of organising these kinds of programmes in

various parts of Kerala in different financial years.

Shri P.V. Velayudhan, Director, MSME Development Institute (Govt. of India), Thrissur

presided over the function. During his presidential address he elaborated the activities of

MSME-DI, Thrissur and stressed about the need for packaging which increases the shelf life to

maximum and augment the aesthetic value of packing in the industry vis a vis the changing

scenario in the National & International market. He further stated that keeping in mind the

above we associated with the premier institution in India in the field of Packaging and thus the

awareness programme is being supported with an eminent faculty from Indian Institute of

Packaging, Chennai.

In the inaugural address Sh. D. Rajendran, General Manager, DIC, (Govt. of Kerala)

Kannur motivated the participants to take full use of this awareness programme which is rare

of its kind. He expressed his gratitude to MSME-DI, Thrissur and Indian Institute of Packaging,

Chennai for organising such a programme which will help existing as well as aspiring

entrepreneurs of his jurisdiction and Kerala as a whole.

While delivering felicitation, Shri. Kolappan R. Asstt. Director, Indian Institute of

Packaging, Chennai hoped that the participants will take maximum benefit from this

programme which may boost their activity in future.

Shri James, Dy. Registrar, DIC, Kannur proposed vote of thanks, thanked all the

participants and both State and Central Governments for organising such kind of programmes

and hoped in future also similar kind of programmes will be organised. Inaugural session was

over by 10.00 am.

Immediately after Inaugural Session, Technical Session started. Shri. Kolappan R. Asstt.

Director, Indian Institute of Packaging, Chennai started with introduction about packaging and

its multifaceted aspect. He briefly explained various technologies and elucidated with latest

packaging material.

While taking feedback from the participants they were of the view that they richly

benefited from the programme and requested the organisers to arrange similar kind of

programmes to update the latest trend in the field on regular basis.

2.7 Skill Development Programme in the Workshop

MSME-DI, Thrissur is attached with Mechanical workshop and we are organizing Skill

Development Programmes in Machine Shop Practice. One Skill development programmes of 6

months duration were organized in the mechanical workshop. In addition MSME-DI, Thrissur

organized several self supporting training programmes in the skill Development. Details of the

3. Activities and Achievements 2015-16

During the year 2015-16, the Institute undertook a number of flagship programmes such way

that the MSMEs will be benefited. This session analyses various activities of MSME-DI.

3.1 Entrepreneurship Development Programmes

The Entrepreneurship Development Programmes (EDPs) are conducted through MSME-

DIs, with focus on entrepreneurial development coupled with specific skills relating to trades

3.1.1 Industrial Motivation Campaigns (IMC)

One day Industrial Motivation Campaigns are organized to identify and motivate entrepreneurs

having potential for setting up SMEs so as to lead them towards self-employment. The MSME-

DI, Thrissur has conducted 25 Industrial Motivation Campaigns in different districts during

2015-16, for the benefit of prospective and existing entrepreneurs. A total of 1755 persons

belonging to various section of the community have been benefited from these programmes.

During 2015-16, this Institute rendered Techno-economic and Managerial Consultancy to a

number of prospective and existing entrepreneurs In order to provide on the spot technical

and other assistance, MSME-DI Officers visited 121 units in the State and 1648 entrepreneurs

have been assisted through Technical Officers/TRC/Correspondence by providing information

on various aspects of Industry such as Suppliers of Machinery, Raw Material, latest technology

5. Major Programmes attended by Director

Director has attended various programmes during the year 2015-16 for the upliftment

of MSME units in the state. Those programmes and activities are listed below:

Convened an Empowered Committee Meeting with representatives of KSSIA etc. at

MSME-DI, Thrissur on 07.07.2015 to elicit views and suggestion on functions of MSME-

DI, Thrissur and other activities throughout the State. In this regard, a brief report is

prepared and sent to DC (MSME).

Visited Kozhikode and held discussion with the representative of Kerala State Small

Industries Association and Shri. Subramanian Padikkal, Director, VKC Group at the

premises of VKC regarding the possibility of re-orientation of Leather Footwear

Workshop attached to MSME-DI, Thrissur on 10.07.2015. Also explained the schemes of

Ministry of MSME and requested to avail maximum benefit of the scheme by the

members of the Association.

Visited Central Coir Research Institute, Kalavoor, International Coir Museum, National

Coir Training and Design Centre, Alleppey. Also attended a meeting with Trade Unions

in Coir Sector, Small Scale Mfrs. Association and other Coir Associations in Alleppey at

the Conference Hall of Central Coir Research Institute, Kalavoor, Alleppey convened in

connection with the visit of Hon’ble Minister of State for MSME, Govt. of India on

12.07.2015.

Attended a meeting of Sr. Officers of NSIC, KVIC, MSME and Coir Board on 13.07.2015 at

12.00 noon at the Conference Hall of Coir Board, Kochi. The Hon’ble Minister

addressed the Sr. Officers and also reviewed the Progress of the functioning of

respective organizations in the meeting.

Held discussion with Hon’ble MP of Kasaragode Shri. P. Karunakaran and the General

Manager, DIC, Kasaragode regarding the industrial climate of Kasargode district on

15.08.2015. M.P. put forward to implement Central Government MSME Schemes in the

district to eradicate unemployment and development of Micro & Small Sector.

Attended an interactive Session with the Kerala State Small Industries Association,

Thiruvananthapuram District Unit on 04.08.2015 at 11.00 am at Chamber of Commerce

Hall, Thiruvananthapuram. Discussed with office bearers Shri K.P. Ramachandran Nair,

State President, KSSIA, Sri C. Chandra Mohanan, Chairman and Sri K.G. Madhu, Vice

Chairman, Adhoc District Committee of KSSIA, Thiruvananthapuram and members of

the Association on various aspects of problems faced by MSMEs and sought their

suggestion regarding the future programmes of the Institute. Also made a power point

presentation on the schemes of Ministry of MSME and requested to avail maximum

benefit of the scheme by the members of the Association.

Meeting on setting up of a new Technology Centre in the State under the Technology

Centre System Programme (TCSP) of Ministry of MSME, Govt. of India on 04.08.2015 at

5.00 P.M. in the Chamber of Hon’ble Minister of Industries, Govt. of Kerala

Attended the inaugural function of Trading of Rough Diamonds and Manufacturing of

Gold & Diamond Ornaments organized by Diamond Cluster Development Society, Sreyas

Shopping Complex, Mundur, Thrissur on 02.09.2015 and inaugurated the programme.

Sri Kripakumar, General Manager, DIC, Thrissur presided over the function and Sri V.S.

Sukumaran, Associate Senior Faculty, EDI of India offered felicitation. Sri Asokan PK,

Diamond Cluster Development Society welcomed the gathering. Sreenandana brand

Golden Diamond Jewellery displayed during the occasion.

Attended the Board of Directors meeting of Kerala State SC/ST Development

Corporation at its corporate office in Thrissur on 04.09.2015.

Attended the Empowered Committee meeting convened by Reserve Bank of India,

Attended Investors Meeting at Sky Palace, Kannur on 29.09.2015 organized by the

District Industries Centre, Kannur and delivered Key Note Address in the inaugural

function of the programme.

Attended the District Level Seminar on MSMEs organized by District Industries Centre,

Cannught Place, New Delhi 110001.

Attended Meeting of Rubber Cluster, Changanacherry and discussed the problem

relating to infrastructural development in the cluster. Made a presentation of Schemes

of MSME to the cluster members in the meeting. Visited the Common Facility Centre of

the Cluster and other units in the cluster on 12.11.2015.

Attended the inaugural function of District Level Technology Clinic on Food Processing

of Kannur District organized by District Industries Centre, Kannur at Hotel Sky Palace,

Kannur on 25.11.2015 and presided over the function. The programme was inaugurated

by Smt. Sreemathi Teacher, Hon’ble MP, Kannur.

Attended Meeting convened in connection with visit of Hon’ble Minister (MSME) at Coir

Board, Kochi on 04.02.2016 at 9.00 am.

Visited NIT Calicut on 14.03.2016 and Technical Session taken on Entrepreneurial

Activities among Engineering Students at NIT Calicut.

Visited Readymade Garments Cluster, Kannur and discussed about implementation of

Lean Manufacturing with QCI Representative and also the progress of the cluster with

the office bearers on 15.03.2016. Also chaired a meeting of Handloom and Garments

Exports, Kannur comprising 50 entrepreneurs to disseminate information on NMCP

Schemes of MSME.

Attended the Lean Manufacturing Awareness Programme at KSSIA Hall, Calicut

organized by National Productivity Council. Discussed with representative of NPC

regarding implementation of Lean Manufacturing Programme in the Clusters of the

State on 22.03.2016.

इस संस्थान की राजभार्ा कायाषन्वयन सममनत की 19.02.2016 को संपन्न गत बठैक में ननर्णीत

अनुसार, ववकास आयुक्त कायाषलय को प्रेवर्त समस्त पत्राचार हिन्दी/ द्विभार्ी रुप में प्रेवर्त ककए

जाएँगे1 संस्थान की मामसक ररपोर्ष संबंधी आवरर्ण-पत्र हिन्दी में तैयार ककया गया िै1

2. फाइिों में हिन्दी में हर्प्पण-िेिन - इस संस्थान के अपर शे्रर्णी मलवपकों श्रीमती सी.के.

जलजा, श्री रमेशबाबू, श्री वी.वी उत्तमन, अवर शे्रर्णी मलवपक श्रीमती उर्ा राम़चदं्रन आशुमलवपक श्री के. पीतांबरन फाइलों में हिन्दी में हर्प्पर्ण मलख रिे िै1 इस संस्थान में उपलब्ध फाइलों में हिन्दी में हर्प्पर्ण-लेखन के आँकड ेननम्नानुसार िैं1

8.ननयम 8(4) के अधीन कायाषलय के क्रमशः स्थापना व लेखा अनुभागों को हिन्दी में शत-प्रनतशत काम के मलए ववननहदषष्र् ककया गया1

9. हिन्दी में प्राप्त पत्रों के उत्तर हिन्दी में िी हदए जाते िैं1

10. हिन्दी पुस्तकों की खरीद वावर्षक कायषक्रम में ननधाषररत अनुसार की जाती िै1

9.12.2015 को नई सममनत की प्रथम बैठक िुई,स्जसमें इस संस्थान द्वारा प्रनतननधधत्व ककया गया1 इस बठैक में तशृ्शूर नराकास के संचालन में इस संस्थान के कायषकलापों की सरािना की गई1

15. तशृ्शरू नराकास के तत्वावधान में 2.02.2016 को आयोस्जत हिन्दी कायषशाला में इस संस्थान द्वारा प्रनतननधधत्व ककया गया1 तशृ्शूर नराकास की उप सममनत की बैठक में भी इस संस्थान द्वारा प्रनतननधधत्व ककया गया1

16.राजभार्ा ववभाग द्वारा जारी हदशा-ननदेशों का अनुपलन इस संस्थान द्वारा ककया जा रिा िै1

उक्त हदशा-ननदेश राजभार्ा ववभाग के वेबसइर् से डाउनलोड ककए जाते िैं1

7. Conclusion

During the financial year, MSME-Development Institute framed it activities and

initiatives with an objective to provide a grant push to MSMEs in Kerala and Lakshadweep.

The Institute organized National Level Vendor Development Programmes and State Level

Vendor Development Programmes. The institute has given wide publicity on NMCP Schemes

during the year and motivated MSMEs to make use of the schemes. Several awareness

programmes on Bar Code, QMS/QTT, TEQUP, IPR etc. were also conducted at various districts

of the state during the financial year. Skill development programmes through the central

workshop and various PD accounts programmes were also conducted.

The Institute successfully completed the targets assigned during the year and could

generate total revenue of Rs. 12, 77,674/- during the current financial year.

Consequent to the increased globalization of the Indian economy, MSMEs are required to

face new challenges. This institute has recognized the changed environment and is currently focusing

on providing support in the fields of credit, marketing, technology and infrastructure to MSMEs in

the state of Kerala and Lakshadweep.The Institute is also attempting its level best to impart greater

vitality and growth impetus to the Micro, Small and Medium Enterprises (MSME) in the state of

Kerala in terms of output, employment and exports and instilling a competitive culture based on

heightened technology awareness.
