It gives me immense pleasure to present the Annual Report for year 2017-2018
of the Institute. During the year the Institute has significantly contributed towards the
Promotion and Development of Micro and Small Enterprises in the 22 districts of Western
UP.
This report highlights the work done by MSME-DI, Agra in strategic area of
importance of MSME sector in current economic scenario and has made ample efforts to
organize National Vendor Development Programmes, National Workshop on Marketing/
Export Marketing , State Level Vendor Development Programmes ,Industrial Motivation
Campaign, Entrepreneurship Skill Development Programme, Entrepreneurship Development
Programme, Marketing Development Programme ,Awareness Programme on Intellectual
Property Rights (IPR) , Zero Defect and Zero Effect & Cluster Development, Industrial
Potential Survey.
The performance and achievement of the Institute is the result of the whole hearted
efforts made by the officers and the staff members of this Institute.
I believe that this Annual Report will be very much helpful to the stakeholders of
MSMEs of western UP.
I take this opportunity to convey my sincere thanks to all the officers & staff of

2. About MSME -Development Institute, Agra
MSME - Development Institute, Agra was established in September 1956. Earlier it was known as
Small Industries Service Institute before the Enactment of MSME Act - 2006 in the Parliament.
Jurisdiction of MSMEs stretched for service sector & enhanced its services up to Medium
Enterprises too. The geographical jurisdiction of this Institute has spread over 22 districts of
Western U.P. The names of the Districts are as follows:

MSME-DI, Agra is extending techno managerial and economic consultancy services for
the development of Micro, Small and Medium Enterprises (MSMEs) and provides comprehensive
range of industrial developmental services ranging from identification of suitable line of
production to marketing of the product. Facilities for Techno-managerial Consultancy services are
being provided in the fields of the Following Disciplines:

• Metallurgy,
• Metal Finishing,
• Electrical,
• Leather & Footwear,
• Food,
• Glass & Ceramic,
• Chemical,
• The Industrial Management Training (IMT),
• Industrial Potential
• Economic Investigation (EI)
The objectives of MSME-DI, Agra, are to provide Technical Consultancy Services to the
entrepreneurs in addition to Industrial Management Trainings, Entrepreneurs & Skill
Development Programmes, Short Term Management Trainings for MSMEs, Industrial
Motivational Campaigns, facilitation in implementing PMEGP Scheme, Establishing Entrepreneurs
Club, Assisting & Providing Awareness to the Entrepreneurs in Marketing through Domestic &
International Exhibitions & Zero defect and Zero Effect concept. The Institute also provides
Market Information, Industrial Potential Survey Report, Statistical Information, Identification of
Thrust Industries, Export Promotion, Preparation of Directories & Status Reports of MSME units,
Economic Information to set up MSMEs. Various New Schemes under NMCP Scheme were
Implemented / Introduced like Lean Manufacturing, MATU, State Level Fairs, Corporate
Governance, Design Clinic, ISO-9000, Bar Coding, Intellectual Property Rights, and mini Tool Room
etc. etc.

3. Technical Support To Prospective And Existing Entrepreneurs
During the reporting year 2017-18, the MSME- Development Institute, Agra has provided
assistance and Consultancy to numerous prospective and existing entrepreneurs. The assistance
& Consultancy consists of various fields such as selection of product & location, which is more
important in establishing a new venture. Selection of machinery & Technology is also one of the
inevitable things to know before going for a new industry under which numerous prospective
entrepreneurs has been assisted. Marketing & Finance is also one of the unavoidable things
wherein the Institute assisted and provided information to about 1740 (Including480 Females)
existing & prospective Entrepreneurs. About 5000 entrepreneurs have been provided assistance
and Consultancy through various trainings / campaigns and about 1027 enterprises were assisted
through Personal Visits of MSME-DI officers.

4.Project Profiles and District Industrial Potential survey Reports
A.Technical officers of this Institute prepared 8 Project Profiles against the target of 8 as per
action plan targets. This is an art of identification of new products, which can be introduced and
promoted in the MSME Sector. These project profiles comprise almost all the information
regarding a particular product such as availability of raw materials, cost of production, marketing
facilities, which are more useful to the new entrepreneurs.
During the year 2017-18, the Institute has prepared 8 project profiles, out of them 2 were

A. During the reference year under Core programme, Skill Development Division, Office
of the DC (MSME), New Delhi had allotted targets of total 42 programmes (ESDPs 15 Nos.,EDPS 7

During the reference year 2017-18 this institute has organized 16 Industrial Motivational

6.Programme on Zero Defect Zero Effect (ZED)
Total Eight number of Awareness programme on Zero Defect Zero Effect were given as target for financial year 2017-18. As per H. Qtr. office instructions dated 28/02/2018, No fresh activities will be initiated under the ZED scheme after 28th February, 2018.So target was reduced to Six programmes on ZED.MSME-DI,Agra organized Six number of Awareness programme on Zero Defect Zero Effect in which 520 persons from MSEs took part. 100% target achieved.

To identify potential & genuine MSE vendors for specific items and services required by respective
Govt. Departments and CPSUs, this institute organized Two National Level Vendor Development
Programmes (NVDPs) and Twelve no. of State Level Vendor Development Programmes during 2017-
2018. In these NVDPs & SVDPs Buyers & Sellers Meets were also organized to discuss various
procurement issues related to quality, cost, delivery terms & conditions including payment in time to
the MSEs by the Buyers.

10. Technology And Quality Upgradation Support To MSMES (TEQUP)
The main objective of the scheme is to sensitize the Indian MSMEs to upgrade their
manufacturing process towards usages of Energy Efficiency Technologies (EET) so as to reduce cost
of production and emission of greenhouse gases. The second objective is to improve product quality
of MSMEs towards becoming globally competitive.
Activity No.4 of TEQUP - Encouraging MSMEs to Acquire Product Certification Licenses from National/
International Bodies:
The primary objective of this Activity is to provide subsidy to MSME units towards the
expenditure incurred by them for obtaining product certification licenses from National
Standardization Bodies (like BIS, BEE, etc.) or International Product Certifications (CE, UL, ANSI, etc.).
The purpose of the ‘Standard Marking’ of the products is to assure product quality to the
users/consumers. Certification of MSMEs products to International Standards, CE, ANSI, UL, Energy
Star, etc. would also enhance acceptability of the products in the export market.
Certification is the main parameter in International as well as Domestic Market. The
Product Certification Licenses from National bodies e.g. BIS/ BEE /AGMARK & International Bodies
e.g. CE /UL /ANSI etc. under NMCP/TEQUP Scheme, are very much in demand & Proving a very good
scheme, During the year, 12 MSMEs got reimbursement of expenses incurred under the Product
Certification Licenses from National (BIS/ BEE /AGMARK)/ International (CE /UL /ANSI etc.), Bodies
under NMCP/TEQUP Scheme. This scheme is at hold since Sept.2017 by order of O/o DC(MSME).

15. National Awards to MSMEs
The Micro, Small and Medium Enterprises (MSMEs) in India have undergone a vast development in the last five
decades. The MSMEs have registered tremendous growth as also the progress in terms of quality production,
exports, innovation, product development and import substitution, very much beyond the expected objectives
of setting up MSMEs by the planners of industrial production base in the country. Entrepreneurial efforts have
made it possible to produce number of items, which hitherto were imported. In quite a few cases new variants
so produced are having additional attributes than their original versions and are capable of solving a multitude
of user problems. This all has become possible owing to the ambitious and visionary spirit of entrepreneurs of
MSMEs. Recognizing the achievements of successful entrepreneurs in MSMEs, Government of India is
encouraging such entrepreneurs by giving National Awards to Micro, Small and Medium Enterprises for
outstanding efforts in entrepreneurship, Quality Products, Innovation Efforts, and Lean Manufacturing
Techniques.
During the year 2017-18, MSME units were motivated to fill up application for National Awards 2016 and 51
units had submitted their applications online under different category of Award from Western U.P. region.
Following units of Western U.P. region got National Award under different Categories in National Award

Other activities under MSE-CDP A. Identification of 20 Pharmaceutical Cluster across the country for setting up of CFCs.
With reference to an e-mail dated 29.01.2018 received from Director(Cluster), Cluster Division, O/o DC(MSME), New Delhi, held detailed discussion on 02.02.2018, 06.02.2018 & 08.02.2018 with all Deputy Commissioner of Industries, District Industries & Enterprises Promotion Centre (DICs), Etah/ Hathras/ Mainpuri/ Moradabad/ Meerut/ Firozabad/ Bulandshar/ Agra/ Mathura/ Badaun/ Baghpat/ Kasganj/Aligarh/ Mainpuri/ Muzaffarnagar/ Saharanpur/ Bijnour/ Rampur/ Amroha/ Pilibhit/ Bareilly/ Shamali/ Sambhal regarding Identification of Pharmaceutical Clusters at least 20 Clusters across the country for setting up of CFCs. In this connection, all concerned DICs were requested to forward the viable proposals through proper channel for establishing CFCs on priority basis. Shri M.K. Meena, Deputy Director (CDO) also discussed to Deputy Commissioner of Industries/officials, O/o District Industries & Enterprises Promotion Centre (DICs) and issued reminders.

Presentation of Business Ideas under Business Incubator Scheme was held at PPDC,
Meerut on 28/04/2017. Six ideas were presented during the programme. Officers
of MSMEDI, Agra attended the meet.
Shri Kalraj Mishra, Hon’ble Minister (MSME) visited Aligarh and attended one
"Entrepreneur's Discussion Meet" on 29/05/2017. He discussed the problems of
entrepreneurs and gave solutions & suggestions to SMEs and explained schemes of

One workshop on GST was organised on 30/07/2017 at Hotel Madhushrie, Agra by
MSMEDI, Agra in association with CFTI, PPDC, Agra, NSIC & CDGI, Firozabad. This
programme was inaugurated by the Additional Secretary & Development Commissioner
(MSME), Shri S. N. Tripathi, IAS. He also inaugurated a book & CD on GST. The Deputy
Director, I/C Shri V.M.Jha gave the welcome address. Officer in-charge of PPDC, CFTI,
NSIC, CDGI and the prominent entrepreneurs Shri Deepak Agarwal, Shri Rajeev Agarwal,
Shri Amar Mittal, Shri Vinod Gupta, Shri Mukesh Agrawal also expressed their views. More
than 500 participants from MSME Sector attended this workshop. Shri V. M. Jha, Director Incharge and Dr.Mukesh Sharma, Asstt.Director have visited on
24/7/2017 M/s. Sharma Artistic Stone Gallery, Sonth Ki Mandi, AGRA. The unit has been

Education, Firozabad. Officers from MSMEDI, Agra Shri S.S.Gangwar, Asstt. Director and

f. Shri V. M. Jha, Director Incharge and Dr.Mukesh Sharma, Asstt.Director have visited on 24/7/2017 M/s. Sharma Artistic Stone Gallery, Sonth Ki Mandi, AGRA. The unit has been awarded National Award 2015 First Prize in Export manufacturing MSEs. The unit has been guided for improvement of Design, Technology and Modernization scheme, rating under ZED scheme. Shri Bhaskar Sharma, Managing Director of the unit is also seeking in the picture.
