RE: Annual Report – Calendar Year Ended December 2010
Dear Mr. Liner:
Further to your request for our annual report, the following is the information as requested.
In reference to Statute 334.351 Paragraph (1)
During calendar Year 2010, CTW finalized five (5) contracts two (2) of which increased the
dollar amount through addendums as follows:
FYE 10 Contracts from July 1, 2009 thru June 30, 2010
District 4 – Broward County - $325,000
District 4 – Palm Beach County - $325,000
District 2 – St. Johns & Putnam Counties - $225,000
District 1 – Okeechobee & Highlands Counties $102,000
District 7 – Hillsborough County $100,000
In addition, CTW currently is performing four (4) contract of which two (2) contracts have
addendums all of which began in July 2010 and expire June 30, 2011. They are as follows:
FYE 11 – Contract from July 1, 2010 thru June 30, 2011 as follows:
District 4 – Broward County - $250,000
District 4 – Palm Beach County - $310,000
District 2 – St. Johns & Putnam Counties - $225,000
District 7 – Tampa Hillsborough county - $200,000

Four districts renewed the prior year contracts.
Regarding Paragraph (2)
All employees are Florida residents and provide us with a copy of their social security card and
driver’s license upon hiring. Community Training Works, Inc. is registered with E-Verify, US
Department of Homeland Security, USCIS Division and all employees and program participants
have been verified.
Regarding Paragraph (3) (a) thru (f)
Please be advised that we continue to provide young adult development services to our crew.
With each new employee (Crew and Supervisors) we prepare a Needs Assessment, then we
follow-up with them several times. We also prepare an Individual Goal Plan (IGP) for each of
them meeting individually at least three (3) more times to implement the IGP. In addition, they
are provided with life management training courses, individual life management consulting as
well as on the job training and MOT certification courses.
Please be advised that the following measurable objectives have been met:
(a)
Life Management Skills Training have been provided to twenty six (26)
Twenty-eight (28) have received Needs Assessment evaluations
Twenty-eight (28) have received quarterly updates to their Needs Assessments
Twenty-eight (28) have received IGP (Individual Goal Plans)
Twenty-six (26) have received IGP action plans and quarterly follow-ups with
nine (9) participants reaching at least 25% of their goals and objectives.
Ten (10) received financial planning, homeownership buying and credit
counseling
(b) One (1) participants obtained a GED
(c) Two (2) scholarships have been provided in 2010
(d) Four (4) employees have been provided assistance to obtain their drivers licenses
(e) Seventeen (17) Crew received bonuses totaling $1,850.00
(f) Additional financial assistance as gifts were provided in the amount of $274.00
(g) Twelve (12) participants received financial assistance in the form of grants in the amount of
$1492.00 for food, transportation, fuel and housing.
(h) Four (4) individuals received scholarships and educational assistance totaling $320.00
(i) Fifteen (15) participants received OJT (On the Job Training) Certificates for a minimum of
480 hours for a total of 18,972 hours of on the job training

(j) Ten (10) participants have partial completion of their 480 hours on the job training
certification with a total of 1936 hours
(k) Eight (8) Maintenance of Traffic Certifications were received by proram participants
(l) Seventeen (17) Flagger Training certifications obtained by participants on the job
(m) Three (3) participants successfully completed the Guardrail Intensive Training Course
Webinar by ATSSA
(n) Three (3) participants have obtained full time jobs
(o) CTW refers participants to local partnering faith based organizations and other social service
agencies on an individual basis dependent upon needs.
Paragraph (4)
Please find attached a copy of our Audited Financial Report for 2008 and 2009. The auditor is
currently working on our fiscal year ended 2010 audit.
CTW is a member of the Corps Network, Washington, DC. You must maintain good
membership status for a period of three years before they will conduct a peer review. The
Executive Director is attending the Corps Network Annual Forum in February 2011 to receive
all necessary training to qualify for a peer review and achieve an excellence rating.
We are continuing to employ disadvantaged individuals, ex offenders, unemployed or
underemployed individuals, very low and extremely low income individuals. CTW is
partnering with community land trusts and other community development corporations to
provide our participants with home retention and home ownership counseling and opportunities
in communities, which we serve in order to provide those opportunities to our employees and
the community at large. In addition, our Executive Director is a Board Member of the
FLACDC (Florida Alliance of Community Development Corporations). This year, CTW Board
Members have attended conferences trainings with National Corps Network, NeighborWorks,
the National CLT Network, Enterprise Foundation, FLACDC (Florida Alliance of Community
Development Corporations), and YouthBuild. We intend to implement our mission of affordable
housing, home retention, community and economic development and young adult or youth
development to our employees and community at large according to our strategic plan.
It would be most beneficial if some incentives were in place for an FDOT maintenance office to
utilize the YWEP as well as incentives for LAP’s to utilize YWEP’s. Anything you can do to
that end, would be appreciated.
Attached please find our newsletter so the names and faces of real people affected by our work
can be added to this report. Even though we may speak in numbers, it’s the individual stories of
these young adults, many with families, mentored and gainfully employed in a difficult

recession that is the tangible result of Community Training Works youth work experience
program. FDOT has allowed this program to take root and over the past number of years
blossom into a viable community based organization. CTW’s recognition and success is shared
equally with FDOT. Thank you for your generous and forward thinking support.
