Dmitry Yashin joined CERBA in November 2011. As

Regional Director in Moscow, Dmitry has successfully

put together a number of events and has begun to

implement a business development program, which he

has designed and proposed to the CERBA's Moscow

Board of Directors.

Dmitry was born in Sverdlovsk, Russia and moved to

Ottawa, Canada at the age of twelve. In Ottawa, he

graduated with honours from Ashbury College and

played Ice Hockey at the highest level. He attended

Colgate University on scholarship, where for four years

he played NCAA Division I hockey.

Dmitry graduated Magna Cum Laude from Colgate

University, with honours in Computer Science. Following

University, Dmitry was partner at an IT consulting firm.

He completed his MBA at New York University's

Leonard N. Stern School of Business, where he gradu�

ated Cum Laude. Dmitry has returned to Russia to

launch his own financial consultancy business.

Andreas Weichert arrived in Moscow in Summer 2011 to

take on his new post as Senior Trade Commissioner.

Andreas was born in Vancouver, British Columbia. He

worked in a variety of roles in advertising and insurance,

achieving his Canadian Accredited Insurance Broker desig�

nation in 1987. He graduated from the University of British

Columbia in 1991(B. Commerce Honours Finance), and in

1992 (MBA). He continued his post graduate studies in

Management at Erasmus University Rotterdam and at the

Wirtschaftsuniversitat Wien. Following his studies, he

worked in the investment industry in Luxembourg.

Mr. Weichert joined the Foreign Service of the Department

of Foreign Affairs and International Trade as a Trade

Commissioner in 1995. He has served in the OSCE Mission

to Georgia (1997) and in Canadian embassies in Almaty

(1997�2000), Amman (2000�01), and Riyadh (2004�07). In

Ottawa, he has served as Director Strategic Trade Planning

and Performance Management Division (2008�2011),

deputy director of Regional Offices in Canada Division

(2007�08), and of East Europe Division (2001�04). His other

headquarters assignments were in the Environment Division,

Eastern Europe Division and Export Finance Division.

The Russian Federation, the world's largest and mostmineral�rich nation, has quickly reshaped its miningindustry in response to the global financial crisis.Recent legislative and policy changes have sought toaddress the demands of foreign mining companies inorder to attract new investment. Other CIS countriessuch as Kazakhstan are also actively promoting addi�tional investment in their mining sectors.CERBA's annual mining conference offers a full dayprogram dedicated to developments in the Russianand CIS mining sector, identifying and explaining min�ing investment opportunities in Russia and the CIS forCanadian companies. Participants include represen�tatives of leading Canadian and Russian mining com�panies, investors, suppliers, Russian and Canadiangovernment officials and officials from the most sig�nificant mineral producing regions of Russia andsome of the CIS countries.

CERBA and the Russian Union of Entre�preneurs and Industrialists, in co�ordina�tion with the Government of Canada andthe Government of Russia, organized the«2011 Canada�Russia Business Summit»

in Ottawa on June 1, 2011.

The event was co�chaired on the gov�ernment level by the Russian First DeputyPrime Minister Viktor Zubkov, and theCanadian Minister of International Trade,Edward Fast. The summit provided a forumfor business leaders of Canada and Russiato discuss bilateral trade and investmentissues. The event brought together CEOsfrom major Canadian players in the Rus�sian market as well as shareholders andtop management from their leading Rus�sian partners. Interest and attendance fromboth sides was high with over 300 partici�pants. June 1st was a prelude to the meet�ings of the Intergovernmental EconomicCommission (IEC) organized by Depart�ment of Foreign Affairs and InternationalTrade Canada on June 2nd at the samevenue, hotel Chateaux Laurier in Ottawa.

Opening the Summit, Victor A. Zubkov,First Deputy Prime Minister of the RussianFederation noted: «Perspectives of the

investment cooperation between ourcountries will continue to be defined bynew projects in the main segments of ourinteraction – mining, metallurgy and machin�ery, agriculture».

V. Zubkov urged to strive for greaterdiversification of the bilateral trade rela�tions, and more active involvement of thetwo countries' regions in this process. Aswell, the First Deputy Minister noted thatnecessary agreements and protocols hadalready been signed between the Russianregions and Canadian provinces.

«Concerning Russia�Canada investmentcooperation, we can confidently talk aboutgrowing opportunities for the realization ofmany joint projects in various spheres.Especially in those that are bound by eco�nomic, nature, and climate similarities ofour countries», – he said.

Quite a number of positive developmentsoccurred on both June 1st and 2nd includ�ing partnerships and perspective agree�ments in nanotechnology, aerospace, ener�gy efficiency, construction, innovation andsports infrastructure.

ECONOMIC COMMISSION REPORT:

Following the CERBA Canada�RussianBusiness council sessions the HonourableEd Fast, Minister of International Tradeand Minister for the Asia�Pacific Gateway,concluded the eighth Canada�Russia Inter�governmental Economic Commission(IEC) session with First Deputy Prime Minis�ter Viktor Zubkov of Russia. The two minis�ters signed a joint ministerial statementand witnessed the signings of commit�ments that will increase bilateral trade, andcommercial and scientific collaborationbetween Canada and Russia.

«Jobs and economic growth to benefitCanadians continue to be our govern�ment's top priority. With trade representingsome 60 percent of our economy, deep�ening our relationship with key countrieslike Russia is vital to our economic recov�ery,» said Minister Fast.

In addition to the joint ministerial state�ment, a statement on science and tech�nology cooperation was signed that com�mits Canada and Russia to meet one yearfrom now to map out possible areas of col�

laboration, including climate and arcticresearch, energy, nanotechnology and bio�medicine.

Also, Canada and Russia signed a mem�orandum of understanding (MOU) onaerospace. This MOU will see people fromthe Aerospace Industries Association ofCanada working side by side with theircounterparts from Russia's Union ofAviation Industrialists to develop strategiesthat will make both countries' aerospacesectors more globally competitive in theyears to come.

Bilateral merchandise trade with Russiatotaled $2.8 billion in 2010, an increase of12.3 percent from the previous year.Canadian merchandise exports to Russiatotaled $1.2 billion in 2010, an increase of33.8 percent from 2009.

«The Economic Commission meetingdemonstrates Canada and Russia's com�mitment to not only support traditionalareas of trade, but also to develop suchemerging areas of commercial coopera�tion as space and science and technolo�gy,» said Minister Fast. «As a fast�growing

The IEC is Canada's most importantforum for bilateral exchanges on trade andinvestment issues with Russia.

At the conclusion of the IntergovernmentalEconomic Commission and Canada RussiaBusiness Summit sessions, the followingtwo instruments were signed:

Joint Canadian�Russian Ministerial

Statement on Co�operation in the Area

of Science, Technology and Innovation.

The Joint Canadian�Russian MinisterialStatement on Co�operation in the Area ofScience, Technology and Innovation com�mits the two governments to encourageand facilitate the pursuit of collaborativeopportunities in emerging fields amonggovernment bodies, the private sector andacademia. These fields include nanotech�nology, arctic and climate research, ener�gy and energy efficiency, advanced mate�rials, life sciences and aerospace.

The forms of cooperation mentioned inthe statement include the exchange of sci�entific and technological information; jointscientific seminars, conferences andworkshops; the exchange or shared use ofequipment and materials; the exchange ofscientists and engineers; and jointresearch and development.

Memorandum of Understanding on

Main Cooperation Initiatives between

the Aerospace Industries Association

of Canada and the Union of Aviation

Industrialists of Russia.

This memorandum of understanding willallow the two countries to be more globallycompetitive in the aerospace sector. It willenhance cooperation in developing andproducing advanced aerospace productsand improving access to respective aero�space markets with a view to increasingtrade. It will also encourage the exchangeof information and promotion of aeronauti�cal products as well as support the practi�cal implementation of advanced standardsand regulations. The Aerospace IndustriesAssociation of Canada is a member�driven,not�for�profit national organization.

The Canada�Russia IntergovernmentalEconomic Commission (IEC) was createdby the 1993 Canada�Russia Agreement onEconomic Cooperation to promote eco�nomic relations between Canada andRussia and to address issues affectingbilateral trade.

The IEC, which convenes every twoyears, consists of a plenary session andmeetings of various working groups andround tables.

Five working groups normally report tothe IEC. These groups discuss agriculture,energy, construction, mining, and theArctic and the North. This year's event fea�tures the inaugural meeting of the spaceworking group. The 2011 IEC also includ�ed round tables on science and technolo�gy, and investment. At these round tables,both government and industry are repre�sented.

Risks and Opportunities

On Thursday, Sept 22, 2011 for the first time in history CERBAbrought together economists, analysts, investors, industrial com�panies and the financial sector representatives to discuss invest�ment in the Russian Federation. The purpose of the conferencewas to demystify the political, legal and regulatory environment inRussia, assess economic prospects, explain the formula for suc�cess in the Russian market, and examine the prospects forincreased Canadian and other foreign investment in Russia.

The conference was ably managed by economic guru DanielThorniley whose consulting group DT�Global is widely recognizedas one of the foremost authorities on Russian and Eastern Euro�

pean economies. Conference participants heard that doing busi�ness in Russia is never easy but usually profitable. And these prof�its are not ephemeral «pie in the sky» projections based on some�one's promises, but in fact hard numbers on the balance sheetsand income statements of some of the world's largest multina�tionals. As advertising executive Alex Shifrin pointed out (Saatchi& Saatchi), «Russia is a challenging place to do business and agreat place to make money».

Presentations were made in four general sessions, the first cov�ering the overall political landscape, the second discussing invest�ment success stories, and the third and fourth covering capital mar�kets from the Canadian and Russian point of view, respectively.

On July 14, CERBA's Vancouver Chapter, inclose cooperation with the Canadian Embassyin Moscow, travelled to Yekaterinburg for theInnovation Industries Exhibition, INNOPROM2011. Canada's Ambassador to Moscow, JohnSloan, headed a group of 14 government offi�cials and business representatives to theregion. The group included: Director of ExportDevelopment Canada in Moscow John Place,Embassy representative Peter Teslenko, TimStubbs and Ken Clasby (SWC Industries),Witold Wacinski and Garry Bemister (VitechEngineering), Jenny and Becky Perez (HSBCGlobal Investor Immigration Services), AnatolyKim (KPMG, Moscow), Nathan Hunt (CERBAChairman), Tatiana Domilovskaya (RegionalDirector, CERBA�Vancouver) and Olga Mazurova(Regional Coordinator, CERBA�Moscow). Avery special member of the group was Mrs.Martine Sloan, wife of Ambassador Sloan, whotook the opportunity to get acquainted with aregion that plays an essential role in Russia'spast and present.

This was the first Canadian mission of suchscale to the Urals and helped Canadian compa�nies develop strong links with the regional gov�ernment. Business representatives met withMinister of International Foreign EconomicRelations, Alexander Kharlov; the administrationof Plenipotentiary to the Russian President in theUrals Federal District; the Sverdlovsk RegionalChapter of the Union of Industrialists andEntrepreneurs; the Regional Union of theConstruction Industry Enterprises; and othergovernment departments and business entities.

Information reaching Canadians on the Russian market poten�tial is too often tinged with negative emphasis, and sometimesclearly lacks basis in fact. The Investment Conference went along way towards dispelling myths that have abounded in Canadaand other countries about foreign investment in Russia and therisk�to�reward ratio. At the Exhibition, Canadian business dele�gates displayed their promotional material at theCERBA booth provided by INNOPROM.

The delegation had an extensive program,including official meetings with the Governor ofthe Sverdlovsk region, Mr. Misharin; Minister ofInternational and Foreign Economic Relations,Mr. Kharlov; Minister of Industry and Science ofSverdlovsk Oblast, Mr. Petrov; and Minister ofNatural Resources, Mr. Kryutchkov. The groupalso met with the General Director of Corpo�ration Ural Industrial – Ural Polar, Mr. Beletsky.Ural Polar is a federal project for development ofthe Mid and North Ural area and can potentiallybe great grounds for cooperation within Canada�Russia circumpolar areas. The delegates alsomet with Victor Koksharov, Rector of the UnitedFederal University. This visit highlighted opportu�nities for developing a student exchange pro�gram and joint educational programs withCanadian Universities.

One unique feature of this mission was CERBAVancouver's initiative to make direct businessconnections for BC companies – Vitech Engi�neering and CWS Industries. With support fromthe Sverdlovsk regional Union of constructionindustry enterprises, Vitech Engineering (woodprocessing consultants) successfully visited theTavda Wood Processing Plant and met with man�ufacturers of wood�based building materials.CWS Industries (manufacturing of heavy dutyequipment for mining and forestry) met withMantrac�Vostok and URALMASH. Mantrac�Vostok is a major Western distributer of miningand forestry machinery in Russia and URALMASHis a major Russian producer of heavy equipmentfor open pit mining. Both Canadian companiesdiscussed potential business opportunities and

will further explore these new contacts forexpanding into the Russian market.

The mission concluded with the signing of aCollaboration Agreement between CERBA�Van�couver (represented by Nathan Hunt) and theSverdlovsk Oblast Union of Industrialists andEntrepreneurs (represented by DmitryPumpyansky). This cooperation frameworkestablishes the facilitation of future businesscollaboration between Canada and Russia.

Overall, the mission resulted in the developmentof a strong partnership and cooperative workingrelationship between the government of theSverdlovsk Oblast and Canadian businesses.
