Colliers understands that the current proposed project includes the development and construction of the DPW Facilities located at Great Meadow Road and 25 Center Street in the Town of Burlington. This is a two phase project with an estimated construction cost of $32 Million. It’s the Town’s intention to retain the services of an OPM to manage the process of pre-design through construction close-out for this project.

Colliers has been engaged to serve as owner’s project manager for the Town of Longmeadow’s Public Works Facility.
The new Public Works Facility will replace the existing facility which was built in 1931 and has not kept pace with the Town’s population, work, and equipment growth.
The new Public Works Facility will be code compliant and a safe work environment for Town employees, provide more efficient work space and response times, protect the Town’s multi-million dollar investment in vehicles and equipment, and prevent distribution of core municipal services due to a facility failure.

PROJECT OVERVIEW
Colliers provided project management services for the capital improvements for the City of Pawtucket’s Department of Public Works. Recent initiatives included the rehabilitation of the Daggett Farm Greenhouse and the replacement of the existing salt storage facility at the Public Works Operations Center.
The renovations to the Daggett Farm Greenhouse included the replacement of the existing translucent roof, replacement or reinforcement of the roof structural assembly, replacement of existing greenhouse windows, and the installation of adequate ventilation.
The Salt Shed Replacement project included the removal of the existing salt shed structure including superstructure and foundations and the construction of a new salt storage facility including any necessary site improvements.
SERVICES PROVIDED
Colliers worked closely with the Department of Public Works to develop a project management plan for the Department’s capital projects.
On behalf of the City, Colliers managed the procurement process in accordance with City purchasing requirements and design-build best practices.
Colliers was also responsible for monitoring the contractor’s progress and managing the project closeout process.

PROJECT OVERVIEW
Colliers has been engaged to provide project management services for the renovations to the existing library or construction of a new 70,000 square foot Library Building in Fitchburg, MA.
The current Fitchburg Public Library consists of two connected buildings, built at different times, with a combined gross square footage of 45,000. The Youth Library opened in 1950 and the Wallace Library opened in 1967.
The need for a renovation, an addition, or reconstruction is great. There is an ever increasing need for meeting space, educational and entertainment materials, a stable Wi-Fi connection, and computers with an Internet connection and basic Office programs. In addition, the building is in need of adequate lighting, heat and air conditioning, a secure environment, being ADA compliant, and being up to code in other areas as well.
SERVICES PROVIDED
Colliers has been initially engaged to provide owner’s project management services to assist the Library in the submission of their grant application to the Massachusetts Board of Library Commissioners (MBLC). As part of the services required for the grant application, Colliers assisted the Library in the selection of an architect to conduct the schematic design phase, including site selection.
Upon project approval and funding, Colliers will assist the Library by providing project oversight and management during the schematic design, design development, construction documents, bid phase, construction and post construction phases and contract closeout.

The $2.2 million project includes making the new police station ADA compliant and includes an emergency generator, a sally port and covered parking for police vehicles.

PROJECT OVERVIEW
Colliers provided owner’s project management services for the Town of West Springfield’s Public Library Project. The Library project included the construction of a new 31,000 gsf addition. The project included the demolition of the existing additions, hazardous material abatement as required to accommodate the new facility, full restoration and repairs to the original historic structure, new HVAC, plumbing, fire suppression systems, electrical and telephone/data infrastructure. The completed facility was design to meet LEED Certification.
SERVICES PROVIDED
In the role of owner’s project manager, Colliers provided management, technical guidance and support throughout the completion of the project’s design, bidding and construction phases. Services included assisting in negotiation and contract establishment with the architect and construction manager, review of design and construction documents to identify value engineering opportunities, periodic on-site presence during construction, and management and regular reporting on project budget, finances and schedule.

PROJECT OVERVIEW
As a result of a Feasibility/Design study, the Library Building Committee and the Town of Dudley embarked on a plan for a new and enlarged library in order to meet and satisfy the community’s ever evolving needs. As is the case at most public libraries, the Dudley Public Library was busier than ever. While technology has changed the ways in which patrons use the library (it has become a vital “computer link”), the Library’s traditional role as a vital community center has become even more important.
The project was considered by the State to be “Adaptive Re-Use”, located at the site of the old Town Hall and tripled the library’s size to 17,860 gsf. The new facility includes state-of-the-art book detection system and inventory system which allows users to check books out through self-serve kiosks.
SERVICES PROVIDED
The Library is a one level, handicapped accessible facility which, in addition to providing significantly more space, provides patrons with ample parking. The new Library serves to accommodate increased usage and growing collections and also increases public space to allow for a new children’s area, a magazine/newspaper area, a study and gathering space for teens, private study rooms, and a large meeting room to be used for library, public and civic functions. The new library received LEED Silver Certification.
Colliers served as Owner’s Representative and provided comprehensive project management and building commissioning services for the new Pearle L. Crawford Memorial Library.

Collies has been engaged to provide project management services for the Town of Amherst’s Jones Library renovation and expansion project.
The renovated Jones Library will incorporate additional services which are being offered by public libraries today that are considered essential to their missions such as small, quiet study rooms, a computer training lab, a Youth Activities Room, a café-like space, a sales area for Library mementos and the Friends’ Book Sale, self-serve Holds, and an Automated Materials Handling System.
SERVICES PROVIDED
Colliers is serving as owner’s project manager and is assisting with the preparation of the RFQ/RFP for the selection of the architect/designer. In addition, Colliers will assist the library in evaluating architect/designer proposals and oversee and review the architect’s work as it relates to the Library’s Building Program.
Additionally, Colliers will develop a timeline and schedule for taking the project successfully through the Massachusetts Board of Library Construction Grant Program.
Colliers will review the schematic plans, evaluations and specifications, constructability reviews, review for consistency of documents between overlapping trades, coordination, and compliance with the Library’s Building Program and the requirements of M.G.L. Chapter 149, Section 44A-M and all other applicable laws, codes, and regulations.

PROJECT APPROACH
APPROACH TO PROJECT MANAGEMENT
Colliers’ philosophy in the management of capital projects has been shaped by two decades of experience representing Owners in the design, construction, and management of municipal facilities. The design and construction industry has evolved from an era in which a Master Builder designed and personally directed tradesmen in the construction of a project, to the present where complicated and sophisticated processes involving numerous designers, consultants, managers, contractors and regulatory authorities all play important roles. The result of this evolution is not always positive - construction projects with major cost overruns, expensive mechanical systems that don’t operate properly, and municipal spaces that don’t meet the owner’s expectations.
Colliers has assembled a team of talented professionals from across the design and construction industry to help municipalities navigate through this complex and risky environment. Our approach is proactive and highly collaborative. We are committed to providing the technical, analytical, and managerial support necessary to help building committees get the most for their capital dollars. With this perspective in mind, Colliers has adopted the following core objectives to focus our delivery of our comprehensive owner’s project manager services:
PROTECT the Interests of the Town of Burlington through careful oversight and process management to ensure that newly created and/or renovated spaces are functionally appropriate for the occupants, aesthetically conform to design standards, and that the project is financially controlled at all times.
REDUCE Costs and Maximize Value in the project through design critique that provides options for best value and avoids high cost change orders and utilizes bidding and contracting strategies that reap benefits from a competitive marketplace.
PRESERVE the Project Schedule by establishing critical milestones throughout the design and construction process, facilitating meetings, discussions and document reviews, and identifying critical path issues that can create delays before they materialize. In the current climate of cost escalation, the old adage “time is money” has never been more true.
ENSURE Construction Quality throughout the process by confirming the proper design and construction of materials and equipment, and ultimately through the verification of the performance of installed systems.
METHODS OF COMMUNICATION
Colliers utilizes a RACI (Responsible-Accountable-Consulted-Informed) plan for all project participants based on contract obligations and milestone deliverables. This plan allows for the proper allocation of responsibilities. It describes which party is “Responsible,” “Accountable,” “Consulted” or “Informed.” RACI plans are developed and implemented on many of our projects. The concept will be reviewed with the Town

of Burlington and the balance of the project team as soon as we are engaged. Once signed off by all parties, we will actively manage all of the parts and pieces of the plan.
Once a comprehensive plan is in place, communication of the plan is key. Developing the plan early and letting Town Authorities know when it will be in place, for how long, and how it will affect them is a key to the success of the project.
Overall communication will be key to the success of the project. Whether its construction logistics, move schedules, or how we are simply going to protect significant trees around the building, the Town personnel will want to know “how and when.” Our team will be prepared to deliver the “right message” to the “right group.” Working closely with the Town of Burlington representatives, we will establish a protocol and platform for communicating project related matters. Our message will be scripted and approved in advance by the Town of Burlington. The last thing we want to do is miscommunicate an importance piece of information to the community at large.
In addition, Colliers staff will have a direct communication link to the required project team members. When in construction, our on-site representative will check in with the Town personnel on a regular basis to ensure the Town is well aware of what is happening on-site.

TOOLS TO INCREASE EFFECTIVENESS
As a firm dedicated to working with a variety of clients of differencing scales and project complexities and geographies, Colliers utilizes a variety of web-based project management software systems and tools. Organizationally, Colliers maintains a Microsoft SharePoint system allowing individual clients to establish a cloud-based repository for project related documentation and restricted access to various project participants.
Additionally, Colliers also utilizes a proprietary software, Colliers360, deployed with our larger clients capable of providing a cloud-based solution for multiple concurrent projects. Colliers is committed to serving the Town of Burlington with a team approach that allows the strengths of our individuals to complement each other and provide a superior level of service. To accomplish this goal, your project will be assigned a Senior Director and Project Director who will oversee all Colliers activities related to the project and ensure that Town is well served. In addition, a Project Manager will be responsible for the day-to-day operations and the final success of the project. The Project Manager will be supported throughout the project by the team outlined below.
CONTINGENCY PLANS
Colliers has a number of mechanisms in place to ensure the continuation of project services to our clients. These mechanisms include daily backups (stored off site) of the Colliers file servers, which contain pertinent project information, documentations, drawings, etc. In addition, our multi-disciplined staff of over 100 professionals ensures that in the event of sickness, family emergency, vacation, and/or resignation/termination of any given project team member, Colliers will have available a replacement with equal level of skill, experience and expertise.

Baystate Medical Center – Hospital of the Future – Springfield, MA Project Coordinator for a $258 Million, 640,000 square foot hospital expansion at Baystate Medical Center. Highlights of projects managed included:
Children’s Hospital Wing: The project consisted of two 7-story wings and a five-story wing. Careful attention was required in the design process to mitigate high water table issues, construction vibration and potential destabilization impacts on existing clinical care buildings and campus access, shielding new building connections from existing MRI suites, and phasing of new utilities and site preparation.
Heart and Vascular Center: The project consisted of hybrid procedure rooms, orthopedic suites, a surgical suites, inter-operative MRI, consolidated central sterile processing and distribution center, new entry and lobby areas, and academic teaching space and support functions.
Level 1 Trauma Center: The project consisted of 84 treatment rooms, a rooftop helipad, a time limited care unit, and a non-invasive heart and vascular diagnostics center.
